2.1 General

All the documenl listed below of the issue in effect on the date of the pertinent tendering documents constitute a part of this specification to the extent defined in the subsequent clauses of this specification. In the event that certain requirements of this specification drawings or data listed below conflict with the requirements of this specification, the governing requirements shall be at the discretion of the purchaser.

9 MATERIAL, PROCESSES AND WORKMANSEEP

' General Requirements

The materials, processes and standard parts, which are not specifically designated herein and which are necessary for the fulfillment of this specification, shail be of good quality and in accordance with good practice pertaining to the manufacture of high grade industrial machines. AII work shall be performed in a good and workmanlike manner consistent with high ~ a d e commercial practice.

3 2 Materials

3.3 Processes

a) All Welding and Forming shall be as per section 4 of this specification.

b) During all stages of manufacture, assembly and shop testing, the Supplier shall ensure that stahless steel components and raw materials do not come in contact with carbon steel fixtures, supports, elc.

c) Trays and Cages shall be thorou@ly cleaned. pickled and passivated in accordance with approved procedure prior to packing.

4.1 General

AIl welding shaU comply with requirements of ASm Boiler & Pressure Vessel Code Section III Subsection NF "Component Supports" and Section IX. Electrode designations and qualifications shall be as per AWS Standards.

Configurations of all weld joint preparation are shown on detail drawings by welding symbols as per AWS Standards. Detailing of the grooves for weld edge preparation shall be done by the SuppIier and shown in the welding procedures. The weld joint configuration shown on the drawings shall be retained while detailing the joint edge prepargtions.

4.2 Welding Qualifications

The supplier shall establish the welding procedures and conduct all tests required by ASME Sectio~i I); in order to--qualiQ -the welding procedures and the performance of welders for the manufacture of the equipment necessary for various materials used viz. SS 304L. The supplie~ shall maintain a record of the "Welding Procsdures" and "Welders" qualzed in his shop. Only Purchaser's approved electrodes and filler wires shall be used for welding.

T.I.G. method of welding is preferred The filler metal used shall conform to AWS class ER 308L.

4.4 Cleaning of surfaces to be welded

Surface to be welded shall be cleaned and shall be free from foreig material such as grease, oil, lubricants and marking paints, for a distance of at least 25 rnm (1 ") from the welding edge. Detrimental oxides shall be removed from the weld preparation area i n e n weld metal is to be deposited over a previously welded surface, any slag shall be completely removed

4.5 Fitting aad Aiignment

Edges to be welded shall be uniform and free of all foreign materiai'f~ee section 4.5.1.1). Parts to be welded shall be fitted, aligned and retained in posidon during the welding operation. Bars, jacks, clamps, tack welds or other appropriate means may be used to hold the edges to be welded in line. Tack welds may be incorporated in the final weld, provided they are free of visible defecrs. The edges of butt joints shall be held during welding in such a m m e r that the iolerances stated in section 4.3.2.5 are not exceeded in the completed joints.

4.7 Distortion Control

Offset, angular deviation and ddistortiun of parts being joined shall be strictly controlled to achieve the dimensions indicated on the component drawings. The parts that are ro bt joined by welding may be fitted, aligned and retained in position durinz welding by the bars, jacks, clamps, tack welds or temporary attachments for ths purpose. All these parts used to secure alignments shall be mmpletely removed after completion of welding and stress reiieving.

4.8 Full Penetration Groove Joint:

Before depositing weld metal on the second side of the joint, the root of double weld full penetration butt joints shail be prepared by suitable methods such as chipping or grinding (thermal gouging is not pemitt tdj and checked by Liquid Penetrant Examination. It shall be free &om unacceptable defects like crack.. porosity etc.

4.9 Peening

i) Groove welds shall be free from cracks, lack of fusion, undercuts, overlaps, h p t ridges and valleys.

ii) The surface of fillet welds shall be free horn cracks, come ripples or grooves, undercuts, overlaps, abrupt ridges or valleys etc. and shall merge smoothly with the surfaces of members being joined..

iii) To ensure that the weld grooves are completely f3Iled so that surface of the weld metal at any point does not fa11 below the surface of the adjoining plate, weld metal may be 'nuilt up as reinforcement The groove welds shall be ground flush wherever indicated in the drawings.

iv) Requirements for inspection and acceptance standards for welds are given in Section 6.4 - of this Specification.

4.12 Bevei and J groove welds

Bevel and J groove welds, if ued in horizontal position, shall preferably have the princlpai grooved p M on the upper member of the joints. -.

4.1 3 Miscellaneous Welding Requirements

The reverse side o € double welded butt joints shah be prepared by chipping, grinding or meltins out, so as to secure sound metal at the root of the weld before appiying filler metal from the reverse side. This requirement is not inlended to apply to any process of welding by which proper fusion and penelration are otherwise obtained and by which thc base 07 the weld remains free from irnpuriries.

If the welding is slopped for any reason, exIra care should bc taken i n reslarting \he process to ach~eve ihc required penetration and fusion. For sub-mi:rgcc4 a r c m welding, chipping out a groovc in the crater is recommended.

Where single welded joinis are used particular care should be taken in alignment to ensure complete penetration and fusion at the root of the weld over its full length.

In the case of plug welds, a fillet around the bottom of the hole should be deposited first.

4.14 Repair of defects in material

Mirior defecl in material may be repaired after approval by the purchaser of the method and the extent of repairs. Defective material that m o t be satisfactorily repaired shall be rejected.

4.15 Repair of Weld Defects

Visible defects such as cracks, pinholes and incomplete fusion as well as defects that can only be detected by prescnibed examinations or tats, shall be removed completely, checked and the joint rewelded.

4.16 - Forming

4.1 6.1 When oxy-acetylene or any arc process is used for cutting material, all slag and previously molten nl~ierial shall be rerilovcd by mechanical-means, prior to - further fabrication or use. Edges that will be.exposed in the finished fiask shall be rounded (ground or otherwise) to a radius of at leas1 3 mm (118") or chamfered at 45 deg. to at least 4 mm (5132") flat.

4.16.2 Materials may be formed to the required shape by any process, that will not unduly impair the physical properties of the material. After forming the complete portion of the bend radius shall be subjected to liquid penetrant examination as per section 6.5 of this specification.

5.0 PASSIVATION TREATMENT

All the components of SS 304 1 304L shall be passivated prior to ass5mbl y. The following passivation procedure shall be adopted.

c) The component shall then be thoroughly rinsed with clean running water to remove all traces of acids.

6.0 INSPECTIOR, TESTS AND REPORTS

6-1 General

The Supplier shall perfom all testing aad inspection and shall also provide all testing and inspection services and facilities. The inspection work shall be under the control of a competent c.bief inspector whose primary responsibility is inspection and who is reporting to management and not t:! production departments. A system& record of all inspectio~ and testing carried out by the Supplier shall be maintained and offered to the rrprescntative of the Purchaser for review horn time to time.

Inspection by the Purchaser or any agency appointed by him shall not relieve the Supplier of any of the inspection duties czlled for herein. If the Supplier r;lakes usc of my inspection data or services provided by the Purchaser, he does so at his own risk and shall have no recourse to the Purchaser, should such inspection contain any errors or omissions.

Surveillance representative who in turn will pass this on, with his comments, to

the Purchaser's Design Engineering Department. The redificatiodor use of the component, by the Supplier shall be taken up only after the approval of the DCR by the Purchaser. The failed equipment or part may be accepted at the discretion of the Purchaser, as deviated part, or required to be rwmorked, repaired, reinspected or totally rejected. Purchaser's' Procedure ED-PRUC. -7 shall be fbllowed in this regard. The Supplier shall carry out at hisown risk the repair or rework proposed by the Purchaser to avoid rejection of camgonents.

6.3 Inspection of Material

AIi materials designated in conformance with IS) BSI ASTM or any other standards shall have been tested as required by such standards and proof in the fom of certified test reports or mill test certificates and correlation there lo should be .available with the Supplier correlating the items to the test certificates. . However, in certain cases where required certificatdproof is not available, Supplier shall get the material tested at recopked test labs to ensurc the correctness ofmaterial as per relevant standard.

6.4 Non4estructive Testing of WeIdmenb

All welds including fillet welds shall be subjected to liquid penetrant examination in accordance with PP-E-1209 and second pass of the weld join!$ shall be commenced only after ensuring that the root p&s is free b m defects.

6.5 Liquid Penetrant Exarninatiou.

Following t p e s of relevant indications are unacceptable:

a) Any cracks or linear indications b) Rounded indications with dimensions greater than 4.5rnrn. c) Four or more rounded indications in line separated by 1.5rnm or less edge

to edge.

d) Ten or more rounded indications in any 3800 sq-rnm of surface with major , dimensions of this m a not exceeding 150rnrn with the area taken in the

most ~cfavourable iocation relative to the'indications being evaluated. e ) For r~quirements specified in (c) and (d) above, indications where major

dimensions arc greater &an 1.5rnm shail be considered relevant.

6.6 Repair of Welds

Any weld showing any unacceptable defect shall be chipped or ground till the defect is completely removed. Rewelding shall Ihen be done as per approved welding procedure and again subjected to non-destructive testing as above.

6.7 Dimensional Lnspection and Other Inspection

The Supplier shall inspect the fdlowing and keep a record of the same:

a) 100% dimensiond inspectian shall be performed on a11 the trays and their numerical values shall be recorded to asure conformance to the respective drawings.

b) Workmanship and cleanliness. c) Completeness and conformance of aU trays to the requirements specified in

drawings and this specification.

These dimensional inspection records shall be made available to the Purchaser or his authorised representative for his verificati~ri. Deviations h m dimensional and other requirements of the drawings shaN folm grounds for rejection of the components.

Suppiier shall certify in the inspection report of each component that no extra feature has been machined on the component.

6.8 Inspection and Test Reports

'Ibe data on inspection and tests listed beIow shall be compiled and furnished by the Supplier to the Purchaser for approval and recard at appropriate stages as the work progresses.

a) allow access at all reasonable times during manufacture, inspection, testing and packing to the p-remise in which the work is being carried out.

d) A Quality Assurance Plan (QAf) which outlines the control points and check points and tests required during the manufacture of equipment is indicated in Annem-Q. The Supplier shall c o w in his quotation that he will follow this QAP. The inspection plan for individual components shall follow these guidelines.

e) shall obtain acceptance of the equipment in the form of a Shipping Release horn the Purchaser's authorised quality surveillance representative before the shipment.

f) The Purchaser will intimate the address of the Purchaser's authorised quality surveillance representative after award of contract.

g Waiving of Quality Surveiilance by the Purchaser or acceptance of the items by the Purchaser or his authorised agent, shall not relieve t he Supplier &om the responsibility for supplying the items in accordance with Specification requirements of this document and the Purchase Order.

8.0 SUB-CONTRACTING

Supplier shall not subcontract any or a11 of the work without written consent from m the Purchaser .

Supplier shall be responsible for all work of the subconmctor of the Supplier. The Suppiier shall also be responsible for carrying out inspection at subcontractor's works. The subcontractor's works also shall be accessible to the Purchaser or his

9.1 General

Supplier shall arrange to protect all trays and cages supplied to this specification so that on arrival at the destination and after temporary storage prior to installation, it wilI not have suffered corrosion or damage of any sort. Packaging and shipping shall comply with the requirement stated herein.

9.2 Packing Protection

Trays and Cages shall be protected against corrosion and damage to meet the follow!ng requirements.

a) Protection against corrosion shall be adequate for all climate conditions encountered during shipment to and temporary storage at Purchaser' s premises. Pa&a_@ng against damage and loss shall be adequate for handling during shipment and transit.

b) C.onsideration for protection against corrosion and damage shall apply to all phases of the work, materials handling, manufacture, inspection, testing, storage, packing, shipment and storage at the destination, unpackma and de- inhibiting prior to installation.

9.3 Identification of Packages

Each sbpping box shaIl be clearly labeled to indicate its size, weight and the quantip and type of material it contains and such other information as follows :

i) Equipment ii) .4ssembly number. iii) Purchase order number. iv) Number of package in the contamer.

9.3 Shipping Container:

NUCLEAR POWER CORPORATION OF IEYDM LTD.

Supplier shalt provide a11 labour and materials to design, fabricate and supply all packing and shipping containers for protection against corrosion and damage. The container shall be fabricated out of tobust wood reinforced ar braced with steel simchuals to the extent necessary to prevent distortion and damage during t~andling and transportation. Each box shalI be complckly closed from dl sides with wooden planks or plywood sheets and shall be lined with thick water proof paper. Each equipmeut shall be completely envelopei in palythene sheets before placing in the box. Liberal quantity of silica gel crystals shall be placed in each box to maintain a dry atmosphere inside the box. The equipment shall be adequately supported and clamped with wmden wedges inside the box to prevent their movement inside the box during handling.

9.5 Handling Care

Extreme care must be taken by the Supplier to ensure safe delivery of all Trays and Cages to sitetdestination. In all stages of handling, the parts should be' properly supported to prevent deformation. The equipment. shall be adequately supported and clamped with wooden blocks and wedges inside the b x to prevent their movement inside the box during handling and transportation.

Supplier shall submit the packing and shipping procedures proposed by him b the. Purchaser for approvd before commencement of s.,op testing of the equipment. The procedures shall detail the proposed measures for a11 phases of work, as previously d e h e d and shall include any requirements for pre-packing, temporary anti -corrosion measures, desiccants, humidity indicators, sealing, packing, padding, water proohg etc. as well as external wrappings. Supplier shall be satisfied as to the suitability of his procedures for Ioading, securing, skidding and providing lifting points for any handling and stacking requirements.

Detailed drawings for packing of trays and cages shall be preparcd by the Supplier and submitted to the Purchaer for approval, prior to starting of the actual packing.

10.0 SHIPPING RELEASE 1

equipment shall be covered by a Purchaser's Transit hurance during transportation to the place of delivery indicated in the Purchase Order. The Purchaser will intimate details of T&it Insurance before shipment.

12.0 HISTORY DOCKET ANDCERTIFICATION

On completion of the manufacture of equipment, the supplier shall furnish to the Purchaser, 5 bound copies of the Inspection History Docket. The History Docket sM1 cover all aspects of raw material used in manufacture, inspeltion and testins such as material test certificates, heat treatment and WDT procedures, Heat treatment, NDT and Mechanical test reports, DCR records, CornpIetion CertiKcate, Shipping Release copy etc. AU these documents shall be signed by a responsible Quality Control person involved in the manufacture and inspection of equipment.

13.0 PURCHGSER'S DRAWINGS, SPECIFICATION, SAMPLES ETC.

13.1 Purpose

All brawings, specifications, patterns, samples, models and prototypes that may be furmshed to the Supplier by the Purchaser are the property of the Purchaser and are intended to be complementary and to provide for and comprise every thing necessary for the completion of workslsupply. Thesc are not to be used for any works or performance other than those for which these have been provided and shall be returned to the Purchaser immediately on completion of worklsupply, in good condition.

13.2 Property of the Purchaser @

If, during the process of execut'on of the contract, any improvement, refinement or technical changes and modifications are effected by the Supplier, such changes shall not affect the title to the property of the Purchaser and all the informati specifications, drawings etc including the improvemenv modifications

The drawings, specifications, patterns, samples, models, prototypes and such other information furnished to the Supplier relating to the supply/works, sub- systemlequipment etc. are to be treated as confidential which shall be held by the Supplier in confidence and shall not be divulged, transferred, exchanged, gifted or communicated to any third party witholrt the prior written consent of the Purchaser. The Supplier therefore, binds himself 1 herself, hisiher successors, heirs, executors, adminismtors, employees and the permitted assignees or such other persons or agents directly or inditIy ccncerned with the works/supply to the confidential name of the drawings, specification, prototype samples etc.

SPECIFICATION FOR SS 304t304L PLATES .

1,0 SCOPE

Ths Spec~fication establishes the techrvcal reqwrements lor SS 304 /SS 304L plates and sheets.

2.0 MATERIAL, SPECIFICATIONS

MI the plates and sheets shall conform to ASTM-A-240. Type 304 /304L, Hot Rolled, Solution-healed, Pickled and Passivated. All plates and sheets .shall have No. l finish on both sides. Black plates will not be accepted.

3.0 INSPECTION AND TESTING REQUIREMENTS

Matenal shall be Inspected and tested lor:

a) Chemical composition of each heat and fmished products as per ASTM-A240 b) Tensile test and Hardness test conforming to ASTM A-240 .

c) Ultrasonic test as per para 3.1 d) Inter Granular Corrosion UGC) test as per para 3.2

3.1 ULTRASONIC TEST REQUIREMENTS

a) Extent of Examination: One hundred percqpt of one major plate surface shall be covered by moving the search unit in parallel paths with not less than a 10% overlap.

i) Any area where one or more imperfections produce a continuous total loss of back reflection accompanied by continuous indications on the same plane that cannot be encompassed within a circle whose diameter is 3 in. or one-half of the plate thickness, whichever is greater, is unacceptable.

ii) In addition, two or more imperfections smaller than described in (i) above shall be unacceptable unless separated by a minimum distance equaI to the geatest diameter of the larger imperfection, or unless they may be collectively encompassed by the circle described in (i) above.

3.2 INTERGRANULAR CORROSION m S T

All materia1 shall be examined for susceptibility to intwgamuIar attack as per ASTM-A-262. Practice A or E shall be followed for exambation.

4.0 IDENTIFICATION AND TEST CERTTFICATION

4.1 Each platelsheet shall be clearly identified with respect to size, material description, heat number and relevant ASTM designation.

The marking shall be imprimed by elecnic etchingor other approved permanent method of identification which is not chemically or physically injurious to the material.

4.2 Supplier shall forward copies of test certificateslirrspe?tion report of material for review and acceptance. These certificates shall be s iged by a responsible techmcal representative of Supplier.

5.0 QUALITY SURVEXLLANCE

The overall quaIity control in the procurement of above the SS plates shall be the responsibility of FM Head supplier. However these plates are subject to quality ,

assurance by NPC QA by verification of rest reports indicated above and carrying out chemical analysis and mechanicat/ hDT tests. Carrymg out of these tests is in the supplier scope of work under NFC QA.

SPECIFICATION FOR STAINLESS STEEL 304 BARS

1.0 SCOPE

This note establishes the technical requirements for manufacture and inspection ci Stainless Steel SS304 and SS304L round bars.

2.0 SIZE AND QUANTITY

The size and quantity of material offered shdI be adequate to manufacture the components, test coupons, witness pieces etc. as specified in the relevant technical r

specification and drawings.

All the materials offered by the supplier shall be new in annealed conditio~l (Condition A) and of tested quality. The material shall meet the requirements of ASTM-A-276 specifications.

4.0 INSPECTION AND TESTING

Material shall be tested for chemical composition, mechanical properties including hardness and ultrasonically tested. Material shall of good quality and defect fiee.

4.1 Chemical Composition

Chemical composition of respective material shaI1 meet the requirements specified in ASTM-A-276. Sample for chemical analysis shall be taken from one bar representing s g n e heat number. In case various bars of same size offered are h r n different heats, then samples for chemical analysis be taken from one bar of each heat.

4.2 Mechanical Properties I

Thee full size tensile test specimens fron: one bx representing same hear number shall be parted, machined and iested as per ASTM-4-370. Mechanical properties shall meet the requirements specified in ASTM-A-276. In case various bars of

As far as possible. the entire volume of each bar shall be ulhsonically examined after hot rolling, annealing and pickling. The bars shall be ultrasonically examined by qualified personnel in accordance with specification ASTM-A-3 8 8 (Recommended Practice for Ulmonic Examination of Heavy Steel Forging) using straight beam procedure.

Acceptance Standard

The bars shall be unacceptable if straight beam examination results show one or more reflectors that produce indications accompanied by a complete loss of back reflection not associated with or attributable to the geometric coafiguration.

Complete loss in back reflection is assumed when the back reflection falls below 5% of full calibrated screen height.

4.4 Intergranular Corrosion Test>

Materials shall be exarnined for susceptibility to interpnular attack as per ASTM-A-262. Practice E (Copper - Copper Sulphte - Suiphuric Acid Test) for smide5s steel type 304 L and 304.

5.0 IDENTIFICATION AND TEST CERTLFICATION

Each piece shall be clearly identified with respect to size, material designation, heat number and relevant ASTM Specifications. Heat number shall be niarked on each bar and shall be correlated to the appropriate test certificates for chemical composition, mechanical properries, hardness and ultrasonic testing. Material manufacturer shall fonvard copies of following mill test certificated inspection reports prior to lise of material for review and acceptmce by purchaser or his authorised representative. - These certificates shall be siged by a responsible t e c h c a l representative of material manufacturer.

In case above stainless steel bars are purchased from a dealer [without any proper mill test certificatedidentification ez.), then chemical analysis, mechanical testing, hardness check and ultrasonic testing shall be carried out on each bar by the supplier.

6-0 QUALITY SURVEILLANCE

The overall quality control in h e procurement of above material shall be the responsibility of supplier. However these bars arc subject to quality assurance by NPC QA by verification of test reports indicated above and carrying out chemical analysis and mechanical/ NDT tests. Carrying out of these tests is in the supplier scope of work under NPC QA.

7.0 PROTECTION :

Al l pickled and descaled surfaces shdl be protected against pitting, corrosion etc t1y qplication of srippab'le painr. Paint used skLall be halogen free.

8.0 PACKTNG:

The shipment shall be made in wooden boxes with adequate bracing and blocking to prevent movement with in the box AIl material shall be suitably Yacked to prevent my damage during any shipment.
