Fort Stanton Administrator Er- vin Aldaz told EDCLC board mem- bers that "it's going to occur no matter what," referring to the two- year phase-out of Stanton as a hos- pita{ and training center for men- tally and physically handicapped individuals. After Aldaz briefed board mem- bers on the dark outlook concerning Fort Stanton, the business and retention committee of EDCLC un- der Roy Seay was instructed to use every means possible to help find alternative uses of personnel and facilities. Aldaz suggested several possible alternatives: -Brain-damage unit. There are some 60 to 70 persons who have suffered severe brain damage in ac- cidents. The most spectacular accident happened around 1 p.m. on Sun- day. The accident with il\iuries in- volved an automobile owned by Jim Maxfield. Local school boards and district adminis·trators are pacing up and down their of­fices, nervously watching the State Legisla­ture, which may deliver a double whammythis year.

Under consideration by the 40th NewMexico Legislature ilJ a biD that wouldcreate a mechanism for collective .bargain­ing for public employees. And the legisla­ture also is discussing reinstating tenurefor teachers, a system abolished in 1986that sets up atrict regulations on teachertermination.

If a collective bargaining bill passes boththe Senate and the House, and is signedinto law by Gov. Bruce King1 public employ­ees would have the option ot organizing un­der union representation. They would thenbe able to negotiate wages, hours, benefits,wort::e condition. and other' issuesmu Iy agreed upon with the board.

Dr. Scott Childress, superintendent ofthe Capitan school district and a former ne·gotiator for the GaliuplMcKinley schools,warned that the legislation could be dis­astrous for 8chool districts.

"There is no state money to pay for thenegotiators or arbitrators and that ean getvery expensive," Childress told CapitanBchool board members last Thursday. "Itdetracts from the rest of the district's oper­ation and is very time consuming."

But there is a good chance that the legis­lation will PllBS in the predominantly Dem­ocratic Senate and HOUlle, he said. And un­like his predecessor, King is wrllkely. toveto such legislation.

The Committee for Building a new Visitors Informa- .tion Center is asking the Lodgers Tax Committee for$2,000. This is what the request has to say: "Thisseed money is needed to prepare the proposal, printcopies,' mail solicitations to possible donors. and pro­vide a means to start the ball rolling for fundraisers.n

Yep, the visitors end of the Chamber of Commerceis crowded - that's the way it was redesigned ~hen

the roomy end was remodeled from a visitors centerto a chamber board room. Maybe it needs to be 'changed back -'i~ probably could be reorganized forless than $2,000.

Aren't we in the midst of looking for money for awhole string of civic projects? Like sidewalks, acivic/events center,Midtown parking and river walk.

Sometimes It's a good idea to !;lay "no," and wehope the Lodgers Tax Committee will do Just that.
