Dear All ,

We are happy to place before our associates, friends and well-wishersthe facts about our dedicated work as Annual Report of Avvai for the year2012-13. Our programmes currently address issues of violence against children,women and elders, adverse impact of climate change, addiction, child health,nutrition, watershed and livelihood. Through Childline-1098, every month weare able to extend our supportive services to morethan 50 children in need ofcare and protection. 1280 children are covered under sponsorship and 450children are enjoying preschool education. We hope and trust, our rationaleapproaches and programme strategies will be a model for the like minded institutions toadopt in their field.

This year we have given special focus to climate change adaptation and therebysucceeded on addressing adverse impact of climate change by implementing pilot projects..Natural hazards by themselves do not cause disasters. It is a combination of an exposed,vulnerable and ill-prepared population with a hazard event that results in a disaster. Hence,we have focused on capacity building of the community and along with them addressed theclimatic issues such as salinity of land, water scarcity and sea water intrusion by pilot projects.

This great success would not have been possible without the perseverant and dedicatedefforts put up by the Avvai team and guidance received from the Members of the Governingand Executive Board.

MESSAGE

The Society, best known as AVVAI has successfully completed Thirty Five Years of itsjourney in the realm of enhancing equitable and self-sustainable education for all, health, livelihood,gender equality and socio-economic upliftment of women.

AVVAI, with its endless list of socio economic activities, has a niche towards School Childrencreativity and Growth through Parents’ Development. This was accomplished by organizing anexhibition with the creative minds of school children which received accolades of the dignitariesand village community.

Keeping Economic upliftment and development of parents as the stepping stone for childrengrowth, AVVAI has conducted livelihood programme in Tailoring for a group of women to becomeEntrepreneurs. The programme received good response and the outcome was positive.

The success of the AVVAI family in all spheres of Socio-Economic activities over the yearswas due to its dynamic leadership, complemented with dedicated staff. I wish AVVAI to carryforward the same spirit of serving the people in all its future commitments and scale new heights tofill the hearts of the under privileged.

Preface

Millions of people all around the world are struggling with the problem of drug addiction.This dangerous addiction has severe long-term consequences, and it can even lead to death.Fortunately, there are numerous drug rehabilitation programs and centers which specialize in treatingpatients with this problem. Among those centers, I like to extend my deepest gratitude to Avvaivillage welfare society for its sincere efforts to rehabilitate addicts through “Gandhiji IntegratedRehabilitation Centre at Karaikal.

The programs are efficient due to the fact that long-term care and assistance is provided.The Center affords high-quality, continuing care: the patients are carefully monitored and theirprogress is evaluated. The programs are conducted only by skilled and well-trained professionalin the field of drug rehabilitation, specialists who know how to approach a problem in order totreat it quickly and efficiently, without the hassles and with a minimum of discomfort from thepatient.

I personally took part in several events organized by this Center and pleased of their sincereefforts over enriching awareness on addiction as a preventive measure and giving treatment to thepatients as part of curative. Thanks to them, many people have truly said that they have started anew life.

I once again extend my thanks to the entire staff team and Avvai village welfare society forrunning such a meaningful programme at Karaikal to address the issues of addiction which is thecore concern prevalent in the region.

Foreword

I am gratified to appreciate and acknowledge the efforts and diligent services renderingby Avvai Village Welfare Society and I identify the primary reason for giving my intentions, inparticular, happened to be the prevailing situations, conditions and life styles of the fellowcitizens according to the mundane mutations.

The most daunting challenges now our society facing would be cultural disaster, disgraceon humanity and slack in discipline in individual life. Humanity amongst the fellow incumbentsdeteriorating day-by-day.

I feel that, Avvai Village Welfare Society are showing their utmost sincere and dedicatedservices to the humans on the humanitarian grounds by the way of establishing GandhijiRehabilitation Center for Drug Addicts and its giving excellent rescue operations, Home forOld Aged and particularly their campaign on Blood donation and their drive for identifyingand encouraging new Blood Donors. Providing blood for saving a life appears to be a savior indisguise. Introduction :

AVVAI VILLAGE WELFARE SOCIETYshortly known as “Avvai” was initiated on 6th February1978. It works among children, women, elders anddisaster affected in the sectors of education, child rights& child protection, health, women empowerment, de-addiction, elder care, micro insurance, disaster riskmanagement and climate change adaptation. Theorganization was registered under Indian SocietiesRegistration Act XXI of 1860 in the year 1978. It worksin Nagapattinam & Thiruvarur Districts of Tamil Naduand Karaikal & Puducherry region of Puducherry UT.

PRESCHOOL EDUCATION

2. At each creche center, children were educated withpictorial charts and by using low cost educationmaterials that are locally available. Children werealso educated on moral studies, human relations andgardening. The syllabus prepared during periodicalstaff meeting was utilized to educate the children.Conducted 12 staff review meetings and discussedon the regular activities of each creche centers,prepared syllabus and shared and learnt experienceof each staff over educating creche children. Alongwith local Village Health Nurse assisted ANC &PNC mothers on providing IFA tablets, vitamin Asolution to under five children, immunization andother health related issues at village level. As aresult, 272 pregnant women and 652 children gotvaccinated and 210 children received Vitamin Asolution.

3. With effective participation of the community, thecaretakers with their special efforts celebratedseveral functions at Creche centers such asIndependence Day, Anganwadi Day, GandhiJayanthi, Children’s Day, Saraswathi Pooja etc. Theward members, panchayat leaders, SHGs, youthgroup members and parents were participated. As aresult, community participation towards Crechecenters got improved. As community developmentactivity, the care takers sensitized the communityon micro insurance during village level meetings,grama sabha, parents meeting etc and thereby 232members were covered under micro insurance.

4. At this reporting period, the project was visited bylocal Village Panchayat President, Councilor andJoint Secretary of Tamil Nadu State Social WelfareBoard and given their guidance. The suggestion forimprovement was well taken and adopted.

5. Conducted awareness programmes on NPS andthereby 2500 people got benefited. As a result, 263persons were covered under NPS and 540 coveredunder micro insurance.

6. Leveraged financial support of Rs.60000/- to activesenior citizens for starting up of petty businesses.Leveraged 1.5 crore for SHGs from Banks towardsmicro enterprises.

Goal :

Promote Day Care facilities for children below 5 yearsby providing nutrition and play way education in ahealthy atmosphere in Nagapattinam district by 2015.

Objectives :

To provide a healthy atmosphere for childrenbelow 5 years

To provide nutritious food and play wayeducation to children

To network with Primary Health Center andprovide adequate medical facilities for childrenTo conduct parents meeting every month and getthe community involved in the management andmonitoring of Activities, especially providinginfrastructure, clean water, toilet and cookingfacilities.

Activities:

1. Avvai village welfare society runs 15 creche centrein rural remote villages of Nagapattinam andThiruvarur Districts and thereby 450 children havebenefited. Total boys are 229 and girls are 221. Atthis reporting period, 204 children (116 Girls and88 Boys) who crossed age of 5 enrolled at nearbyPrimary School to continue their primary education.Organized 180 Parents meetings and totally 2964members were participated. The meeting focusedon oral polio vaccination, sanitation practice, birth& death registration, plantation around crechecenter, National Pension Scheme, importance ofIFA, micro insurance and other projects run by Avvaifor the community.

AVVAI CHILD DEVELOPMENT PROJECT-41262. Conducted 4 medical camps and 364 children were

benefited (Male 171, Female193). 19 mentally &physically challenged children were screened and9 children were referred to VMC for highertreatment and got tested and treated. Eye problem22, skin disease 47 and other 295 got treatment forgeneral problems such as cold, fever, water bornedisease etc..

3. Conducted 2 events on World Malaria Day, one atNagapattinam and another at Karaikal. MunicipalCommissioner, District Malaria officer, Healthinspector, Youth leader, School Headmaster, PHCdoctor, TRPattinam Municipal Commissioner werepresided. Total participants are 370 school children(Male 197, Female 173). As a result, massiveawareness was created among the public. The peereducators along with school children cleaned theirvillage (Sambathottam) and pasted IEC at publicplaces. The village panchayat passed a resolutionnot to put the fish waste near public places and alsodecided to fine upto Rs.10000/-

4. Conducted 10 talent shows in Avvai Creche Centersand totally 430 children and mothers wereparticipated. Ward member, panchayat leader, localVHN were presided. As a result, children’s talentsgot explored and inherited talents of children getknown by parents.

5. Activated PTA in 4 schools. (Thethi, Boothangudi,Palpannaicherry) and inspired them givingmotivation prize. NABARD AGM, Villagepresident, School Management Committee leadersand Vice president were presided. Total PTAmembers in 4 schools are 48. (Male 27, Female21). As a result, PTA did water connection to Thethischool, PTA pressurized village panchayat and gotland for promoting primary to middle school. PTA

Goal :

Reducing risk to children’s holistic wellbeing,making children’s rights a reality and creating an enablingenvironment that supports children’s positivedevelopment by 2023.

Objectives :

To reduce prevalence of micronutrient deficiencyamong young children in 18 villages ofNagapattinam and Karaikal Districts by 2015.

To provide protective, nurturing and stimulatingenvironment to children in the age group of 0-6years in 18 villages of Nagapattinam and KaraikalDistricts by 2015.

To increase the children receiving quality educationin 18 villages of Nagapattinam and KaraikalDistricts by 2015

To improve reproductive health status of adolescentboys and girls in 18 villages of Nagapattinam andKaraikal Districts by 2015

Activities :

1. Organized 4 camps in coordination with ICDSdepartment (Rural 2 + Urban 2) and thereby 104malnourished children(Male 43, Female 61) alongwith mothers and 63 anganwadi workers wereparticipated. The project officer, ICDS Dept,CDPO, CNI, ICDS supervior, Municipal Chairmanwere presided. The children were supported withIron tonic, lion honey, lion dates and nuts. Besidesthat the parents were educated on low cost nutritionby demonstration, preventive measures ofchildhood illness and personal hygiene. As a result,Anganwadi workers focus special attention tomalnourished children. Parents got awareness onlow cost nutrition & parents focus on child care.

of palpannaicherry donated syntex and waterpurifier to school. In addition, PTA participates inall functions of school towards development.

6. Conducted 12 trainings on HIV/AIDS to youth andthereby 984 got sensitized(Male 521,Female423).Involved positive speaker in the programme andsensitized the youth. As a result, the youthparticipated in world AIDS Day, visited Red RibbonExpress with interest, share about basic facts ofHIV/AIDS in school assembly and stigma gotreduced.

7. Organized 2 events on World TB Day, one atNagapattinam and one at Karaikal. Totally 272 wereparticipated (Male 147,Female125). TB doctorKaraikal GH, NRHM Coordinator, Head nurse,CHAI, AEEO, School HM, NDMF coordinatorwere presided. Did in coordinator with NRHM andCHAI. Organized TB patients and sensitized onDOTs and distributed groundnuts. Had oraldiscussion, flip charts, did rally with school children& signature campaign.

8. 40 adolescent girls were trained on tailoring and20 youths on computer application employabilityskill development programme.

9. Conducted 8 programmes to youth on microinsurance and thereby 396 youth got sensitised(Male 204,Female 192). Care India officials,NDMF coordinator were presided. As a result, 58sponsored families were covered under microinsurance.

10. At this reporting period, the project supported thesponsored children with Rs.1166181.82/- andthereby 15% of them purchased assets, 5% of themkept under saving, 40% of them utilized to meetout basic needs, 25% of them utilised for birthdaycelebration, 15% of them utilized for educationpurposes.

NAGAPATTINAM CHILDLINE-1098 Goal :

Facilitate the functioning of Childline-1098 to helpthe children in need of Care& Protection in NagapattinamDistrict by the year 2020.

Objectives :

To ensure that helpline calls reach the call centrefrom all the existing 36 wards panchayats includingprivate mobile operators by 2015

To create and sustain awareness about Childline1098 and its activities through open houses,publicity materials, linkages, school campaign,SHGs, etc in all the 36 wards by 2015

To work in collaborative with allied systems theNGOs, CBOs, SHGs, Child Welfare Committeeand Childline India Foundation (CIF) etc., tofacilitate best service to children by 2015

Activities :

1. Nagapattinam Childline-1098 has received 2305calls during this reporting period and out of that612 are intervention calls. The children rescuedwere properly handed over to Child WelfareCommittee and JJB as per ICPS’ guidelines andrules.

2. Organized awareness programmes on Childline-1098 in 36 wards and 7 village Panchayats inNagapattinam block and 15 Village Panchayats inKeezhaiyur Block. The general public wassensitized on child rights and functions of Childline-1098 and thereby 22688 were sensitized.

3. Sensitized 3054 SHG members and 2683 schoolchildren of 33 schools on Childline-1098 withhandbills and flip charts. Obtained a circular fromthe CEO & DEEO and educated the children ontheir rights. In addition to the children, 186 teachersand 23 Headmasters were participated. As a result,55 intervention calls were received.

4. Established a stall at Velankanni & Nagore festivalseasons and thereby sensitized 18580 general publicand distributed 15438 notice on Childline-1098. Asa result, 99 missing children were restored withparents and Dharga Management Committeeextended their support to address begging childrenin the festival.

5. Sensitized 168 owners & shop keepers, vendorson Childline-1098. As a result, 186 beggingchildren and 3 child labourers were rescued and 9children were produced before CWC and 56children were rejoined at schools.

6. Organized 12 Open House meetings and thereby692 children and 1150 adults were participated. Thechildren shared their issues before adult and thereby37 interventions were received to the project.

7. Sensitized auto, car and van stand drivers inNagapattinam, Velankanni and Nagore onChildline-1098 and thereby 685 were participated.

8. Conducted Childline Advisory Board meeting and42 district officials were participated. The DistrictCollector, Nagapattinam reviewed the project andaddressed the demands raised by the project.

9. Conducted awareness programme on Childline-1098 for NGO staffs and thereby from 16 NGOs32 members were participated. As a result, theproject received 3 intervention calls.

10. Organized NICP workshops for police personneland thereby 52 were trained on child rights andfunctions of Childline-1098. As a result, the policepersonnel extends their support to the project and29 intervention calls were received.

CHILD DEVELOPMENT PROJECT - 9422around 800 school children were done dental checkup and benefited.

4. Conducted 12 creativity and science exhibitionamong school children and 712 children took partand showed their creativity and talent.

5. Conducted 12 competition events among schoolchildren such as paintings, sports and leadershipevent and 921 children took part actively andshowed their talents.

6. Conducted 12 yoga and meditation session toschool children in schools and 924 childrenparticipated and benefited through this sessions.

7. Conducted 8 special camps to children to fill upbank challan, post office account opening, bankaccount opening and railway reservation form. 412school children took part and learned.

8. Conducted 8 life skill education programmes tochildren and more than 400 children took part andbenefited. Organised livelihood training to boys andgirls (driving licence for 26 female 2 and male 24),computer course for 20 people (male 12 female 8).

9. Conducted 6 training on life skill education to youthin 6 villages and 257 youths participated andbenefited. Support given to local VHN on campaignon filaria and other vaccination in 14 villages.

10. Conducted 8 trainings on HIV/AIDS to out ofschool youth and thereby 230 got sensitized.

11. Conducted 14 sessions on capacitating andstrengthening of youth club on club managementat village levels and 324 youth actively participated.

12. 12 Trainings conducted to youth on disastermanagement and mock drill in various villages ofproject area and 327 youth were participated andbenefited

13. 14 sessions were conducted on safe sanitationpractices at community level and 364 people fromthe communities were participated and sensitized.Conducted 9 sessions in on importance of IFA toworking girls and 132 working girls took part andbenefited.

14. Conducted campaign activity on World TB day inassociation with RNTCP and 300 people took partin the campaign and RNTCP officials were alsopresent.

15. Distributed 230 mosquito nets, 68 emergency lightsand 48 tarpaulins to Thane cyclone victims withthe help of Child Fund’s Golah Fund. Alsoassistance was given to 27 beneficiaries to re-buildtheir house which got damaged during Thanecyclone through Golah fund.

Goal :Improve the hope on quality of life of the children

(0-5 years), promoting the better learning skills amongschool going children for their all around developmentand impregnating the seed of hope in the mind of youth. Objectives :

To provide a positive, productive and enablingenvironment for their children in the age group of0-5-years by 2015To create space children between the age group of6-14 years to exhibit their hidden talents and skillsto compete and cope with the economically soundchildren with the changing scenarios.To capacitate youth on leadership skills andpersonality development to improvise them incoping with the changing scenarios.To provide scope for enhanced employability ofyouth to look out for better livelihood opportunitieswith the available resources adapting to changingjob trends.

Activities :

1. Organized 4 health camps in coordination with localdoctors to address the childhood illness amongunder five children and 324 children are benefited.Organised 12 camps on talent show among crèchechildren and over all 612 children participated.Conducted 4 get-together meet between VHN andanganwadi workers on safe motherhood and 246anganwadi workers participated from differentvillages and benefited.

2. Conducted 8 educative sessions on importance ofperiodical immunization and child care services and323 people are participated and benefited.Sensitized on nutritional anaemia to ANC & PNCmothers and 324 ANC & PNC mothers participatedand benefited.

ADAIKALAM SHORT STAY HOME FOR WOMEN Goal :

Protecting and rehabilitating women and childrenbetween the age of 18 and 40 under difficultcircumstances in Nagapattinam District on a continuesbasis.

Objectives :

To create awareness in the community for care andprotection of women and children who are underdifficult circumstances.

To provide intuitional support and rehabilitate 30women (18-40) under difficult circumstances inNagapattinam District

To provide food, clothing, medical facilities andentertainment to the inmates.

To counsel and rehabilitate women and to providevocational training for 30 women.

To establish network with other Free Legal Aid,NGOs and other Government Deportment.

Activities :

1. Adaikalam Short Stay Home has taken care 79inmates and 30 children who come out of difficultcircumstances. 48 inmates were newly admitted and46 inmates were discharged. At present, 33 inmatesare taken care at Home. Out of 46 discharged cases,14 were restored with spouse, 12 with parents, 13with relatives, 6 inmates were arranged foremployment in private concern and 1 got legalsupport through District Free Legal Aid. Thedischarged inmates were given vocational trainingsin the trade of tailoring, Basket making,Embroidering, Paper cover making and embroiderywork. All inmates were provided food, clothing,medical facilities and recreation. Medical officersvisited the home four times in a month andexamined the inmates’ health on a regular basis.

2. The project has organized 44 awarenessprogrammes and totally 974 members were

participated. The programme focused on womenrights, legal provisions, domestic violence act 2005,dowry act, marriage act and functions of variousallied systems such as Free legal Aid, services ofAll Women Police Station and women helpline.Organized 4 Home committee meetings anddiscussed on rehabilitation of clients, quality ofservices, restoration issues and legal support.

3. At this reporting period, 37 Home visits and 46Follow up were done and found persons selfemployed and leading a happy life. The projecthas strong network with line department andthereby organized ample of awareness programmesin coordination with Social Welfare Department,Free Legal Aid, All women police station andDeaddiction center.

4. The Field Officer from CSWB, the District SocialWelfare Officer, Nagapattinam and the DistrictSupply Officer have visited the Home several times,interacted with clients about the services, verifiedthe documents and given guidance.

‘VIDIYAL’ FAMILY COUNSELING CENTRE

Goal :

Promoting harmonious family life among peopleliving in Nagapattinam District by 2015

Objectives :

To minimize family problem arising out ofalcoholism ,domestic violence, dowry problem,etc…in Nagapattinam district.

To provide information on legal rights on womenand link women with resources locally available.

To establish linkages with the police departmentshospitals, NGOs, CBOs, etc to address issuestogether.

Activities :

1. At this reporting period, the project counseled 242cases. Out of 242 cases, 202 cases wererehabilitated successfully. Out of which, 191 caseswere rejoined with family, 7 cases benefited undergovernment welfare scheme and 05 cases obtainedjob benefits.

2. The project has conducted 59 village levelawareness programmes on women rights, domesticviolence, women helpline and function of Freelegal aid in Nagapattinam region. Conducted 92follow up and 121 home visit and ensured welfareof cases rehabilitated through family counselingcenter.

3. The project has strong network with linedepartment and thereby with allied system theproject dealt 28 cases in association with Allwomen police station, 11 cases with DistrictProtection Officer, 12 cases dealt with free legalaid. Organized 04 subcommittee meeting andthereby 2 clients were rehabilitated with supportof committee members. The Field Officer fromCSWB visited the project twice and givenguidance.

At this reporting year, the Family CounsellingCentre project satisfied for counseling and rehabilitating202 cases. The project in coordination with DistrictSocial Welfare Office, All women police station, Freelegal aid and Child Development Project organizedseveral programmes and sensitized on women rights andadvocated on vital issues such as alcoholism, dowry andearly marriages that affects the family.

Activities :

1. The project Swadhar Home has taken care of 77inmates under distress through counseling support.26 inmates were admitted newly and 25 inmateswere rehabilitated and rejoined with their parentsand spouse. At present, 51 inmates are taken careat Home.

2. At this reporting period, the project has conducted171 individual counseling sessions, 52 grouptherapy , 33 home visits , 40 follow –ups and 2referral.

3. Organized 41 community awareness programmeson swadhar functions, women’s rights, issues ofdomestic violence ,dowry and legal provision ofwomen etc in coordination with supportiveservices.

4. Vocational trainings were provided to 39 inmateson tailoring, embroidering, basket making withbamboo, cover making and flower garland. 24inmates were self-employed after discharge fromthe Home. Inmates are taken out to temples andother open space for outings as recreation.

The project Swadhar Home has taken care of 77inmates under distress and rendered counseling support.Of which 25 inmates were rehabilitated successfully withtheir parents, spouse and relatives. During the course ofperiod, the project strengthened its network withGovernment departments, like minded institutions andCBOs and thereby extended vocational and employmentopportunities to inmates.

WOMEN EMPOWERMENT PROJECT

Goal :

“Promote and make possible savings and creditactivities among poor women jointly together in the formof the Self Help Groups to help, improve the economicand social conditions, particularly of poor women.’’

Objectives :

To enable SHGs to give loans to their own membersout of the savings amounts thus collected,supplemented where possible, by other fundsobtained as membership fees, loans, grants, interestincome, fees, penalties and any other form.

To enable SHGs to access insurance, pension andother financial services for their members.

To secure funds from other funding sources andprovide the same as loans, with or without interestand on such terms, to the member – SHGs so as toenable them to provide the same to their membersfor income generation and livelihood programs.

Activities :

Conducted financial literacy training program andthereby 2163 SHG members were participated. Asa result, 1766 trained women increased their savingsto meet their future credit need in their SHGs .Consequently the savings / net worth of the SHGshas increased to Rs 50 to 100 in 122 SHGs.

Conducted 4 mass campaigns to SHGs and thereby1950 members were participated. The participantswere educated on importance of micro insurance,National Pension Scheme and financial inclusions.

Conducted sensitization programme on NPS, Microinsurance and Financial inclusion in 115 habitationsand thereby 6700 SHG members were participatedand 30% of them were covered under the NPS andmicro insurance of social security. In two villages,the project achieved 100% financial inclusion.

At this reporting period, the project has covered763 families under New Pension System(SWALAMBAN) and thereby ensured socialsecurity for the members in their last age.

Covered 1256 families under Micro Insurance andthereby 2123 members has insurance coverageto support their dependents at risk.

Conducted training on savings and credit systemto SHGs and thereby 526 SHG members werebenefited. As a result, 872 members have SavingsBank Account and started their financialtransactions in Nationalized Banks.

At this reporting period, 4 staff members weretrained on Social enterprising and 2 women weretrained on Entrepreneurship promotion.

Provided financial assistance to 196 SHGs withRs. 34546000/- and thereby 2541 members weregot benefited. 1156 women added value to theirfish vending business by using ice boxes, 565 havebought milch animals for their additional incomeby milk production and selling, 128 membersincreased their investment in their existing pettybusiness and 692 members bought Agricultureinputs for their crops.

ANUBHAVAM HOME FOR THE AGED

Goal :

Enhancing health status, social relationship andself esteem of the vulnerable elders by providingpeaceful home shelter care and social awareness.

Objectives :

To enhance socialawareness on eldercare in the community

To carryout social,psychological andmaterial assistance toneedy elders

To identify neglectedand sociallyhandicapped elders inthe communities

To provide a healthy family environment to theelders admitted in home

To ensure nutritional, medical, entertainment andother preliminary needs of elders in the home.

To engage in resource mobilization activities.

Activities :

1. At this reporting period, 5 deserted elders (4 maleand 1 female) were newly admitted in Home and05 elders were reunited with their familiessuccessfully. Due to old age, 01 inmate was passedaway. Totally the project taken care of 45 eldersthis year. At present there are 39 inmates at Homeout of which 17 are male 22 are female. Conducted12 Yoga trainings for the inmates and the activeelders are participating actively. As the yoga wasdone at early morning and evening, the elders arefeel free from joint pain, breathing trouble, bodypain, BP and reduction of sugar.

2. Awareness programmes were conducted at villagelevel to sensitize on elder care and therebyconducted 36 meetings for the village stakeholderssuch as SHGs, panchayat, grama sabha meetingsand to school children and 5184 were participated.As a result of awareness programme, manystakeholders came forward and donating food &snacks items to the inmates and joyfully spent theirtime with elders by chitchatting with them.

3. 4 medical camps were conducted and thereby 2elders were given treatment for Asthma, 2 oncardiologic problem and 8 on eye check-ups. All40 elders are taking Albendazole Tap once in sixmonths. Elders having Blood pressure, Sugar areobtaining free medicines and treatment from nearbyPrimary Health Centre.

4. Celebrated important days and festivals such asDiwali, Pongal , Vinayahar Sathurthi, Republic day,Independence day, World Elders Day and AyudhaPooja along with community members and crèchechildren. The elders feel at home and enjoy the daywith school children and community people.

5. The project leveraged material donations likeclothes, cot, tube lights, water tank, charger light,trunk box, household materials and entertainmentitems for Rs.211500/-. The kind hearted donorswere thanked in person and through lettercommunication. Kitchen garden, newspaperreading, watching television programs, hearingradio, cleaning home environment and groupsinging are some of the periodical entertainmentactivities conducted at Home. The inmates forgettheir worries and interestingly involved in theseactivities.

6. Organized 12 consoling and guidance meetings forthe elders and thereby the elders share theirmemories with each other and motivate their fellowinmates to feel happy.

7. The District Social Welfare Officer, Extensionofficer, Civil supply officer, Village AdministrativeOfficer and Revenue Officer were visited theproject and given their guidance.

The Anubhavam Home for the Aged felt satisfiedof its services to the elderly through yoga, counselingsupport, medical camp, recreational activities and homevisits. Besides that, the project leveraged local supportand assisted the elders. The inmates at home feel homelyand enjoy their life time by mingling with communitymembers who arrives to home for various purposes.

MULTI SERVICE CENTRE FOR THE AGED

Goal :

Enable the aged people living in SangamangalamPanchayat in Palaiyanur Melapathi Village inNagapattinam District to lead a peaceful and dignifiedlife by providing basic needs, care and protectionthroughout their lives from the year 2002.

Objectives :

To provide an elder friendly environment

To support elders to have a healthy mind in healthbody at Home

To promote unity and encourage

To network with Government and NGOs.

Activities :

1. At this reporting period, 03 elders were newlyadmitted (male 2 and Female 3). 1 elder wasexpired due to old age and at present, 50 elders aregiven Day Care facilities in a friendly atmospherewith food, shelter and refreshment. The projectconducted 12 yoga classes during the stipulatedperiod with trained yoga master. The inmatesparticipated regularly and got relief from breathingtrouble, pain in the Knee and fists.

2. Conducted 10 medical camps in coordination withPrimary Health Centre in addition to regular healthcheckups by local Village Health Nurse. 46 elderswere participated. Elders having Joint pains,acute respiratory infection, cold and fever weretreated and given free medicines.

3. The project celebrated vital events and functionssuch as Dewali, Pongal, Independence Day, GandhiJayanthi and Republic Day with the participationof community members and local stakeholders. Theelders felt at home and enjoyed the days andfunctions with cultural programmes.

4. The project mobilized Rs.10000/-as materialdonations such as food, clothes, entertainments,

vessels etc from the community. Elders at Homeenjoy the benefits of reading newspaper, watchingTelevision, making paper cover and group singing.The project observed World Elders Day inCoordination with District Administration atNagapattinam. Various cultural programme wereconducted for elders and distributed prizes.

Goal :

The project Ambujam Home for the Aged has takencare of 29 vulnerable elders and given homelyatmosphere (Male 13 & Female 16). 3 Elders(Male -1 & Female -2) were newly admitted to theHome 3 Elders were reunited with their families(Female-3) successfully. At present, 26 elders(Male 13-Female-13) were taken care and givenhomely atmosphere.

2. Paper cover making, book binding, gardening andrecreational activities are given as recreationalactivities for the inmates and the elders do withinterest and exhibited for the visitors. The slogan,paintings and drawings prepared by the elders weredisplayed at Home for vision. Get-togethermeetings was for elders by inviting local resourcepersons and oriented on legal rights, personalhygiene, nutrition, spirituality, interpersonalrelationship and importance of Meditation.

3. The project organized 4 medical camps incollaboration with local Govt. Hospital and Clinics.All elders were participated and obtained freemedicines and treatment for the ailments. Theproject was visited by the District Social WelfareOfficer and Extension officer and given guidance.Moreover, they celebrated importance Days andEvents like Pongal, Diwali, Independence Day,Republic Day and World Elders Day along withelders and enjoyed by providing sweets and foodto them.

4. The project mobilized material donations ofRs.22000/- like clothes, groceries and recreationalitems from the community and CBOs like RotaryClub, Self Help Groups and individual donors.

PUTHUMALAR - INTEGRATED REHABILITATION CENTRE FOR ADDICTS

Goal :

Rehabilitation of Drug addicts in NagapattinamDistrict through Medical and psychological treatmentand to make it as sober by the end of 2020.

Objective :

To enrich knowledge on ill-effect of alcoholismthrough mass communication

To increase the number of services rendered toalcoholic cases by 20% in one year

To continuously assist recovered cases throughperiodical meetings and Alcoholic Anonymous tomaintain sobriety.

To network with related Departments and CBOsand to strengthen the services of the programme

Activities :

1. The project admitted 240 cases (208 New casesand 32 relapse cases) and provided medical andpsychological treatment. Out of 240 cases, 211cases are leading drug free life. Conducted 1920Individual Counseling, 305 Group therapy, 155Family therapy and 314 yoga therapy for drugaddicts and facilitated for successful treatment. 185home visits and 326 follow up were made to preventrelapse. Totally 211 cases were fully recovered atthis year.

2. Conducted 62 awareness programme on ill-effectof addiction to fishermen community, self helpgroup members, Auto and truck drivers, youthclubs, adolescent girls etc. Organized 11 AlcoholicAnonymous (AA) meetings for recovered personsand 54 members were participated. The DistrictTB officer, Sub-Inspector, Doctor from PsychiatricDepartment from Government hospital,Nagapattinam, ward councilors, were presided.

3. Organized a rally considering International DayAgainst Drug Abuse on 26th June 2012 with aresolution to stop illicit arrack selling atNagapattinam. School & college students, womenself help group members, youth group membersand persons recovered from drug abuse wereparticipated. The project staff underwent capacity

building on prevention and management ofaddiction, counseling issues, orientation ontreatment for addiction, detoxification and dealingwith emergencies from TTK, Chennai and ensurequality of services in the centre.

4. The project did data collection of childrenconsuming drugs by taking 30 numbers as sampleand submitted the report to TTK, Chennai.

5. The probation officer from Department of SocialDefence and officials from TTK-RRTC visited thecenter. The officers interacted with inpatients anddone home visits by random selection.

The project treated 240 cases and out of that 211are leading drug free life. The Alcoholic Anonymous(AA) meeting enhanced confidence level among sobersand inspired them to act as peer educators. Moreover,the project taken up several advocacy related activitiesagainst illicit arrack, drug trafficking and location ofarrack shop in public places, schools, bus stand etc withdistrict administration.

Revised National Tuberculosis Control Programme

Goal :

Enhance awareness on Tuberculosis (TB) and toimprove access to quality TB Care and control servicesthrough enhanced civil society participation.

Objectives :

To enrich awareness on TB in three blocks ofKilvelur, Thalaignayuru and Vedaranyam inNagapattinam District.

To capacitate CBOs on quality TB care and controlservices

To network with TB Department and otherlikeminded institutions on promotion of TB care

Activities :

1. Under RNTCP, 48 awareness programmes on TBcare and services were conducted and 945 werebenefited. As a result, 45 suspected cases werereferred to District Tuberculosis Center and 35 casestaking DOTS regularly. Trained health persons fromNGOs, Primary Health Center and TB Departmentswere trained the participants. Conducted 2 trainingprogrammes on TB to 65 SHG members and 30health care providers.

2. Conducted 2 trainings for health providers at districtlevel and thereby 46 members were trained on TB.

3. Get-together meeting was organized among TBinfected and promoted a TB Forum at district levelof 150 enrolled persons.

4. Observed World TB Day in coordination withHealth Department and CHAI at Kilvelur. Massiverally, educative sessions, signature campaign wereorganized and thereby 250 school children and 2450general public were sensitized. The AssistantEducation Officer, Health officials, schoolheadmasters, BDO and Panchayat members wereparticipated.

The project satisfied of its services during this yearfor referring 45 suspected cases to District TuberculosisCenter from the community and for ensuring 35 casestaking DOTs regularly. The project in coordination withDistrict Administration & CHAI organized a massiverally and sensitization programme on TB and advocatedfor quality medical care. Moreover, the projectstrengthened its network with various CBOs andpromoted better awareness among the general public andNGOs.

‘GANDHIJI’ - INTEGRATED REHABILITATION CENTRE FOR ADDICTS

Goal :

Ensure sobriety among addicts of Karaikal andneighboring district by 2020.

Objectives :

To increase the number of services rendered toalcoholic cases by 20% in one year.

To continuously assist recovered cases so that casesof relapse is reduced by 10%.

To organize the awareness programme on handlingalcoholic cases for Government officials, privatepractitioners, Educational institutions and NGO’s

To network with the related departments andCBO’s to strengthen the services to the entiredistrict.

Activities :

1. At this reporting period, the centre admitted 178cases and 170 cases were leading a drug free life.As part of the project, conducted 1424 individualcounseling, 306 group therapy, 149 family therapy,293 yoga & meditations for drug addicts to makethe treatment successful.

2. The project organized 47 awareness programmeson ill-effects of addiction by using flip charts, andflex banner to high risk groups, women SHG’s,ITI students, School students and general public.All india Radio Karaikal has conducted a specialprogramme called “ Theera Edumbai tharumTheeya Suvaigal” in this programme two soberpatients shared their addict and sober life personalexperiences. The programme was recorded on24th July 2012 and broadcasted on 29th July 2012at 8.pm.

3. 172 home visits and 928 regular follow upcounseling sessions were conducted and ensuredsobriety.

4. 15 Alcoholic Anonymous (AA) meetings wereconducted and 573 sober patients were participated.New patients able to see the merits of staying awayfrom alcohol. This enhances their motivation to staysober and improve the quality of their lives. Personsfrom Government information centre, Psychologistand psychotherapist from Social WelfareDepartment, village panchayat president , AA-members from Mailaduthurai were deliveredspecial address and motivated the sober patient.

5. Observed International Day against Drug Abuse andillicit trafficking along with district administrationat Karaikal. College and school students wereparticipated. The sober were motivated and givenprizes. The Karaikal District Collector and Directorof Town planning were participated.

6. Celebrated 5th year De-addiction Centre ceremonyfunction on 16th Dec 2012 along with sobers andmotivated them with prizes.

7. The Assistant Director and the Welfare Inspectorof Social Welfare Department, Karaikal visited theproject and inspected on 24th January 2013.

Through effective treatment and counselingtechniques, the project rehabilitated 170 cases who leada drug free life this year. Besides its services on curablemeasures, it has taken several preventive measures toaddress illicit arrack selling and drug trafficking throughadvocacy and linkages with district administration.

KAKKALANI WATERSHED DEVELOPMENT PROGRAMME

Goal :

Enhancement of agricultural production in asustainable manner with community participation in 03targeted villages of Nagapattinam District.

Objectives :

To promote village level organization and to sustainits functions on promotion of agricultural activities

To promote sustainable employment opportunitiesfor the rural community including the landless

To arrest groundwater decline and improve itslevels

To enhance availability of groundwater at specificplaces and in times

To conserve, develop and sustain natural resources

Activities :

1. The project has renovated 3 farm ponds and planted160 horticulture plants for 3 beneficiaries. Theactivity of deepening Oorani was not taken as itwas desilted under government NREG programme.

2. Organized periodical meetings to WatershedCommittee in all three project villages and theAssistant General Manager, NABARD hasparticipated and reviewed the functions of thecommittee.

3. The Deputy General Manager, NABARD hasvisited the project on 9th October 2012. Heinteracted with project beneficiaries and reviewedthe activities along with NABARD AGM &watershed specialist and visited the watershedproject area. The team felt satisfied of the workundertaken and assured to recommend forFeasibility Study Report

4. The project prepared Net plan for 3 villages(Kakkalani, Serunallur and Kurumanangudi) byhaving interview with 362 farmers’ club members.As a result, the project identified activities of farmponds, agro horticulture, agro forestry, field bundand fodder cultivation.

5. The project met the Joint Director of Agricultureand obtained No Objection certificate for 11villages to execute watershed project in future.

6. As part of FSR, the project collected land detailsand village demographic details in 7 villages andwell inventory data collection in 5 villages.Moreover, it has collected 24 soil samples in 5villages and climatic data from Tamil NaduAgricultural Science Centre, Sikkal. Collectedveterinary details for whole Kilvelur Block and Aregister for 7 villages from Taluk Office.

7. At this reporting period, with the guidelines ofNABARD, the project prepared a FSR andsubmitted to NABARD Regional Office, Chennai.

Impact :

The project mobilized data from project watershedarea and prepared a Feasibility Study Report inaccordance with the guidelines of NABARD andsubmitted for its approval.

Strengthening Adaptation Capacities and Minimizing Risks ofVulnerable Coastal Communities (Adapt Cap)

Goal :

Strengthening Adaptation Capacities andMinimizing Risks of Vulnerable Coastal Communitiesin Nagapattinam and Thiruvallur Districts of Tamil Nadu.

Objectives :

Develop and carry out pilot initiatives to reducevulnerabilities of the communities by providingimproved infrastructure and training.

Create and implement guiding documents forclimate change adaptation in rural coastalcommunities.

Improve capacities and decision making skills oflocal bodies and coastal communities and increaseskill level of marginalized poor local population.

Create public awareness and increase regionalvisibility of the project and stimulate networking.

Activities :

Conducted 18 capacity building programme in 9villages & 3 cities in Nagapattinam, Cuddalore andThiruvallur on climate change and its related hazardswith direct impacts on livelihood, shelter andinfrastructure and thereby 485 were got benefited. VillagePanchayat presidents, members from Farmers &Fishermen Associations, members from Irrigationcommittee, Women Self Help Group leader andmembers, Youth and elders were participated in theprogramme.

As result of the programme, the participants gotsensitized on CCA/CCM/DRR and operation &maintenance and came forward to become member inTask Force Committee, the Task Force Committee werereconstituted with active members, understanding levelof the community paved way for smooth cooperation ofpilot initiatives, the Task Force Committee clearlyunderstood their roles and responsibilities over projectactivities, the stakeholders of the communities plan tomove with

Government officials for availing their support forother identified pilots in their villages, after involvingin cost & benefit analysis, the participants decided toenhance their contribution to meet out the deficit tomaintain the pilot for a longer run, one of the participantfrom Pillaicolony came forward to donate his patta landfor erection of pillar for water tank and installation ofmotor for water supply, the Panchayat came forward andagreed to bear the electricity charge for water supply,the ward member and Panchayat president approachedthe Block officials during Grama Sabha meeting andpresented their demand to undertake other pilotsidentified through Vulnerability and Need Assessment.

Prepared and updated LAMG (local Adaptation andMitigation Guide) for 9 villages and 3 cities andsubmitted to giz. LAMG focuses on community specificinformation regarding the selection and implementationof the pilot projects. This includes information on thestakeholders consulted during the development ofalternative adaptation pilots. Furthermore, LAMG part

Prepared 3 VDMP (Village Disaster ManagementPlan) for Kadapakkam, Thirumalai Nagar and Thangalof Thiruvallur district and submitted to giz.

Met Government officials such as Municipalchairman, Municipal Commissioner, Executive officer,Ward members, Councilors, Forest officer and presentedthe findings of V & NA. As a result, The ExecutiveOfficer of Ponneri Town Panchayat has circulated aminute to carryout V & NA in other wards to identifythe climate related risks and related pilots to execute.The Municipal Chairman and Commissioner have agreedto proceed with the project by signing the MoU.

Out of 9 pilots, 7 pilots were completed successfullyand 2 pilots in Kadapakkam of Thiruvallur District andKaduvetti of Cuddalore District are in progress and itwill be completed shortly. The coastal bund constructionat perumalpettai in Nagapattinam District, prevent seawater inflow and thereby it is helpful to 1500beneficiaries, the drinking water system at pillaicolonyhas ensured drinking water for the community andthereby 220 are getting benefit. The pilot Bundstrengthening at Kumarakudi prevent salty backwaterinflow into agricultural land and thereby 2000beneficiaries are getting benefited. The pilot rainwaterstorage unit at Chinnakaraimedu of Cuddalore districtis the one and only pond in the community and it helps772 beneficiaries to have water during summer and torecharge ground water level. The pilot, Strengthening

backwater river bund at Nedumpalayam prevent saltybackwater inflow into cultivable agricultural land andthereby by 3044 beneficiaries are getting benefited. Thepilot, renovation of irrigation channel at Thangal ofThiruvallur District has helped the farmers to have waterfor their agricultural lands and thereby 250 beneficiariesare getting benefited. The pilot, solar lights at Thirumalainagar helps 1500 beneficiaries to have lighting whichact as a mitigation measures.

Shared experience of AdaptCap project with StatePlanning Commission at DPOs meeting and advocatedfor integration. The State Planning Commission calledfor stakeholders meeting to discuss and finalize themethod of upscaling CCA/CCM/DRR in local planningprocess.

Impact:

The project satisfied for building capacities ofvillage stakeholders on climate change and for executingvarious need based pilot activities that protects climatechange hazards to livelihood, shelter and infrastructure.The project also felt satisfied for the efforts taken onintegrating CC into regular programmes executed by theline departments.
