Emerging Markets OWF Projects – What can we learn

Development in the OW industry has seen drastically reduced LCoE over time in more developed markets

Can we have the same reduced LCoE in Asian region on day one?

What are the local challenges?

What can we learn from previous mistakes and knowledge gains made in existing markets?

Knowledge Transfer During Concept Design

• Wind farm concept design to achieve

minimum levelised cost of energy (LCoE)

is a multi-variable design optimisation

problem which requires a broad view over

many technologies:

• Influence of turbine on support structure design

• Energy yield assessment

• Design of electrical infrastructure

• Installation methods

• Operations and maintenance

• Etc.

• Pre-FEED studies informed by a reliable

cost-model and prior project experience

can repay their cost many times over.

Knowledge Transfer During Turbine Engineering/Selection

• The wind turbine is the single most influential component in an offshore wind farm:

• CAPEX typically responsible for 40% of levelised cost of energy (LCoE)

• Most significant source of structural loads

• Responsible for ALL of the revenue!

• Experienced independent technical review of the turbines can provide project efficiencies and help to:

• Understand energy yield for turbine position optimisation & assessing performance in operation;

• Understand reliability of technology when selecting turbine model;

• Understand dynamic interaction between turbine & support structure in order to design most cost effective support structure;

• Understand condition of components at end of warranty period;

• Understand condition of turbine & support structure when assessing lifetime extension options.

Asian OWF Technical Challenges – Environment

What about too much wind? What about earthquakes?

or

Knowledge transfer from the Oil and Gas industry that

have been operating in similar

offshore environments for

decades essential both from a design

perspective but also from an

installation and operations perspective

Page 10: Asia Offshore Wind Day - Tokyo - asiawind.org · assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC)

New Market – Technical Challenges – Standards

Contractor Procedures and Equipment Standards

International Market has seen continual improvement for over a decade

No need to re-invent the wheel every time a new regional market is entered

Page 11: Asia Offshore Wind Day - Tokyo - asiawind.org · assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC)

Asian OWF – Installation Vessels – Heavy lift vessel or jackup?

• Assets availability in the region?• O&G offshore heavy lift vessel or barge with lifting capacity but no deck space

• Shear leg

• Extensive O&G experience in transportation & installation but no renewable experience

• Regional operational limitation?• Weather condition (typhoon and monsoon)

• Earthquake and soil liquefaction

• Water depth

• Bottom fix or floating

Page 12: Asia Offshore Wind Day - Tokyo - asiawind.org · assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC)

Asian OWF – Installation Vessels – Heavy lift vessel or jackup?

We should share our knowledge

• Create awareness within O&G contractors on specific renewable constraints

• Assist developers in assessing existing asset suitability and operability

• Convert, upgrade, reconfigure assets that suits regional specific renewable requirements

• Adjust best practices to regional specific operational requirements

Page 13: Asia Offshore Wind Day - Tokyo - asiawind.org · assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC)

Asian OWF – Installation Vessels – Cable Laying Vessel?

• Assets availability in the region?

• Barges not meeting class and international standards with limited operability

• Large O&G offshore cable and pipe layer (availability, price )

• Number of offshore vessel ready for mobilization (MPV, OSV …)

• Number of flat top barge candidate for conversion with yard availability

• What are the operational differences with Europe?

• Limited experience to large diameter export power cable operations

• Different installation practice

• Limited documentation (operation philosophy, engineering studies)

• Survey requirements

Asian OWF – Installation Vessels – Cable Laying Vessel?

We should share our knowledge

• Share best international installation practices – to avoid losses

• Re-use and upgrade vessel when possible

• Help Balance operability versus cost

Emerging OWF Market Challenges – Re-inventing The Wheel

Challenges...... Education is down to knowing the

unknow unknowns ……….• Lack of country based regulations enforcing

minimum standard.

• Local power Co(s) not used to operating in

Marine Environment.

• Local Contractors not used to working in OWF

projects or in some cases even offshore.

• Local Vessel operators not used to working to

international offshore standards

Case Study – Knowledge Transfer in Floating Wind

• What knowledge may be needed?

• Awareness on the limitation in coupling aeroelastic and

hydrodynamic models which is new to the offshore floating

industry

• Turbine suppliers and floater designers need to share design

information not to constraint the design cycle

• Contracting independent consultants who can interface

between parties

• What has LOC group been doing?

• Development of a software package allowing the integrated loads assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC).

• Implementation of a numerical framework in line with the aeroelastic code mathematical theory and OrcaFlex requirements

• Development of a pre-processing tool allowing the WTG supplier to automate the creation of OrcaFlex input files for integrated load assessment loop.

Page 20: Asia Offshore Wind Day - Tokyo - asiawind.org · assessment for floating wind turbine, by linking Orcaflex software to Siemens-Gamesa in-house aeroelastic software (BhawC)

Why should we all transfer our knowledge

• Because we don’t want to repeat the same mistakes

• There will be cost saving by sharing knowledge

• Project risk can be decreased

• Projects delivered in time with no LTI

• By helping others, the regional market will take-off faster and we will all benefit from it

Because climate change is happening and

continued OFW development is needed in Asia!
