The enclosed discharge monitoring report summarizes analytical data collected during the discharge of surface water from the Santa Susana Field Lab (SSFL) through all outfalls as authorized by NPDES Permit No. CA0001309 . There were minimal storm events during the month (see Attachment 1), producing 0.04 inches of rainfall . Samples were not collected from Outfalls 001, 003, 004, 005, 006 and 007 due to insufficient flow . A total of 19 .3 million gallons was discharged from Outfall 002 (see Attachment 2) during the month of June . Thiseport also includes Attachment 3 which is a summary of sewage treatment plant (STP) monitoring activity . As mentioned last month, the Area III STP experienced difficulties in achieving the r trired biological oxygen demand (BOD) removal rate . The BOD removal rate was 72% whereas the permit requires an 85% removal rate . A good portion of July was spent extensively investigating the possible causes of the low removal rates being reported to Rocketdyne by the contract laboratory . Field sampling and handling procedures as well as contract laboratory procedures were reviewed and revised as needed . One of the issues identified was the lack of proper sample preservation during collection and transportation of the composite samples by the contract laboratory . Other issues such as sample handling at the laboratory continue to be reviewed . Corrective measures have been taken and an improvement in results reported by the contract laboratory has been seen for the months of July and August . As has been the case, the effluent BOD values did not exceed the 30 mg/I permit guideline for discharges through Outfall 002 . At this point, Rocketdyne believes that the sewage treatment plants are providing sufficient treatment and that the reported low BOD removal rates have been the result of deficiencies in sample collection and analysis . Additionally, turbidi ty at the Area I STP was elevated on June 12, 1998 due to the backwashing of thefilters . The permit recuires turbidity units not exceed 5 NTU for more than fi ve percent of the time inany 24 hour pe ri od . In this particular case, the turbidity was above 5 Iv I"U for almost 12 hours butreturned to normal levels by the following day . Backwashing of the filters is a required operationalmaintenance procedure and typically causes a temporary elevation in turbidi ty levels .

Attachment 4 is a summary of liquid wastes shipped from the facili ty in the month of June. including thename and address of the haulers and the final disposal facility location . This information is included asrequired under the NPDES Permit No . CA0001309 Repo rting Requirements .

All analyses run were conducted at a laboratory certified for such analysis by the appropriate agency inaccordance with current EPA guidelines, procedures, or as specified in the monitoring program .
