Introduction

The partnership is made up of TfL, Southwark and Lambeth cycle and Pedestrian groups.

The objective of the exercise is to; on a regular basis cycle and walk through TfL

schemes during build and re-development areas to ensure where possible that the

traffic management implemented does not negatively impact on vulnerable road users.

By including the various project Managers, individuals get to see and experience some

of the issues around traffic management for vulnerable road users and raise awareness.

Advance warning signs poorly located, and visibility to road users blocked by street furniture over busy junction.

Suggest TfL provide checklist for contractors for selecting appropriate locations.

Since resurfacing, the access into CSH off Brixton Road (into Kennington Park Road) is significantly constrained by cones due to trip hazard. At busy times, many cyclists seen to overspill into highway and attempt to join CSH at Magee Street “dropped curb”.

Drop curb at Magee Street left with a 2-3cm shear longitudinal step over the junction’s entrance.

Risk to cyclists significant (especially with small wheels, like commuter or younger cyclists) due to slight angle off carriageway into CSH. Remedial actions needed for access into CSH at both locations, and consistency in removing red line markings over side roads.

PM to discuss

Cycle track debris not being cleared. Some cleared on day by riders.

Met Police also raised the issue. MB to discuss with PM what cleaning is being done during works programme.

Reports of near misses to cyclists from vehicles not seeing (or stopping) at the “red” signal Southbound into Brixton Road.

General vehicle signal is obscured (red arrow) adding to visibility issues to traffic turning left (off middle lane) at near to junction. See red arrow, as filter left signal is obscured.

A mix of signal heads may confuse drivers. TfL to investigate.

Ride cyclists uncomfortable with riding CSH, and suggested cycle repeater signals half way, and use of blue paint over road.

Unclear if the “single pole” cycle signal is for nearside or offside cycle track as viewed by motorists.

Cyclists not expected to “look over their shoulder” to check for vehicles, places additional demands on safety at layout.

MB to ask question –“do the signals require louvres?”

Brixton Road TM location of traffic signals cannot be clearly seen when waiting in ASL before stop line by cyclists.

Brixton Road Northbound, segregated cycle lane closed due to safety concerns before installation of revised signaling.

Cyclists regularly turn “right” using safety of traffic island (CNR into Brixton Road).

Request that extra attention to alert cyclists before removal of this island (on CNR), and significant extra safety marshaling needed to ensure new 2SR is safe and understood

Zone 5. Kennington

New pedestrian crossing required. Location is in conflict with preferred HGV holding area (after bus stop).

TM drawings to be circulated for further discussion.

MB confirms HGV holding area will not be in place.

TfL in discussion with residents to improve safety, reduce ambush points, improve lighting. Detailed 24hr noise monitoring, with reviews daily.

Corner narrow for safe access, and cyclists seen cycling on pavement around blind corner. Suggest small widening, but to avoid unwarranted rat running.

Review of Trixi mirrors.

Discussion already taking place with FLO. MB to discuss further with JP. MB has asked FLO to contact Sustrans re options of widening area, Planters etc?

Pedestrian ramp too steep, risk of tripping. Elderly needed secure hand rails to walk safely up or down. Too steep for some wheelchair users.

Dumper truck access through TM seen not marshaled properly. > Hand signals used instead of Stop/Go signs. >Two marshals needed to block pedestrians on both signs.

Concern many site vehicles still left on site without Heras fencing protection (or suitable protection close to busy highway). High risk of “dooring” approaching cyclists when a vehicle is accessed.

MB(TFL) informed Public Liason Officers on site to review with site operatives and update their “Tool Box” guidance.

Cycle Track ongoing problems becoming more

significant

What Authority is responsible for cycle track cleaning, road surface, and gritting on TfL Red Routes once installation works completed?

Request clarification Lambeth are responsible. MB had similar discussion with The City. MB gave idea of bespoke rickshaw opportunity for gritting. TBC

What road or highways regulations and enforcements can apply to impede or penalise general vehicles and delivering vans from parking or waiting in segregated cycle tracks?

Request clarification. Could double yellow lines be installed where utility vehicles are expected to use wide tracks?

What “utility” vehicle are allowed to park and wait or cycle tracks, and for how long?

Request clarification, as different TPO may have varying standards.

JB to confirm what legislation is agreed.

What guidance for TPO should be used on cycle tracks and CSH sections?
