As a result, there was sufficient availability of wholesale asphalt in the Gulf coast. How- ever, this week, the Gulf coast HSFO arbitrage to Singapore opened up, providing refiners with a strong incentive to blend VTBs into HSFO to sell to Asia. Additionally, rising crude prices have been put- ting raised the breakeven values for asphalt on the Gulf coast. Wholesale barge prices in the US Midwest were stable at $430- 460/st for PG 64-22. Some wholesale buyers reported that even though the Midwest asphalt barge supply situation appeared better than a month ago, they remained concerned about barge availability after September, especially in the Great Lake area. Marathon will be taking its Detroit refinery down for over two months starting in mid- September, which could draw down available asphalt tonnage in the fourth quarter. Paving activity in much of Europe and the Mediterranean were extremely thin owing to summer holidays. Additionally, the Mediter - ranean market remained largely devoid of spot business during the last full week of the Muslim fasting month of Ramadan and ahead of the 20-23 August end-of-Ramadan holiday period affecting most of the Muslim world, including the north African bitumen importing countries. • Overalldemandremainedflattodownontheyearduringtheweekintrading.SupplyintheRockiesispushingpricesdownacrossregionintheretailmarkets,afterdownedcokingunitshasledtomoresupplyavailability.Railpricesintheregionwereat$430-470/stforPG64-22.

• Brightspotsfordemandarelimited,withsuppliersanticipatingshort-termreductionsinprivate-sectorwork.Onesellersaidthemar-ketwasinmid-monthdoldrums.Mostareeyeingstatedepartmentoftransportationannouncementstobidfornextyear’sprojects,aprocesswhichvariesfromstatetostate,butthatisbeginningnowacrossmuchoftheregion.

• RockyMountainwholesalerailmarketsremainedunchangedontheweek,withactivityscant.Pricescouldcomeunderfurtherpressureassellerslooktoexitthehighpavingseasonwithlowinventories.

• AdditionalpricingpressurecouldbuildifthedifferentialbetweenWestTexasIntermediate(WTI)andWesternCanadianSelect(WCS)widens,favoringheaviercrudesandleadingtoincreasedasphaltproduction.

• WTI/WCSdifferentialsremaintight,withWCSata$15/bldis-count.That’swideronrecentweeksbyabout$4/blsince10August,butrelativelytightyear-to-datewhenthediscountreachedto$35/blearlierinFebruary.

• ThecokingunitatSinclairOil’s80,000b/drefineryinSinclair,Wyomingmomentarilytrippedofflineearly16August.Sinclairhadtorestartitswetgascompressortoreduceflaring,companyfilingswithfederalmonitorssaid.

The prices are listed by company, location and grades supplied, along with differentials for premium grades.
