Counselors throughout this country protect themselves and their practices by obtaining professional liability insurance. The NBCC professional liability insurance program, which began in 2002, has enjoyed a successful partnership with insurance administrator National Professional Group (NPG). For the first year of the program, NPG enlisted “A” rated insurance carrier ACE USA to provide the profes- sional liability protection to its counselor policyholders. As of May 1, the NBCC profes-sional liability insurance programhas been officially moved toLloyd’s of London. All policies cur-rently written by ACE will remainin effect through their normal ex-piration date, at which time policy-holders will receive informationinforming them how to enroll inthe new Lloyd’s program and main-tain continuous coverage. The security and overall finan-cial integrity of the broad insuranceindustry has become a significantconsideration as many of theworld’s strongest carriers have suf-fered financial difficulties, seen rat-ings downgraded, exited theprofessional liability marketplace,entered receivership, or even be-come insolvent. The insurance in-dustry remains mired in the firsthard market in nearly fifteen years,propelled there by economic reces-sion, the events of September 11,2001, and a continuing runawayjury system. Premiums have ad-justed upwards across nearly alllines of business to compensate,and only the strong will survive.

Lloyd’s currently enjoys an“A” (strong) claims-paying ratingfrom Standard & Poor’s and an “A-” (excellent) rating from AM Best.These ratings are an assurance of fi-

nancial stability and sound operat-ing performance.

COUNSELORPROFESSIONAL LIABILITYINSURANCE FROMLLOYD’S OF LONDONThe new Lloyd’s professionalliability policy is highly competi-tive and offers many uniquebenefits for NBCC certificants. Inaddition to the availability ofhigher limits which will now beavailable in every state (as high as$2,000,000/$4,000,000), the newLloyd’s policy is a Claims MadeForm, which is a shift from theOccurrence Form the program haspreviously been using.

Going to a Claims Made policywill provide numerous strategic ad-vantages from a policyholder per-spective. This new structure bringsgreater flexibility in terms of work-ing with Lloyd’s to adjust ratesdownward as market conditionsease. Further, going forward, whenyou shift the program from aClaims Made Form to anotherClaims Made Form, you have theadvantage of bringing your previ-ous coverage for that period of timewith you to the new carrier, so yourcurrent carrier is always the oneyou are dependent on!

Compared to ACE’s rates,Lloyd’s of London rates are gener-ally a bit higher. However, depend-ing on their job category and stateof residence, some insureds will ac-tually experience a decrease in pre-miums this next year. Thesepremium adjustments, though un-fortunate, are consistent with thebroader insurance marketplace andthe commitment of quality insur-ance companies to rate adequatelyto ensure their long-term financialviability.

Sheila LeBeau, NPG’s vice presi-dent of underwriting, said, “We arehappy to say that even with thesepremium adjustments, the opportu-nity to offer a Lloyd’s of London-backed policy to NBCC certificants,at these still very affordable premi-ums, provides a decided advantagein terms of overall insurancestrength. Protecting your profes-sional liability is one thing you don’twant to take chances with. Lloyd’s isas good as it gets. The name speaksfor itself.”

NBCC participants can accessthe new Lloyd’s of London insur-ance program via the NBCC Insur-ance Center Web site atwww.nbcc-insurance.com. First-time policyholders will receive anew Lloyd’s policy upon applica-tion. Existing policyholders, whenrenewing their participation in theprogram per their existing renewaldate will, upon standard underwrit-ing approval, automatically receivea new Lloyd’s policy going forward,along with Lloyd’s policy docu-ments. This new policy will beginon the current renewal date to en-sure there are no gaps in coverage.

NBCC has been credentialing counselors since 1983 and has offered theNCSC credential to school counselors since 1990. Like the NCC, it is amaster’s level credential. NBPTS will not require a master’s degree. It isthe view of NBCC leadership that this undercuts the credibility of coun-seling as a profession, which NBCC and other counseling organizationshave spent the last two decades building. Dr. Lanning remarked, “NBCCcontinues to believe that a certificate for school counselors must be deter-mined solely by counselors, not a 63-member board of teachers with oneschool counselor representative. NBCC cannot support a non-counselorcontrolled professional standard that does not require a master’s degree, ora group that does not cooperate with association, accreditation, and certi-fication organizations in counseling. School counselors are not teachers,but specially trained counselors working in a school setting.”

NBCC leadership states that efforts will now focus on the growth of theNCSC credential, which they believe has great potential for acceptance inan increasing number of states. Currently Alabama, Louisiana, and Missis-sippi have passed legislation awarding salary supplements to NCSCs. Indi-ana has legislation prepared, but it is still in committee. As NCSC application numbers continue to grow, potential applicantsare reminded of the December 31, 2003 deadline for applying under thecurrent requirements. Beginning in January 2004, there will be anNCSC examination required for new applicants. Applications can be ob-tained by visiting the NBCC Web site at www.nbcc.org and clicking onCertification. ❏

Licensure Updates:Minnesota and HawaiiLate on the evening of May 27, 2003, Governor TimPawlenty of Minnesota signed into law the bill creatinglicensure for professional counselors in Minnesota. TheMinnesota Association for Counseling and Development(MACD) worked diligently for the last two years to educatetheir legislators on licensure resulting in a unanimous vote intheir state senate. NBCC, the American Counseling Associa-tion (ACA), and ACA Midwest Region contributed bothfinancial and technical assistance. Congratulations, Minne-sota!

Hawaii has recently suffered a setback in its licensure bill.At the end of this legislative session, the bill was carried overfor discussion on the house floor when the new session beginsin January. Efforts to educate legislators will continue at thattime. ❏

NBCC Bids Farewellto Dr. Joe HollisDr. Joseph W. Hollis, counselor educator, publisher, mentor, andNational Certified Counselor, died on November 23 at the age ofeighty. Many NBCC Board members and staff have fond memories ofour relationship with Dr. Hollis both as a mentor and as a professionalcolleague who was held in high esteem.

Dr. Hollis was one of the first NCCs and participated in the first ex-amination on January 29, 1983. The publishing company he founded,Accelerated Development, was the first to offer a study guide for theNational Counselor Examination. He also cofounded the CounselingAssociation for Humanistic Education and Development (C-AHEAD)and acted as mentor to many of the counselors and counselor educa-tors leading our profession today.

Perhaps he will be best remembered at NBCC for his co-authorshipof Counselor Preparation, which is the longest running study of counse-lor education programs in the United States. Dr. Hollis co-authoredthe book through ten editions, the last two of which were in collabora-tion with NBCC, where it continues today. Dr. Thomas W. Clawson,NBCC executive director, recalls working with Dr. Hollis, “I supposemy most significant memory is helping edit two editions of CounselorPreparation. Both editions were primarily written by Joe—I meanhandwritten. He didn’t like computers . . . I am currently co-authoringCounselor Preparation with Donna Henderson and Wendi Schweiger.Even though we are the new authors, we still call it, file it, and remem-ber it as the ‘Hollis Book’.”

We are so grateful to Joe for his body of work and his commitmentto mentoring and to our profession, which he loved for so many years.We are grateful to his family for sharing him with us and the world.His are shoes that cannot be filled. ❏

NBCC Hosts 5th State BoardsMeeting on August 8–9NBCC will host the 5th meeting of the state counselor credentialingboards on August 8–9 at the Graylyn Retreat Center in Winston-Salem,NC. One member of each state counselor credentialing board using anNBCC examination will be invited to attend, all expenses paid.

The meeting will give the state boards a chance to network and learnfrom each other and from NBCC on topics such as reciprocity, testingprocedures, computerized testing, and other issues regarding professionalcredentialing. In addition, during one session, participants will have anopportunity to be involved in the beginning construction of an actualexamination.

Shawn O’Brien, NBCC director of assessment and research, will presentthe latest information on NBCC examinations. ❏

SPOTLIGHT ON NBCC AFFILIATES

Research & Assessment Corporation for Counseling (RACC)

The RACC Board would like to congratulate Sam Gladding, RACCBoard member, on his recent election to president-elect of the AmericanCounseling Association (ACA). Sam will be leaving RACC on June 30,and his contributions will be missed. We wish him well in his new post.

The RACC Research Guidelines are being revised to expedite the re-search process. Among other changes, a significant change will be made tothe eligibility requirements. In an effort to further RACC’s goal to pro-mote global counseling alliances, researchers who are members of the In-ternational Association of Counseling (IAC), the InternationalAssociation for Educational and Vocational Guidance (IAVEG), andother similar international organizations and whose primary residence isoutside the United states will not be required to be a National CertifiedCounselor (NCC) or Board Eligible National Certified Counselor.

RACC will move forward with several research projects this year, in-cluding research on school counselor outcomes and the added value of cer-tification as it applies to school counselor competencies.

For the third consecutive year, RACC sponsored the International Re-search Seminar. The seminar, which was held in conjunction with theIAC Annual Conference, offers the opportunity to suggest and develop re-search projects in collaboration with colleagues from around the world.This year’s conference, “A World of Change—A World in Crisis,” washeld in Geneva, Switzerland on April 14–17. Previous conferences wereheld in Auckland, New Zealand, and Mumbai, India.

Center for Credentialing & Education (CCE)

At the forefront of CCE’s activities is the growth in the ApprovedClinical Supervisor Credential (ACS). Many supervisors are now seeingthe tangible benefits of the credential as it is being written into severalstate regulations as well as being used as the counselor educator standardfor several colleges and universities.

Use of CCE’s Counselor Preparation Comprehensive Examination(CPCE) continues to grow. The exam is now used by more than 100 coun-seling programs and is administered to more than 3,000 students annually.Counselor educators have found the CPCE to be highly beneficial to boththeir students and their programs. CCE prepares detailed statistical reports,which lets each program know how it is doing in comparison to the na-tional examination pool as well as lets students know which CACREP ar-eas they may be deficient in. As an added benefit, students from programsutilizing the CPCE may purchase the NCE Preparation Program at a dis-counted price. For more information, please see departmental faculty. ❏

Cortelessa was selected asMiddle School Counselor of the Year, and Hanselman was chosen as HighSchool Counselor of the Year. Both counselors work in the New HopeSolebury School District in Bucks County, PA.

� Susan H. Eubanks, NCC, NCSC, LPC, of Greensboro, NC, isNBCC’s associate executive director. She was recently elected as the 2004president of the National Organization for Competency Assurance(NOCA). “NOCA is the leader in setting quality standards forcredentialing organizations,” Eubanks says. “Through its annual confer-ence, regional seminars, and publications, NOCA serves its membership asa clearinghouse for information on the latest trends and issues of concernto practitioners and organizations focused on certification, licensure, andhuman resource development.” NBCC is thrilled to have one of our ownserving in such a prestigious organization.
