LOCAL ARAB TIMES, SUNDAY, JANUARY 21, 2018 7 MPs divided over fatwa issued by Nashmi on KD 25 billion loan Implementing Sharia part of Constitution: Al-Damkhi KUWAIT CITY, Jan 20: Many MPs expressed varied opinions concern- ing the fatwa issued by the former dean of the College of Islamic Sharia and a member of the De- partment of Legal Advice and Legislation Ajeel Al- Nashmi to consider the loan worth KD 25 billion as prohibited usury, re- ports Al-Rai daily. MP Dr Adel Al-Damkhi high- lighted their commitment to the Constitution of Kuwait and the Islamic Sharia, insisting that im- plementing the Sharia is part of the Constitution. He affirmed that he is against usury loans and is in support of Islamic financial methods. Al-Damkhi said he asked Minister of Finance about the reason why the government did not resort to the public reserve or Islamic Sukuk, insisting that the money obtained from prohibited sources will pro- voke condemnation from God and will not be in the interest of the country. Meanwhile, Rapporteur of the parliament’s Finance Committee MP Saleh Ashour urged Al-Nashmi to stay away from such matters unless he is asked directly about them. He wondered why Al-Nashmi did not issue any such fatwas about the public debt of KD 5 billion. Also, National Assembly Supervisor Nayef Al-Midras said the fatwa issued by Al-Nashmi has to be taken into consideration, as usury is prohibited in Islam in clear-cut texts that cannot be interpreted in a differ- ent way. He affirmed the tendency of Kuwait to always apply the Sharia, stressing that the late Amir Sheikh Jaber Al-Ahmad Al-Sabah had given the green light to a particular author- ity to apply the Sharia. In addition, MP Ahmad Al-Fadhl criticized the fatwa, asking Al-Nashmi to stay away from public and state issues, insisting that Al-Nashmi is not specialized in such matters to express an opinion. He indicated that many Islamic countries including Saudi Arabia and the United Arab Emirates seek such loans with interests from local and international banks. In another development, Director of Entrepreneurship and Labor Market at the Ministry of State for Youth Affairs Hessah Al-Ayyar dis- closed that the ministry is fully in support of the “Private Business Model for Entrepreneurship” initia- tive, reports Al-Rai daily. Al-Ayyar made the disclosure recently when the Ministry of Youth Affairs, in collaboration with the National Fund for Small and Medium Projects Welfare and Emark Consultancies and Training Company, launched the “Private Business Model” project. She declared the project is meant to design the roadmap from page one, with nine contents to restructure professional development in a way that can encourage pioneering ideas. She said this may happen by work- ing in a big establishment or setting up private business. She explained the ministry sup- ports the initiative due to its compat- ibility with the ministry’s strategy and the need to consolidate the par- ticipation of Kuwaiti youth at national level and empower them to play the expected role and bear their responsibilities. She noted the pro- gram consists of many aspects of training, which the youth require for their projects to succeed. According to security sources, Far- waniya securitymen were patrolling the area when they suspected a vehicle and ordered the motorist to pull over. They checked his details and discov- ered he is an Asian expatriate. Sensing his nervousness, they inspected his ve- hicle and found 144 liquor bottles. When questioned, he confessed that he is involved in manufacturing liquor and selling them to his clients. He was arrested and referred with the liquor bottles to the concerned authori- ties for necessary legal action. KUWAIT CITY, Jan 20: A citizen working in the immigration office (civilian) in Saad Abdullah Airport was arrested for allowing an Egyptian to leave the country despite the travel ban imposed on him. In a press statement, the Public Relations and Security Media General Department in the Ministry of Interior disclosed the incident was discovered when the name of the Egyptian appeared on the passengers list of an aircraft departing from Kuwait. During interrogation, the citizen admitted that he stamped the passport and boarding pass of the Egyptian in exchange for KD 700. The department confirmed that a case was filed against the citizen and he was referred to the concerned authority. 10-story building evacuated Fire engulfed a flat on the third floor of a ten-storied building in Farwaniya area. Investigations have been launched to determine the cause of the fire. High-ranking officials were present at the site to su- pervise the operation. Meanwhile, fire broke out in a flat on the top floor of a residential building in Farwaniya area. No casualties were reported. Yemeni caught in forgery Mistress’s baby on Filipina wife’s name KUWAIT CITY, Jan 20: A Ye- meni man employed as man- ager of a cooperative society has been arrested by detectives from the Criminal Investigation Department on the accusation of forging official documents after registering an illegitimate baby in his Filipina wife’s name with- out her consent, reports Al-Anba daily. A security source said detec- tives received a tip-off indicating the Yemeni had sexual relations with an Indonesian woman, which resulted in the birth of an illegiti- mate baby. Apparently, the Yemeni man- aged to deceive officials of a private hospital by presenting his original marriage contract, thus the baby was registered as his Filipina wife’s without her knowledge. Acting on information, detec- tives took necessary legal mea- sures and raided the suspect’s home. The distressed Filipina wife assaulted the man when she was briefed on the episode. The Indonesian woman who gave birth to the baby was also ar- rested, and she said the man had promised to marry her after rent- ing her an apartment. The man later admitted that he intended to leave for his home country without his wife, baby and concubine. Tragedy averted, no injuries: A metal piece from a power grid tower next to the Sixth Ring Road has fallen on the road but no one was hurt, the Public Authority for Roads and Transportation said Friday and that it would investigate the matter. The metal piece used for protection and installed under the power grid cables had fallen due to strong wind and unstable weather condition, Authority Director General Eng Ahmad Al-Hassan told KUNA. He explained that this metal piece was placed under the high-voltage cables for safety purposes. Al-Hassan confirmed no one was hurt and parts scattered on the road due to the accident were removed. The authority, he as- serted, told the contractor on importance of abiding by safety regulations. KUWAIT CITY, Jan 20: Many MPs expressed varied opinions concern-ing the fatwa issued by the former dean of the College of Islamic Sharia and a member of the De-partment of Legal Advice and Legislation Ajeel Al-Nashmi to consider the loan worth KD 25 billion as prohibited usury, re-ports Al-Rai daily.
