Constitution and Bylaws

ARTICLE I

NAME AND PURPOSE

Section 1 – The name of this organization shall be the Science National Honor Society of XXXX High School.

Section 2 – The purpose of this organization shall be to encourage participation in and recognition of scientific and intellectual thought, to advance the students’ knowledge of classical and modern science, to communicate with the scientific community, to aid the civic community with its comprehension of science, and to encourage students to participate in community service and, in turn, encourage a dedication to the pursuit of scientific knowledge that benefits all mankind.

Section 3 – The SNHS - XXXX High School shall be considered a non-profit organization under 501c3, as per school policy/financial standing.

Section 4 – The XXXX High School and the SNHS shall be a scholarship-granting body.

ARTICLE II

THE PRINCIPAL

Section 1 – The Director of the High School or Headmistress of a school shall reserve the right to approve all activities and decisions of the chapter.

Section 2 – The Director of the High School or Headmistress shall appoint annually a chapter advisor(s), who may serve consecutive terms.

ARTICLE III

THE CHAPTER ADVISOR(S)

Section 1 – The chapter advisor(s) shall be responsible for the direct, daily supervision of the chapter, and act as a liaison between faculty, administration, students, and community.

Section 2 – The chapter advisor(s) shall maintain files on membership, chapter history, activities, and financial transactions. The chapter advisor(s) shall send an annual report to the national office.

Section 3 – The chapter advisor(s) shall frequently review each member for compliance with SNHS standards, obligations, and ideals.

Section 4 – The chapter advisor(s) shall help the chapter officers understand and carry out their duties.

ARTICLE IV

MEMBERSHIP

Section 1 – Membership is an honor bestowed upon a student.

Section 2 – A member must be in the last two years of secondary school education.

Section 3 – A member must have an overall 3.75 (weighted) GPA.

Section 4 – A member must have taken at least one honors science class prior to the eleventh grade year. A member must be enrolled in at least

one second Honors, AP or IB level science class during or prior to the twelfth grade year.

Section 5 – A member must have an un-weighted 3.667 Science GPA.

Section 6 – A student who transfers to XXXX High School in her junior year must complete one academic year at XXXX High School to be considered for membership.

Section 7 – A member must maintain behavior that is acceptable to the guidelines of their educational institution.

Section 8 – All members must attend one local chapter officer’s lecture annually.

Section 9 – Regular members may give a lecture with the chapter advisor’s approval.

ARTICLE V

SELECTION OF MEMBERS

Section 1 – Candidates may be selected in any manner deemed reasonable and fair by the Director of the High School or the Headmistress.

Section 2 – Candidates may only be accepted upon adherence to the policies of membership outlined in this constitution and the club bylaws.

Section 3 – Prior to selection, the following shall occur:a. Students’ academic records shall be reviewed to determine

scholastic eligibility.b. Students who are eligible scholastically (“candidates”) shall be

notified and asked to complete and submit the Student Application Form for further consideration.

c. The advisor (s) shall be requested to evaluate the candidates determined to be scholastically eligible and willing to participate in chapter functions.

d. The advisor(s) shall review the Student Application in order to determine membership.

Section 4 – Once selected and registered, all members are expected to maintain the standards by which they were selected and maintain all obligations of membership.

Section 5 – An active member of the Science National Honor Society who transfers from this school will be given a letter indicating the status of her membership, signed by the chapter advisor.

Section 6 – An active member of the Science National Honor Society who transfers to this school will be accepted for membership in this chapter when proof of membership is provided. The advisor(s) shall grant to the transferring member one quarter to attain the membership requirements and, thereafter, this member must maintain those requirements for this chapter in order to retain her membership.

ARTICLE VI

MEMBERS’ DUTIES

Section 1 – Membership dues will be $ 15.00 per school year.

Section 2 – Members shall attend 80% of all regular meetings.

Section 3 – Members shall attend at least two lectures by an officer or guest speaker per school year.

Section 4 – Members shall participate in 90% of major SNHS projects.

Section 5 – Members will earn a minimum of five hours per semester of club-related community service deemed appropriate by chapter advisors.

Section 6 – Every member must participate in all the general fundraising activities and or participate in a special fundraising committee.

ARTICLE VII

DISCIPLINE AND DISMISSAL

Section 1 – A student may be dismissed if she violates the standards, obligations, or ideals of the Science National Honor Society. This includes violation of grade or behavioral requirements as outlined in Article VII, Sections 2 through 8.

Section 2 – Any member who falls below the standards of scholarship and fails to maintain the other requirements of membership may be considered for dismissal from the XXXX High School Science National Honor Society. A member of the Science National Honor Society is expected to maintain her academic standing and take an active role in service and scientific leadership to her school and community.

Section 3 – If a member’s cumulative GPA falls below the standard in effect when she was selected, she will be given a written warning and one semester for improvement. If the cumulative GPA remains below standard at the end of the warning period, the student will be subject to further disciplinary action by the advisor(s), which may include consideration of dismissal from the chapter.

Section 4 – If a member fails to perform any of the published obligations of membership, she will be given a written warning and a time period for improvement (nine weeks). If the obligation remains unmet at the end of the warning period, the student will be subject to further disciplinary action by the advisor(s) which may include dismissal from the chapter.

Section 5 – Violation of the law will result in dismissal of a member. These violations include, but are not limited to stealing; destruction of property; cheating; truancy; or possession, selling or being under the influence of drugs or alcohol at school or school-related activities. Offenders of the behavioral expectations as stated in the Student Handbook will receive a warning. Academic probation or suspension will result in dismissal from the chapter.

Section 6 – In all cases of pending dismissal:a. The member will receive written notification indicating the

reason for possible dismissal from the advisor. The member and advisor will discuss the written notification in a conference. Situations that involve flagrant violation of school rules or the law can warrant disciplinary action without a written warning, although a conference must still be held.

b. The member will be given the opportunity to respond to the charge against her at the conference. The advisor has the right

to dismiss any student from the Science National Honor Society for misconduct or failure to maintain society requirements.

c. Dismissed members must surrender any membership emblems to the advisor.

d. When a student is dismissed or resigns, she is no longer a member and may not be reconsidered for membership in the Science National Honor Society.

Section 7 – Dismissal is approved and carried out by the chapter advisor(s). In lieu of dismissal, the advisor(s) may impose disciplinary sanctions upon a member as deemed appropriate.

Section 8 – Upon dismissal, the student is divested of all benefits of membership.

Section 9 – A student may appeal dismissal by submitting a written request to the Director of the High School.

ARTICLE VIII

CHAPTER OFFICERS

Section 1 – The officers of the chapter, their duties, and the method of their election shall be determined by the advisor(s) as described in the chapter bylaws.

Section 2 – All chapter officers are obligated to the duty of presenting or organizing one brief scientific lecture per academic year. The lecture shall be ten to fifteen minutes in length and may be given during a regular chapter meeting or in a special ceremony.

Section 3 – The local chapter officers shall have general supervision of the affairs of the chapter as overseen by the chapter advisor(s). The officers shall meet regularly, make recommendations to the chapter, and perform all duties named in the chapter bylaws.

Section 4 – The officers of the chapter shall be elected by the members of the chapter. Eligibility to hold office will be determined by the evaluation of the officer’s application form and/or teacher recommendation by the chapter advisor(s) prior to elections.

Section 5 – All returning active members are eligible to run for a position as an officer.

Section 6 – The officers of the chapter shall be president, vice president, secretary and treasurer.

Section 7 – Chapter officers shall fulfill the following duties: a. The president must prepare the agenda for all the meetings and

confirm it with the advisor(s) one week prior to the meeting (with the exception of the emergency meetings). She must represent the chapter at school and public functions, meet regularly with the chapter advisor(s) to discuss the progress of ongoing projects, coordinate the major science project(s) of the year (with the help of a specific, selected team), research and deliver or coordinate one scientific lecture (10 minutes in duration) during a regular meeting, write and deliver a speech on Goals and Achievements of the SNHS during induction ceremonies, and update the Science National Honor Society course on Moodle.

b. The vice president shall preside in the absence of the president and assist the president in maintaining order at chapter meetings. The vice-president shall also keep a record of members’ contributions to scientific leadership and service acting as a coordinator of the activities related with speakers, specific competition projects, field trips, etc. The vice-president will act as a sort of logistic coordinator with the school’s Student Life Office and will be in charge of itinerary, transportation, etc. for SNHS projects and/or activities, plan and preside at the induction ceremony, research and deliver or coordinate at least one scientific lecture (10 minutes in duration) during a regular meeting, and serve as president if the president is removed from office or resigns.

c. The secretary should keep accurate and complete minutes of all general and executive meetings, keep accurate and complete attendance records of all the meetings, keep a proper file of all incoming and outgoing correspondence, assist the chapter advisor(s) with all official correspondence, prepare any chapter report, research and deliver or coordinate a scientific lecture ( 10 minutes in duration) during a regular meeting, work with the vice-president to help in the coordination of all the community service activities, keep a record of the service hours completed by the members and report deficiencies to the chapter advisor, keep updated rosters of all current chapter

members including addresses, cell phone numbers and e-mail addresses and keep and update calendars of all chapter events for the school year. The secretary shall prepare any announcements (paper, board, LTV, etc.) that concerns full chapter meetings or chapter activities, record activities of the chapter through photographs, videos, etc. and provide the information/material to the president in order to update the chapter’s webpage.

d. The Treasurer shall keep the record of chapter expenses, dues and all other financial transactions of the chapter. She should chair and create/prepare different fund raising activities for the chapter, organize different fundraising committees, assist the chapter advisor(s) in preparing a statement of estimated receipts and expenditures for the school year, report on the financial status of the chapter at each SNHS meeting, and research and deliver or coordinate a scientific lecture (10 minutes in duration) during a regular meeting.

Section 8 – Every officer should maintain a record of actions taken during her tenure to be passed on to the respective officer elected for the next school year.

Section 9 – The officers shall abide by this Constitution, the School’s Goals and Criteria, the SNHS standards, obligations and ideals.

ARTICLE IX

MEETINGS

Section 1 – Each chapter shall have regular meetings during the school year on daysdesignated by the officers and in accordance with school policy and regulations.

Section 2 – This chapter shall conduct its meetings following acceptable rules of conduct.

Section 3 – All chapter members are expected to attend 80% of all regularly scheduled chapter meetings.

Section 4 – The president may call emergency meetings, if approved by the officers.

ARTICLE X

CHAPTER ACTIVITIES

Section 1 – Each chapter shall determine one or more projects per year.

Section 2 – All members shall participate in one or more of the chapter’s projects per year.

Section 3 – The purpose of the projects shall be to encourage scientific and intellectualthought, to further the knowledge of science in school and community, and to volunteer in the surrounding community.

Section 4 – Chapters shall also attempt to bring speakers from the scientific community into the school to the extent to which their resources and location allow.

Section 5 – The projects shall have the support of the administration and the faculty; be appropriate and educationally defensible; and be well planned, organized and executed.

Section 6 – The chapter shall publicize its projects in a positive manner.

ARTICLE XI

OFFICIAL INSIGNIA AND MOTTO

Section 1 – This organization shall have an official emblem selected by the National Board of Directors.

Section 2 – The distribution of the emblem and the rules for its use shall be under theexclusive control of the Science National Honor Society’s National Board of Directors.

Section 3 – Each active graduate or honorary member shall be entitled to wear thisemblem.

Section 4 – Chapter members who are seniors in good standing shall be granted the privilege of wearing the insignia adopted at the School’s Prize Ceremony.

Section 5 – Any member who resigns or is dismissed shall return the emblem to the chapter advisor(s).

ARTICLE XII

POWERS

Section 1 – The chapter advisor(s) is given the authority to supervise the administration of chapter activities, as delegated by the Director of the High School or Headmistress.

Section 2 – The Director of the High School or Headmistress shall reserve the right to approve all activities and decisions of the chapter.

Section 3 – These bylaws are designed to amplify provisions of the national constitution and cannot contradict any components thereof. The chapter is obligated to adhere to the provisions of the national constitution in all activities it undertakes.

ARTICLE XIII

AMENDMENTS

Section 1 – Chapter bylaws may be amended by the advisor(s) at any time as deemed fit and necessary.

Section 4 – When amendments are to be made by the full chapter, these bylaws may be amended by a two-thirds vote of the chapter, provided notice of the proposed amendment has been given to members at least one month prior to the vote. The exceptions are Articles IV, V, and VI which are developed by the advisor with the approval of the Director of the High school or Headmistress.

Section 2 – Bylaws and amendments must be consistent with the constitution of the Science National Honor Society and the Goals and Criteria of the school.

Rules and Bylaws

I. Specifics regarding elections and duties of officers.a. Officers shall be elected to open positions by the members of the Society and

approved by a committee consisting of current officers based on individual merit, participation in events, and commitment to the Society’s goals and objectives.

b. Officers’ duties shall consist of:i. Presenting two 10-15 minute lectures annually regarding scientific ideas

from the past, present, or future.ii. Determining the exact amount of local dues.

iii. Planning and leading meetings and events.iv. Consulting with the chapter advisor.v. Reporting to the SNHS national office regarding activities, current

members, and contact information.II. Schedule of meetings.

a. Meetings shall be held twice a month.b. Location and precise meeting times will be decided at the officers’ discretion.

III. Member requirements.a. Members must be in their junior or senior year of high school.b. Members must be enrolled in at least one honors or AP science course during

their junior and senior years.c. All members are required to maintain a B+ average across all science classes.d. Members found guilty of cheating or any other gross violations of school policy

by the administration will be expelled from the Society immediately.

e. Members are required to uphold the SNHS constitution. IV. Member obligations

a. Attend regular meetings.b. Attend at least one officer’s lecture per year. c. Participate in events held by the Society.

Andrews High School Chapter of the SNHS Bylaws

1) INVITATION AND SELECTION

The Science National Honor Society (SNHS) recognizes students who have demonstrated excellence in encouraging and recognizing scientific and intellectual thought. These students work to advance the students within the schools knowledge of classical and modern science. The members communicate with the scientific community, aid the civic community with its comprehension of science while encouraging students to participate in community service and in turn, encourage a dedication to the pursuit of scientific knowledge that benefits all humankind.

Students who choose to apply for membership for in the SNHS must be a sophomore in their secondary school education. A student must have and maintain a 3.0 grade point average on the 4.0 scale to be a member. In addition, the following qualifications must be met and maintained:

a) A member must be enrolled in at least one honors or upper level science class during or prior to the eleventh grade year. 

b) A member must be enrolled in at least one second year honors or upper level science class during or prior to the twelfth grade year. 

c) If second year honors or upper level science courses are not offered by the school, then the student must be enrolled in a second first year honors or upper level science class during or prior to the twelfth grade year.

d) A member must maintain a B+ average (3.5 on a 4.0 scale) across all science courses.

2) INDUCTION

a) Applicants shall be notified of their member status at least two weeks prior to the planned date of the Induction Ceremony.

b) There shall be an Induction Ceremony held annually.

c) The Induction Ceremony shall include the initiation of both first and second year SNHS members.

d) The annual dues will be $10 for Underclassmen and Junior members. The dues will be $15 for Senior members due to the need of graduation cords.

3) ATTENDANCE

a) Each chapter shall have regular meetings during the school year on days designated by the officers and in accordance with school policy and regulations.

b) The meetings shall be held twice a month.

c) The president may call emergency meetings, if approved by the officers and the adviser.

d) Officers and committee members are expected to attend additional meetings, designated by the group.

e) Absences are either excused or unexcused. The criteria for determining if an absence is excused or unexcused are the same criteria used by the Georgetown County School System.

f) Unexcused absences of any member may result in consideration for dismissal from SNHS.

g) The SNHS Faculty Council determines dismissal procedures from SNHS.

4) CHAPTER ACTIVITIES

a) Each chapter shall determine one or more service projects per year.

b) All members shall participate in one or more of the chapter’s projects per year. c) The purpose of the projects shall be to encourage scientific and intellectual thought, to further the knowledge of science in school and community, and to volunteer in the surrounding community. d) The chapter may judge or host a local science fair contest and/or assist in the creation and/or maintenance of a science club at the school.

e) Chapter will attempt to bring speakers from the scientific community into the school to the extent to which our resources and location will allow.

f) Chapter may allow members to assist other students by tutoring them in science or other subjects.

5) ELECTION OF OFFICERS

a) Positions to be elected for are President, Vice President, and Secretary.

b) Candidates for each position shall be nominated, and seconded, by current SNHS members at (a) membership meeting(s) in the month prior to the elections.

c) There shall be no limit to the number of nominated candidates running for each officer position. (Win by most votes or required majority with run-off?)

d) Each candidate may make a speech to the SNHS body on the day of voting.

e) Names of SNHS candidates will be recorded on official ballot forms. Each SNHS member shall have one vote for each position.

f) Each vote shall be turned in to a sealed ballot box and kept in a secure location until counting (or comparable secure procedure).

g) Absentee votes MUST be SUBMITTED within 24 hours of the election. The absent member must have an excused absence from the meeting at which voting took place. (See Attendance). Votes shall be counted by a committee of three (3) student and two (2) staff members.

i) Officer terms are roughly one year.

6) DISMISSAL

a) A student may be dismissed if he/she violates the standards, obligations, or ideals of the Science National Honor Society. This includes violation of grade or behavioral requirements as outlined in Article VII, Sections 1 through 8.

b) Dismissal is approved and carried out by the chapter adviser.

9) PROCESS FOR CHANGING BYLAWS

a) Bylaws are created by the local membership and/or Faculty Council in accordance with the national SNHS constitution. Any member may propose to amend the bylaws of the Andrews High School chapter of SNHS as long as it is in accordance with the constitution of the national organization. Policies on nomination, selection and dismissal are reserved for the Faculty Council.

b) The proposition shall be presented to the SNHS officers and Faculty Sponsor before the meeting at which it will be proposed.

c) The proposition shall be presented to the appropriate body (general membership or Faculty Council) and a vote shall be carried out following the Standard Election Rules.

d) If a super-majority (2/3) of the SNHS body favors the proposition, it shall be put into action. If 2/3 of the SNHS body does not favor the proposition, it shall not be put into action.

e) A proposition shall not be proposed or voted on more than twice in one school year.

f) The principal and faculty council may amend the bylaws where they deem it appropriate.

OF

Clear Falls Science National Honor Society

ARTICLE I – MEMBERSHIP

Section 1- Requirements:

In order to serve as an active member of the Science National Honor Society a member must adhere to the following expectations

(a) All members must be in the 10th- 12th grade of secondary school education.

(b) All members have and maintain a 3.0/4.0 grade point average.

(c) A member must be enrolled in at least one honors science class during or prior to the eleventh grade year. A member must be enrolled in at least a single second year honors science class during or prior to the twelfth grade year.

(d) All members must maintain a B+ average across all science courses.

(e) All members must attend one local chapter officer’s lecture annually.

(f) All members must pay ten dollars in dues.

(g) All members must attend 3/4ths of all mandatory meetings held unless excused by an officer.

(h) All members must participate in at least five hours of out of school service with the society

ARTICLE II - MEETING OF MEMBERS

Section 1 - Monthly Meetings:

The monthly meeting of the members of Science National Honor Society shall be held on the first Friday of each month for the purpose of transacting such other business as may properly come before the meeting and annually during September of each year, for the purpose of electing officers and transacting such other business as may properly come before the meeting.

Section 2 - Special Meetings:

Special meetings of the members may be called at any time by the President, and shall be called by the President or the Secretary at the written request of fifty percent of the members.

Section 3 - Place of Meetings:

All meetings of members shall be held at Clear Falls High School, or at such other places as shall be designated in the notices or waivers of notice of such meetings.

Section 4 - Notice of Meetings:

(a) Written notice of each meeting of members, whether annual or special, stating the time when and place where it is to be held, shall be served either by announcement or email, not less than one week before the meeting. Notice of a special meeting shall also state the purpose or purposes for which the meeting is called, and shall indicate that it is being issued by, or at the direction of, the person or persons calling the meeting.

(b) Notice of any meeting need not be given to any person who may become a member of record after the mailing of such notice and prior to the meeting.

Section 5 - Voting:

(a) Any action shall be authorized by a majority of votes cast at a meeting of members entitled to vote thereon.

(b) Except as otherwise provided at each meeting of members, each member entitled to vote thereat, shall be entitled to one vote.

ARTICLE III - OFFICERS

Section 1 - Number, Qualifications, Election and Term of Office:

(a) The officers of Science National Honor Society shall consist of a President, Vice-President, a Secretary, and such other officers as may from time to time deem advisable. Any two or more offices may be held by the same person, except the offices of President and Secretary.

(b) The officers of Science National Honor Society shall be elected at the regular annual meeting.

(c) Each officer shall hold office until the annual meeting next succeeding his/her election, and/or until his/her successor shall have been elected.

Section 2 - Resignation:

Any officer may resign at any time by giving written notice of such resignation to the President or the Secretary. Unless otherwise specified in such written notice, such resignation shall take effect upon receipt thereof by such officer, and the acceptance of such resignation shall not be necessary to make it effective.

Section 3 - Removal:

Any officer may be removed, either with or without cause, and a successor elected at any time.

Section 4 - Vacancies:

A vacancy in any office may at any time be filled for the unexpired portion of the term.

Section 5 - Duties of Officers:

Officers of the Corporation shall each have such powers and duties as generally pertain to their respective offices as well as such powers and duties as may be set forth in these By-Laws, or may from time to time be specifically conferred or imposed. The President shall be the chief executive officer of Science National Honor Society and be responsible for encouraging and recognizing scientific and intellectual thought, communicating and leading effective meetings, advancing member’s knowledge of science through guest speakers. The Secretary shall be responsible for keeping records of attendance, sending out meetings notices, and any other tasks given by the President at any given time. The Vice-President shall be responsible for keeping record of all material covered in meetings as well as other tasks given by the President at any given time.

science class during or prior to the eleventh grade year. A member must be enrolled in at least a single second year honors science or advanced placement class during or prior to the twelfth grade year. A member must maintain a B+ average (3.6/4.0 or equivalent) across all science courses.

All members must attend one local chapter officer’s lecture annually. Also, regular members may give a lecture with the chapter advisor’s approval. Lectures are discussed in detail later.

Candidates will be selected based on teacher recommendations, must have no reports of academic dishonesty while a Prep student and must be approved by the Dean of Students and Assistant Principal for Academics.

A student may be dismissed if he/she violates the standards, obligations, or ideals of the Science National Honor Society. This includes violation of grade or behavioral requirements as outlined in Article VII, Sections 1 through 8.

ARTICLE IV: Chapter Officers The officers of the chapter, their duties, and the method of their election

shall be determined by the members of their chapter and be described in the chapter bylaws.

All chapter officers are obligated to the duty of presenting two brief scientific lectures annually. The lecture shall be ten to fifteen minutes in length and may be given during a regular chapter meeting or in a special ceremony. The lecture may be based on any scientific idea past, present, or future. It may take the form of a report on a certain subject or a discussion of a student’s theory.

The officers of the chapter shall determine the exact amount of the local dues. Present Creighton Prep Science Club (CPSC) members will be exempt from dues.

Chapter officers shall fulfill all duties named in this Constitution and the local chapter bylaws.

A majority of the votes cast shall be necessary to elect any chapter officer.

ARTICLE V: Meetings Each chapter shall have regular meetings during the school year on days

designated by the officers and in accordance with school policy and regulations.

The regularity of the meetings shall be designated in the chapter bylaws.

ARTICLE VI: Chapter Activities Each chapter shall determine at least one project per year. The purpose of the projects shall be to pursue the national objectives of

the SNHS. Each chapter shall judge or host a local science fair contest and/or assist

in the creation and/or maintenance of the Creighton Prep Science Club. Chapters shall also attempt to bring speakers from the scientific

community into the school to the extent to which their resources and location allow.

ARTICLE VII: Bylaws Chapter bylaws consistent with the Constitution may be written to amplify

sections of this Constitution, and to clarify operating procedures of the chapter.

Chapter officers shall include a President, Vice President and Secretary/Treasurer and will be elected at one of at least two annual chapter meetings.

Officer duties: President: Chapter head, responsible for leading chapter meetings, helps to select chapter activities and project and coordinates with Chapter advisor. Vice President: Assumes duties of the President in his absence, helps to select chapter activities and project. Secretary/Treasurer (may be separate officers): Handles correspondence, communication and financial affairs for the chapter, helps to select chapter activities and project.

Chapter dues will be decided by chapter officers and the chapter advisor. Member obligations: attendance at chapter meetings, participation in at

least ten hours of service activities each year which may include peer tutoring (especially in sciences), science outreach activities, recycling, science competition participation, chapter project or other suitable activities approved by the chapter advisor. Half of these hours may overlap with the National Honor Society service hour requirement.
