o Load securement: • Must have system to ensure that the load is properly secured in

accordance with SANS 10187 as appropriate. o Loading equipment:

• Ensure that the loading equipment is appropriate for the task; • Equipment shall be maintained in safe and good working

conditions, e.g. have a procedure for regular checks. o Documentation:

o Maintenance schedules with a list of tasks to be performed at defined intervals;

o Keep records of all services and repairs; o Statutory vehicle inspections where applicable.

o Procedures: • Shall establish, document and maintain procedures to prioritize and

act on all faults reported. Rule

3 Dispatching/release of goods vehicles

o Must have a system to verify that the load is within permissible max limits and supply documentation to prove compliance thereof

Compliance of mass measurement (calibration)

o Mass measurement verification: • Accuracy of the methods to determine the mass of the laden

vehicle shall be adequate; • Shall verify the mass determination e.g. where the consignee

operates his own weighbridge. o Documentation:

• The verification of calibration certificate of scales must be conducted

• Graphs showing assessed mass vs measured mass over a certain period

o Procedures: Shall document and maintain the following procedures: • The frequency of verification or calibration and the steps to perform

each method; • Correcting measurement methods found to be inaccurate by the

verification process.

Rule 5

Record cycle times

o CA shall have a system to keep record of and manage an agreed upon schedule system to avoid negative impact of the value chain.

Rule 7

Training and education

o All persons with responsibility shall receiving training to execute their tasks. o Loading and offloading equipment operators training shall be undertaken. o Documentation: maintain following documentations for off-loading staff

training and education • A schedule of training needs • Training plan • Register of training completed • Equipment and loading staff competency assessment • Specific industry requirements: training on the handling and

transportation of hazardous goods. o Procedures:

• Shall establish, document and maintain procedures to schedule basic training and refresher training when the need arises.

Rule 8

Tasks and responsibilities

o A list of well-defined tasks shall be compiled o Procedures:

• Shall establish, document and maintain procedures to ensure that all employees know what their responsibilities are;

• Ensure the tasks of employees who leave the company are assigned to another person or persons.

Rule 9

Records and documentation

o A manual shall be developed, which shall contain the necessary documentation to demonstrate compliance with the requirements of this practice.

o All persons with a responsibility shall be provided with the latest documentation.

o Documentation: • Trip-mass records; • Incident/accident report/register • Corrective action reports (CAR) • Distribution list of documents • Customer complaints register

o Procedures • Records of masses are produced for each vehicle off-loaded • Accident/incident reports are produced when required • Non-conformances are follows up by a corrective action report

(CAR) • For backing-up or records • Complaints are handled.

• Shall be conducted by people who are not directly dependent on those who are responsible for the audited activity

• Shall continuously comply with the requirements of RTMS and non-conformances that are identified shall be corrected

• Ensure that effective and efficient methods are used to identify areas of improvement

• Continually improve the effectiveness of its RTMS through application of the quality policy, quality objectives, audit results, analysis of data, corrective and preventative actions and reviews

• During pre-verification phase, an internal audit shall be conducted to determine the applicant readiness for external audit in order to gain full certification

• Documentation: following documents shall be kept and maintained: Audit matrix to ensure that auditing is done in a systematic

and consistent manner A list of independent persons responsible to do internal

audits A compliance report or statement at regular intervals or

Rule 2

Assess the vehicle mass before each

laden trip

o Does your RTMS manual have a procedure for assessing the mass and dimension of each type of vehicle load that includes:

• The type of load this method is used for • How the loading of the vehicle is controlled to ensure correct axle

masses • How the weighing method can be verified • Any procedures needed to cater for different loading conditions or

variations in density, specific gravity, water content, etc. • How the measurement is recorded and where that record is kept • A procedure in the RTMS manual for ensuring that all drivers know

what the mass limits are for the vehicles they drive • A back-up weighing system • Documented procedures for the back-up weighing system • Ensuring that staff members know when the back-up system is to

be used.

Rule 3

Verify the mass determination

method

o Does your RTMS manual have procedures for verifying all of the different measurements methods that you use?

o Doe the procedures explain what documentary evidence of the verification is required?

o Do the procedures explain how often each method is to be verified? o Do the procedures explain where the evidence of verification is stored? o Do you have procedures for correcting measurement methods found to be

inaccurate by the verification process? o Do you have procedures for calibrating and proving calibration of your

equipment?

Rule 4

Maintain vehicles in a roadworthy

condition

o Do you have evidence (less than six months old) that a qualified person has certified each vehicle in the nominated fleet roadworthy?

o Does your RTMS manual detail the frequency at which periodic maintenance is to be take place?

o Does the maintenance management schedule detail the tasks that need to be completed during the service?

o Do you have a table of tolerances and wear limited for major components? o Are those personnel involved with maintenance in your company aware of

the contents of this table and how to access it?

Rule 5

Ensure vehicle and load safety

o Do you have documented instruction detailing when the daily check is to be carried out, who will do it and how it is to be recorded?

o Does the daily check cover all of the minimum inspection requirements? o Is an appropriate on-road vehicle fault report log available to drivers and

maintenance personnel? o Is there a procedure in the RTMS manual that describes the full

responsibilities of the people carrying out the checks? o Do the relevant staff members understand their responsibilities when

conducting daily checks, and are they aware that when signing off the check sheet, they are certifying that the vehicle is roadworthy to the limits of the inspection?

Rule 6

Manage driver wellness

o Do you have a documented instructed detailing when drivers should go for medical check-ups?

o Does the medical check-up cover all of the minimum requirements such as

o Are the depot facilities, vehicles and sleep accommodation suitable to prevent fatigue?

o Have you implemented effective communication channels between management and drivers to promote discussion on matters that affect the safe operation of the business?

Rule 7

Provide training and education

o Have you provided training to all relevant staff members that are involved in your RTMS and are refresher courses run when needed?

o Do you keep documented evidence of training provided to staff members? o Do you adapt your training modules to suite the type of road transport

operations?

Rule 8

Assign tasks and responsibilities

o Have the tasks of the personnel involved in the system been fully documented in the RTMS manual?

o Have responsibilities for the tasks been documented and allocated? o Have all the relevant staff members been told what their responsibilities

are? o Do all the relevant staff members know how to access the written record of

what their responsibilities are? o Has a specific person been assigned the responsibility of “RTMS Manager”

to ensure that the RTMS is follows?

Rule 9

Keep records and documentation

o For each trip, do you keep documentary evidence of the following: • The vehicle’s registration number of fleet number; • The assessed mass of the vehicle; • The measured mass of the vehicle (if weighed at the end of the trip) • The date and time of the trip?

o Is there a record of all incidents and accidents? o Is a document distribution list maintained? o Is a record of customer complaints kept? o Are non-conformances followed up by a Corrective Action Report (CAR)? o Does your RTMS manual have procedures for ensuring that all relevant

staff members can and know how to access these documents?

Rule 10

Perform an internal review (self-audit)

o Does the RTMS include procedures for carrying out internal audits that cover the following:

• When the audits are to take place; • Who is to conduct them (independent or internal auditors); • How the audits are to be conducted?

o Are there written procedures for ensuring that all non-conformances are identified and corrected within two weeks or as specified by the internal auditor with maximum period of three months?

o Have staff members been identified for taking action that instances of non-compliance are not repeated?

o Do you produce a quarterly compliance report? o Have you identified the person/people responsible for updating your RTMS

procedures when necessary? The best advice is to set up an arch-lever file so that you can answer with confidence the auditor’s queries as per the spreadsheet above.

Emergency Procedure in the Event of a Collision

If you are involved in a collision you should: • Stop your vehicle at the scene or as close to it as possible. If possible do not obstruct traffic;

• Ensure your own safety first. If exiting the vehicle wear a high visibility jacket or vest, which should be

readily accessible in the vehicle; • Help any injured person. All the emergency services if someone is hurt; • Provide the following information to the other vehicle driver or property owner:

o The name and address of the driver in charge of the vehicle; o The name and address of the owner of the vehicle;

o The registered number of the vehicle;

o The vehicle insurance details.

• Record the details of the collision on the Incident Recording Form (Appendix 3); • Contact your supervisor or manager as soon as you can to tell them about the collision. You should carry

these contact details or keep them in the vehicle when you are working; • Take pictures of the scene, if possible.
