CHALLENGES
Storing a large amount of hazardous product can be dangerous. Tanks are designed and constructed to withstand enormous pressure, from potentially corroding substances from the inside, and adverse environmental conditions from the outside. Depending on the market situation, they have to be flexible enough to store different products at different times. While there is no dangerous process such as refining taking place, operators have to take into account several risk scenarios and plan accordingly. Pumps and pipelines could fail, resulting in spillage of product. Tanks could be accidentally overfilled, or catastrophic loss of containment could occur due to structural failure. Finally, leakage of products with low flash points can easily ignite, and natural phenomena such as lightning strikes can also contribute.
HAZARDS & RISKS
Loss of primary containment, e.g. due to overfilling or leaks, can result in the creation of a hydrocarbon vapour cloud and an explosion, which can have disastrous consequences to both workers and assets. Toxic liquids and gases can also result in adverse effects on workers’ health and the environment. Secondary bund walls may not be enough to contain larger spills which may then extend beyond the boundaries of the tank farm. The financial burden of these incidents can be enormous, resulting in shutdown, cleanup, restoration and other liability-related payments. Daily OperationsOperations in tank farms differ fundamentally from process facilities such as refineries, as the former leaves the product it is storing untouched to a large degree.
THE TASK
To clean a tank, most of the time it is necessary to actually enter it. Hazards for the workers who go into the tank can be a result of the enclosed space, insufficient ventilation and harmful substances.
Before the operation starts, the tank is emptied asmuch as possible and mechanically cleaned fromoutside to reduce manual work to a minimum. A gasanalyst then conducts a clearance measurement andmonitors the atmosphere continuously afterwards.
During the cleaning operation one or two workers remove any remaining crude oil or the remnants of other chemicals.
HAZARDS & RISKS
In tank cleaning in a refinery, hazardous substancesare mostly in form of liquids or particles. Hazards forthe worker derive from toxic gases and vapors fromremaining materials in the tank vessel. Inhalation of these gases/vapours as well as skin or eye contact should to be avoided. Long-term effects could be harmful even at low concentrations as carcinogenic or mutagenic effects are possible. A potential explosion caused by some materials is possible when their character is unstable or the temperature inside the tank is high. Here, an immediate danger for the worker‘s life and health is apparent.
