The Technical Training Program continues to grow.
Strengthening relationships with policymakers has improved awareness and concern for infrastructure, and specifically the need for a national funding mechanism for dam rehabilitation.
ASDSO’s new Safety at Dams initiative is focused on finding and implementing solutions to the problem of drownings that occur at dams.
Professional development and the fostering of future association leaders is the goal of the New Young Professionals interest group.

To Our MembersStrategic HighlightsASDSO prides itself on not letting its strategic plan gather dust! We make sure that our annual action plans are identifying projects within each major goal. This year we’ve successfully completed 81% of our long list of projects—166 to be exact! Many of the remaining projects were dependent on outside forces of which we had no control. Of those we didn’t start or complete, we are rethinking strategies for accomplishing these particular objectives.
Financial HighlightsASDSO’s FY16 financial plan budgeted $2.136 million for Action Plan implementation. Expenses came in at a little more than $2 million. All funds needed to cover expenses are raised during the year from dues, training fees, conference fees, donations, sales, advertising, contracts and grants. As is explained later in this report, we came in at the end of the year within 15% of our targets. ASDSO remains fiscally strong.
In reviewing national benchmarks, used to track spending, it is clear that ASDSO is a healthy 501(c)(3) non-profit organization. Expenses for ASDSO salaries and professional services are considerably less than similar organizations. Benchmarks for revenues from investments, our training program and conferences show that ASDSO out performs similar organizations for fundraising in these areas.
Operating HighlightsI’m so proud to work with the amazing people who volunteer their time to guide, advise and carry out our projects. And the small staff of six, who go over-and-above the call all year long to keep it all running, are exceptional people. We do so much together to work toward our vision. Our leadership, the 50 state representatives, went through a lot of changes this year. Many new reps came on, and we increased focus this year on mentoring them and encouraging them to become leaders in the organization.
We are now going into our third year in our own office building in Lexington, KY. This past year, we were able to reduce our costs by, for example, securing a property tax exemption, improving energy efficiency and modernizing equipment. We feel that this capital investment will secure our strength into the future.
Looking AheadThis year many volunteers worked hard on a plan for the next 5 years. When the current strategic plan expires in 2017, we will be ready to move on a new plan. This plan will include many of our most successful programs, always with an eye toward improvement, and some new ideas. Stay tuned (and keep supporting us).

It is my honor to present to you the Fiscal Year 2016 Annual Report for the Association of State Dam Safety Officials. The report represents work accomplished by the association from July 1, 2015 to June 30, 2016.
In reading this report, one quickly realizes how many different tasks ASDSO undertakes and accomplishes each year. Those accomplishments would not be possible without the tremendous support of our many volunteers, donors, and the ASDSO staff. I wish that I could thank each of you personally for your dedication to this great organization; instead, I will have to settle for expressing my thanks here, to all of you for all you do for this association. While serving as president, I witnessed firsthand the sacrifices and contributions of so many. Whether you served on a committee, helped with a workshop, provided a monetary contribution, or participated in any number of other ways, your contribution towards this association makes the association a success. The dedication of so many to promote dam safety and educate dam owners and the public is amazing. The association is making a difference in dam safety, thanks to each of you.
Two of the greatest assets of this association are the relationships and our focus. The association continues to make sure that all 50 state dam safety programs are involved and become leaders. We also continue to foster relationships with our federal dam safety partners, our private sector members and the many other associations involved with dam safety, levee safety, and flooding.
In closing, I want to once again say thanks to everyone who is a part of this association.

Advocacy SupportA lot of work is done behind the scenes to assist states dam safety programs. From posting practical tools and guidance on-line, to supporting states when policymakers cut budgets and lessen safety standards, to advocating for federal assistance funding, ASDSO volunteers and staff keep strong dam safety programs on the front burner.

In this chart, higher percentages indicate greater alignment of state programs with the Model State Dam Safety Program and lower percentages can be indicative of needed improvement in authority. The areas are weighted by importance (listed in order with weightings indicated in parentheses) for the overall percentage.
Performance MonitoringASDSO continued to work with the Corps of Engineers and FEMA on performance data collection for state dam safety programs. ASDSO compiled and analyzed the 2015 performance data by state and nationally and used the information in legislative visits, media contacts, and in identifying trends and improvements in state benchmarks. Here is a snapshot of data trends based on state program input.

An unprecedented amount of media coverage characterized the extreme rainfall event that hit South Carolina in early October 2015. ASDSO provided information and support to the South Carolina dam safety program and first responders, and implemented a rapid response communications plan to respond to the media requests and to bring experts from other states into communication with South Carolina officials. This allowed those who have experienced widespread dam failure flooding events to pass along lessons learned and to work out plans to provide additional manpower for post-disaster dam inspections. The Dam Failure Investigation Guide was sent and many discussions continue to work toward providing data gathering and forensic experts to study the dam failures.
ASDSO fielded dozens of press inquiries and issued a press release to provide data on the South Carolina program to the media.
Thanks go to the whole North Carolina dam safety team, Bill McCormick (Colorado), Mark Baker (National Park Service), Tom Woosley (Georgia) and Dusty Myers (Mississippi) for quickly coordinating to support the South Carolina dam safety officials.
In the wake of the flooding, teams from the South Carolina Department of Health and Environmental Control launched an assessment of all Class One and Class Two dams statewide and created a public information Web page for status updates on dams affected by the flood

Inspiring Activism to Save LivesASDSO Uses National Dam Safety Awareness Day for Its First Safety Around Dams Campaign
May 31 The anniversary of the 1889 Johnstown Flood - is National Dam Safety Awareness Day, an event established in 2000 by the Federal Emergency Management Agency. To mark this year’s event, ASDSO issued a press release on both safety of dams and safety at dams, focusing on the Johnstown Flood, the 1976 failure of Teton Dam, and the many fatalities that occur each year at dam sites. ASDSO also posted a blog on the American Society of Civil Engineers (ASCE) Save America’s Infrastructure Blog and issued a joint National Dam Safety Awareness Day statement with ASCE, the U.S. Society on Dams, Deep Foundations Institute, and National Hydropower Association. Dam Failures/Incidents Resources:-DamFailures.org. Developed by the FEMA National Dam Safety Program, this user-friendly website was launched last year and will be housed with ASDSO.
-An ASDSO Incident Database (both failure and non-failure incidents) was developed in July. The database is based on the previous fields and data from the DSAT SIR.

ASDSO routinely performs technical topic surveys of the state programs on behalf of individual states. The ASDSO Board discusses the outcome of each survey compiled. Some surveys are determined to be informational only and are posted to the ASDSO website Resource Center without any action needed. Some survey results show that Board action may be needed. The following presents a summary of surveys and Board recommendations for the fiscal year.
A question about whether or not states require or accept single EAPs for multiple dams: Single EAP for Multiple Dams. The EAP survey could be forwarded on to the EAP workgroup of the National Dam Safety Review Board.
Whether or not states support digital data collection for dam inspections: Digital Data Collection for Dam Inspections. The Board discussed and decided that there was no action to be taken over-and-above providing the results to the states.
A survey on houses built on/into dams and how states do or would deal with that situation: Homes Built Into Dams. Houses on dams may be something to consider for future Model State Dam Safety Program updates.
A survey on whether or not a dam can be deregulated by placing a culvert at grade or removing the riser so the dam no longer impounds water: Modifying a Dam to a Roadway Culvert. The Board recommended that the Dam Design and Construction Committee look at all state policies on this and write a white paper on the topic.
A survey on state practices/approval of anchor reinforced vegetated matting for overtopping protection: Anchor Reinforced Vegetated Matting. The Board recommended forwarding the results of this survey to the Dam Design and Construction Committee for consideration.
A survey on how states would treat a proposal for a new dam that will contain a tunnel for traffic: Tunnels in Dams. Staff recommendation that no action be taken over-and-above providing the results to the states.
A survey on fee exemptions for non-profit owners: Dam Safety Fee Exemptions. Staff recommendation that no action be taken over-and-above providing the results to the states.

Legislative Advocacy
Worked with Senator Jack Reed (D-RI) to introduce dam rehab funding bill.
Coordinated DC meeting to advocate for full funding of the National Dam Safety Program and National Levee Safety Program.
Invited to White House Dam Removal Summit.
Endorsement of bill to create a St. Francis Memorial.
Coordination with ASCE. ASDSO continues to participate on the ASCE Committee on America’s Infrastructure (CAI) and provide input and review for the Dams and Levees sections of the 2017 Report Card for America’s Infrastructure and for the Dams section of several state report cards.
Signed joint letter with several partner organizations in support of funding for streamgages thru the USGS.
Partnered with the National Watershed Coalition to support continuation of the Small Watershed Dam Rehabilitation Program.
AlabamaASDSO provided information and review for the Alabama ASCE state infrastructure report card and Dusty Myers participated in the report card release event in Birmingham. Alabama’s infrastructure category of “Dams” received a grade of “?” instead of a letter grade because Alabama does not have a state dam safety program and the condition of dams in the state is widely unknown. The Alabama Section’s president remarked that “the question mark strategy seemed to really promote the message with dams.”
Subsequent to the report card release and building upon its publicity, ASCE members in the state, with support from ASDSO, have researched ways to continue to drive the message of the need for a state dam safety program and expect progress with the effort in the next fiscal year.
South CarolinaFollowing the flooding in 2015, South Carolina legislators introduced two bills to improve dam safety regulatory authority in the state. ASDSO provided information about state dam safety program performance in South Carolina and in other states to aid in the drafting and response to those bills. The bills did not make it out of committee, but the legislature continues to consider proposals for a stronger program.

In June of 2015, the Board of Directors approved a Fiscal Year 2016 budget to carry out the 2015-16 Action Plan. The budget totaled $2,136,372. The Board made a decision to carry out projects knowing that required revenues could be short of the $2.136 million goal; meaning the budget was approved with the net income in the “red.” The Board agreed that it was important to carry out the mission and that the difference would be drawn from reserves. In the end, staff kept the net income loss to within 15% of the target loss.
ASDSO engages with an outside accounting auditor annually to review accounting practices, create the balance sheet and final statement of financial position, and make recommendations to the Board on financial management procedures. The accountant creates annual 990s and 990-Ts, which are required IRS forms that 501(c)(3) organizations, such as ASDSO, submit. Members may request copies of the 990s by contacting ASDSO.
