Col. Michelle M.T. Letcher assumed the re- sponsibility as the senior leader of the JM&L LCMC and JMC during a ceremony hosted by Gen. Gustave F. Perna, com- mander, U.S. Army Ma- teriel Command. "You are our strength. God bless all of you." Perna thanked Rhonda VanDeCasteele, who served as Executive Direc- tor of JMC, during the two-month gap between commanders. "Not only did she sustain opera- tions, but she pushed op- erations. She led the organization to a new level," he said. Then, Perna turned his focus to the incoming commander. "I have one hundred percent confi- dence in Michelle Letcher. She will lead this organization with confidence and skill. She will accept recommendations, assess risk, and move us forward," he said. When Letcher took her turn at the podium, she said, "It's an honor to be here today on the historic Rock Island Arsenal. I am humbled by the opportu- nity to join this great team at Joint Mu- nitions Command and the community here in the Quad Cities." Letcher arrives at Rock Island Arse- nal after serving as the Executive Offi- cer to the Commanding General of AMC, at Redstone Arsenal, Ala. She is a native of Oak Forest, Ill., and was com- missioned in the Air Defense Artillery branch via the Reserve Officer Training Corps in 1995. She was branch detailed and became an Ordnance Officer in 1997. She has served in many command and staff positions during her military career. With this new assignment, Letcher will have the opportunity to serve on the same installation as her husband, Col. Kenneth Letcher, who leads the Joint Manufacturing and Technology Center on Rock Island Arsenal. "To be honest, I was starting to feel a bit left out as Ken and the boys im- mersed themselves into the Quad Cities and this great community embraced them back," added Letcher. "The stories have been endless and I look forward to being a part of the strong partnership between this community and the Arse- nal." "Gen. Perna, thank you for not only presiding over this ceremony but for the leadership you provide, leading and sus- taining our Army every day and at the speed of war," she added. U.S. Army Joint Munitions Com- mand produces small-, medium- and large-caliber ammunition items for the Department of Defense. The primary mission of JMC is to manage the pro- duction, storage, issue, and demilita- rization of conventional ammunition for all U.S. military services. JMC is the sustainment and logistics integrator for life-cycle management of ammunition and provides a global pres- ence of technical support to U.S. com- bat units wherever they are stationed or deployed.

ried, we decided to intertwine our finances alongwith the rest of our lives. For most couples, open-ing joint bank accounts and buying a car or hometogether is the norm. However, even after decadesof living together and leading similar financiallives, spouses may find out their credit scores aredifferent. There are two primary reasons that your credit

scores could be different from someone else's –spouse or not. Either the underlying informationin your credit reports is different, or differentcredit-scoring models are creating the scores.

MMaarrrriiaaggee aanndd yyoouurr ccrreeddiittFirst, let's quickly clear up a few misconcep-

tions about marriage and credit. There was oncea time when your marital status was part of yourcredit report and being unmarried or divorcedcould make it more difficult to get a loan or line ofcredit. That's no longer the case. Now, your marital status isn't included in de-

termining your credit score. It's illegal for credi-tors to discriminate based on an applicant'smarital status. Since your credit score is entirelydependent on the information in your credit re-port, your score isn't directly affected by yourmarital status or your spouse's credit. Your creditalso won't change if you decide to take a new lastname, but both names could appear on your re-port. Now, to understand how or why you and your

spouse may have different scores, there are twomain factors to consider: the credit report itselfand the scoring model used.

YYoouurr ccrreeddiitt rreeppoorrttss aarreenn''tt iiddeennttiiccaallConsumer credit scores depend entirely on the

information that's in a person's credit report.Therefore, if you and your spouse have a different

score, it could be because there is different infor-mation in your respective credit reports. The differences could be a result of a loan or

credit card that you took out individually. Even ifyou closed a credit card five years ago, it could stillbe on your credit report and impacting yourscores. Unless your spouse was a cosigner on theloan or an authorized user on the credit card, itwon't show up on his or her report. The credit bureaus are competitors and gener-

ally don't share information with one another. Asa result, your credit reports could be different, andyour credit scores could vary depending on whichcredit report gets used as the basis for the score.

YYoouu''rree llooookkiinngg aatt ddiiffffeerreenntt ccrreeddiitt ssccoorreessIn the unlikely event that you and your spouse

have identical credit reports, you could still havedifferent scores depending on the credit-scoringmodel used. Similar to the way in which major credit bu-

reaus compete to create accurate credit reports,some companies compete to develop credit-scor-ing models. If you're looking at your credit score from

Credit Score Company A based on your credit re-port from Credit Bureau Company A, but yourspouse is looking at a their credit score fromCredit Score Company B based on his or hercredit report from Credit Bureau B, then yourscores may be different.

MMaakkiinngg tthhee mmoosstt ooff yyoouurr ccrreeddiitt ssccoorreessHaving different credit scores isn't necessarily a

cause for concern. It's not even uncommon forone person to have several different scores. Rather than worrying about who has a higher

score, try to learn about and understand the fac-tors that will impact both of your scores. Then youcan take steps to improve both of your scores,such as paying bills on time and only using a smallportion of your available credit. When it comes time to apply for a loan or credit

card, knowing which of you has a healthier credithistory and higher scores could also help youstrategize how to proceed. For example, only oneparent needs to apply if you're taking out a fed-eral student loan to help a child pay for school. Al-

Social Security

AR 360-1 is the regulation that governs therelease of public information. This includes what to release and how to re-

lease it to the public, non-releasable subjects,and items that need to be cleared through pub-lic affairs channels prior to release. The PublicAffairs Program is the overall responsibility ofthe Arsenal commander. Only the commanders and their designated

representatives are authorized to speak for thePine Bluff Arsenal. The PAO acts as the liaisonbetween the media and the installation. How-ever, employees are encouraged to speak tocivilian professional groups on matters in whichthe individual has personal knowledge and ex-pertise. This needs to be coordinated through the

Public Affairs Office. They shouldn’t commenton military matters that are beyond theirknowledge and experience. Obviously, classifiedinformation won’t be discussed at all.

Someof these students haveeven worked as life-guards at the pool dur-ing the summer. Somehave gone on to havesuccessful careers hereon PBA and elsewhere.This summer, three

former students areworking at CYS as sum-mer camp counselors.They are CameronGirley, Samantha Coatsand Morgan Carter.“When we inter-

viewed for these posi-tions, we called theapplicants on thephone. All of them arein college so this wasthe easiest way for us toget in touch with them,”said Debbie Johnson,CYS Coordinator.“When we asked themwhy they wanted towork for CYS, they saidthey just wanted to giveback what was given tothem.”Johnson said the an-

swer they gave meansthe Arsenal’s CYS pro-gram did somethingright. “It gives me chillbumps and makes mealmost want to crythinking about it,” shesaid. “I remember formyself it happenedwhen I was teachingSunday school with aformer teacher. There isa great honor in work-ing alongside someonewho helped nurtureyou.”Girley, who is the son

of Charles Girley, Sr.,(who works for the Ar-senal’s Directorate ofChemical and Biologi-cal Defense Opera-tions), said he startedwith CYS when he wasin second grade. “It wasa bit overwhelming atfirst coming back towork with the pro-gram,” he said. “Imissed it so much. Get-ting back with the kidsand seeing the other

side as a counselor has made it veryfun for me.”Girley is currently a junior at the

University of Arkansas at Pine Bluffmajoring in business management.He graduated from Dollarway HighSchool in Pine Bluff. “I am not surewhat I want to do yet. I would like tohave my own business,” he said. “Iam interested in fashion and cloth-ing.”

Once of Girley’s aunts, SandraScott, currently works for the Arse-nal in the Internal Review and AuditCompliance Office, and anotheraunt, Ann Biley, is retired from PBA.Missy Brodnax, Family Morale,

Welfare and Recreation director,said there is great value to havingsummer camp counselors or life-guards who grew up in the CYS pro-gram. “They have the benefit of

seeing the program from the perspective of thechild and the staff member,” she said. “They bringtheir knowledge of the program with them andcan use it as a foundation to enhance an alreadysuccessful program.”Carter has been working with CYS as a camp

counselor for the past three years. “They stole mefrom the pool,” she said. “I worked as a lifeguardfor two years, starting when I was 15.”A 2015 graduate of Watson Chapel High School

in Pine Bluff, Morgan is currently attendingUAPB. “I’m a physical education major and willgraduate in December,” she said. “After I gradu-ate, I’m planning to work for the Arkansas StatePolice.”Morgan, who is the daughter of Kristi Huntley

(who works for the Arsenal’s Health Clinic), saidshe knows how crazy she drove her camp coun-selors. “I’m enjoying giving back to the program.I feel bad for my counselors now,” she said. “I havebeen working with the School Age group in thetech lab mostly, but I have also done some of thephysical fitness activities.”Working in her first year as a camp counselor,

Samantha Coats, said she started in the CYS pro-gram when she was three years old. “My degree iscentered on kids and I love working with them. Ienjoy coming to work every day,” she said. “WhenI was growing up, I have great memories fromgoing to camp, having fun and spending time withthe counselors.”Coats is the daughter of Michelle Coats, a for-

mer Arsenal Health Clinic employee. Her grand-mother, Barbara Miller, is retired from the Foodand Drug Administration/National Center forToxicological Research.She said she remembers during dress-up days

at camp she would wear her CYS shirt and say shewanted to be a counselor. “Now I am finally oldenough to be a counselor, I thought why not workhere? I just want to have an impact on the kidsthat are here now the same way my own coun-selors had on me,” said Coats.A sophomore at Oklahoma State University,

Coats is getting her degree in Human Develop-ment and Family Science. “There are a lot of pos-sibilities with this type of degree. I am hoping todo children’s counselling and maybe branch offand work with military families,” she said. “Thissummer I have been mainly in the School Ageroom working on different activities – from col-oring giant pieces of paper to playing board gamesand getting the kids ready to go to the pool.”Coats, whose family moved from White Hall to

Oklahoma when she was in 8th grade, graduatedfrom Bartlesville (Okla.) High School in 2017. “Mygrandmother and my aunt still live here in WhiteHall,” she said. “I’m staying with my grandmotherwhile I work here this summer.”Multiple generations of families have come

through the CYUS program that began in 1987,according to Brodnax. “We’ve seen children grow from infancy to

adulthood and then return with their own chil-dren,” she said. “We are one of the few places onpost where a 22-year old employee can truly have22 years’ worth of experience. It’s powerful tohave that kind of employee ownership. It makes adifference when employees can truly and fully un-derstand the exact needs of their customer be-cause they were a customer first.”

KINGSPORT, Tenn. – One week after her as-sumption of command, Holston welcomed Col.Michelle Letcher, command of U.S. Army JointMunitions Command, for a visit. Letcher was ac-companied on her trip to Holston by Kevin Blake,JMC Chief Industrial Facilities and Investment.

Letcher met with the Holston governmentstaff, followed by the Holston command brief pre-sented by Joseph Kennedy, HSAAP Commander’sRepresentative. A windshield tour of area A wasprovided as well as a site visit to the A2B Acid Fa-cility. Todd Hayes, BAE Systems, General Man-ager, also presented a briefing. The purpose forthe visit was to highlight Holston’s on going mod-ernization projects and to demonstrate Holston’ssupport to current and future forces.

Holston AAP is a government-owned, contrac-tor-operated facility located in Kingsport, Tenn.BAE Systems is the current operating contractor.Since 1942, Holston has produced explosives insupport of the Department of Defense.

tween alcohol and cancer. Asidefrom the well-known issues associ-ated with alcohol consumption, youshould know that drinking has a di-rect relationship with one of thedeadliest diseases in the world.There is strong evidence that al-

cohol causes cancer at seven sites inthe body and probably others. Cur-rent estimates suggest that alcoholattributable cancers at these sitesmake up 5.8 percent of all cancerdeaths world-wide. Confirmation ofspecific biological mechanisms bywhich alcohol increases the inci-dence of each type of cancer is notrequired to infer that alcohol is acause, (Jennie Connor, 2016). According to the National Cancer

Institute, “the risk of developing can-cer increases with the amount of al-cohol a person drinks”. A newanalysis of nearly 600,000 drinkersin 19 high-income countries aroundthe world found that drinking morealcohol is associated with developingall kinds of cancers of the digestivesystem.Alcohol consumption is a major

risk factor for certain head and neckcancers, particularly cancers of theoral cavity (excluding the lips), phar-ynx (throat), and larynx (voice box).People who consume 50 or moregrams of alcohol per day (approxi-mately 3.5 or more drinks per day)have at least a two to three time’sgreater risk of developing these can-cers than nondrinkers. The risks ofthese cancers are substantiallyhigher among persons who consumethis amount of alcohol and also usetobacco products.Alcohol consumption is a major

risk factor for a particular type ofesophageal cancer called esophagealsquamous cells, (International Jour-nal of Cancer, 2007). Alcohol con-sumption is an independent riskfactor for, and a primary cause of,liver cancer. Chronic infection withhepatitis B virus and hepatitis Cvirus are the other major causes ofliver cancer, (Clinics in Liver Dis-ease, 2012).More than 100 epidemiologic

studies have looked at the associa-tion between alcohol consumptionand the risk of breast cancer inwomen. These studies have consis-tently found an increased risk ofbreast cancer associated with in-creasing alcohol intake. A meta-analysis of 53 of these studies (whichincluded a total of 58,000 womenwith breast cancer) showed thatwomen who drank more than 45grams of alcohol per day (approxi-mately three drinks) had 1.5 timesthe risk of developing breast canceras nondrinkers (a modestly in-creased risk). The risk of breast can-cer was higher across all levels ofalcohol intake: for every 10 grams ofalcohol consumed per day (slightlyless than one drink), researchers ob-served a small increase in the risk ofbreast cancer, (Journal of the Na-tional Cancer Institute, 2009). Alcohol consumption is associated

with a modestly increased risk ofcancers of the colon and rectum. Ameta-analysis of 57 cohort and case-control studies that examined the as-sociation between alcoholconsumption and colorectal cancerrisk showed that people who regu-larly drank 50 or more grams of al-cohol per day (approximately 3.5drinks) had 1.5 times the risk of de-veloping colorectal cancer as non-drinkers or occasional drinkers. For

every 10 grams of alcohol consumedper day, there was a small increase inthe risk of colorectal cancer, (Annalsof Oncology, 2012).Most of the studies that have ex-

amined whether cancer risk declinesafter a person stops drinking alcoholhave focused on head and neck can-cers and on esophageal cancer. Ingeneral, these studies have foundthat stopping alcohol consumptionis not associated with immediate re-ductions in cancer risk; instead, itmay take years for the risks of cancerto return to those of never drinkers.In several studies, the risk of

esophageal cancer was also found todecrease slowly with increasing timesince stopping alcohol drinking.Studies found that the risk of

esophageal cancer did not approachthat of never drinkers for at least 15years after stopping alcohol drink-ing, (International Journal of Can-cer, 2007).Drinking even moderate amounts

of alcohol can and will do some last-ing damage to your system if you’renot careful. Of course, almost every-one is going to have a drink here andthere.If you think you have a problem

The one year pilot program that afforded Department of the Army civilians and non-appropriated funds employees the same reporting options as active duty service members is no longer available. The pilot, which began January 5, 2017 and was extended through March 8, 2018 is obsolete. Civilians are not eligible for restricted reporting through military channels. “DACs seeking guidance from SHARP personnel will be referred to community based crisis services and support organizations.” Although, services are limited to civilians, SHARP advocates can provide training and referral services. They can also accompany civilian employees to an off-post medical center for care. Providing continuing support and ensuring that all victims are treated with dignity and respect is a top priority.

Restricted and unrestricted reporting options are available to service members and their Family members who are over the age of 18. Filing a restricted or unrestricted report is the victim’s choice. “Victims have the right to independently determine whether to accept the offer of VA services.” Medical treatment and support services are available under both reporting options. However, when an unrestricted report is filed, law enforcement is notified and an investigation begins.

A restricted report made to a sexual assault response coordinator, victim advocate or medical personnel does not trigger an investigation. The victims receive full advocacy services while keeping the case confidential. A restricted report can be filed upon the victim’s request and changed to an unrestricted report at any time.

Safety first: Learning to deal with heat waves

Each year, about 74million Americans en-gage in recreationalboating, according togovernment research.Most boating experi-ences are positive – thestuff memories aremade of. But the mostjoyful times quickly canturn deadly if boatersare not vigilant aboutsafety – at all times.

One of three thingsusually happens when agood day on the waterturns tragic, accordingto the U.S. CoastGuard:

• A passenger fallsoverboard

• A boat capsizes• A boat collides with

another boat or objectIn 2015, the U.S.

Coast Guard counted4,158 boating incidentsthat involved 626deaths, 2,613 injuriesand about $42 millionof damage to property.Compared to 2013, theCoast Guard found:

• The number of in-cidents increased0.05%

• The number ofdeaths increased 8.9%

• The number of in-

juries increased 2.2%

lifeblood of safe boat-ing. The U.S. CoastGuard reports 78 per-cent of boating deathsin 2014 were due todrowning, and 84 per-cent of the victims werenot wearing a lifejacket.

The good news is,comfortable – and styl-ish – Coast Guard-ap-proved life jackets arewidely available. TheWear It campaign pro-motes boating safety byencouraging boaters towear life jackets all thetime.

Before setting sail,review a pre-departurechecklist to ensure youhave everything youneed in your boat, in-cluding a tool box andfirst-aid kit. Once onthe water, use commonsense. In a split second,a situation can arise orthe weather can turn.

If you notice stormclouds, a sudden tem-perature drop or windspeed increasing, thebest advice is to play itsafe. Get off the water.

Boating Council pro-motes safer recre-ational boating througheducation, outreachand training.

In 2015, Coast Guarddata indicates 71 per-cent of deaths occurredon boats where the op-erator had no boatingsafety instruction. Bycomparison, 15 percentof deaths occurredwhere the operator hadreceived a nationallyapproved boating safetyeducation certificate.

To further reducerisk, the Coast Guardoffers these tips:

• Don't drink: Alco-hol affects judgment,vision, balance and co-ordination.

• Take a safetycourse: Seven out of 10boating incidents arecaused by operatorerror.

• Get a free vesselsafety check.

• Know about carbonmonoxide; this odor-less, colorless poison-ous gas is emitted by allcombustion enginesand onboard motorgenerators.

The extra effort thatgoes into taking these

kinds of precautionswill help create fun-filled adventures foryou and your family onthe water.

Skiing, tubing andwake-boarding arepopular water sports,but they also can bedangerous. The U.S.Coast Guard reportswater skiing rankedfifth in recreationalboating accident typesin 2014. Eight peoplewere killed and 305were injured in 292separate accidents.

Nationwide Chil-dren's Hospital sayswakeboarders are morelikely to have a trau-matic brain injury than

water skiers. The hos-pital offers this safetychecklist for safe waterskiing and wakeboard-ing:

• Learn how to getup out of the water andhow to safely use thetow rope

• Always have a spot-ter in the boat, and goover basic hand signals

• Be sure the boat op-erator is licensed andexperienced with theboat and the body ofwater

• Only water ski andwakeboard during day-light

• Always wear aCoast Guard-approvedlife jacket

Coast Guard datashows 34 people werekilled and 592 injuredusing personal water-craft in 2014, rankingsecond behind motor-boat injuries anddeaths (1,672). Canoeand kayak incidentswere listed fourth, at256.

Discover Boatingpublished a list of 10tips for safety in boat-ing and water sports,including

• Never go swim-ming or diving alone.

• Supervise childrenat all times.

• Let people knowwhere you are going.

• Follow the rules ofthe lake, river or sea.

The June meeting of Bluff CenterChapter of Federally EmployedWomen was held June 27 at FDAJefferson Labs. The program in-cluded the presentation of our an-nual scholarship to a graduatinghigh school senior.

Our scholarship committee con-sisted of Dee Jermon and GingerMcDaniel who were responsible foradvertising, collecting applications,and selection of judges. We had fourqualifying applicants this year which

included Jerica Bell, Allison Herrin,James Luke Reed, and Devin White-side. The applicants were judged onGPA, school and community activi-ties, and an essay.

All applicants and their parentswere invited to the meeting. FirstVice President, Lorie Castleberrypresented a certificate and check for$500 to Devin Whiteside, a graduateof White Hall High School, who willbe attending the University ofArkansas.

WASHINGTON -- The Army'sdepots, arsenals and ammunitionplants are a key component of forcereadiness, said Lt. Gen. AundrePiggee. He also said a holistic assess-ment is underway to modernizethose facilities.Piggee, the Army's G-4 or deputy

base is a $14 billion enterprise of 23ammunition plants, depots andmanufacturing arsenals, Piggee said."When the force needs equipment orparts manufactured or repairs up-graded, the OIB delivers," he said.Some of the facilities date back to

World War II though, he explained."We have aging, failed and failing

facilities," Piggee said. "We've in-vested close to a billion dollars overthe last 10 years tomodernize our fa-cilities as well as our equipment."The Army has a near-term plan to

invest almost $400 million in its or-ganic industrial base, he said. Theservice is also in the process of along-term holistic assessment to pri-oritize modernization of its OIB fa-cilities through 2030.The assessment will conclude

sometime after the first of the calen-dar year, he said."Our goal is to eliminate that old,

failed or failing infrastructure as wemodernize across all of our 23 de-pots throughout the OIB," he said.Some state-of-the-art facilities

have already been built.Piggee discussed a new Center of

Excellence for Additive and Ad-vanced Manufacturing -- commonlyreferred to as 3-D printing -- that theArmy is establishing at the Rock Is-land Arsenal Joint Manufacturingand Technology Center in Illinois."They will develop techniques,

processes and procedures that theywill be responsible to proliferatethroughout the Army where we can

take advantage of this additive man-ufacturing and othermachine-learn-ing with the intention of reducingworkload, becoming more eCcientand taking advantage of today'stechnology," Piggee said.Already 16 of the Army's arsenals

and depots have some 3-D printingcapability, he told members of Con-gress."When our supply chain is not

able to provide necessary repairparts in a timely manner, we foundwe can 3-D print parts. That reducesthe amount of time we wait for oursupply system," Piggee said.For instance, Anniston Army

Depot in Alabama has incorporatedan additive process to repair Abramstank compensating suspension armparts, saving 39 weeks in lead timeand saving costs in parts."We've also found that we can 3-

D print special tools in some cases,again allowing us to be more eDec-tive and eCcient in production ofour supply chain," Piggee told mem-bers of Congress.The Army's Armament Research,

Development & Engineering Centerheadquartered at Picatinny Arsenal,New Jersey, has developed a rapidfabrication system for additive man-ufacturing on the battlefield to cre-ate repair parts, specialty tools, andother critical items.
