My dad was always a hoot to bearound. I can remember being up aladder in the early 90's at his prop-erty east of Ottawa; we were ma-noeuvring roof trusses into place onhis house extension, and I suddenlyasked him what he thought aboutcertain frolicking activities that Icannot mention here. His answer, asalways in these situations, was"Everything in Moderation". Cometo think of it my long-passed grand-mother used to say something simi-lar: "Everything is fine as long as itdoesn't scare the horses" or some-thing along those lines. Our Januarymeeting was a fine affair and I wastasked with the role of Moderator. Inthis case I don't think my fatherwas quite right because everythingwas not in moderation, our wonder-ful guest panelists were the realstars. They performed admirablyand I was impressed with theirviews, intelligently conveyed, to anenthusiastic audience.

That audience numbered about75 and in the end we actually hadto turn people away such was thepopularity of the event. Our ownSandy Taylor and Adam Gra-ham did a great job of makingthe non-standard arrangementsand I commend both of them.

Just prior to January's meeting I at-tended the ASHRAE Winter Meetingin New York City, representing us onthe Electronic CommunicationsCommittee. This was my first expe-rience of one of these sessions andI was impressed with the enthusi-asm shown by my counterparts,covering web-standards, socialmedia, The ASHRAE Exchange, andrelated topics. I would encourageanyone interested in these fields toget involved - there are many com-mittees to choose from and talent iswasted if it sits idly by.

February's program topic is "Com-missioning Tips Tricks & Tech-niques"

with presenter David Underwood.This guy is almost a legend inASHRAE circles and universally re-spected as a guru in his field, andjust a plain all-round good guy, notto mention that he is currently Soci-ety Treasurer. At Society Meetingsand CRC's he tries hard to visitevery Committee and he is alwayswelcomed with a smile. I believe itwill actually be his birthday on Feb-ruary 18th so be ready to make afuss of him. I will be in California forthat week and President-Elect SteveMoons will be a fine master of cere-monies. Try to make it to the meet-ing, it will be most entertaining Iam sure.

The January meeting took place atAlgonquin College Restaurant Inter-national. The meeting was called toorder by President Rod Potter at6:35pm and attendees were seatedfor dinner.

The business session commencedwith President Rod Potter introduc-ing the Board of Governors and Ex-ecutive followed by AbbeySaunders introducing the evening’sguests and Adam Moons introduc-ing the new members.

Adrianne Mitani quickly introducedthe upcoming Career Fair which isscheduled prior to social hour at theMarch program meeting. Adriannerequested that anyone interested ina booth please contact her at theirearliest convenience.

Sylvain Boyer introduced theevening table top featuring Futech.

During social hour the researchcommittee raffled off Sens tickets,donated by SK Sheet Metal. The raf-fle raised $280 for ASHRAE Re-search, and Brad McAninch wasthe lucky ticket winner.

Following the business session, at-tendees enjoyed a multi-course à lacarte menu which featured an as-sortment of delicious dishes thatwere well received by attendees.

Following dinner, the main programevent took place. The panel discus-sion was mediated by PresidentRod Potter with a panel of speak-ers assembled of representativesfrom various local players in the in-dustry to discuss different construc-tion tendering processes.Representatives were introduced asfollows: Brad McAninch of ModernNiagara – Mechanical Contractor;Mark Fazio of Ellis Don – GeneralContactor; Frank Jefferies from

National Research Council Canada– Owner; Ross McIntyre ofGoodkey Weedmark & AssociatedLtd. – Consultant; and DavidBull of Cuhaci & Associates – Ar-chitect.

Design-Bid-Build was the first ten-dering process discussed. Alsoknown as design-tender, traditionalmethod or hard bid, Design-Bid-Build is a project delivery method inwhich the agency or owner con-tracts with separate entities for boththe design and construction of aproject. Mr. McIntyre opened thediscussion that from the consult-ant’s point of view this is the mostfavorable construction tenderingprocess. However, in order to pro-vide owner’s with desired outcomesdefinition of scope and trust of con-sultants is key. Panelists agreed ingeneral this method allows ownersto seek competitive bids for lumpsum project costs. However, onemajor disadvantage to this methodis that if a design is poor, modifica-tions during construction period arecostly and may lead to litigation orarbitration being required to resolveissues. In addition, often timesbudgetary constraints and inade-quate time to properly identify func-tional requirements more often thannot have a negative impact. Pan-elists agree a good design and welldefined project requirements fromthe Owner are key in ensuring thedesired project outcome.

Construction Management (CM) wasdiscussed next. In a CM arrange-ment, the client selects a head con-tractor who manages the entireproject on their behalf. The CM con-tractor coordinates all design, pro-curement and construction works toensure the entire project is com-pleted as required, and on time.The CM contractor may or may notundertake actual site work. Mark

Fazio commenced discussions iden-tifying at a high level the main ad-vantage of the CM method is itallows a project team to capitalizeon constructor’s (builder’s) and de-signer’s knowledge through an ad-vanced collaborative approach and ifexecuted properly this method typi-cally allows for identification and re-medial action to rectify any designflaws in the most cost effectivemanner. The main disadvantage toCM method is that is leaves theowner with significant financial risk.Other challenges sometimes associ-ated with the CM method includesometimes Owners are presentedwith too many cost effective optionsand have difficulty making timelydecisions and sometimes generalcontractors try to act as construc-tion managers when in fact they donot have either the appropriate skillset or ability to foster strong rela-tionships between trades. For thisconstruction tendering method to behighly successful everyone needs tobe on the same team, and workingtogether. In order to maximize thebenefits associated with this type oftendering process, all team mem-bers must be brought onboard earlyin the process so everyone has theability to provide added value. Pan-elist were in general consensus thatif Owners are not comfortable withthe financial risks associated withthis type of construction tenderingmethod they should not consider it,as the effectiveness of this processcan fall apart quickly if the Ownerisn’t comfortable.

duce the delivery schedule by over-lapping the design and constructionphase of a project was discussednext. Brad McAninch outlined themain advantage of the Design-Bidmethod is the sole source of respon-sibility. This method provides own-ers with budget certainty, howeverfor this method to be successful inmeeting and/or exceeding owner re-quirements no barriers can exist be-tween the design and constructionteam. As such, the major challengeto this type of construction tender-ing process is breakdown betweenconsultant and construction teamcooperation. If the constructionteam does not have a good workingrapport with the consultant teamoften times this can create issues.Panelists were in agreement that se-lection of a contractor and consult-ant team with a proven record ofsuccess in working together, as op-posed to selecting team membersindividually, is critical for maximizingthe benefits associated with thisconstruction tendering method.

Next, the Public-Private Partnershipwas discussed. A Public-Private Part-nership is a government service orprivate business venture which isfunded and operated through a part-nership of government and one ormore private sector companies.These schemes are often referred toas PPP, P3 or P3s. P3s involve a con-tract between a public sector au-thority and a private party, in which

the private party provides a publicservice or project and assumes sub-stantial financial, technical and op-erational risk in said project. DavidBull opened up the discussion re-viewing at a high level a P3 projectis similar to the Design-Bid-Buildwith the addition of a performancebased approach. In additional tocapital costs of project constructionthe life cycle costs, maintenanceand operational costs are consid-ered. Typical projects that lendthemselves to successful implemen-tation of the P3 method are largecomplex projects with clear func-tional requirement definitions suchas hospital, transportation infra-structure, etc. A disadvantage of theP3 method is that due to the com-plexity and costs associated withthis type of projects competition isoften limited. Panelist agreed, thateach of the construction tenderingmethods discussed are slightly morecomplicated than the previousmethod, however P3 is significantlymore difficult. In addition, the pres-sures associated with delivery of aP3 project far exceed those of theother tendering methods so selec-tion of the correct project team iscritical for success.

Lastly Mr. Jefferies indicated thatfrom an Owner’s perspective severalfactors should be considered whenevaluating which construction tendermethod is the preferred approachfor each individual project. Some of

these factors include: functionalproject requirement definition, tim-ing, financial or budgetary con-straints, level of risk comfort,internal knowledge and capabilities.Since each construction tendermethod has merit for various situa-tions, there is no one single pre-ferred tender method for owners.Evaluation on a project specific basisis the best way to ensure ownersare satisfied with outcomes, andpanelist agreed.

To summarize the evening panelistall agreed that regardless of theconstruction tendering method se-lected for project implementation,assembling the right project team iscritical for successful project com-pletion. In addition, to ensure satis-faction with project outcomes clearidentification of project functionalrequirements and responsibilities toensure risks are allocated to thecorrect proponent is important. Ba-sically, if parties involved are notcomfortable with their associatedrisks and responsibilities for the pro-posed construction tender method itisn’t the correct option for the proj-ect.

Following the presentation, Presi-dent Rod Potter thanked the panelmembers for their participation, andthe meeting was adjourned at ap-proximately 9:30pm.

REFRIGERATION COMMISSION-ING GUIDE SEEKS TO ENSURESYSTEMS WORK RIGHT; FREEDOWNLOAD AVAILABLE

ATLANTA – Sixty percent of energyuse in supermarkets is attributed torefrigeration, and studies haveshown commissioning could resultin 7 to 25 percent energy savings. Anew guide from ASHRAE outlines acommissioning process that wouldresult in substantial savings.“Refrigeration Commissioning Guidefor Commercial and Industrial Sys-tems” provides user-friendly, how-toguidance for commissioning of cus-tom-engineered refrigeration sys-tems in commercial and industrialfacilities. The book was funded inpart by the U.S. Department of En-ergy through the National Renew-able Energy LaboratoryThe book is available for free down-load at www.ashrae.org/freeRefCxGuidance.

“Custom refrigeration systems arecomplex and individually designedfor each facility,” Richard Royal,who served as chair of the commit-tee that wrote the guide, said. “De-ficiencies in the system designfound at start-up are not easily re-solved and, as a result, mainte-nance managers or operators dealwith unnecessary shortcomings andexpenses over the life of a facility.The value of commissioning is to es-tablish a consistent stepwiseprocess that helps ‘get it right thefirst time,’ resulting in refrigerationsystems that ‘work right’ and mini-mize maintenance and energycosts.”

The U.S. Environmental ProtectionAgency (EPA) estimates that super-markets typically use approximately3,000,000 kWh of electricity peryear, with 60 percent of that energyuse attributed to refrigeration (EPA2007). Portland Energy Conserva-tion, Inc. (PECI) predicts that com-

missioning in existing grocerystores would result in 7 percentto 25 percent energy savings peryear (PECI 2010). Based on theseestimates, this commissioningguide, if widely adopted, wouldlead to substantial energy sav-ings.

“Thousands of refrigeration systemsare installed every year in facilitiesranging from convenience stores tolarge, sophisticated frozen food dis-tribution centers,” Royal said. “Prop-erly commissioned systems reduceenergy cost, are easier to maintain,help minimize liabilities from refrig-eration leaks and reduce loss ofproduct to system failures or unreli-able performance.”

Royal noted that commissioning ofrefrigeration systems is uncommonin the industry. One reason is a be-lief that commissioning results inadded cost and time without suffi-cient or measureable value. “Cer-tainly, commissioning is aninvestment, but it provides signifi-cant financial value in severalways,” he said. “First, systems op-erate more reliably with lower main-tenance cost and lower energy costwhen commissioning is applied asdescribed in this Guide. Second, in-corporating commissioning can re-duce first cost through improvedunderstanding of system perform-ance and lead to better equipmentdesign and installation methods.”The guide will help achieve cost-ef-fective and cost-efficient refrigera-tion systems for new projects,expansions, remodels and existingsystems that simply need a tune-up. For commercial facility ownersand managers, this means im-proved profitability through loweroperating and service costs as wellas reduced product loss. For indus-trial plants, this means improved“up time” and improved labor pro-ductivity in addition to reduced op-erating cost, according to Royal.

Also included in the Guide is infor-mation on commissioning duringplanning and design; constructionand installation; and system start-up and first-year operation. A ma-trix helps delineate roles andresponsibilities. Examples of com-missioning checklists and accept-ance plans can be used forreference or template.

ATLANTA – When the first editionof the “ASHRAE GreenGuide” wasfirst published 10 years ago, guid-ance on how practice green buildingdesign was not so readily available.“Since 2004, the industry has wit-nessed the continued evolution ofgreen building programs fromstrictly voluntary to being bothmore in the industry mainstream aswell as being mandatory in jurisdic-tions that adopted these for theirbuilding codes,” Tom Lawrence, amember of ASHRAE’s technicalcommittee (TC 2.8) on building en-vironmental impacts and sustain-ability, said.

The newly published fourth editionof the “ASHRAE GreenGuide” con-tains updated guidance that reflectshow green building practices as wellas the industry have changed, ac-cording to Lawrence.

“ASHRAE GreenGuide: Design,Construction, and Operation of Sus-tainable Buildings, 4th Edition,” usesan integrated, building systems per-spective to provide need-to-knowinformation on what to do, where toturn, what to suggest, and how tointeract with other members of thedesign team in a productive way.The release of the Guide was an-nounced today during ASHRAE’s2014 Winter Conference takingplace in New York.

Lawrence said the guide containsseveral changes that will impactgreen building design. First is acomplete revision of the indoor en-vironmental quality (IEQ) chapterwith much of the content based onthe Indoor Air Quality Guide: BestPractices for Design, Constructionand Commissioning.

“While it is challenging as well asimportant to provide good indoorenvironmental quality in an energyefficient manner, in some cases themost effective means to improveIEQ can also save energy,” he said. “IEQ should not be sacrificed strictlyto obtain energy use reductions.After all, the purpose of such build-ings is to support the activities forwhich the building exists and to doso in a manner that does the least

harm to the environment while en-hancing the health and well-being ofthe human occupants.”

Another change is a new chapter onsustainable sites. While site issuesmay be outside the normal purviewof most typical ASHRAE members,Lawrence notes that site sustain-ability is an important part of thedesign process of the future sus-tainable built environment. Thechapter provides a summary of thekey issues in the following topicalareas:• Where to locate the building

project• Landscaping• Urban heat island effect• Exterior lighting/light as a

pollution source• Storm water management

As in previous editions, the bookcontains GreenTips, or which aresidebars containing information ontechniques, processes, measures orsystems. There are 44 GreenTips inthis edition, including new ones ontopics such as condensing boilers,rain gardens, green roofs and datacenters. The book now also containsfigures printed in color, makingthem easier to read.

BACNET WEB SERVICES UP-DATES AND CALL FOR PARTICI-PATION IN A VIRTUALPLUGFEST

NEW YORK – The BACnet commit-tee has approved an update to BAC-net/web services (WS) to bettersupport more sophisticated needssuch as smart grid and energy man-agement.

ANSI/ASHRAE Standard 135-2012, BACnet – A Data Communica-tion Protocol for BuildingAutomation and Control Networks,allows building equipment and sys-tems manufactured by differentcompanies to work together. It isthe only open, consensus-developedstandard in the building controls in-dustry.

The BACnet committee announcedthis week at ASHRAE’s 2014 WinterConference that addendum 135 isslated for public review in the firstquarter of 2014. In order to drive adeeper review, the committee isconducting a "virtual plugfest" forprototype implementations. An opensource BACnet/WS server referenceimplementation has been developedto seed the plugfest; it can be usedas a test subject for client develop-ment and a basis for server proto-types, according to Carl Neilson,chair of the Standard 135 commit-tee. The committee is asking for im-plementations of both client andserver prototypes. The virtualplugfest will be conducted onlineand is expected to begin mid-Marchand run through early April.

The ASHRAE Technology Awardsprogram recognizes, on an interna-tional scale, successful applicationsof innovative design, which incorpo-rate ASHRAE standards for effec-tive energy management, indoor airquality, and good mechanical de-sign.

The purpose of the ASHRAE Tech-nology Awards program is threefold

1. To recognize ASHRAE memberswho design and/or conceive innova-tive technological concepts that are

proven through actual operatingdata.

2. To communicate innovativesystems design to other ASHRAEmembers

3. To highlight technologicalachievements of ASHRAE to others,including associated professionalsand societies worldwide, as well asbuilding and facility owners
