NDA, I locos Sur First Dis tr ic t partner for dairy development

Recognizing the potentials of the province of Ilocos Sur as a dairy zone, the National Dairy Authority (NDA) and the Office of Congressman of the 1st District of Ilocos Sur joined forces to promote and boost the dairy industry in the province.

To formally introduce the ongoing dairy development efforts in the area, stakeholders were convened to take part in the first Ilocos Sur Dairy Fair held on April 26, 2018 at the NSCC Plaza and Convention Center, Caoayan, Ilocos Sur.

Dr. Joey Warren A. Bragado, Provincial Veterinarian of Ilocos Sur, welcomed the participants

of the event. In his message, he highlighted their vision and the recent developments made for the province’s dairy industry.

“We hope that through this dairy fair, we can get inspiration from NDA as we

aim to boost the dairy industry in Ilocos Sur. At present, our country imports more than ninety percent of its milk requirements and we envision our province to be one of the contributors in milk production in the future. Although we are

still in the initial stage of dairy development, we are glad to have established the Ilocos Sur Dairy Fair and Processing Center through the initiative of Governor Ryan Singson. The aim of the project is to address malnutrition cases in Ilocos Sur and we hope that other Local Chief Executives (LCEs) would also adopt and duplicate the project so we can altogether attain our vision for the dairy industry in our province.”

NDA Administrator Marilyn B. Mabale provided an overview of the NDA. She mentioned that, as an attached agency of the Department of Agriculture (DA), the NDA was created by the National Dairy Development Act of 1995 (Republic Act 7884) to ensure the accelerated

development of the Philippine dairy industry.

Highlighting the NDA’s vision and mission she said “In a nutshell, what do we want to attain and do as an agency? First, we want to increase the number of our dairy animals - be it goat, carabaos or cow. Second, we aim to increase our local milk production. Third and equally important, we want to increase the income of our farmers.”

She also shared about the essential ingredients that the farmers need to achieve success in dairy.

“Dairying is a 365-day undertaking. Without hard work, perseverance, unity and

cooperation, we cannot move forward,” she said.

Also gracing the event was Ilocos Sur 1st District Representative Deogracias Victor B. Savellano. In his message, he underscored the importance of having a program in place that could significantly increase local milk production and reduce dependency on importation. He noted that at present, the country’s dairy sector only meets one percent of the milk demand and imports 99 percent of it. Thus, he enjoined the participants, with the assistance from the NDA, to take part in making the necessary actions that would help address the issue in support of the development of the local dairy industry.

Young farmer Jet Serafica at his dairy farm

Addressing the farmers he said, “Let us unite our efforts to come up with a dairy program that will be beneficial to our province and district. We can start by preparing your existing animals so the same can be used in producing milk for your children and for our dairy industry. You can be sure that your representative in the first district will work hand-in-hand with the NDA to boost the dairy industry in our district.”

Meanwhile, to inspire the participants of the fair, the NDA has also invited progressive dairy farmers from the North Luzon region to share about their success stories in dairy. They are: Ms. Jaclyn dela Cruz, dairy farmer at GK Jack Farm and member of Sta. Maria Dairy (A division of Catmon MPC, Sta. Maria, Bulacan); Mr. Luisito dela Rosa, Business Manager of Catmon MPC, Sta. Maria Bulacan; and Mr. Virgilio Joaquin, dairy farmer and farmer teacher at Joaquin Dairy Farm.

Presently, there is an ongoing evaluation of project sites in the province conducted by the NDA North Luzon Department. Upgrading of the farmers’ existing animals and orientations for LGU technicians and cooperative development technicians shall also commence soon. ≡

Thomas Gerard Serafica of Ormoc City, and Kurt Bayliss Razo of Ubay, Bohol are the newest dairy farmers of the Visayas region. Both are in their late twenties and have turned their backs on many other opportunities just to go into dairy farming as their main source of livelihood.

Thomas Serafica, or Jet as he is known to friends, graduated in 2012 with a degree in Hotel and Restaurant Administration from the University of San Carlos. He also took up Culinary Arts at the American International and Culinary Institute and gained a National Certificate II in Slaughterhouse Operations. Jet wanted to work abroad, following his on-the-job training in Marriot Ocean Watch in South Carolina, where he was paid $11 an hour. However, typhoon Yolanda turned his plans upside down.

As he actually loves horses and doesn’t like office work that much, he decided to extend his love to dairy cows. After inquiring at the National Dairy Authority (NDA), he started with four milking cows and plans to add six more. He has already planted three hectares of forage area and manages to harvest 6-7 liters per cow. Jet now processes and markets his own milk and recently started processing cheese.

Another young farmer is Kurt Bayliss Razo,

from Ubay, Bohol. Kurt used to work in the local government unit of Ubay. After hearing about the dairy project of the NDA, Kurt decided to leave his office work and go full time into dairy farming. He now has five dairy cows on the milk line producing 8 liters a day. Having a very entrepreneurial spirit, Kurt also decided to process and market his own milk, as duly assisted by the NDA.

While these young men have gone ahead by leaps and bounds, there is still so much to do for them; so much to improve and learn. As the NDA orients hundreds of potential farmers year after year, the critical ingredient for some people, as entrepreneur Nolan Bushnell shares, is the initiative to really get up and do something. There may be a lot of people who have plans and ideas, but there are a few who decide to do something about them now. Jet and Kurt are reminders that the true entrepreneurs are doers, not dreamers. ≡

In support of the World Day Against Child Labor and as an adjunct to the World Milk Day Celebration, the National Dairy Authority (NDA) joined forces with the Department of Social Welfare and Development (DSWD) and the Department of Labor and Employment (DOLE) on June 23, 2018 at San Andres Sports Complex in San Andres, Malate, Manila.

With the theme: “Ligtas sa

Paggawa, Malusog na Batang Malaya, #GenerationSafeAnd Healthy”, the program opened with a zumba dance participated in by the children under the care of DSWD. A special performance: Awit para Isang Milyong Batang Malaya was rendered by the children.

As the morning activity progressed, an Orientation on Safety and Emergency was tackled. To formally open the program, DOLE Undersecretary Joel Maglunsod gave the opening remarks. Video messages from Director Khalid Hassan of the international Labour Organization and Atty. Sonny Matula of the Federation of Free Workers were also shown.

A former child laborer and a youth advocate discussed the nuances of child labor and how this can be prevented.

DSWD Undersecretary Franciso Domagoso, better known as Isko Moreno, teen throb of the 90’s, underscored the importance of having an

NDA Administrator Marilyn B. Mabale shared about how it is to have a big family and how some children are made to work just so they could help augment the family income. She emphasized that having many children does not answer the family’s capacity to earn. Instead, getting a good education can pave the way for a better future.

In the course of the program, NDA distributed free chocolate milk to the children and parents alike. The children and the audience enjoyed drinking fresh chocolate milk produced by our very own dairy farmers based in Batangas.≡ NDA Administrator Marilyn B. Along its efforts to expand the local dairy industry, the National Dairy Authority (NDA) also aims to strengthen its workforce to ensure that the growing needs of the local dairy farmers and stakeholders are being met effectively and efficiently.

Thus, in June 2018, the NDA partnered with the Dairy Training and Research Institute (DTRI) through the University of the Philippines Los Baños Foundation Inc. (UPLBFI) in designing and implementing a training program aimed at enhancing the knowledge, attitudes and skills of its employees. The training program is divided into four parts:

● Part 1 - Refresher Course on Dairy Cattle Management with modules on Animal Health and Reproduction (7 days) and Animal Nutrition and Forage Production (7 days);

● Part 2 - Course on “Integrated Dairy Management” covering topics on production, processing, marketing, finance, organizational development, and extension (8 days);

● Part 3 – Course on Control Systems in Dairy Enterprise with modules on Dairy Farm and Plant Operations and Record Keeping (8 days) and Understanding Financial Statements (5 days); and

● Part 4 – Course on Effective Communication in Delivering Extension Services (7days).

At present, there were two groups, comprised of about 15 employees each, who have undergone the first part of the training program. The first group has completed the module on Animal Health and Reproduction on June 18-24, 2018 while the other group has finished the module on Animal Nutrition and Forage Production on June 26-July 2, 2018.

The next series of trainings are scheduled in the coming months until March 20, 2019. ≡
