Criminal Justice

Elkhart County Criminal Justice Complex (Phase I), Elkhart, IndianaClient: Elkhart County Commissioners Project Cost: $87,000,000

Phase 1 of the $187 million, 80-acre Elkhart County Criminal Justice Complex includes the Elkhart County Corrections facility, a utility power plant building and a warehouse/maintenance building. The corrections facility includes an intake and processing unit; an institutional kitchen and laundry; video visitation; arraignment courts and jail administrative space. The facility also includes two custody units; a minimum-medium custody unit with 768 beds in 16 cell blocks with six, eight-man cells in each cell block and a maximum custody unit with180 beds in seven, 24-bed cell blocks and one 12-bed cell block.

Criminal Justice

DLZ provided a feasibility study and schematic design services for the construction of a new 108 bed community corrections facility (expandable to 220 beds) for St. Joseph County. The program provides supervised alternate sentencing options for the judiciary at less cost to the county than traditional incarceration methods. The program also promotes offender accountability and rehabilitation. The design solution consists of a 21,000 square foot facility to house 88 male and 20 female offenders in a dormitory-type setting. The building also contains two classrooms for inmate and general public programs, a multi-purpose room, office space for administrative and field supervisory personnel, as well as office space for district parole services.

South Bend Police Department Headquarters and Training Facility, South Bend, IndianaClient: City of South Bend Project Cost: $8,000,000

This award-winning facility was designed to meet the needs of the South Bend Police Department staff and administration, while also promoting service to the community. The project totals approximately 120,000 square feet, of which 20,000 square feet is new construction. Work also included site development improvements to the existing 10.22-acre parcel of land. The new facility features training and administrative areas, a crime laboratory, a pistol range, and new communications and dispatch areas.

Education

The University of Akron has authorized the construction of a new engineering research building. The new 35,000 square foot facility will primarily consist of open shell space for future research labs, faculty offices, conference rooms and other support areas. The development of a limited number of these areas will be included in the project, with the balance of the shell space being developed through future research grants. Although much of the interior space will be built as shell only, the entire program area will be designed to a schematic design level of completion to verify location of concealed (under floor) utilities and location of interior construction.

Riverside K-8 School, Cleveland, OhioClient: Cleveland Municipal School District Construction Cost: $7,700,000

DLZ designed the Riverside K-8 School, one of the first new schools to be built in the Cleveland Municipal School District in approximately 40 years. The former school, built in 1935, functioned as a 38,836 square foot elementary school. DLZ met the unique challenge of designing a 63,000 square foot, K-8 school on the same 2.45-acre site. DLZ worked in concert with the district, the Ohio School Facilities Commission and the community on multiple projects for this major undertaking. The immense scope covered immediate remediation under the “Warm, Safe and Dry” program, temporary swing space development, rehabilitations, additions and new school construction.

New Main Campus Ivy Tech State College, South Bend, IndianaClient: Ivy Tech State College Construction Cost: $29,300,000

The central focus of the building is directed toward meeting the needs of the students and visitors. Simple building forms and a straightforward main circulation system allow for clarity of way finding. Immediately next to the main access on the first floor are major functions relative to the students’ everyday activities—information center, student services and business offices. Phase I building configurations and siting allow for an orderly growth of the facility in Phase II. The curved forms suggest a progressive institution in addition to identifying the circulation system within the building. Joined by the curve, the major entries are marked with canopies and glass curtain wall. The stairways are glazed for security and to present an image of openness. The windows allow the building to act as a beacon of activity during the evening hours.

Orange County Courthouse Renovation Historic Preservation, Paoli, IndianaClient: Orange County Commissioners Construction Cost: $2,725,000

DLZ was commissioned to provide professional design services for the historic preservation of the Orange County Courthouse. The Greek Rival courthouse, originally dedicated in 1850, is the oldest continually operated courthouse in the State of Indiana. DLZ worked intensively with the State Historic Preservation Office (SHPO) in the preservation of what architectural historians consider a near perfect example of the Greek Rival style. Extensive research and design consideration was given to the renovation and restoration of the exterior facades, windows, and roof. DLZ also rehabilitated the interior of the courthouse including the Circuit courtroom, County offices, and support spaces. The infrastructure for mechanical, plumbing, electrical, technology, and security systems was replaced with state of the art, high efficiency systems.

Adair County Judicial Center, Adair County, KentuckyClient: Adair County Construction Cost: $8,250,000

By creatively positioning the building on the site and allowing the corner to erode into the building, a curved facade was created to pay homage to the city hall across the street and the existing court facility in the town square a block away. This 35,493 square foot facility has become a new icon in the downtown environment. Masonry, cast stone, and other near permanent materials clad this new building, providing familiar materials and aesthetics while bringing a slightly more modern element into the facade. The interior of the facility is designed to reflect the tradition of the courts, with durable materials and rich finishes that will inspire those who visit the facility. Of course, security is a prime concern and the design implements three path circulation methods to allow public, staff, and prisoners to remain separate the entire time they are in the facility.

South Bend Fire Department Headquarters and Central Station, South Bend, IndianaClient: City of South Bend Project Cost: $8,543,450

The form and massing of the building are responsive to the function of the interior spaces and context of the adjacent Ivy Tech College campus. The exterior is constructed with masonry and glazed curtain wall systems to express simple, traditional forms and to create visual interest and harmony with the surrounding setting. The apparatus bay approach apron is clearly visible to on-coming traffic along Michigan Street, while the administrative entry is located along the north building face to create an inviting public entry. Parking and service areas are visually shielded by the building and are located immediately east of the building.

Summit County Animal Control Facility, Akron, OhioClient: Summit County Department of Administrative Services Construction Cost: $3,500,000

As lead architect and engineer, DLZ provided all architectural, civil, structural, mechanical and electrical design and engineering services for the new facility as well as full contract document and construction administration services. DLZ prepared design documents indicating the programmatic needs for the facility. These included areas for intake; owner relinquished animals; quarantine areas; adoption kennels; adoption desk and ancillary support including a veterinary clinic, administration zone and support. The facility also incorporates sustainable building principles into its design and is LEED Certified. State-of-the-art mechanical systems, sound masking principles, and highly durable finishes help create a comfortable environment for both human and animal visitors.

Intercity Bus Transportation Facility, St. Ignace, MichiganClient: City of St. Ignace Project Cost: $1,176,000

DLZ coordinated the design interests of the City of St. Ignace, the Michigan Department of Transportation (MDOT) and local businesses/residents to develop the new 4,000 square foot facility. DLZ designed the facility to satisfy the owner’s desire to have the building express an “Upper Peninsula” character and to make future renovation efforts for the city more cost-effective. The facility design includes a 24-hour accessible passenger waiting/lobby area, vending machines, ticket office and package express area, passenger rooms, three drivers sleeping rooms with private restrooms, drivers lounge, laundry service area, and attached 3,000 square foot bus canopy with provisions for three intercity style motor coach bus bays.

New Transit Center, Alliance, OhioClient: Stark Area Regional Transit Authority Construction Cost: $1,130,000

The Stark Area Regional Transit Authority (SARTA) retained DLZ to provide architectural and engineering design services for construction of the New Transit Center for the purpose of increasing the efficiency of the authority’s internal operations and daily interaction with the public. Beyond providing traditional services and patron amenities, the new building incorporates a community room and provisions for Park and Ride passengers. Work included extensive site development improvements for bus lanes, future shelters and passenger parking. The final building design focused on meeting the needs of the staff, while also promoting service to the community.

COTA Mobility Services Facility, Columbus, OhioClient: Central Ohio Transit Authority Construction Cost: $18,000,000

The Central Ohio Transit Authority (COTA) retained DLZ to design a new 104,000 square foot para-transit facility at their Field’s Avenue site. The new facility accommodates administration for the para-transit operations, including mobility assessments, eligibility determination, mobility training, reservations, and dispatching operations. The building includes a locker and day room for operators in addition to maintenance and storage for a fleet of 100 para-transit vehicles. The new facility followed USGBC Standards to achieve a LEED Silver certification.

Fleet Management Facility, Columbus, OhioClient: City of Columbus Construction Cost: $26,500,000

This project involved the consolidation of numerous satellite operations throughout the City of Columbus into a 150,000 square foot single-floor facility used for vehicle maintenance operations. Vehicles serviced at the facility include automobiles, dump trucks, graders, backhoes, refuse collection trucks, street sweepers, mowers, fire trucks, motorcycles, boats, as well as smaller gasoline-engine equipment. The Police Department’s Motorcycle Division headquarters are at this new facility as well as the Fire Department’s Maintenance 34. Additional functions (spaces) within the facility include office area, public meeting/training facilities, various mechanical repair shops, tire and body shops, parts storage, locker rooms, lunch room, steam cleaning bay, fueling facilities, and other vehicle-related areas.

DLZ designed a new state-of-the art renewable energy facility introducing an unprecedented grouping of energy-conserving and generating processes to the district’s southerly installation. The completed operation will burn sludge from the Southerly and Easterly Wastewater Treatment Plants, converting the incinerators’ heat to steam, and then into electricity. The project involves the redevelopment of 48,000 square feet of underutilized land to house an over 140,000 square foot, multi-level facility more than 50 feet above grade that accommodates the unique process areas as well as administrative offices, control and support spaces. The project was designed in a BIM environment using Revit Architecture and is in the process of obtaining LEED Silver certification.

Renewable Energy Facility, Southerly Wastewater Treatment Center, Cuyahoga Heights, OhioClient: Northeast Ohio Regional Sewer District Project Cost: $140,000,000

Private Industry

Fencorp Company Office Building, Westlake, OhioClient: Fencorp Properties, Inc. Construction Cost: $3,100,000

DLZ was commissioned to design a new corporate headquarters and speculative office suites for a financial investment firm. The project required integration with existing topographic and woodland conditions occurring on the site. The three-story, 23,000 square foot building was designed to present a distinctive corporate image while working harmoniously with the natural context. The project was planned using three-dimensional modeling technique enabling the client, project team members, local planning department, and contractor to accurately visualize the design prior to construction to ensure the project would meet the client’s expectations. The building has experienced full or nearly full occupancy since its opening.

Military

As part of a United States Property & Fiscal Office, Department of Indiana Indefinite Delivery Agreement, DLZ was commissioned to provide management, design, bidding, and construction administration services for 55 building renovations and 32 new construction buildings in the development of the Muscatatuck Urban Training Center. The project, managed by the Indiana National Guard, is a full-immersion, contemporary urban training environment for military and civic peace-keeping organizations. The project’s objectives were to sustain/renovate/restore existing buildings and design/construct new buildings, including Hi Rescue facilities and Rubble Buildings that support the training center’s mission. The entire project was designed to USGBC LEED standards. The main focus of the sustain projects was to stop deterioration and design necessary restoration services. The new buildings replicate building types from around the world where the military may be in action. The end result of the five year long project is the nation’s premier training facility.
