It is my great pleasure to extend greetings and welcome toall members, delegates and guests attending this 31st annualconvention of the Association of Hawaiian Civic Clubs. Hana hou,as we meet once more in Waikiki at the site of last year's verysuccessful convention.

Our theme this year, "Onipa'a i ka mana'o - Hold fast tothose goals in which you believe", reflects our dedication to thebasic foundations of our organization. Again and again, we havedemonstrated our ability to come together as clubs, councils andan association, to discuss and debate matters of mutual concern.Our members have consistently identified and researched issueseven before they are noticed by the larger community, and ourresolutions attest to our early involvement. Beautiful Hawaiiancrafts and art objects that are taken for granted today werealmost forgotten yesterday, and civic club members were leaders inthe re-discovery that took place.

On behalf of the officers and members of the Board ofDirectors, may I thank you for your support and kokua during theyear just past. And personally, my everlasting mahalo for yourcooperation and willingness to share a commitment to make thisAssociation strong and successful. It is an honor and a privilegeto serve as your Association president.

Remember our founder, Kuhio, as you enjoy waikiki rightacross the street from the site of his beach home, Pualeilani. Isit the wind, or perhaps the surf, that whispers, "Mahalo ia oukou,pono loa keia mau hana. Maika'i, maika'i!"

November 14 - 17, 1990

It is a pleasure to extend my greetings and warm aloha to those attending the 1990convention of Hawaiian Civic Clubs.

The Hawaiian Civic Clubs have stimulated Hawaiian leadership and providedassistance to the Hawaiian people, just as Prince Jonah Kuhio Kalaniana'ole intendedwhen he began the first club in 1918. The number of clubs has grown to 44 in Hawaiiand on the mainland and enjoy a membership of over 2,350.

Today, the Hawaiian Civic Clubs continue the original mission by providingscholarships for young Hawaiian men and women, increasing public awareness ofHawaiian issues, and representing the interests of the Hawaiian people.

This convention promises a chance for more than 2,000 members and delegates toshare their thoughts as they bear in mind the conference theme, "Onipa'a I KaMana'o."

May you have a most thought-provoking convention as you renew old ties and createnew friendships.

FOR THE OFFICE OF PRESIDENT:

Jalna Keala(Ali'i Pauahi Hawaiian Civic Club)

Jalna is seeking re-election to theoffice of President. She is a chartermember of the Ali'i Pauahi HawaiianCivic Club, O'ahu Council (AOHCC). Sheserved as a member of HACPAC's SurveyCommittee; HACPAC Secretary and Chair;Chair of one of the AOHCC standing com­mittees under former AOHCC PresidentWhitney Anderson; member of the AOHCCBoard of Directors from the O'ahuCouncil; Second Vice President of theAOHCC; First Vice President of theAOHCC; and was elected AOHCC Presidentin 1988. During the past two years andthrough her direction, the Associationheld a constitutional convention, in­stalled a new Council and charteredthree new Clubs; adopted a 5-Year Con­vention Plan; and developed conventionguidelines for future conventions.Jalna participates in civic projectsincluding Hui Imi (an inventory ofHawaiian services), Hui Ho'ala (a votereducation/registration program forHawaiians); and "Operation 'Ohana " (aregistration of all Hawaiians for theOHA genealogy bank). She worked onHawaiian homestead issues with DHHL;and testified at the Hawai'i StateLegislature on resolutions passed atAOHCC conventions. Jalna is currentlyemployed as Government Affairs Officerat OHA.

Dexter K. Soares(Kalihi-Palama Hawaiian Civic Club)

Dexter is running for the office ofPresident. He is a member of the Kalihi­Palama Hawaiian Civic Club. Dexter is theDirector of the Post-High Scholarship andCounseling Services ~rogram (Na Ho'okama aPauahi) at The Kamehameha Schools and hasheld this position for the past ten years.The program provides scholarship funds andcounselling support services to Hawaiianstudents pursuing higher education and grad­uate/professional studies to complete de­gree programs. He is also involved in imple­menting the Dr. George H. Mills Fellowshipin Medicine. Dexter is active in many com­munity organizations and has been instru­mental in reinforcing empowerment andassisting community groups and neighborhoodcoalitions in securing educational as wellas mental health funds by impacting andsupporting legislation affecting theHawaiian community via testimony, etc. Heis active in the Honolulu Theatre for Youth,community youth programs, Hawaiian CivicClub programs, the Hawaiian Culture LectureSeries at Kaumakapili Church and has openedhis home to the DOE Kupuna Program by con­ducting weekend Hawaiian craft workshopswith his family. Dexter currently serves asPresident of the O'ahu Council (AOHCC) andwas Past Chair of the AOHCC Education Com­mittee. Community involvement includes ad­visory and director roles in the Inter­Pacific Fellowship Foundation, ALI/IBMBoard. HACPAC, Hale Ola '0 Ho'opakolea(Native Hawaiian traditional healing prac­tices) as well as being a small businessowner and craftsman. Current enrollment:masters/doctorate program, University ofHawai'i College of Education.

Bruss is a dual member of the HawaiianCivic Club of Honolulu and the PrinceKuhio Hawaiian Civic Club, O'ahu Council(AOHCC). He currently serves as FirstVice President of the Association ofHawaiian Civic Clubs and wishes to seekre-election to this office. "Ke keiki 0

He is a member of the Hawai'iBar Association and entered general lawpractice on June 1, 1976, where his~mphasis is currently business and realproperty as well as estate planning andprobate. For fifteen years, Ethelreda worked asan Island Manager for a mainland-basedcustodial company serving all militarybases on O'ahu supervising 450 employees.During the next ten years she served asAdministrative Services Supervisor, Stateof Hawai'i Office of Environmental QualityControl. She retired from that position torun her own business and is currentlyOwner/Operator of The Royal Feather Company(past five years). She is presently Trea­surer for the O'ahu Council (AOHCC) and

She has alsoserved as a Pa~t Treasurer and Director forHACPAC since its inception thru 1985 andhas served as a committee member on theAOHCC Budget & Finance Committee for threeterms (respective chairs Elaine Mullaney,Charles Rose and Kala Holden). She servedon the O'ahu Council Budget & Finance Com­mit~ee under Elaine Mullaney. She is cur­rently the District Chair for the Democra­tic Party (since 1982), has served on theHawai'i State- Library Commission since 1982for eight years, pursued State legislativeaction on AOHCC resolutions. Our hui worked hard this year at continuousfundraisers for regular Club needs and for the maingoal of the Club, which is our scholarship program.This year's fundraisers are not finished as yet andwill be going on well into December. Pearl Harbormembers accomplished much by participating in thefollowing: Family A'Fair (Shave Ice/Beef Stew) -50th State Fair (Pizza and Saimin Booths) - FamilySunday, Bishop Museum (Stew &Rice,'Corn &Ice Tea) ­Children's Aloha Week (Hot Dogs, Corn & Ice Tea) ­Kamehameha Day Parade (Soda distribution) - Na MeaCraft Projects (visiting conventions).

These fundraisers enabled the Club to purchasean all-purpose tent for projects and functions andprovided the funds necessary to award 20 scholarshipsand four Kamehameha School Explorations.

Our Club supported the Association of HawaiianCivic Clubs and the O'ahu Council by attending theirmeetings and by supporting the bowling league witheighteen teams. We have also supported other Clubsand organizations such as Nanaikapono HCC ScholarshipLuau and Prince Kuhio Scholarship Concert, Mauna 'AlaAli'i commemorations, Ali'i Sunday services, usheri~g

for Kamehameha School Song Contest, Cancer SocietyJailathon/Aloha Fun Run/Kolekole Pass Marathon andKalihi-Palama Cultural & Arts Society Quilt Dayregistration. A new kokua and support group our huihas undertaken is the Hemophilia Association ofHawai'i. We sponsored the son of a Club member inthe run-walk for hemophilia.

Recruitment was one of the major achievementsof diligent and persevering members who set longrange goals and made them a reality. Pearl Harbormembers have showed the true spirit of- this year'sconvention theme of "'Onipa'a I Ka Mana'o" byattending and participating in the multitude ofevents and fundraisers, and all community serviceprojects that wets scheduled for the Club's 1990calendar. Once again they have shown their dedica­tion and love which is why the Pearl HarborHawaiian Civic Club is the '''Onipa'a" Club.

The Pearl Harbor Hawaiian Civic Club extendsits warmest aloha to all Association of HawaiianCivic Clubs' members.

Pearl Harbor is proud to announce that at thisyear's convention our hui will be represented bya delegation for 305+ members.

At the beginning of the year we were able torevise, enhance and clarify our Club ByLaws withthe use of Hawaiian language, aligning our fiscalyear with that of the O'ahu Council and the Asso­ciation, and raising our dues.

Our monthly meetings have been well attendedand the fellowship was kept enthused by Clubofficers and directors as they informed us on keyNative Hawaiian issues.

We have regular monthly meetings which wereformatted this year with lessons of the Hawaiianlanguage taught through games, mele and story­telling. Other meetings/classes were weekly hula,weaving classes of coconut and lauhala, kukui/coconut seed craft classes and choral practices.

The Na 'Opio have a membership of nineteen asof this writing. They attend regular monthlymeetings and quarterly meetings of their own.

is 'Ahahui '0 Lili'uokalani Hawaiian Civic Club MemberANDREW HONORE' (ANALU) BERARD. Andrew has been a CivicClub member for five years. Andy is the son of George H.and Clara Leihulu Berard. He is married to BrucellaHalani Hopkins and lives in Cerritos, California. Theyhave three children: Andy Jr., Bruce and Lisa,as wellas six grandchildren. His love and tremendous strengthis valued by his family, to whom he is dedicated andcommitted.

Analu graduated from The Kamehameha Schools in 1956and the California State University of Los Angeles in1971 with a B.S. in electricaL engineering. He has beenwith Hughes Aircraft for the past twenty-four years andhas demonstrated outstanding leadership and managerialabilities throughout this career in engineering, programmanagement and the business community.

Highlights of his participation include 'board member of the Mainland Council anddirector to AOHCC; principle author in writing a grant proposal to the Administrationfor Native Americans (ANA) requesting assistance in activities with a special emphasison career planning for higher education and career development. He has chaired'Ahahui '0 Lili'uokalani's fundraising event for the last three years as well asbeen the Club's representative to the Hawaiian Inter-Club Council (HICC) of SouthernCalifornia.

Outstandinq 9{pn-J£awaiian 1990The Outstanding Non-Hawaiian for 1990 is DR. TERRY

SHINTANI, Director of Preventative Medicine at theWai'anae Coast Comprehensive Health Center where amajority of the Center's 18,000 clients are NativeHawaiians. Dr. Shintani strongly advocates the Wai'anaeCoast's diet program. His involvement in this program formore than the past twelve months has afforded him theopportunity to participate in numerous community activi­ties such as giving informative speeches about kalo,attending the National Institute of Health (NIH) inWashington, D.C. along with Claire Hughes, Dr. EmmettAluli and Dr. Brian Martin, all of whom presented paperson Native Hawaiian health. He organized a volunteer groupto provide cholesterol testing during the 1989 AOHCCconvention in addition to having his clinical equipmentavailable.

Dr. Shintani has continously advocated for health concerns of the Hawaiian people.His efforts have resulted in the education of the Hawaiian public as well as the non­Hawaiian public. This education process has included in its criteria making thepublic aware and understanding the problems of Hawaiian health risks. His work hascontributed in making the Wai'anae Comprehensive Health Center nationally recognizedfor its role in providing health care and health education to Hawaiians.

He is an Associate Member of E Ola Mau and sits on the Clinical Faculty at theSchool of Public Health and School of Medicine at the University of Hawai'i. Terry isthe son of Robert and Emiko Shintani.

The Club participated in Na Wahine 0 Hawai'isponsored by the Parks &Recreation Department aswell as the Slack Key Festival in honor of GabbyPahinui and Alvin K. Isaacs also sponsored by theParks & Recreation Department.

The Club's fundraisers included selling hakulei to Long's Drugs as well as selling miniatureceramic uli uli and ipu.

Ulupo Heiau restoration and curatorship. The Clubparticipated in the 1990 Ho'ike at the Bishop Museumas well as the testimonial dinner for Lokomaika'iSnakenberg sponsored by the O'ahu Council (AOHCC).In July, the Club hosted a very successful historicsites trip to Mokapu and various windward locations.Ongoing membership and scholarship drives keep theseClub members busy. Participation at all O'ahu Councilmeetings and functions and the AOHCC convention. Thisyear's Convention Coordinator for the O'ahu Council isa member of the Club (Napoleon Durante).

Congratulations to the Association of HawaiianCivic Clubs for a very successful 1989 conventionat the Pacific Beach Hotel.

Princess Ka'iulani was well represented at con­vention and although small in membership, we helpedin the steno pool with typing, xeroxing, compilingand distributing materials for an efficient conven­tion. We took a concession and sold our Christmascrafts, which is our annual fundraiser. Chairman ofthe Outstanding Awards Committee, Rona Rodenhurst,programmed an excellent presentation of the Out­standing Hawaiian, Non-Hawaiian, Civic Club Memberand the Outstanding Club at the convention banquet., We continued our theme of learning--Mai kaohana--throughout the year.

In February 1990 we celebrated our 12th Anniver­sary and installed our 1990 officers. In Junemembers of our Club helped the staff of OHA intheir Annual Na 'Opio Legislature. Under the gui­dance of Rusty Rodenhurst and Kauila Clark, Co­ordinators, these Hawaiian youth spent a whole weekin mock session in the Senate and House Chambersof our State Legislature. Our members also activelyparticipated in the 'Aha Kupuna Conference assistingwith the coordination of the activities.

Just completed on October 16 the celebration ofthe 115th birthday of Princess Ka'iulani at Mauna'Ala, an annual event of the 'Ahahui. Guest keynotespeaker was Nalani Olds who narrated and sang ofthe Princess' life and family.

, Annually, Waialua hosts a White ChristmasParty for the 'opio of Waialua with games andcaroling. Members donate food items and distri­bute goody bags and White Christmas boxes of staplesand other food items to needy families.

Our scholarship program has been promoted byour activity in the Aloha Week Program. TheAloha Week is co-sponsored with the Club as faras the King and Queen and the entire Court isconcerned and all proceeds from this goes tothe scholarship program.

Our choral group is our pride and joy. We arenow planning for Pu'ukohola Heiau's 200th Anni­versary. We are now sewing and making thecostumes and outfits needed for the warriorsand soldiers and whatever else is needed. Wemade the four feather kahilis last few yearsand once again we are full service for thisevent in our area.

Actively involved in the Hawaiian affairs andconcerns of sites, caves, petroglyphs and reburialsand artifacts. For the first time in our area, wewere able to plan and site the cave in Waikoloa forreburial of all artifacts and bones and with futurediscoveries of this nature, we have enough room formore burials. This particular area will be deededto the Board of Land and Natural Resources to notonly preserve but also in perpetuity. We will missour historical sites chairman, Mr. Sam Hook, whowas renowned in this area of Hawaiiana. Mr. Hookjust passed away on October 17, 1990. We will misshis resourcesfulness in all aspects of this immediateconcern. His tremendous contributions to preserva­tion and restoration was so invaluable and so many.His giving of his time and efforts. He identifiedand free lay bear the access to all areas concerned.Mr. Hook's last project was to restore and preservethe eroding petroglyphs in the preserved Puako area.This was to help to endure for many more years tocome. Hopefully there will be someone else soon tolook into this project and carryon this quest ofhis. There are a few rights with petroglyphs madeby him which will be displayed at the upgradedPuako parking and pavillion area on the Manuna LaniResort. This will be in memory of this great man.

Included were: Salvation Army's ChristmasKettle; Prince Kuhio Day Celebrations; King Kau­muali'i Day Services; King Kamehameha Day Celebra­tions; Kokee Museum: "A Salute to Queen Emma";Hawaiian arts and crafts demonstrations; participa­tion in "Trees of Hope"; contributed to the NathanKalama Fund; attended the Presentation of Spear atthe Kaua'i Museum and presented ho'okupu and mailelei; attended Kamehameha Schools/Bishop EstatesFinancial Aid Programs; participated in "Save OurHawaiian Bats" Program; will be participating inthe dedication of the new King Kaumuali'i School;nominated Lena Mendonca and Arthur Kruse as Out­standing Senior Citizens and they were chosen torepresent the Island of Kaua'i.

The Club sponsored ten 5th graders to theKamehameha Schools Explorations Program '90 for atotal of $650. Three college grants were given at$300 each. Club members participated in the annualPrince Kuhio Memorial Service at Kuhio Parkwhich was sponsored by the Kamehameha Lodge andthe annual King Kaumuali'i Memorial Service inWaimea sponsored by the Kaumuali'i Hawaiian CivicClub. A member helped the Salvation Army sortcanned goods for distribution to the needy at Thanks­giving and Christmas. The Club's President attendedthe Kaua'i group session of the Hawaiian GenealogyProject. To build up their scholarship fund, thefollowing activities were held: a laulau sale inJune; plate lunches were sold at the HanaleiStampede Rodeo on Memorial Day weekend and dispensedbeer for Po'oku Stables; sold pronto pups andmalasadas in Hanalei during the Aloha Week Celebra­tion (October 27).

Continued efforts of "folk arts in education" reach­ing over 2500 students, faculty, administrators inLA and Orange County schools, grades 6-12, expandingprogram to include traditional arts of lauhala,coconut weaving, mele/hula, na pa'ani Hawai'i, naapii Hawai'i, kukui nut and ti leaves, legends andhistory of Hawai'i; participated in the Los AngelesFestival in World Choir, Choral presentation andhula program at Angel Gate Park and Maritime Museum,San Pedro; participated in Bowers Museum "Imagina­tion Celebration" with performance, live demonstra­tions and shave ice sale; sponsored community forumon "Native Hawaiian entitlements", coordinated firstPacific Island American Leadership Forum andHawaiian caucus meeting resulting in thirty-sixresolutions passed by PIALF; community service pro­grams included Christmas and Easter concerts forlocal nursing home, "make a wish" video recorder andequipment for na kupuna at Lunalilo Home, Hawai'i;Christmas project "adopt a family"; programs forlocal schools, senior citizen organization and 4-Horganization; awarded scholarships for KamehamehaExplorations Program (2)~ academic (undergraudate/graduate [4]), kupuna (1); culminated cultural­educational program with annual 'Ohana Retreat,sponsored Na Kupuna Jenkins/Vargo to share "symbolictraditions and practices of Native Hawaiians";attended all Mainland Council (AOHCC) meetingsincluding work on the task force ANA proposal:"Mainland Council Operation for Native Hawaiians".

The Club: Made a monetary donation towards theWahaula Mobile Center; Participated in the StateLitter Control Program in Kona by cleaning-up theold Kona airport area; Participated in the 200thYear Celebration of Pu'ukohola NHS by preparing tooutfit warriors of Alo Ali'i (Royal Court). Eventwill occur in 1992; Participated in the Land Trans­fer Ceremony at the Pu'ukohola NHS, in which approx­imately 26.5 acres were donated from The Queen'sMedical Center to the park; organized and partici­pated in the Ho'olaule'a for Kamehameha Day Cele­bration, entered a decorated vehicle depictingPrince Kuhio in the parade; Awarded three $500scholarships for continuing education; Catered aCertificate Awards Ceremony luncheon for OceanicInstitute at Keahuolu, Kona; Participated inPu'uhonua 0 Honaunau NHP and Pu'ukohola NHS Culturalprograms; Participated in the Smithsonian repatria­tion ceremonies i~'Kona; Participated in Kona CoffeeCultural Festival in Kona by creating a HawaiianVillage; and Participated in the Ironman TriathlonParade by carrying the flags for eighty+ countries.
