Observations and Trends From the 2013-14 Arizona Public Library Data Survey Arizona’s public and tribal libraries provide valuable community resources across the state. In 2013-14, they had a collective 27 million visitors – on average, half a million patrons walk through the doors every week. More than three million Arizonans have library cards. Library users borrowed 43 million items, and showed up 1.5 million times for programs. Indeed, Arizona’s libraries are busy places – and they do all of this work for not much more than $25 per Arizonan. This report documents the significant service that libraries provide in their communities, and it also shows that Arizonans’ library habits are shifting. Libraries are providing more programming, and that program audience is growing. Electronic resources continue to grow. At the same time, libraries are still struggling with a decline in revenue that began in the late 2000s, and continues. As a result of that decline, staffing is down, as are visitors and overall circulation. This report includes information on 91 public and tribal libraries, which operate a total of 221 library buildings and 11 bookmobiles. Almost every municipality in Arizona has a public library, as do many unincorporated areas. While most of the libraries included in this report operate as governmental or tribal entities, the report includes non-profit libraries that serve the general public. This year’s report does not include Morenci Community Library, which ended its relationship with the Greenlee County Libraries, and no longer receives any public funds. And, it welcomes Pinedale Public Library, a volunteer branch in the Navajo County Library District. Wickenberg Public Library, which reopened in February, 2014, submitted a report this year, as did most tribal libraries. Some tribal libraries choose not to share information for this report. Budget For the first time in recent history, total operating revenue dipped below total operating expenditures. Revenue dropped by about four percent, but expenditures increased slightly, with the result being that revenue was less than expenditures by about 5 percent. About 94 percent of operating revenue comes from local or county government. Most of the largest systems saw a decline in revenue, including Phoenix, Maricopa County, Pima County, Mesa and Glendale. On a positive note, both capital expenditures and revenue increased about 32 percent. Revenues grew from $5.3 million to $7.9 million; capital expenditures increased to $3.1 million from $2.1 million. More than 96 percent of capital revenue is from local government. Staffing Libraries reported fewer full-time equivalent staff positions than the previous year. The total number of staff dropped from 2,063 to 2,018, a reduction of 45 people – about two percent. Librarians make up 27 percent of Arizona’s public and tribal library staff members, and 85 percent of those with the title librarian have a graduate degree from an American Library Association accredited program. Collections Libraries reported almost 10 million physical holdings: 8.2 million books/print materials, 690,000 audios, and 1.1 million videos. Print materials and audio saw a slight decline, while videos increased in number. Each library is asked to report its circulating e-book, e-audio and e-video collection based on the number of units available to circulate. Because many libraries participate in consortia e-content groups, many of the numbers are duplicative, and cannot simply be added together. When eliminating duplicative consortia numbers, Arizona’s public and tribal libraries collectively have about 260,000 e-book units. There are 32 libraries that report they do not have e-books or e-audible; not surprisingly, they are mostly the smallest.

Service Measures Arizona’s libraries saw a continuing drop in library visitation and circulation. Per capita visits declined from 4.15 to 4.13 from 2013 to 2014; total circulation dropped almost nine percent, from 7.2 circulations per capita to 6.55. Both of these drops continue a trend that saw per capita visitation and circulation increase until 2009 in the U.S., and 2010 in Arizona, and then begin to drop.1 Children’s materials make up about 30 percent of circulation. Circulation of downloadable e-books, audible and video continues to grow, although not enough to offset the continuing drop in physical circulation. E-circulation accounted for about eight percent of total circulation. These numbers only include those electronic materials that must be downloaded, and then returned. They do not reflect database usage where materials are either used online, or may be downloaded for permanent use. The number of public computers and usage of those computers continues to grow. In 2014, there were 1,157 computer sessions for every thousand Arizonans, compared with 961 sessions per thousand the previous year. Libraries reported they had 5,573 computers this past year, compared with 5,490 the prior year. For the first time, we also tracked wireless sessions; libraries recorded 5.8 million wireless sessions, in addition to the 7.7 million total public access computer sessions. Programs Programming continues to grow at Arizona’s public and tribal libraries. The number of programs being offered was up by about 16 percent from the previous year, and attendance was up by about 12 percent. Cautions and Considerations We created a new calculated population called “core population” which is different from “legal service area.” The “core population” excludes municipalities that may be within a county library district, but operate their own libraries, and reservation populations if the library district has no branches on the reservation. We used the “core population” to calculate per capita numbers for individual libraries, so some of these are significantly different from the previous year. This especially impacted the county library districts where there are large reservations or municipal libraries (Apache, Navajo, Maricopa, and Yavapai). Statewide per capita numbers are calculated using the total state population. The Institute of Museums and Library Services is expected to release a national report on FY2014 in late 2016. The information presented in this report, and the information presented in that future report, may have some minor differences. If a participating library indicates that they provide a service/collection, but don’t have the information to respond to the data, IMLS imputes that data at the unit level. The imputed number is included in statewide totals and per capita number. For the purposes of this report, no imputed data has been included. If a library did not provide a response to a measure, a zero was calculated into the state total – which decreases the statewide total and creates a lower per capita number.

Historic Background and Finding Previous Data Sets

The Arizona State Library has been collecting public library statistics since at least 1966. The State Library joined with other state libraries in the U.S. beginning in1989 to collect data at the national level. The national survey was administered by the National Center for Education Statistics, with the partnership of the National Commission on Libraries and Information Science, through 2007, and by the Institute of Museum and Library Services since then. The survey includes both questions required by the federal survey, and Arizona-only questions that help Arizonans better understand how their libraries serve their communities. The Arizona State Library, Archives and Public Records participates in a national public library data collection system known as the Public Library Data Survey. The purpose of this system is to ensure the collection of comparable data in all states. The data is used for planning, research, evaluation, and policymaking decisions by federal, state, and local officials, professional associates, researchers, educators, local practitioners, and other interested users. Please complete one report for your library or library system. The first nine sections ask administrative entity (single-entity library or library system) questions about legal structure, staffing, revenue, expenditures, electronic access. Then, section 10 asks for outlet (building or bookmobile) information on library materials and services. County Librarians: please complete a report for the library district office. Definitions are important to ensure comparability of data from different libraries and states. For the most part, these definitions have been agreed to on a national basis. It is critical that you read and respond according to the definitions. Reporting libraries should not leave any items blank. You should enter “0” if the appropriate entry for an item is zero or “none.” Enter zero if you do not have this item, or do not spend money on this budgeted item. SECTION 3: CLASSIFICATION AND STRUCTURE 3.01 Interlibrary Relationship Code* Select one of the following:

HQ – Headquarters of a Federation or Cooperative. The library or entity that provides the physical space and staff who manage, coordinate, or administer the programs of the federation or cooperative. Note: Agencies that serve other libraries rather than the public should not be reported to FSCS.

3.02 Legal Basis Code* The legal basis is the type of local government structure within which the entity functions. It reflects the state or local law, which authorizes the library. Select one of the following:

CC – City/County. A multi-jurisdictional entity that is operated jointly by a county and a city. CI – Municipal Government (city, town or village). A municipal government is an organized local government

authorized in a state’s constitution and statutes and established to provide general government for a specific concentration of population in a defined area.

CO – County/Parish. An organized local government authorized in a state’s constitution and statutes and established to provide general government.

LD – Library District. A library district is a local entity other than a county, municipality, township, or school district that is authorized by state law to establish and operate a public library as defined by FSCS. It has sufficient administrative and fiscal autonomy to qualify as a separate government. Fiscal autonomy requires support from local taxation dedicated to library purposes (e.g., a library tax).

MJ – Multi-jurisdictional. An entity operated jointly by two or more units of local government under an intergovernmental agreement which a jointly appointed board or similar means of joint governance; to be distinguished from a library which contracts to serve other jurisdictions and from special library districts. Note: Please put city/county combinations under ‘CC’, rather than under Multi-jurisdictional.

NL – Native American Tribal Government. An organized local government authorized and established to provide general government to residents of a Native American reservation.

NP – Non-profit Association or Agency. An entity privately controlled but meeting the statutory definition of a public library in a given state; includes association libraries and libraries with 501(c) designation.

SD – School District. An organized local entity providing public elementary, secondary, and/or higher education which, under state law, has sufficient administrative and fiscal autonomy to qualify as a separate government. Excludes “dependent public school systems” of county, municipal, township, or state governments.

OT – Other. 3.03 Administrative Structure Code* This code identifies an autonomous library entity (administrative entity) that has its own governance and funding. An administrative entity is the agency that is legally established under local or state law to provide public library service to the population of a local jurisdiction. The administrative entity may have a single outlet, or it may have more than one outlet. Select one of the following:

MA – Administrative Entity with Multiple Direct Service Outlets where Administrative Offices are Separate. An administrative entity that serves the public directly with two or more service outlets, including some combination of one central library, branch(es), bookmobile(s), and/or books-by-mail only. The administrative offices are separate from the direct service outlets and do not provide direct library services.

MO – Administrative Entity with Multiple Direct Service Outlets where Administrative Offices are Not Separate. 3.04 FSCS Public Library Definition* Answer <Y>es or <N>o to the following question: “Does this public library meet all the criteria of the FSCS public library definition?” A public library is an entity that is established under state enabling laws or regulations to serve a community, district, or region, and that provides at least the following:

An organized collection of printed or other library materials, or a combination thereof; Paid staff; An established schedule in which services of the staff are available to the public; The facilities necessary to support such a collection, staff, and schedule; and Is supported in whole or in part with public funds.

SECTION 6: PAID STAFF

Report the total number of budgeted full-time equivalent positions for each category. To ensure comparable data, 40 hours per week has been set as the measure of full-time employment (FTE). To calculate this number, add the average number of hours worked by each person per week and divide by 40. For example, if you have three people who work 40 hours, 30 hours, and 19 hours, you would total these numbers (40 + 30 + 19) and divide by 40. You would report 2.25 FTEs. Report figures as of the last day of the fiscal year. Include all positions funded in the library’s budget whether those positions are filled or not. 6.01 FTE Positions of Librarians with a Master’s Degree (ALA-MLS)* These are librarians with master’s degrees from programs of library and information studies accredited by the American Library Association. 6.02 FTE Positions of Librarians* This is the total number of persons with the title of librarian who does paid work that usually requires professional training and skill in the theoretical or scientific aspects of library work, or both, as distinct from its mechanical or clerical aspect. SECTION 8: LIBRARY EXPENDITURES OPERATING EXPENDITURES Operating expenditures are the current and recurrent costs necessary to support the provision of library services. Significant costs, especially benefits and salaries, that are paid by other taxing agencies (government agencies with the authority to levy taxes) “on behalf of” the library may be included if the information is available to the reporting agency. Only such funds that are supported by expenditure documents (such as invoices, contracts, payroll records, etc.) at the point of disbursement should be included. Do not report the value of free items as expenditures. Do not report estimated costs as expenditures. 9.03 Number of Visits to the Library’s Website Visits represent the number of individual sessions initiated by all visitors to your site. A visit/session ends when someone closes their browser or stops loading webpages on the website for a period of time (typically when more than 30 minutes elapses between page views, but this is arbitrary). A visit is usually determined by each user’s unique IP address, and/or their login account name when they are accessing secure parts of the website. The details for website visits/sessions are contained within the access log file for the web server(s) and may be accessible using log file analysis or web analytics reporting tools. Virtual visits include a user’s request of the library website or catalog from outside the library. A single visit to a website may involve loading of numerous webpages or gratuitous elements (images, style sheets, etc.). LICENSED DATABASES Report the number of licensed databases (including locally mounted or remote, full-text or not) for which temporary or permanent access rights have been acquired through payment by the library (directly or through a cooperative agreement within the state or region), or acquired by formal agreement with the State library. A database is a collection of electronically stored data or unit records (facts, bibliographic data, abstracts, texts) with a common user interface and software for the retrieval and manipulation of the data. Note: The data or records are usually collected with a particular intent and relate to a defined topic. A database may be issued on CD-ROM, diskette, or other direct access method, or as a computer file accessed via dial-up methods or via the Internet. CLASSIFICATION AND STRUCTURE 10A.09 Outlet Type Code* An outlet is a unit of an administrative entity that provides direct public library service. Select one of the following:

BM – Books-by-Mail Only. A direct mail order service which provides books and other library materials. Books-by-mail typically serves rural residents, the disabled, the homebound, and others without access to another type of public library outlet. Requests for materials are usually received by mail and by telephone only. Only books-by-mail services that are housed separately from any other type of direct public service outlet (that is, central library, branches, or bookmobiles) should be coded here.

BR – Branch Library. A branch library is an auxiliary unit of an administrative entity which as at least all of the following:

Separate quarters; An organized collection of library materials; Paid staff; and Regularly scheduled hours for being open to the public.

BS – Bookmobile(s). A bookmobile is a traveling branch library. It consists of at least all of the following: A truck or van that carries an organized collection of library materials; A paid staff; and Regularly scheduled hours (bookmobile stops) for being open to the public.

Note: A separate outlet record may be created for each bookmobile. You may wish to create separate outlet records for individual bookmobiles if (1) they have different addresses and/or (2) they have different Metropolitan Status Codes. Alternatively, a bookmobile outlet record may include more than one bookmobile.

CE – Central Library. This is one type of single outlet library (SO) or the library which is the operational center of a multiple-outlet library (MO or MA). Usually all processing is centralized here and the principal collections are housed here. Synonymous with main library.

Note: Each administrative entity may report either no central library or one central library. No administrative entity may report more than one central library. If you wish to identify a central library in the outlet file, identify the library with the largest collection as the central library for FSCS purposes, and report all others as branches. Exclude current serial subscriptions and microforms. 10B.07 Expenditures (Other Children’s) Expenditures for all materials for ages 0-11 in any other format, for example: current serial subscriptions, microforms, machine readable materials, audiovisual material and all other categories. 10B.08 Current Print Serial Subscriptions* Current serial subscriptions are arrangements by which, in return for a sum paid in advance, serials are provided for a specific number of issues. When a staff member uses information gained from previous use of information sources to answer a question, the transaction is reported as a reference transaction even if the source is not consulted again. If a contact includes both reference and directional services, it should be reported as one reference transaction. Duration should not be an element in determining whether a transaction is a reference transaction. Note: It is essential that libraries do not include directional transactions in the report of reference transactions. Directional transactions include giving instruction for locating staff, library users, or physical features within the library. Examples of directional transactions include, “Where is the reference librarian? Where is Susan Smith? Where is the rest room? Where are the 600s? Do not include items checked out to another library. 10B.14 Circulation Transactions (Children’s Materials)* This is the total annual circulation of all children’s materials in all formats to all users, including renewals. LIBRARY PROGRAMS A program is any planned event which introduces the group attending to any of the broad range of library services or activities or which directly provides information to participants. Programs may cover use of the library, library services, or library tours. Programs may also provide cultural, recreational, or educational information, often designed to meet a specific social need. Examples of these types of programs include film showings, lectures, story hours, literacy, English as a second language, citizenship classes, and book discussions. Count all programs, whether held on or off-site, that are sponsored by or co-sponsored by the library. Exclude programs sponsored by other groups that use library facilities. If programs are offered as a series, count each program in the series. For example, a film series offered once a week for eight weeks should be counted as eight programs. COMPUTER INFORMATION 10B.25 Number of Internet Computers Used by General Public* Report the number of the library’s Internet computers [personal computers (PCs) and laptops], whether purchased, leased, or donated, used by the general public in the library. 10B.26 Uses (Sessions) of Public Internet Computers per Year* Report the total number of uses (sessions) of the library’s Internet computers in the library during the last year. If the computer is used for multiple purposes (Internet access, word-processing, OPAC, etc.) and Internet uses (sessions) cannot be isolated, report all usage. A typical week or other reliable estimate may be used to determine the annual number. Sign-up forms or Web-log tracking software also may provide a reliable count of uses (sessions). Note: The number of uses (sessions) may be counted manually, using registration logs. Count each use (session) for public internet computers, regardless of the amount of time spent on the computer. A use (session) on the library’s public internet computer(s) three times a year would count as three uses (sessions). Software such as “Historian” can also be used to track the number of uses (sessions) at each public internet computer. If the data element is collected as a weekly figure, multiply that figure by 52 to annualize it. Reminder: This count includes only the library’s Internet computers. Do NOT include Wi-Fi access using non-library computers.
