Incorporated in 1867, it serves today as the county seat and home to the San Mateo County History Museum, located in the county’s old courthouse. With an average of 255 sunny days each year, Redwood City enjoys a mild Mediterranean climate (as the City slogan proclaims, “Climate Best by Government Test”) and a one-of-a-kind waterfront that includes the Redwood Shores neighborhood, numerous bayfront residential options, ample recreation opportunities (including a yacht harbor), and the only deep-water port south of San Francisco.

Redwood City’s population doubles during the day, attracting employees to world-class firms such as Google, Oracle, Box, Electronic Arts and Shutterfly. Genomic Health, Impossible Foods, Kaiser Permanente, Stanford Health, McKinsey and Company, the Chan Zuckerberg Institute and more than 500 various industry start-ups also have a strong presence in the city. World-renowned Stanford University has made a long-term commitment to the community, moving administrative functions to a newly developed campus just 1.5 miles from downtown marking the University’s first significant expansion outside its main campus. T H E O R G A N I Z A T I O NRedwood City is a charter city with a council-manager form of government. The seven-member City Council currently is elected at-large to four-year staggered terms; Council Members select the Mayor and Vice Mayor from among their colleagues to serve for a period of two years. The City will begin transitioning to district-based City Council elections this year. The Council appoints the City Manager, who is responsible for implementing the strategic direction and directing day-to-day operations of the City Government, as well as the City Attorney, and the members of the City’s boards, committees, and commissions. Redwood City is consistently recognized as being well-managed and innovative, strategically driven, and financially stable.

In addition to the offices of the City Manager, City Clerk, and City Attorney, the City is organized across the departments of Administrative Services (Finance, Information Technology, and Revenue Services); Community Development and Transportation; Fire; Human Resources; Library; Parks, Recreation & Community Services; Police; and Public Works. Together, these departments employ 564 staff members. The City’s Fiscal Year 2019-20 total budget is $290 million (General Fund $157 million).  Redwood City continues to take strategic action towards long-term fiscal stability while simultaneously addressing its long-term unfunded liabilities. Despite these challenges, Redwood City continues to provide innovative programs and delivers services that regularly receive high marks from residents.

Melissa Stevenson Diaz has served as City Manager in Redwood City since October 2015. Ms. Diaz has 28 years of local government experience, having served as an Assistant City Manager in Mountain View and previously holding executive posts in Fremont and Morgan Hill. In partnership with the City Council, Melissa has fostered a dynamic organizational culture that is fueled by a genuine desire to reinvent and transform.

The executive team is comprised of a cohesive group of talented professionals deeply dedicated to continuously improving business practices and designing better ways of delivering services. Lifelong learning and ongoing professional growth are strongly encouraged in Redwood City. In fact, this recruitment was initiated as a result of Redwood City’s current Assistant City Manager, Kimbra McCarthy, being recently selected to serve as the City of Mountain View’s next City Manager!

The current structure entails one Assistant City Manager being charged with overseeing the administrative functions of the City (Finance, Human Resources, Revenue Services, Risk Management, and IT) and the other having responsibility for Housing, Economic Development, Communications and Community Engagement. The City Manager’s Office also leads strategic initiatives and performance management efforts, and works with the City Council, staff and community partners on projects and programs to support the City’s mission, values and priorities.

Over time, the City Manager will consider a transition of responsibilities between the Assistant City Managers to support their growth and professional ambitions.

T H E I D E A L C A N D I D A T ERedwood City is seeking an Assistant City Manager to oversee the Administrative Services functions of the organization, which includes the Finance, Information Technology, and Revenue Services Divisions along with the Human Resources Department. This individual will be skilled in guiding financial processes and systems, leveraging technology, and ensuring that employees have the tools and environment they need to deliver superior internal and external services. Serving as a key member of the executive team, they will be passionate about public service and will have the ability to quickly engender the confidence and trust of the City Manager, City Council, staff and community.

The ideal candidate will possess impressive breadth and depth in local government finance. A sophisticated understanding of public sector human resources and information technology is strongly preferred. Candidates with generalist backgrounds and fiscal acumen will also be given serious consideration.

The individual selected will be dedicated to the practice of continuous improvement. They will be familiar with modern systems and contemporary business practices and have a demonstrated history of embracing new technology and tools that serve to maximize efficiency and advance the strategic goals of a department and a community.

At least seven (7) years of progressively responsible and varied experience in government, nonprofit or business management with at least three (3) years of experience as an executive or senior manager in City or County government is highly desirable. A Bachelor’s degree from an accredited college or university with major coursework in a relevant discipline is required and a Master’s degree is preferred.

C O M P E N S A T I O N & B E N E F I T S The salary range for this position is $189,384 - $255,672. Placement within the range will be DOQE. Salary is supplemented by a competitive benefits package that includes, but is not limited to:

Retirement:Classic Members – as defined by the Public Employees’ Pension Reform Act of 2013 (PEPRA) and in the CalPERS retirement system, will receive CalPERS retirement benefits under the 2% at age 60 plan.New Members – as defined by the Public Employees’ Pension Reform Act of 2013 (PEPRA) and in the CalPERS retirement system, will receive CalPERS retirement benefits under the 2% at age 62 plan.

CalPERS Employee Member Contribution – Employee pays the full required employee CalPERS contribution and a portion of the employer share contribution, which is currently a total of 14% for Classic Members and 8.25% for New Members.

Medical Insurance – CalPERS choices of three PPOs and seven HMOs; City pays 90% of monthly premium for employee and dependents, up to $1,673 monthly for 2020.

Dental/Vision Insurance – City pays 90% of the monthly premiums for employees and their qualified dependents.

Flexible Benefit Plan (Cafeteria Plan) – Allows employees to contribute tax-free income for medical premiums, healthcare reimbursement and dependent care reimbursement.

Car Allowance – $400 per month.

Cell Phone Stipend – $75 per month.

Professional Development – Professional development reimbursement up to $750 per year; education reimbursement up to $1,500 per year.

Management Leave – 160 hours per year, may be cashed out annually.

Vacation/Sick Leave – Vacation accrual rate of two to five weeks per year based on total public sector/industry experience; sick leave is accrued at a rate of 1 day per month. Consideration for prior years of service may be given in determining accrual rate.

Deferred Compensation – Four plans available; voluntary contribution.

401(a) – PARS Defined Contribution Retirement Enhancement Plan. City pays contribution of 2% of compensation. In addition, a new hire classified as a CalPERS New Member (PEPRA) pays a 5% employee contribution. A new hire classified as a CalPERS Classic Member does not make an employee contribution. 

Income Protection – The City provides basic plan coverage for Life and Accidental Death and Dismemberment and Long Team Disability with additional coverage available for purchase by employee; additional coverage for severe medical issues and disability income is available.
