PAPUA NEW GUINEA CUSTOMS SERVICES
Papua New Guinea Cus-toms Services (PNGCS) has finally launched the new version of ASYCUDA namely ASYCUDA World (AW) to other Ports namely Lae and Kokopo. This is after a successful Live Pi-lot implementation of AW in Port Moresby and Jack-son’s International Airport
in November 2017.
The challenges and suc-cess of the AW piloting in the National Capital Dis-trict (NCD) was a major cornerstone for the subse-quent AW implementation in other ports. In other words, the lessons learnt by PNGCS in NCD has been instrumental to the progress of AW in other
ports.

U P C O M I N G AW R O L L O U T P O R T S — K I M B E A N D M A D A N G Rollout preparation to the next ports is currently un-derway and the target now is Kimbe and Madang to go live soon. Training of the Trade Operators and Customs is ongoing and implementation of AW
should proceed in August and Sept em b er as planned. Upon completion of training, PNGCS will reg-ister the following manifest from the Shippers in AW and all subsequent decla-rations shall be in the new
system. So far the training is embraced positively due to the rate of attendance and interest to learn the
new AW system.

Figure 1 above shows the implementation status by percentage. The plan by PNGCS is to have rollout for all the 19 ports to run AW by December 2018.
Therefore the benefits from
AW will be shared among the ports and hence in-creased efficiency in reve-
nue collection.
The rollout is taken phase by phase and based on the statistics above, implemen-tation started from the larg-er ports and to finally be
completed to the smallest.
To understand the roots of
AW it is to good to know its
history. ASYCUDA World
(AW) Project in Papua New
Guinea Customs Services
(PNGCS) commenced in
2016 after the signing of
the project document with
UNCTAD representatives in
October 2015. The first
live implementation of AW
system started in the Pilot
sites, Port Moresby Sea-
port and Jacksons Airport
on 1st November 2017,
followed by rollout phases.
The first batch of the
rollout phase started for
(manifest and declara-
tions) in Lae on 25th May
and 28th May 2018 re-
spectively. The next batch
continued for (manifest
and declarations) in Ko-
kopo on 28th June and 2nd
July 2018 respectively.
The main purpose of this
document is to provide an
overall progress of the
ASYCUDA World Project
and the outcome of the
implementation. This docu-
ment will be continuously
updated based on the pro-
gress achieved.

and Jackson International
(JAS).
The graph in figure.1 show
percentage-wise, the extent
of which AW implementa-
tion has proceeded and
status is expected to
change as and when we
rollout to other sites.
AW brings a new integrated
systems approach which
prematurely prepares the
trade to Single Window.
New ways of managing Cus-
toms Processes is eventual-
ly benefitting the trade.
Time and Costs are saved
and revenue is collected
quickly. Improved revenue
collecting methods are intro-
duced through E-payment to
expedite the payments.
PNGCS will further improve its
processes by using AW.
Since the inception of the AW
Project there are many stories
to tell but it doesn’t go without
showing the achievement and
outcomes. There were initial
challenges in recruiting and
deploying the ASYCUDA resi-
dent expert in a departure
from the signed project docu-
ment. Nevertheless, UNCTAD
has deployed more than 50
missions to ensure that there
was no disruption in project
input and ASYCUDA expertise.
The experts, including the cur-
rent resident, come from dif-
ferent countries and back-
grounds, like Fiji, France, Iran,
Jordan, Netherlands, Philip-
pines, Syria, and Tanzania.
The National Project Team
benefited from these ex-
perts who brought their
extensive experience in
supporting different Cus-
toms processes, structure,
and capacity. A combined
effort of the missions to-
gether with the NAWPT
enabled the project to
reach its goals by a larger
extent.
The following notable goals
have been reached as we
approach the end of the
first phase of the project:

The introduction of AW in

Behind the AW success is
the National Project Team
receiving technical support
from UNCTAD. Part of the
AW Project component is
the capacity building of the
National Team Project
members. This enables a
sustainable system sup-
port for a long period . The

PNGCS team consists of 4
Functional and 2 Technical
staff who are enabled
through training. The team
has successfully trained
Trade Operators and Cus-
toms officers. A total of 205
in Port Moresby, 200 in Lae
and 50 in Kokopo. This
training will proceed to all
other ports until all 19 offic-
es are covered for AW.
The training component pre-
pared by UNCTAD for the
NAWPT constitutes of Tech-
nical and Functional mod-
ules. The NAWPT undertook
both trainings where part of
it was done locally in PNGCS
during UNCTAD follow-up
missions. And the other one
was done in April/2016 at
the UNCTAD Asia Regional
Office in Kuala Lumpur Ma-
laysia. Since the implemen-

change of the way business
processes are run in Customs
and the following were
achieved:
• Reviewed Manifest Pro-
cedures
• Endorsement of Manifest
and SAD
• New Standard Operating
Procedures (SOP) for Car-
go Management, Entry
processing on Import,
Warehouse, Export, Ex-
cise and Transshipment
• Terms of References
(TOR) for officers per-
forming Assessment,
Cargo Management,
Compliance, Excise, Ex-
port, Revenue and PCA.

One of the strength of the
United Nations Confer-
ence of Trade and Devel-
opment (UNCTAD) is the
capacity building of the
National AW Project Team
m em b ers (N AWP T ) .
“Trainer of Trainers” be-
ing the approach. The
NAWPT subsequently pro-
ceeds with training the
Trading Community which
includes the Shipping
Agents and Brokers. The
trained agents will be the
ones to proceed with the
usage of AW to clear goods
from the ports and hence
Trade Facilitation.

The lifeline of AW is on the
technology and automation.
Java has been used to develop
AW. The system gives the op-
portunity to add more modules
to serve the needs of PNGCS
and other stakeholders.
The first phase of implementa-
tion gives the Trading Commu-
nity to use AW and this has been a very
remarkable achievement in PNG. As we
rollout from one port to the next, more
trade operators are getting connected.
And by the end of December 2018 we
will have all ports connected.
The future phases would make other
Stakeholders linked to AW like NAQIA,
PNG Ports, etc. This is the capacity of
AW to establish a coordinated systems
operation with other stakeholders.

NAQIA, Ports Operator etc.

case UNCTAD has in effect pre-
pared the AW Development
training for the NAWPT as per
the project plan. The NAWPT will
attend the training in Septem-
ber /2018 at the UNCTAD Asia
Regional Office in Kuala Lum-
pur, Malaysia. With the accom-
plishment of these training,
PNGCS should have well-trained
National Staff for sustained AW

port..
So far the knowledge and exper-
tise gained by the NAWPT has
enabled PNGCS to rollout the
AW in Port Moresby, Jackson’s
International Airport, Lae and
Kokopo. Therefore so far we
have achieved in capacity build-
ing by:

• Training AW IT staff on Data-
base
• Training the Trading Com-
munity
• Developing Training Materi-
al
• Developing How-To-Notes
for all types of users.

PNG Ministries, Departments and Agencies (MDAs) will start requesting statistics generated
from AW. The volume of trade data and its details is expected to grow over the years due to the
scale at which AW will be implemented as mentioned in the outcomes. Since the inception of
the AW System was just in 11/2017, the data has started showing its significance. Below is
just a feel of what is expected to come and how it will portray Trade in PNG and hence being
useful for Statistics.

sion to have AW opens up a cheaper inter-
face with many Ministries, Departments
and Agencies.

System Implementations sometimes face un-
foreseen challenges. For PNG, the existing
Internet Service Providers (ISP) do at times
have technical issues that slow down the in-
ternet service. Recent effort by the govern-
ment to improve the network is under way
through Fibre-Optic Cabling and network chal-
lenges will soon be something of the past.
Reliable ISP services will improve trade signifi-
cantly and ultimately will be a boosting factor
on the revenue collection in the country.

Currently PNGCS has put focus on reaching
out to all ports with AW. Hence rollout is the
main activity for the future. Additionally, since
AW has shown flexibility to expand beyond
PNGCS, room has been provided to allow oth-
er Stakeholders to integrate with AW. There-
fore system integration with other government
agencies is another priority and this should
facilitate trade even further for the trading
community. The integrative approach will pave
way for future Single Window initiatives and
AW has that capacity to support it.
In order to deliver on additional outputs that
were not envisioned when the project was
formulated, it would be beneficial if the con-
tingency fund is activated. This will allow the
extension of the project to 2019 and develop-
ment of additional modules will be achieved.
Some of the most recent requests from PNG
Customs includes the development of the
Accounting / Debt Management module and
also the interface with NAQIA.
As mentioned earlier in the outcomes, AW has
opened an opportunity to extend it for further
development and allow more stakeholders to
