I think DTGOV should employ full IaaS service as it has three datacenters with all having mainframe and low level environment platforms while mainframe platform is not available for outsourcing. 100000 servers with various configurations can be used for IaaS cloud infrastructure hosting. It is capable enough to host storage infrastructure as a service as it has data centers of 10000 terabytes of storage. It has experience of hosting its infrastructure and application to some consumers; the only limitation is that these are not standardized. Once the service is standardized as cloud service such as automated transparent billing, pay per use, on demand access, etc, DTGOV can attract many other consumers as well.API
