Highlights of the week
Over the past week, staple food commodity prices remained relatively stable except for:
- In Afghanistan, chicken prices dropped by 4 percent and were 27 percent above the prices observed a year ago.
- Wheat prices in Bangladesh dropped by 6 percent and were 10 and 3 percent higher than the prices recorded three months a year ago, respectively.
- In Cambodia chicken prices increased by 4 percent and were 10 percent above the prices observed a year ago.
- Wheat prices in Myanmar fell by 4 percent and were 6 percent higher than those observed a year earlier.
- In Thailand, pork prices increased by 3 percent and were 11 percent below the levels a year earlier.

RegionalDuring the Fourth BRICS Summit, discussions were conducted under the overarching theme "BRICS Partnership for Global Stability, Security and Prosper-ity". In their declaration, accelerating growth and sustainable development, along with food, and energy security, are amongst the most important challenges facing the world today, and central to addressing economic develop-ment. In this context, excessive volatility in commodity prices, particularly those for food and energy, poses additional risks for the recovery of the world economy. During 2012, the Third Meeting of BRICS Ministers of Agriculture and the second Meeting of the Agriculture Expert Working Group will take place (Council on Foreign Relations, 29 March 2012).
During the 20th Association of Southeast Asian Nations (ASEAN) Summit, (1) the ASEAN Plus Three Emergency Rice Reserve (APTERR), became a permanent mechanism to help meet relief requirements resulting from natural disasters and humanitarian emergencies; (2) endorsed of the ASEAN Plus Three Compre-hensive Strategy on Food Security and Bio-energy Development (APTCS-FSBD); and (3) endorsed of the Proposal for Post-2012 ASEAN Food Security Informa-tion System (AFSIS) which aims to establish the AFSIS Network Centres and ensure sustainable regional self-sustained food security information system (ASEAN o�cial website, 04 April 2012).
NationalIn China, the Ministry of Health amended a food safety law, including the regulation on the use of nutrition-enhancing food supplements. It will come into e�ect on 01 January 2013.
The new value-added tax (VAT) refund scheme in the Philippines was approved. It will monetarize the tax credit certi�cates. The main bene�ciaries of this scheme are exporters. The 2012 national budget allocated PHP 9 billion (US 210.7 million ) for the �rst-year implementation (O�cial Gazette, 02 April 2012).
Weather conditions
In Fiji tropical depression formed into a cyclone, Cyclone Daphne, has caused extensive �ooding in Fiji, particularly in the Western Division (International Federation of Red Cross and Red Crescent Societies, 04 April 2012).

Price Monitoring Model
IN FOCUS: THAILANDPrice Movements (Price Forecast for Thailand (rice 25%, Bangkok market)
Technical notes
The FAO Price Monitoring Model is a simple tool designed to assist policy makers, farmers and traders in assessing whether
recent price trends are in line with those typically observed in the past. The purpose of the model is to determine whether
short-term price movements of a commodity exceed a benchmark which takes into consideration seasonality, in�ation and
historic variability. The model uses only data on past prices and the consumer price index (CPI) to capture these characteris-
tics. It establishes an expected level of price for the following month along with a range of uncertainty generated by past
deviations from expected prices. Price movements can be interpreted as “excessive” if prices fall outside the benchmark
range. The di�erence between the actual price and the “benchmark price” (1 month in advance) that was forecasted for that
same month is also calculated by the model although not shown in the graph. An additional feature of the model is to
show the current level of prices relative to an average of past prices during the past four years (adjusted for in�ation). For

According to the FAO Price Monitoring Tool, the benchmark price for April is THB 14.45 (with a benchmark range of THB 13.89 – 15.01 per kilo), which would represent a 8 percent decline from December 2011. If prices follow normal seasonal patterns during the next three months, wholesale nominal prices for rice (25% brokens) are likely to fall within a benchmark range of THB 13.07-15.93 per kilo.
The graph shows that recent price movements were not in line with those typically observed over the past 7 years: prices normally rise from November to February and then rise in March, but this time the pattern has been the reverse. Prices normally fall from February to March by about 3 percent (purple line), but actual prices (green line) slightly increased (by less than 1 percent) instead. As a result, actual prices for March were slightly above the benchmark range, possibly because the o� season harvest (March to May) is delayed due to late planting (because of the �oods in the last quarter of 2011). According to USDA, as of 26 March 2012, the Government expects that the paddy pledging programme will pledge around 8 MMT of paddy (5.3 MMT milled equivalent), accounting for 72 percent of the total o�-season production.
The government guarantees rice prices to Thai farmers through the New Paddy Pledging Programme which started in 07 October 2011 and �nished by 29 February 2012. The programme is also being implemented for the o� season crop from 01 March 2012 to 30 June 2012 with a targeted volume of 8 MMT. However, the amount of paddy pledged by farmers is unlimited and government intervention prices diverge within a range of THB 13,800-20,000 (USD 445- 645) per tonne, depending of the rice variety and quality. The budget allocated for the o� season crop is to be de�ned.

Current prices are higher (+7 %) relative to the levels observed a year ago.- Chicken prices have been gradually increasing since early 2011, but have remained largely stable since mid-February 2012. Over the past week, chicken prices dropped by 4 percent from the previous week and were 27 percent above the prices observed a year ago.

Rice government procurement during Aman season at 28 BDT/kg (preboiled) and 27 BDT/kg (white rice) from the domes-tic market progressed steadily towards its new enhanced target until 31 March. As of 22 March 2012, the procurement achieved 73 percent of the target (0.25 MMT out of 0.35 MMT). This policy measure intends to provide incentives to the farmers amid a continued fall in prices of both rice and paddy, which began on December 2011. (Fortnightly Foodgrain Outlook, 22 March 2012).

Staple food prices in Beijing market have remained stable since early 2011. During early March rice prices edged downward and currently are over 2 percent below the prices observed three months earlier. - After a one time drop (-7%) in late-February chicken prices have remained unchanged since early March.- Soybean oil prices were 3 percent above the levels a year earlier.

The Ministry of Health amended a food safety law, including regulations on the use of nutrition-enhancing food supple-ments. It will come into e�ect on 01 January 2013. Nutrition-enhancing food supplements include a variety of micronutri-ents and are added to food to enhance nutritional absorption and prevent diseases (Xinhua, 02 April 2012).

- Corn prices increased by 17 percent during mid March and were almost 35 percent above prices observed a month earlier.- Cassava prices fell by 4 percent in early March and were 5 percent below those observed a year earlier.- After a sudden increase in December 2011, prices of dalo tausala (taro) have been �uctuating downwards and fell by 12 percent in mid March and were 6 percent below the prices registered a year earlier.

Staple food prices in Indonesia have remained relatively stable since mid 2011. However, rice prices showed an upward move-ment (+12%) over the past 12 months, and chicken prices were 12 percent below the levels observed three months ago.
Country Highlights
The Indonesian government will conduct a technical training session as part of the implementation of the Triangle Coopera-tion and the South-South Forum. Training in agriculture will focus on post-harvest technology for fruits and vegetables, with 18 participants representing countries such as Fiji, Bangladesh, Myanmar, Timor Leste, Cambodia, Algeria, Egypt, Sri Lanka, Malaysia, Iran, and Mexico (Antara, 04 April 2012).

Staple food prices in Vientiane market have remained stable since mid 2011. Still, rice (ordinary) prices were 13 percent below the levels a year earlier. Beef and chicken prices were 22 and 20 percent higher than the prices observed a year ago. Pork prices were 6 percent below the levels observed three months earlier but 12 percent above the prices registered a year ago.

The Government of Lao announced that China is the second largest foreign investor after Viet Nam, particularly in the area of agribusiness growing bananas, sweet corn and cassava (Lao National Portal, 04 April 2012).

According to a media report, a managed �oating exchange rate was adopted on 01 April, allowing market forces to determine the value of the kyat (MMK) while leaving room for the central bank to in�uence its value (Myanmar Times, 30 March 2012).

Overall, prices of staple food commodities have remained largely stable since early 2011. - Rice (well milled) and corn prices were 2 and 6 percent above the levels observed a year earlier.
The new value-added tax (VAT) refund scheme was approved. It will monetarize the tax credit certi�cates. The main bene�ciaries of this scheme are exporters. The 2012 national budget allocated PHP 9 billion (US 210.7 million) for the �rst-year implementation (O�cial Gazette, 02 April 2012).

Overall, staple food prices have remained largely stable over the past week, except for pork prices that increased by 3 percent.- Rice prices (5% brokens) were 2 percent above the levels observed three months ago but at the same level from those prices observed year ago. - Chicken and pork prices were 23 and 11 percent below the levels observed in the same period in 2011, respectively.- Soybean oil prices are 6 percent above those observed a year ago.
Country Highlights
According to USDA, the o�-season Paddy Pledging Programme took delivery of a total of a total of 6.8 MMT of paddy as of 26 March 2012. The Government expects that the programme will pledge around 8 MMT of paddy (5.3 MMT milled equivalent), accounting for 72 percent of the total o�-season production. Presently, the Government is holding total intervention stocks of around 7.6 MMT milled equivalent, of which 2 MMT are old-crop intervention stocks, and 5.6 MMT are from the 2011-12 crop (Global Agricultural Information Network-USDA, 27 March 2012).
