THE COUNTY

Contra Costa County covers approximately 733 square miles extending from

the northeastern shore of San Francisco Bay easterly about 50 miles to San

Joaquin County in northern California. Contra Costa County has one of the

fastest growing work forces among Bay Area counties, with growth in its

employment base being driven primarily by the need to provide services to an

increasing local population and the presence of relatively high-wage skilled

jobs. The County has one of the State’s most heterogeneous populations, rich

in ethnic, cultural and socioeconomic diversity. With a current population

slightly in excess of 1 million, Contra Costa County is one of the top ten most

-populous counties in California. The City of Martinez is the County seat of

Contra Costa County and the location of the County’s administrative offices.

Contra Costa County includes varied urban, suburban, industrial, agricultural

and port areas and contains 19 incorporated cities. A large part of the County

is served by the San Francisco Bay Area Rapid Transit District (BART), which

has helped to enable significant residential and commercial development.

Prestigious public and private academic institutions, including Stanford

University, University of California at Berkeley, University of San Francisco,

University of the Pacific, and various California State University campuses, are

within driving distance from the County seat of Martinez.

Recreation within the County varies from fishing, boating and water skiing in

the Sacramento-San Joaquin Rivers to hiking, horseback riding and camping

in Mt. Diablo State Park. Sightseeing areas, including the wine country of

Napa and Sonoma Counties, the picturesque seaside communities of Carmel

and Monterey, and the Sierra Lake Tahoe mountain region, are also within

driving distance of the County.

The County of Contra Costa provides a full range of services through 25

County Departments divided into service areas such as: Public Protection,

General Government, Health and Human Services, Growth Management,

Special Districts and Authorities. There are also a number of Affiliated

Organizations. The County has a FY 2020/21 budget of $4.5 billion and a

General Fund of $1.8 billion, with permanent authorized countywide staff of

approximately 9,900.

THE DISTRICT

Ranking among the larger California fire agencies, the Contra Costa County

Fire Protection District is a well-equipped, full-service fire agency. The

District is an “all-hazards” organization providing fire suppression, First

Responder Advanced Life Support (ALS) emergency medical services as well

as 911 emergency ambulance transport services for over two-thirds of the

county, technical rescue, marine firefighting and water rescue, fire prevention,

and fire investigation services to nine cities and county unincorporated areas.

THE DISTRICT

We serve a population of over 600,000 residents

(approximate daytime population is 1,000,000+) across a

304 square-mile area. The dedicated men and women of the

Contra Costa County Fire Protection District are committed

to providing excellent emergency and non-emergency

service to the unincorporated communities and areas of

Contra Costa County and the cities of Antioch, Clayton,

Concord, Lafayette, Martinez, Pittsburg, Pleasant Hill, San

Pablo and Walnut Creek.

The District’s highest priority is protecting the lives,

property, and environment in the community. The District

also provides full service to business and industry, including

several petroleum refineries and chemical manufacturing

plants. Additionally, the District operates the Contra Costa

Regional Fire Communications Center (CCRFCC) providing

complete 911 fire and ambulance dispatching, including

EMD services, radio and communication support services

for six fire service agencies across the county.

The District currently has 26 staffed stations, and one

Emergency Medical Service (EMS) squad. The District staffs

23 engines 5 and trucks with staffing of 4 on trucks, 3 on

engines and 2 on squads – all engines, trucks, and squads

have at least one paramedic on duty providing ALS at all

times. The District has 281 fire suppression positions in

addition to 11 Battalion Chiefs, 20 personnel in its Fire

Prevention Bureau, 24/7 shift Fire Investigators, 7 Fire

Dispatchers per shift and 3 ambulance system status

managers on duty 24 hours per day, ASE certified apparatus

shop, logistics and supply division, and approximately 60

administrative non-safety personnel. The District's total

operating budget for Fiscal Year 2020/21 is $154.6 million

with an additional $54.4 million operating budget for the

Ambulance Transport Program.

THE POSITION

The Assistant Fire Chief position is a senior leadership

position within the organization. Under direction of the

Deputy Fire Chief and/or Fire Chief, the Assistant Fire

Chief is responsible for directing either the EMS, Training,

Emergency Operations, Support Services, or the

Communications Division of the Fire District.

THE IDEAL CANDIDATE

The selected candidate must be a forward thinker familiar with the dynamics of communication center processes, equipment, and technologies. The ideal candidate will possess excellent verbal and written communication skills, clear and open communication with CCRFCC personnel, labor organizations, the Board, and the community are essential to the productivity and the success of this position.

This position will be responsible for cultivating new relationships and improving current relationships throughout the agencies served by the CCRFCC.

someone will be able to provide a balance of administrative, organizational, and fiscal oversight, leadership, and direction along with the ability to provide effective incident command and emergency services leadership during greater alarm incidents, or as necessary to support the mission of the CCRFCC.

The position requires a minimum of ten (10) days of on-call duty with an ability to respond into the county within thirty (30) minutes of being recalled.

Minimum experience sought is five (5) years of full-time

experience in the Contra Costa County Fire Protection

District, or similar sized California metropolitan fire

department providing First Responder ALS services, at the

rank of Fire Captain or above, or three (3) years of full-time

experience in a California public fire protection agency at the

rank of Battalion Chief or above is highly desirable. A

bachelor’s degree from an accredited college or university

with major in Fire Science Administration, Business

Administration, or closely related field, and certification as a

Chief Officer through the CSFM, Executive Fire Officer

(EFO) through the NFA, or Chief Fire Officer (CFO) through

CPSE is highly desirable. Experience managing or directing a

Fire/EMS communications center is highly desirable.

The annual salary for this position is $158,741- $192,951(not including a 5% wage increase scheduled for July 1, 2021 and July

1, 2022); placement within the range is dependent upon the qualifications and experience of the selected candidate. The

position is also eligible for up to 7.5% of base salary for educational incentives and a 5% differential of base pay for required

THE CONTRA COSTA REGIONAL FIRE COMMUNICATIONS CENTER and THE ASSISTANT CHIEF

As a dedicated fire and EMS communication center, the CCRFCC provides

secondary 911 PSAP call processing, emergency medical dispatching (EMD),

fire and ambulance dispatching as well as communications maintenance and

support to six fire agencies covering over two-thirds of the county.

The dedicated men and women of the CCRFCC are committed to providing

excellent fire and EMS communications and dispatching services to over a

million residents in 16 cities across the county. Emergency ambulance

communications, dispatching, and system status management is provided over

that same area as well as the City of Richmond.

The CCRFCC is currently staffed with a Communications Center Manager,

three (3) Senior Fire Dispatchers, 18 Fire Dispatchers, as well as one (1) EMS

Dispatch Supervisor and 12 ambulance system status management dispatchers

employed by AMR working in the center. Normal daily staffing consists of

one (1) Senior Dispatcher, six (6) Fire Dispatchers, and three (3) ambulance

system status management dispatchers per 24 hour shift.

The CCRFCC employs three Communication Technicians responsible for the

maintenance and service on the District and subscriber agency phone and

radio systems. The District’s Information Systems group, consisting of the

Information Systems manager, two (2) Information Systems Programmer/

Analysts, and three (3) Information Systems Technicians are part of the team

reporting to this Assistant Chief.

The CCRFCC is undergoing a comprehensive remodel project. Architects

and designers are engaged and this project is scheduled to begin in 2021 in

order to incorporate the necessary changes needed to support an expanded

communications center for at least the next ten years. CAD upgrades,

technology and radio system improvements, and looking towards the future of

fire, EMS, and pre-hospital care communications will continue to be a focus

of the CCRFCC.

Compliance with nationally recognized standards including APCO and NFPA

as well as our contract with the Contra Costa County Health Services

Department for call processing, dispatch and EMD performance are high

priorities for sustained success of the CCRFCC.

We will be looking to maintain compliance with ACE accreditation standards

and additional opportunities for consolidating fire/EMS PSAPs into the

CCRFCC is also possibility within the near future.

This position provides the CCRFCC with the necessary leadership and

direction for a large and complex communications center as a standalone

division within the Fire District. You will be responsible for shaping the

future of the CCRFCC together with our stakeholders so a solid

understanding of, and a passion for, communication center operations is

essential.
