Thoseof you that are on PAR teams orare shelter managers, are you fa-miliar with your tasks? Thesequestions will all be answeredafter our upcoming ORE. Do Iexpect everyone including myselfto be perfect? NO, but I do ex-pect everyone to do their job tothe best of their ability. Our OREis a dress rehearsal for the ORIand I expect the 507th to workhard and if you mess up a task;all that I ask is the next time youwork to correct your problem.Show that 507th Professionalismand good old fashion hard work.A good attitude from everyone will get us through the next

few months.This past month we did a facility

walk through with our guard part-ners from Will Rodgers. We will beadding two squadrons of additionalaviators and maintainers over the nextyear. Until our future facilities arebuilt, the added personnel will causea lot of tight quarters and the sharingof facilities and office space. Most squadrons in the 507th

will feel some pain. We all needto welcome our new partners withopen arms and make them feelwelcome. For this partnership towork we will need to share thegood deals and the bad deals. Iask everyone to think if we weremoving our operation from Tinkerto another location, how youwould want to be treated.

Last but not least we need tocontinue improving in our awardsand decorations programs. I haveseen a small improvement but weneed to continue on the right trackto recognize our outstanding indi-viduals. Ten years of great work

is too long to go between decoration.

As I was re-readingsome of them, I thought about howthey might (with a little stretching)apply to those going on the ORE. The 507th Air Refueling Wing Annualaward winners are Capt. Robert Grif-fin, Master Sgt. George Stiltner, MasterSgt. Melanie Cherry, Tech. Sgt. JessicaReyes, and Senior Airman ShaneHellinger.

Capt. Robert Griffin, 507th mainte-nance operations officer,, is the WingCompany Grade Officer of the Year.Griffith supported critical political-mili-tary engagement initiatives during a six-month joint tour deployment with Com-bined Forces Command – Afghanistanin a 0-5 billet on the CommandingGeneral’s special staff. He developeddaily briefing materials, 148 talking pointpapers, and performed background re-search for 11 high visibility internationaltrips to increase global support for on-going nation building efforts.

Griffith was the driving force behindestablishing a second maintenance shiftwithout increasing existing manning; re-sulting in reduced ground abort ratesover 33 percent, steadily improving mis-sion-capable rates every month sinceSeptember 2006.

He was named one of the wing ORIplanning coordinators for over 400 wingpersonnel.

Griffith led by example while de-ployed by engaging in a Fit 4 Life pro-gram to improve his overall physical fit-ness. His overall score went from 76.75to 88.25 and he lost 27 pounds.

Griffith is a lifetime member of theReserve Officers Association, serving asecond term as secretary of local Chap-ter 66 and he is a lifetime member of theAir Force Association. He volunteers asa part-time coach for an eight-playerteam in a youth soccer league atEdmond area YMCA.

Master Sgt. George Stiltner, 1st

Sergeant of the Year, is first sergeant forthe 507th Civil Engineer Squadron.Stiltner is a sought after expert and multi-dimensional first sergeant. He integrated

active duty, reserve and civilians from23 units into a highly effective fightingforce while deployed. Stiltner demandsexcellence of civil engineering Airmen,conducting open ranks inspections ev-ery UTA, recognizing the sharpest. Heis the driving force behind civil engineer-ing awards and decoration program andhis Airmen received almost 30 awardsfor the year.

Stiltner earned his CCAF degree inHuman Resource Management. He setthe example while deployed and reducedhis 1.5-mile time by one minute and lost20.5 pounds.

Stiltner serves as a life member ofthe Air Force Sergeants Association Dia-mond Club and Veterans of ForeignWars. He was elected to serve as Jr.Vice Commander of VFW Post 3085 inMarch 2006. He is a volunteer youthpastor for his church, a substitute schoolteacher, and he coaches girls basketballand softball.

Master Sgt. Melanie Cherry, Se-nior NCO of the Year, is chief of careerenhancements in the 507th Mission Sup-port Flight.

A clear natural when tasked withbeing the assistant superintendent of theMilitary Personnel Flight, says Maj. DonSatterlee, 507th MPF commander. “Mas-ter Sergeant Cherry is a valuable con-tributor. She is the author of many value-added MPF programs which remain inuse today, including decoration routingprocesses, adverse actions tracking, out-processing systems, and retirement pro-cedures.”

She implemented a new AFRC web-based UTAPS program for the 507th

ARW and 513th ACG personnel, single-handedly assigning and training 121 us-ers as soon as it was available whichresulted in thorough and timely transi-tion to the new system.

Cherry is an overachiever … theproud owner of three CCAF degrees in

Business, Education and Human Re-sources. She also obtained her MastersDegree in Human Resources from theUniversity of Oklahoma with a 3.75GPA. She also excelled at the Person-nel Apprentice Course where she earnedthe distinction of honor grad. Cherrycompleted her CCAF degree in HumanResources and obtained her 7-level up-grade training in minimum time. Shecompleted SNCO Academy by corre-spondence in less than six months time.

Cherry is an active Top 3 member; acommunity leader and contributor whereshe performs in the role of businessmanager for her church. She is a boardmember of Open Options, Inc, a programdedicated to providing quality substanceabuse and mental health services to ado-lescents and adults with chemical depen-dency addictions and she also developspolicies and programs.

Tech. Sgt. Jessica Reyes, NCO ofthe Year, is an information managercraftsman for the 507th Mission SupportGroup.

Reyes excelled in orchestratingevents for the largest, most diverse groupin the wing; phenomenal organizer in atough job. In the group executive’s ab-sence, Reyes coordinated a change ofcommand/retirement dinner whichhosted 500-plus guests with outstandingresults.

She flawlessly generated 300-plusorders for 40 personnel, providing 2,000mandays of essential support to the wing.As an orders approving official, Reyesaccurately approved orders and man-aged $500K for 49 percent of the Wing’spersonnel.

Reyes prepared a “smart-start” bookfor the incoming MSG commander, re-ducing initial spin-up time significantly.She carefully laid out tasks to complete,scheduled events, proactively set upcommittees and delegated work. It was

Kidd receives AFMC honorsMaster Sgt. Deborah Kidd, 507th

Mission Support Flight first sergeant,was recently awarded AFMC ServicesAir Reserve Component Senior Non-commissioned Officer of the Year for2006. Kidd will now compete at the AirForce level.

Many know her as first sergeant, butshe is also the Reserve liaison and mem-ber of Tinker’s Honor Guard, which ex-plains why she has been recognized byAFMC.

Kidd was selected for the liaisonposition when the criteria for render-ing military honors was broadened bythe National Defense Act of 2000. Thelaw congressionally mandates finalhonors to be rendered, when re-quested, for active duty, veteran andretired service members who honor-ably served. The increased volume of

funerals required expanding the HonorGuard to include Guard and Reserveteams. Previously the program had beensupported solely by the active duty force.

Kidd’s former supervisor suggestedshe take the position to broaden her ex-perience as a young technical sergeantin Services. Kidd developed an HonorGuard memorandum of agreement withher active duty counterparts and createda Reserve budget, logistics and trainingprogram.

Today she sees it as one of her mostsatisfying career moves.

“One of the greatest things I can dofor a family is to honor their loved oneand present the flag on behalf of a grate-ful nation,” she said.

The highlight of her eight years onthe team came when rendering hon-ors for Tech. Sgt. Patrick Shannon, aVietnam War Airman, last April. Sh-annon went missing in 1968 when his

radar site was overrun inLaos. His remains wereidentified and repatriated in2005.

About 700 people at-tended the ceremony, includ-ing the Patriot Guard. Thefuneral was inspiring, shesaid.

“We are often the onlycontact many communitieshave with the military. Peoplewere touched by the cer-emony and came up to usafterward, wanting to say‘thank you’ but couldn’tspeak,” she said. “I wasproud to perform the honorssince so many Vietnam vet-erans didn’t receive the wel-come home they deserved.”

Since 1999, Kidd has per-formed over 2,560 detailhours, the highest in TinkerHonor Guard history. In 2006,

she was selectedas CeremonialGuardsman ofthe Year, SeniorNCO category,and her leader-ship role on theteam contributedto 72nd Services winning AFMC’sCurtis LeMay Trophy.

In her award package, Kidd was alsopraised for her efforts as first sergeantin the 507th Mission Support Fight.

Chief Master Sgt. Tina Long, 507thCommand Chief, complemented Kidd’sprofessionalism.

“It’s outstanding that a 507th mem-ber has been recognized at the AFMClevel for her service. Master Sgt. Kiddis always willing to serve others. She iseasy to work with and has a plethora ofknowledge to draw from.”

Through 18 years of service and 5AFSCs, Kidd considers it just as reward-ing as her involvement with the HonorGuard. In both, she is in a position tohelp people.

As a first sergeant, she has an im-pact on every enlisted wing member’slife from retirements and promotions todisciplinary action. Kidd loves being aShirt but dreads being forced into the roleof disciplinarian.

“I never have the same day twice,”she said, “My day is dictated by the ring-ing of the phone or a visit from an Air-man. It can be stressful and demandingand not for everyone, but it’s a good gig.”

Family has been a source of strengththroughout her career in the Air ForceReserve.

“I love being ‘Aunt Deb,’ and when-ever I have a rough week, a hug frommy roommates’ children or nieces andnephews makes my day,” she said.

Ultimately, in everything she does,Kidd says she just wants to make herparents and family proud.

The secretary of defense recentlyannounced a policy change in the waythe department will manage reserve com-ponent forces.

The first aspect of the policy changewill involve the way the departmentmanages deployments of reserve forces.Currently, reserve deployments are man-aged on an individual basis. In the futuredeployments will be managed on unit ba-

sis, allowing for greater unit cohesion andpredictability for training and deployments.

The second aspect of the policychange addresses the maximum mobili-zation time for members of the reserveforces. Currently, the policy is for a maxi-mum mobilization time of 18 months. Thedepartment will reduce the maximummobilization timeframe to one year.

Third, the policy objective for invol-untary mobilization of Guard/ Reserveunits will remain a one-year mobilized tofive-year demobilized ratio. However,today’s global demands will require anumber of selected Guard/ Reserve unitsto be remobilized sooner than the cur-rent policy goal. That deployment to de-mobilization ratio remains the goal of thedepartment, as does the activecomponent’s ratio goal of one year ofdeployment to two years at home sta-tion.

The fourth aspect of the policychange will establish a new program tocompensate individuals in both activeand reserve component forces that arerequired to mobilize or deploy earlier thanestablished policy goals of deploymentto home station ratio times. It will alsoinvolve those service members who arerequired to extend beyond establishedrotation policy goals.

The final aspect of the policy changewill direct commands to review theiradministration of the hardship waiverprogram, to ensure that they have prop-erly taken into account exceptional cir-cumstances facing military families ofdeployed service members.

These policy changes will better al-low the department to posture itself forsuccess in the uncertain environment inwhich it currently operates, and well intothe future.

Reserve component force management policy changes

Despite the bad weather recently, Operation HolidaySpirit broke its all-time yearly donation record by bringingin $10,022 Feb. 2 at the VFW in Del City.

The fund, which assists Airmen of the 513th Air Con-trol Group and the 507th Air Refueling Wing who are hav-ing financial problems, has collected $46,558 since its in-ception in 1999.

“Even though the annual fund-raiser had to be resched-uled twice because of two separate winter storms, 120people still showed up for the steak dinner and auction,”said Maj. Ralph Hawkins, OHS co-chairman.

“I was grilling steaks outside and it was really cold, butI enjoy being part of something that helps out my fellowAirmen as much as this program does,” said Tech. Sgt.Derek Johnson, a volunteer from the 513th AGC.

A large amount of the volunteer help occurs during theholiday season, but the name of the program is kind of amisnomer since the money raised is used year round, saidSgt. Johnson.

“The program works more or less by word of mouth,”said Maj. Hawkins. “If an Airman you know is having

some financial trouble, you can let your supervisor or firstsergeant know and we’ll see if we can help them.

“We know asking for and accepting help can be hard,so we also try to keep the whole thing as discrete as pos-sible.”

When contributions are given to those in need, theyare made in the form of gift cards not cash. This ensuresthe money is used the way it was intended, added Maj.Hawkins.

Among some of the more traditional items that wereauctioned off such as sports and military memorabilia, 507th

ARW Command Chief Master Sgt. Tina Long will bemowing the highest bidder’s lawn and 507th ARW Com-mander Col. Randall C. Guthrie will publicly shave his headduring March drill.

“Each year, OHS is a great success,” said Senior MasterSgt. Kathy Lowman, OHS co-chairman. “It’s based onthe goodwill of Airmen looking to help each other out dur-ing hard times.

“This year’s campaign was no different and I want tothank everyone who took the time to help out.”

Disaster Preparedness:Unit Training Managers must scheduleChemical Warfare Training, by name, atleast one UTA prior to the requesteddates by calling CEX at 734-5249. WASHINGTON (AFNEWS) —Since the Air Force started manning con-voy operations in support of the war onterror, more Airmen have had an oppor-tunity to put their rifle training to use inreal-world scenarios.

Today, explosive ordnance disposaland security forces Airmen, along withthose performing in-lieu-of taskings,have joined battlefield irmen working“outside the wire” in Iraq and Afghani-stan and are regularly involved in com-bat situations as part of their duty...allalongside their fellow Airmen that con-tinue to engage in daily combat, deliver-ing decisive effects from the air!

“We are a warfighting Air Force,”said Chief of Staff of the Air Force Gen.T. Michael Moseley. “Our Airmen aredoing amazing things in combat opera-tions every single day, both within theircore competencies as Airmen, deliv-ering those effects from the air andnow on the surface as part of the jointfight.”

It is for those Airmen involved incombat operations, on the ground andin the air, that the Air Force has cre-ated the Air Force Combat ActionMedal, said Gen. Roger A. Brady,deputy chief of staff for manpowerand personnel.

“There are people coming underenemy fire, but we do not have an AirForce way to recognize the reality oftheir experience,” General Brady said.“So General Moseley has asked us todevelop an appropriate recognition, acombat medal, and we have done that.”

To develop criteria for the award andto get a better understanding of whatAirmen were looking for in combat rec-ognition, the Air Force consulted withcombat-experienced Airmen.

“We gathered feedback from Air-men; active duty, Air National Guard, and

Air Force Reserve members who’vebeen in combat (in the air and on thesurface) — some who’ve received com-bat recognition from other services, andsome who haven’t,” said Maj. RandallSmith, chief of the Air Force uniformsand recognition branch. “Their feedbackwas critical in ensuring the recognitionwe developed met General Moseley’srequirements. We also heard from AirForce senior leadership, both officer andenlisted.”

General Moseley often meets withAirmen in the field and has frequentlycalled a variety of Airmen to Washing-ton to sit down with him - to get theirpersonal feedback and input. He said “itis important to hear the opinion of Air-men about the AFCAM because themedal is a reflection of the warfightingculture of the United States Air Forceand everything we hold dear.”

“Combat is a part of our culture andour heritage,” General Moseley said.

“Our Airmen know this intrinsically andreinforce it through their actions. Thisaward is a way to visibly highlight thatpart of being an Airman.”

General Brady said the AFCAM willbe unveiled sometime in April. Then, aspart of the unveiling ceremony, some Air-men will be awarded the new medal. Atthat time, the Air Force will begin to pro-cess additional applications for the award.

In order for an Airman to wear theAFCAM, a narrative explanation of the

Airman’s involvement in combat activitiesmust be submitted by a person with first-hand knowledge of the incident. The ap-plication will be processed through thechain of command and eventually be ap-proved or disapproved by the Commanderof Air Force Forces (COMAFFOR).

The AFCAM is for Airmen that havedirectly participated in active combat,either in the air or on the ground, as partof their official duty. Airmen serving asa crew member on a C130 providing keysupport to Coalition forces or Airmenservicing as a convoy escort operationthat takes fire, for instance, would beeligible to apply for the award.

“This is for people who are in com-bat as a part of their duty,” GeneralBrady said. “If you are walking acrossthe base at Balad and you are injuredby a mortar, you will likely get the PurpleHeart. You may even get a Bronze Star,depending on your performance in yourduties. But that scenario would not lead

to the award of the AFCAM.”The AFCAM will be the highest-

level Air Force individual award to notearn points under the Weighted AirmenPromotion System, said Major Smith.

“There was a strong consensus thatthis recognition should not be tied to pro-motion points, but should be tied to a mean-ing greater than that,” the major said.

Airman will wear the AFCAM onthe mess dress uniform. The ribbon forthe AFCAM can be worn on the blueor service dress uniform. These uni-

forms are usually worn for ceremoniesor other duties where it is appropriateto highlight individual achievements.There will be no patch or badge equiva-lent for wear on the utility uniforms wornfor daily duties and deployments; theemphasis in these cases is better placedon the mission and the team, above self.

Airmen can apply for the award torecognize participation in combat activi-ties dating back as far as Sept. 11, 2001.

John Quincy Adams once wrote: “Facts are stubbornthings; and whatever may be our wishes, our inclinations, orthe dictates of our passions, they cannot alter the state of thefacts and evidence.”

In recent years, there has been a tremendous proliferationof all things “anti-microbial”. We now routinely see a varietyof household products containing “germ fighters”, and prom-ising to make you safer and disease-free by incorporatingantibiotic or anti-viral properties into soaps, lotions, nasal tis-sues, and a multitude of other commonly used items. Thepublic’s awareness of antibiotics has been raised consider-ably, and many people now believe and expect that such medi-cations are to be routinely administered under all circum-stances where a potential of infection exists.

The reality surrounding widespread antibiotic use is quitesobering. In “Management of Multidrug-Resistant Organisms(MDROs) in Health Care Settings,” the Centers for Disease

Control notesthat between1972 and 2004the presenceof drug-resis-tant bacteriarose by 61percent. Or-ganisms suchas methicillin-resistant sta-phylococcusaureus, van-comycin-re-sistant entero-coccus, multi-drug resistantmycobacte-

rium tuberculosis, and others, are proving to be an extraordi-nary challenge for healthcare institutions worldwide, and theiremergence is due almost entirely to poorly selected use ofwide-spectrum antimicrobials. These “super-germs” are re-sponsible for many thousands of deaths every year in thiscountry alone. The appearance of newly resistant organismsis now such a frequent occurrence that pharmaceutical com-panies are no longer able to develop novel antibiotic classesquickly enough to meet the clinical need.

The medical community has recognized its role in this publichealth crisis, and has begun to critically evaluate previouslyunrestrained use of antibiotic medications. Many efficacy stud-ies have been conducted, and guidelines established to assisthealthcare providers in proper prescribing of these drugs. Hereare a few that may be helpful to remember:

* Preventative use of antibiotics is NOT indicated for rou-tine wounds, unless the patient is diabetic,immunocompromised, or has a few other unusual complicat-ing issues. The wound should be thoroughly cleaned, and thenclosely observed for several days following initial treatment.Antibiotics may need to be prescribed later if signs/symptomsof infection appear.

* Preventative antibiotics are indicated for certain typesof surgery, dental procedures, etc., but only according to spe-cifically established practice guidelines. Your doctor shouldbe aware of these, and should discuss with you whether pro-phylactic antibiotic use is appropriate.

* Antibiotics are certainly indicated when a documentedor suspected bacterial infection is present. They will be abso-lutely ineffective against viruses, and so are NOT to be usedfor routine colds, most childhood ear infections, “stomach flu,”etc.

* When required, antibiotics should be administered alongthe narrowest possible spectrum, meaning that the drug shouldbe tailored to the germ as much as feasible. Over time, thispractice should slow the emergence of resistant bacterialstrains.

* “Anti-bacterial” household products are generally no moreeffective in eliminating germs than simple soap and water.They are, however, typically more expensive, and probablyharmful to the community by facilitating the emergence ofresistant organisms. There is no reason to choose them ver-sus comparable products which do not contain antiseptics.(Over the counter household items do not actually have anti-biotic medication, but can incorporate various “anti-microbial”substances.)

Germs are a part of life, and although we all wish it wasn’tso, sometimes they will assert their existence at the most in-convenient times, and in the worst possible ways. However,the means to protect ourselves against them are in good hy-gienic practices, such as hand washing, injury prevention, etc.,appropriate selective use of medication, and most of all, ahealthy respect for their uncanny ability to mutate into evermore powerful forms.

507th ARW Public Affairs OfficeWe all know that it is OUR responsibility to protect our-

selves when attacked. We know to don our protective gear and we know that

WE are responsible for protecting ourselves with our weap-ons by returning fire when attacked. We are all trained toknow that our protection is not “someone’s else’s job.”

The War on Terror has many battlefronts and one of themost important is played out daily on news outlets across theworld. The propaganda enemy forces present must be chal-lenged at every opportunity and every Airman has a role indefeating lies and deceit.

But do you know how to respond to enemy propaganda,lies, and misinformation?

While it’s generally known by all that commanders andtheir appointed Public Affairs staff are official spokesmen forthe wing and Air Force, it’s not well understood how everyAirman plays a role in this process.

Remember that you do NOT have to agree to a mediainterview. But if you do, you are representing the Air Forceand the United States…potentially to millions of people.

The Airman’s Manual, pages 16 and 17, provides quicktips to remember if you find yourself in this situation.

For starters: Don’t be afraid of the media. Be polite.Typically media will have a Public Affairs escort. If not, askthem if they have gone through the Public Affairs office. All

media should have credentials and they should be willing toshow those to you. If you don’t feel comfortable answeringmedia questions, simply refer them to Public Affairs.

What to say: It’s okay to tell people what you do ingeneral terms. “I’m a boom operator on a KC-135, or I’m apersonnel specialist.” Don’t provide specific information…suchas number of aircraft or personnel deployed, length of flights orspecific types of aircraft we’re refueling. Simply pause andconsider operational security before responding.

Even if you can’t discuss something, avoid using phrasessuch as “No comment.” Simply state, “I don’t know the an-swer to that question.”

Key Messages: Key messages are your best friend.Use them often and repeatedly. Key messages may includestatements such as:

“Air Mobility Command’s primary mission is rapid, glo-bal mobility, and sustainment for America’s armed forces.”

“AMC’s Global Mobility concept of operations providesrapid global projection and sustainment of combat capabilityto support warfighting commanders.”

“We’re here to assist our allies in deterring the hostilitiesthey face by defending their sovereignty and maintain regionalstability.”

Senior Airman Shane Hellinger, Air-man of the Year, is a utilities journeymanwith the 507th Civil Engineer Squadron.

Hellinger extraordinarily managed a

waste water treatment plan at KirkukRegional Air Base, supporting 4,350-pluswarrior soldiers/Airmen. He was thefirst to get the 2-year-old water treat-ment plant to handle full capacity andsafely dispose over 225K gallons per dayof waste water. He installed 200 feet ofpipe to bypass old lagoons, completedthree weeks early, enabling constructionof a new lagoon system. Hellinger ledthree Iraqi nationals in emergency re-pair of medical group’s water line, keptmedical fully mission capable. He rou-tinely exemplified service before self,sacrificing scant days off to eliminate18 backlogged work orders. He volun-teered outside of his career field oper-ating backhoe and successfully laidsewer line for new OSI complex.

Hellinger strived for academic excel-lence, completing 75 credit hours towarda bachelor’s degree in business adminis-tration. He earned a CCAF degree inenvironmental technology.

Hellinger demonstrated respect forfallen comrades any time day or night,marching in six late-night ramp cer-emonies while deployed. He joined theReserve Enlisted Association, settingexample for others. Hellinger is a pil-lar in the community, and an activemember with his local church.

How to file a complaint1. If you believe you are unable to resolve your com-

plaint in command channels, review AFI 90-301 Table 2.5(Table 2.9 when the new version of 90-301 is published) todetermine if the complaint should be filed with the IG. Youmay file a complaint if you reasonably believe inappropri-ate conduct has occurred or a violation of law, policy, pro-cedure, or regulation has been committed.

When you go out to lunch talk about the weather-younever know who might be listening. Practice phone up-phonedown procedures. Make sure sensitive discussions are doneon a STU III or STE phone. Knowing how to wear your protective gear is essential in a chemical environment.Knowing when to don your gear is vital.

At the sound of any given attack warning, Airmen have limited time to react. Theappropriate reaction is crucial to your mision and critical to your life.

Standardized attack warning signals are used to posture airbases for attacks, warn ofattacks in progress, initiate post-attack recovery actions, and return the airbases to awartime state of readiness.

Although warning signals are primarily designed to provide air, missile, artillery andground attack warning, they may also be used to warn you if a covert attack with achemical or biological weapon is discovered. Alarm warning signal variations might beused in some geographic regions. If they are, you’ll be notified what those variations arebefore you depart your home station or when you arrive in that region.

For example, Alarm Blue is used instead of Alarm Red in South Korea. Alarm Blue willbe announced and blue flags will be displayed.
