Superintendent’s Report….
Welcome Back to School
Our summer vacation/break is about over and the 2016-2017 school is ready to be-gin on August 17, 2016. I hope this is the best school year ever. All of us are work-ing hard on creating a positive school environment for our students. I want to wel-come all of you Back to School.
Students Walking to School
Please keep in mind on August 17, 2016 we’ll have many students walking to our schools. When you drive in the areas where our schools are located, please keep an eye out for students. Please follow school zone speed limits and help crossing guards make the school crossing zones safe. Let’s work together to ensure we have a safe environment for our students.
New Employees
There will be new faces in the employees ranks throughout our three schools. For the 2016-2017 school year USD #430 will have 10 new employees and several new Inter-local #615 employees. When employees leave USD #430 we work very hard to replace them with quality employees. I’m very pleased with our new em-ployees. In the September newsletter we will have a special feature which will cover all of our new employees.
TextCaster
TextCaster is a term you’ll hear a lot in USD #430 during the 2016-2017 school year. TextCaster is a permission-based multi-channel communication platform. Our system is called Charger Alerts and is being sponsored by Horton National Bank, Union State Bank and Pony Express Community Bank. Our Charger Alerts is designed to have a signup for Charger Alerts and get important infor-mation about the South Brown County USD #430 sent via text message directly to your mobile device and/or email. It will cover emergency information, school clos-ings, early dismissals and school event reminders. Our audience can opt in and se-lect the information they want to receive. We can send information directly to our subscriber’s mobile devices and/or email. We can use TextCaster to reach our signed-up audience quickly, with information they want, wherever they are located. Our Charger Alerts will be a helpful tool to have better communication with those who have signed up for it. Sign up starts at our 2016-2017 enrollment August 1,2, and 3rd.
School Finance
I’m working very close with our Board of Education to come up with a positive budget. Once we have all of our budget figures from the State we will be able to produce a budget. We are still working on the “Block Grant” budget format with no increases. I’ll keep you posted through our newsletter.

To receive a Senior Citizen Pass, you must be a resident of USD 430. Stop by the USD 430 district office (522 Cen-tral-Horton) and receive your complimentary pass for all home middle and high school athletic games. Tournaments are excluded.
Family athletic passes may be purchased that allow families to attend
all athletic events at Horton High School and Everest Middle School. The

ANNUAL NOTIFICATION
(Parent(s), Guardian, and/or *Eligible Student)
This notice informs parents and eligible students (those 18 and older) of their rights concerning access to educational records, limitations on disclosure of record information, the opportunity to challenge the content of educational records, and provisions for filing a complaint with HEW. These rights are spelled out in Public Law 98-380 as amended by Public Law 93-568, and in regulations published by the Department of Health, Education, and Welfare in the June 17, 1976, Federal Register.
The law and regulations published by the Department of Health, Education, and Welfare require educational institutions to:
Provide parents and eligible students the opportunity to inspect student educational records. That can be done by contacting the building principal.
Provide parents opportunities for a hearing to challenge the content of the student’s education record when they believe it contains information that is inaccurate, misleading, or in violation of the student’s right to privacy. (Grades are NOT subject to challenge.)
Limit disclosure of information from the student’s record to those who have the consent of the parent or eligible student, or to officials specifi-cally permitted within the law such as local school officials; those of other schools in which the student seeks to enroll; and under certain condi-tions and for specific purposes, local, state, and federal officials.
1) Parents of dependent students will have access to the educational record. This agency will assume that the student is dependent of their parent(s) (claim as tax exemption) until we are otherwise notified. 2) This agency will publish directory information, collective, or individually, unless a parent/eligible student within (10) days after this notice notifies the privacy officer in writing that any or all of the categories listed below should not be released without prior written consent.

STUDENT INSURANCE
South Brown County-USD 430 DOES NOT purchase accident insurance to cover all student injuries incurred by children at school. USD 430 encourages all families to have accident insur-ance coverage on their children, prior to participation in any sports
or school-sponsored activity.
Students Involved OR Not Involved
in KSHSAA Activities
Those parents/guardians who students are not involved in KSHSAA activities may secure accident insurance to cover inju-
ries incurred at school in the following manner:
1. Student Assurance Services, Inc.
Purchase accident insurance through STUDENT AS- SURANCE SERVICES, INC. This is an agency USD 430 has contacted and they have agreed to offer a very affordable plan that families may purchase. Brochures covering this plan and other options will be available at enrollment with de tailed information on what is covered and the cost of the premium. If you have an insurance plan with a HIGH DEDUCTIBLE, or L I M I T E D BENEFITS, or if you HAVE NO INSURANCE ON YOUR CHILD, we encourage you to review the student
insurance program that is available on a voluntary basis.
2. Kan care
Gain insurance through the State of Kansas, “Children’s Insurance Plan” called “Kan Care”. This plan is handled
through the Department of Children & Families (DCF).
3. Own Insurance Plan
Secure insurance coverage through the parent’s present insurance policy. Parents would need to contact their
own insurance agent.
Students Involved in
KSHSAA Activities
The State of Kansas enforces guidelines, which states that all activities must be covered by insurance through the Activity Asso-ciation. Therefore, USD 430 athletes are covered by insurance through the Kansas State High School Activity Association. This insurance covers injuries costing OVER $25,000.00. Injuries cost-ing anything less than this will be the responsibility of the par-
ent/guardian.
Parent’s Right to Know
As the parent of a student attending a school that receives federal funds under the “No Child Left Behind Act”, you have the right to know the professional qualifications of each of our child’s teachers. You have the right to ask for the following information about each of your child’s teach-
ers.
1. Whether the teacher is certified by the state of Kansas to teach the grades and subjects he or she
teaches;
2. Whether the teacher is teaching under an emer-
gency or other provisional certificate;
3. The teacher’s college major;
4. Whether the teachers has any advanced degrees
and, if so, the subject of those degrees.
5. Whether aides or paraprofessionals provide ser-vices to your child and, if so, the qualifications of
the aides or paraprofessionals.
How to Request Information about
Teacher Qualifications
If you want to learn the qualifications of your child’s teach-ers and/or paraprofessionals, please pick up a request form from the school office or write a letter to request this
information from your child’s school.
District, School and State Report Cards
District, School, and State Report Cards are available at http://online.ksde.org/rcard/. Just select the area of inter-est from the menu. Paper copies of assessment results and the most current education report card area also
available at your child’s school.
The Kansas Report Card is a collection of data compiled annually to provide information about assessment results and other performance indicators, demographics, QPA accreditation, and No Child Left Behind accountability, not only a statewide basis but also by district by building. The challenge of the No Child Left Behind legislation is the continuous raising of the achievement bar so that all stu-dents are proficient. Over the past several years, Kansas schools have made significant progress in meeting the challenge. The on-going work of Kansas educators is re-flected in the improvement of assessment scores by Kan-
sas students.

Can you believe it is time for enrollment already and school will be starting August 17, 2016? Our summers seem to
disappear too quickly. Enrollment will be August 1, 2 & 3rd. Look for more information in this newsletter or the local newspa-
per.
PARENTS - MAKE SURE YOUR STUDENT IS UP TO DATE ON THEIR IMMUNIZAITONS AND PHYSICALS:
It is the responsibility of parents, not family doctors, to provide shot records to schools, and for good reason: today,
we move, travel or change doctors far more often than our parents and grandparents did. Also, doctor’s offices and clinics
store records of children’s shots and the dates they received only for a few years. We now have access to a State Website
that allows school nurses, doctor offices and health departments to obtain and document immunizations. This has made it so
much more convenient for school nurses to obtain immunization records for students.
It is very important for parents to stay on top of this, because in most states, children are not allowed to enter
school or childcare centers unless they can prove that they’ve had all of the required immunizations and physicals for their
age group. (If you received a notice last May informing you that your student needs immunizations and/or a physical
before they can attend school, please have those with you at enrollment).
ATHLETIC PHYSICALS
If your student will be in the 7-12 grades this coming school year, and they are planning to participate in any type of
sport activity, they must provide a Kansas State High School Activities Association (KSHSAA) physical form prior to partici-
pating in any practice for a particular sport. These physical forms may be picked up at either the middle or high school and
taken to your Health Care Provider to be completed. Some physician’s offices do carry the forms as well, so please check with
your health care provider. Please turn in these forms during enrollment, if available.
NEW FORMS
At enrollment you will notice a change in some of the health documents that you normally complete. The first one will
be the HEALTH HISTORY FORM. Please note that there are additional questions on this form that you will be required to
answer regarding your child’s health status. Please read the form thoroughly and complete the necessary information. The
more information your provide to us about your child’s health, the better we can serve your child. If your child has any pre-
scription medications that they take (whether at home or school) please list them and give the reason the medication is taken.
We use this information to develop Health Care Plans for each child that is taking medications for any chronic conditions. It is
important for us, as nurses, and your child’s teacher, to be aware of the medication and the possible side effects that the
medication may indicate.
PERMISSION FOR PRESCRIPTION MEDICATION AND
PERMISSION FOR OVER-THE-COUNTER MEDICATION
The Permission for Prescription Medication Form has not changed, but I have developed an Over-the-Counter Permis-
sion for Medication Form. The district nurses’ offices will now offer Stock (school purchased medications) i.e., Ibuprofen
(Advil)., Acetaminophen (Tylenol), Diaphenhydramine (Benadryl), and Antacid Tablets that may be administered to your
child. The choice of medications will be found on the back of the new Health History Form. Please check the back of the
form and indicate the medication and dosage that may be administered to your child at school. We will only be administering
the appropriate medication, so please don’t check each type of medication, if there is not a need to do so. You will be asked
to sign an Over-the-Counter Permission for Medication Form at enrollment. There must be one (1) form for each medica-
tion. The medications may not be grouped together on one form. The form will then be FAXED to your child’s health care pro-
vider for permission to administer the dosage to your child at school. (This process has not changed, ONLY that the medica-
tion will now be furnished by the school district). We nurses have found that in the past there are students who may have a
form signed by the parent and health care provider, but the medication has never been sent to school. This will save time of a
phone call to the parent advising them that the student does not have any medication at school to administer. In the past we
have been allowed to administer one (1) dose ONLY to a student with parental authorization to do so. With this change the
proper form/s will be kept on file at the indicated school. We will now be authorized by the parent AND the health care pro-
vider to administer the stock medication without calling the parent for special permission to do so. Please stop by the Nurses’
Table at the August Enrollment with your Health History Forms and we will make sure the proper medication forms are signed
and dated by you. If you have any questions, you may ask them at that time.

Offer vs. Serve:
“Offer vs. Serve” is a federal regulation designed to reduce food waste in the lunch program by allowing stu-dents to choose only foods which they intend to eat. Senior high school students participating in the National Lunch Program are required to implement the offer option. However, “Offer vs. Serve” is a local option in the elementary and middle schools. “Offer vs. Serve” will NOT be offered to Horton Elementary K-4 students. The Everest Middle School and Horton High School will be offered this option. How does “Offer vs. Serve” work? The school lunch pattern includes five food items: (1) meat/meat alternate, (2) bread/bread alter-nate, (3) milk, (4) fruits, and (5) vegetables. Under the “Offer vs. Serve” regulation all students must still be offered all five food items. If three to five are accepted, the meal may be claimed for reimbursement. Stu-dents choosing less than five items will still pay the regular meal price. USD 430 publishes the menus each month and is available on the district website www.usd430.k12.ks.us or the newsletter. Menus are also posted in school offices and the school cafeteria area.
EXTRA MILK with a Meal:
All money for breakfast/lunch/milk is entered in one account for your child, and meals and milk served are deducted from this
one account. One milk is included in the price of each meal. If your child desires an extra milk at breakfast, or lunch, the cost is $.30 per half pint of milk.
FREE/REDUCED MEAL APPLICATIONS
The Free and Reduced breakfast/lunch applications should be carefully completed, signed and returned to the district office
before the start of school. Applications are available on our district’s website www.usd430.k12.ks.us, at the Board Office and will be available at enrollment. Please follow instructions and answer each section (1-4) completely as the application has a
few changes this year. An application CAN NOT be approved if it is incomplete. The last four digits of a SOCIAL SECURITY
NUMBER must be given of the household member who signs the form. Applications may be submitted anytime during the school year. PLEASE NOTE: If your family has received a letter from our district stating the children in your household have
been approved through Direct Certification, you will not need to fill out an application for free or reduced meals.

can benefit from the School Breakfast Program! Studies show that school break-
fast can improve test scores, make kids more alert in class, and improve class-

ASBESTOS ANNUAL NOTIFICATION
USD #430 is required to report on the pres-ence of asbestos in school buildings. The as-bestos inspection and management plan in USD #430 was performed in January of 1988. The last inspection was performed May 2008. A copy of the USD #430 Asbestos Manage-ment Plan is available in the District Office. BEST CHOICE LABELS
The three school libraries will continue to collect Best Choice labels to help buy books and other items for the school libraries. We have a box located in the of-
fice of each school. All you need to do is cut the UPC label off of any Best Choice container such as an egg carton, yogurt container, cans, cereal, etc. and take it to a school. The library gets 3 cents per UPC label.
