Halfway There! Airports at 50 Percent Of Electric Bus GoalThe recent addition of six all-electric shuttle buses at LaGuardia Airport brings the PA to a total of 18 electric buses now circulating at the agency’s three major airports. These newest buses push the agency to the halfway mark for completing the first phase of the all-electric shuttle bus program, a key component of the Port Authority's Clean Dozen environmental and sustainability agenda that aims to reduce its greenhouse gas (GHG) emissions by 35 percent by 2025, and advance its long-term goal of an 80-percent reduction of all emissions by 2050.

PA and MTA Tour LGA RedevelopmentOn Wednesday July 31, the Port Authority’s General Manager Lysa Scully and Redevelopment Executive Rich Smyth hosted the MTA’s CEO and Chairman — and former PA Executive Director — Pat Foye along with members of his team for a tour of the LaGuardia Redevelopment construction progress. Ms. Scully and Mr. Foye are pictured standing on the pedestrian connector bridge, a 350-foot long span which will ultimately connect customers between the Terminal B Headhouse and its Eastern Concourse.

The first phase of the program will save approximately 269 tons of greenhouse gas emissions and 40,000 gallons of diesel fuel per airport each year and improve local air quality by removing about 2,000 pounds of nitrous oxide and 150 pounds of particulate matter from the air annually.

"The conversion to all-electric airport shuttle buses is running ahead of schedule – a testament to our commitment to reducing greenhouse gas emissions across all of our facilities," said Executive Director Rick Cotton.

The agency is now targeting mid-2020 for a 100-percent electric shuttle bus fleet and is installing new charging stations at the airports to power the 40-foot-long buses, which can run for about 250 miles per charge.

"The Port Authority continues to make sustainability a top priority, and we will continue to set and meet aggressive goals that promote smart investments and reduce the environmental impact on local communities across the region,” said Board Chairman Kevin O'Toole.

In addition to the Clean Dozen agenda – and the embrace of the Paris Climate Agreement – the Port Authority has elevated sustainability to one of its core standards that guide agency efforts.

Halfway There! Airports at 50 Percent of Electric Bus Goalcontinued from page 1

Staff News Adam Barsky, Chief of Staff and Special Counselor to Executive Director Rick Cotton, will be leaving his position on August 16 to join the New York State Power Authority (NYPA) as Executive Vice President and Chief Financial Officer. 

Mr. Barsky joined the Port Authority in January 2018, bringing to his role more than 20 years of experience in management and public policy, including extensive change management expertise. During his tenure he has supported the Office of the Executive Director and the agency through a range of efforts, from day-to-day support of our business operations to the development and execution of strategic initiatives aimed at bringing the PA in line with global best practices linked to our priorities and standards.  

 NYPA, the largest state-owned electric utility in the United States, is a longtime strategic partner to the Port Authority, and the two agencies are collaborating on several key projects in service of the PA’s sustainability goals.

PA News thanks Mr. Barsky for his service and dedication to the agency, and wishes him all the best in the next chapter of his career.

Manager of Air Service Development and from that point on I was hooked. I began working in the PA's Audit Department after I graduated and jumped on the first opportunity I had to work in Aviation in the Landside Operations and Customer Service Unit at LGA.

How has traveling by air changed for you personally? When you arrive at an airport outside the region, are you compelled to begin drafting an executive analysis? I have become much more critical, downright annoying if you're travelling with me. I work in an industry that is striving for a seamless connected passenger journey, so there are best practices to be learned everywhere.

Understanding the needs and wants of various passenger segments allows you to appreciate the journey through the eyes of others. Seemingly insignificant obstacles for the business traveler may be a huge pain point for a family travelling with children and we need to be able to understand the journey from multiple points of view.

Although we are one organization, there can sometimes be tension between departments. How do you feel we can overcome that as an agency? How is Aviation working to reaffirm unity in the agency? Or is this just the nature of the work? I was fortunate to transition from a staff department to an operating unit in a line department and then to a corporate unit in a line department, which has given me the opportunity to view things through different lenses. I am a firm believer that tension between line and staff departments is necessary for the overall health of the business – it drives the checks and balances that we need to operate transparently.

The challenge we face as a line department is getting everyone to row in the same direction and understand our business, particularly how essential it is to invest in our customers. Aviation works to include our business partners in facility tours, lunch-and-learn sessions, and themed department events. Reading about a request to purchase multi-function snow equipment isn't quite the same as sitting in the cab of a multi-function. The sense of pride and ownership you get through firsthand experience is palpable

and really helps connect our partners to our goals and objectives.

If you had to take a 15-hour flight and could only watch one television series, what would it be? The Office.

As a follow-up to that question – if you had a 15-hour flight, which fictional character would you want to be sitting next to? Sherlock Holmes.

Any favorite hobbies or talents that are “flying under the radar” that you’d like to share with your colleagues? I play the bagpipes.

What does it feel like to be working at the PA during this period, when we are essentially transforming each of our major airport facilities at the same time? I feel engaged. I believe in what we're doing, which really helps to navigate through the challenges, setbacks and frustrations that come with pursuing a

complete transformation of our airports. We talk a lot about the “three pillars”

– Unprecedented Capital Development; World-Class Customer Experience; and 21st Century Governance. There is no other airport system that I know of that is pursuing such an aggressive total transformation program and I consider myself fortunate for this once-in-a- career experience.

Zero-Emission Truck Makes a Successful Trial RunOn July 19, Port Newark-based Best Transportation took a giant sustainable step forward in the development of the electrification of heavy-duty tractor trailers by becoming the first trucking company to move a container from the Port of New York and New Jersey using an electric vehicle. Powered solely by electric, the truck delivered a 14,000-pound container full of cargo to Costco Wholesale in Monroe, NJ and returned without incident to the Port with an empty container on the same day.

The electric drayage truck produces no exhaust, fumes or other atmospheric-damaging discharge, and is powered by a battery pack that has enough power for about 125 miles per charge. The successful trial run furthers the Port of New York and New Jersey's continuing efforts to reduce diesel and greenhouse gas emissions through the exploration of more efficient processes and improvements across all facilities.

The trucking company next plans to test a zero-emission battery electric terminal tractor (yard hostler)—the most abundant type of cargo handling equipment found at marine terminals. By the end of 2019, one electric drayage truck and 14 electric terminal tractors are expected to serve the New Jersey ports.

Board Meeting Highlights In case you missed it, here are some happenings from the most recent Board of Commissioners meeting. Meeting held July 25 at 2 Montgomery• Honoring Héctor Figueroa: The

Board opened its first Committee meeting with a moment of silence for the late 32BJ SEIU President Héctor Figueroa, who passed away earlier in July, and who was recognized in a recent press release for his leadership and legacy related to last year’s enactment of the $19 minimum wage for airport workers.

• Cashless Tolling Approved at Trans-Hudson Crossings: Continuing its commitment to ensure a 21st century experience for Port Authority customers, the Board approved a $240-million project to install cashless open-road tolling at the George Washington Bridge and Lincoln and Holland tunnels – the last of the agency’s facilities to activate this state-of-the-art technology.

The Port Authority first implemented a cashless tolling system at the Bayonne Bridge in February 2017 and at the Outerbridge Crossing in April 2019. The system will be activated at the Goethals Bridge later this summer.

At the Trans-Hudson crossings, the system will be operational by the fourth quarter of 2020 at the Holland Tunnel, the first quarter of 2021 at the Lincoln Tunnel, and by the third quarter of 2021 at the George Washington Bridge.

Cashless tolling has a variety of benefits beyond an enhanced customer experience. “Today’s action will complete our efforts to bring all of our tolling facilities up to 21st century standards, while reducing travel times and toll plaza delay, improving safety and reducing vehicle emissions from idling cars,” said Chairman Kevin O’Toole in a post-meeting statement.

• BMW Auto-Processing Lease Reflects Port Trends: The Board authorized the Executive Director to enter into a 10-year lease agreement with BMW of North America for premises at the Port Jersey-Port Authority Marine Terminal for the continued operation of an import automobile processing facility. BMW has been a tenant at Port Jersey since 1987, providing import, export and processing services for brands and models within the BMW corporate group, and is one of three vehicle processors across the agency’s Port facilities.

Auto processing is a key part of the Port Authority’s marine terminal business, generating significant revenue and supporting hundreds of jobs; auto volumes year-to-date through June are greater than the same period in 2018, as reported by Port Director Sam Ruda during the Operations Committee meeting.

• Record Activity at Airports, Port, PATH and SIB: Chief Financial Officer Libby McCarthy shared news of new records across multiple facilities and lines of business.

Airports, ports, and Staten Island bridges reported record activity levels during the first half of 2019, continuing an upward trend of monthly increases in passengers and cargo volume.

John F. Kennedy International, Newark Liberty International, LaGuardia and New York Stewart International airports handled a total of 68.4 million passengers during the first half of 2019, surpassing the previous record for the period of 66.3 million passengers set in 2018.

During the first six months of 2019, the Port of New York and New Jersey set a new record for cargo, handling 3,652,841 TEUs (20-foot equivalent units), continuing the port’s monthly streak of holding the position as the No. 2 port in the nation measured by loaded containers.

• PATH: Average weekday PATH ridership in June 2019 was the highest ever recorded for June at 292,316 and included a record number of weekdays during which ridership exceeded 300,000 passengers. During the first six months of 2019, PATH handled an average weekday ridership of more than 283,000 passengers, which is the highest first six months in PATH history. Continued weekday ridership increases are attributed to the rapid residential development along PATH lines.

Finally, the new Goethals Bridge set a record for vehicle traffic in the first six months of 2019, accommodating 8.59 million eastbound vehicles, an 8.2 percent increase over the previous June record. The three Staten Island

As part of this year’s Remembrance Through Renewal program, the Port Authority Veterans Association (PAVA) is holding its second annual care package drive. Through generous donations from PA employees, PAVA sent 85 care packages last year to service members overseas, reaching an engineering team at Chabelley Airfield in East Africa, those aboard the USS Truman, and members of the 380th ADAB Air Expeditionary Wing in Al Dhafra, United Arab Emirates.

Can we surpass last year’s successful drive? It’s a big effort – and there are several ways you can get involved.

Know a Service Member Overseas? If you have friends or family

deployed in remote locations overseas whose squad or unit could benefit from gifts from home, let PAVA know. Please email the service member’s name, unit name and FPO/AE address to [email protected].

Diversity & Inclusion are standards that inform everything we do at the Port Authority. This month, the Office of Diversity & Inclusion takes the spotlight through the Day in the Role Program.

Drop off donated items in the PAVA box at the 17th Floor elevator banks of 4 WTC and at PA facilities in employee areas.

Get Packing for a Good CauseFinally, PAVA is also looking for

volunteers to help pack up the boxes at 4 World Trade Center on September 26 as part of the Remembrance Through Renewal Month of Service.
