Dear Mr. Kubacki,
Five Bugles Design is pleased to submit this proposal for design services in support of the Village of Suamico’s request for proposals regarding design services for Fire Station #1, and looks forward to the opportunity to continue our relationship gained through the Suamico Fire Department Space Needs Study.
As a division of Wendel, Five Bugles Design has been positively impacting people’s lives for over three decades and is excited for the opportunity to work with the village on your proposed Fire Station. Five Bugles Design is a design team focused solely on emergency response facilities, and we understand the critical needs that this station will fill for the Village of Suamico.
It will take a special team of professionals who have completed similar public safety projects to team with you, guide the process, and determine long range goals and objectives to serve Suamico for years to come. The design team assembled for you is the same team you have worked with the past year. It is the same team that has worked successfully with over 200 public safety organizations. All of our disciplines, except your local municipal engineer Ayres, are under one umbrella, ensuring accuracy and a coordinated effort in our final deliverable to the client. Our team, will be with you at each step to provide cost-effective, quality, long-term solutions, with an emphasis on sustainable energy efficent design, including Wisconsins first LEED GOLD facility. Our recent staff experience includes new facilities at Normal, IL; Eau Claire, WI; Chippewa Falls, WI; Janesville, WI; Ashland, WI; Verona, WI and Marshfield, WI; studies at Rothschild, WI; Williams Bay, WI; Edgerton, WI and Farmington, NY; under construction at Inver Grove Heights, MN; Bloomington, MN and Superior, WI. Additionally our team has two ongoing successful stations with construction manager Miron; Greenville, WI and Wausau, WI. Our understanding of the unique needs of emergency service organizations and the required training therein will help you achieve your goal of an outstanding facility.

PROGRAMMING - UNIQUE PROGRAMMING & PLANNING PROCESSSPACE NEEDS ANALYSISFive Bugles Design has developed some of the most comprehensive programming tools in the industry. These tools encourage active participation from members of the staff and community. We view programming as the fundamental basis of our design and attribute much of our successes to our in-depth process. It is our intent that the programming process captures functional requirements of all of the City’s response delivery systems.
The methodology we propose would be to conduct a programming session – typically a two hour meeting – with the end result of our team having an excellent perspective of your department’s operational requirements.
INTERACTIVE SPACE NEEDS PROGRAMMING SESSIONOur proprietary fire station planning software allows our architects and
planners to conceptually develop a program and space needs assessment in real time during our planning and discussion sessions with you. SUSTAINABLE DESIGN AND LEED CERTIFICATION
From the inception of our company one of our greatest strengths has been our emphasis on sustainable, green, and energy-efficient building design. We were “designing green” years before it became the popular thing to do. With this approach we have, for example, been able to achieve heating and cooling costs which are greatly lower than average.
We firmly believe that one reason for our success is our concern for energy conscious design as a priority for each design and project. To that end, we typically include a LEED consultant on our project team. Should the City or District contemplate a LEED - Self Performing station, we are able to provide a LEED Certified building or design in accordance with sustainable principles/concepts at the level which meets your facility’s energy requirements and desires.
All core members of our team have project experience in both LEED certified and LEED self-performing emergency services facilities as well as comprehensive energy modeling and daylighting studies.

FACILITIES EVALUATION - TRAININGFive Bugles Design has extensive experience in regional training facilities as well as creating staff training opportunities within a fire/EMS station.
At the core of any successful and efficient fire protection program is fire department training. Community expectations for delivery services over the last decade have grown to a level never anticipated. Emergency medical services, hazardous materials, confined entry rescue, fire ground management techniques, communications, domestic terrorism and international terrorism are not hypothetical scenarios, but realities. Designing these high risk but low frequency training opportunities into the new fire station is critical to a department’s level of ability to face the new challenges these situations present.
The Five Bugles Design team is a national leader with its innovative approach of incorporating training programs into building design. In our discussions during the initial programming and space orientation phase of the building process we spend a great deal of time talking about the department’s existing training program. We take this time to gather as much information as possible and then offer design solutions that will provide for in-house training. Firefighters will be on hand during training sessions if a major emergency occurs.
One of the training opportunities that we have included in numerous fire stations is the use of a training tower for both drying fire hoses and for practicing in a multistory internal/ external training platform. This design feature may include:

• Orienting the tower to allow access on three sides.• Windows or window openings with covers to simulate second story ladder rescue.• An internal stairway to extend hand lines to an upper story.• A standpipe pump-in connection system on the outside of the tower and standpipe connections at each level of the tower.• The building sprinkler system pump-in station is also used to simulate sprinkler water and pressure support.
• A lone sprinkler head at the lowest level of the tower to train how to isolate a single sprinkler head while allowing the remaining system to be operational.• Smoke opening connections on all floors of the hose tower to simulate rescue under zero visibility conditions.• Repelling tie off connections at the highest level to simulate repelling rescues.• A manhole on the second floor of the tower to allow confined entry training.• Window or roof access at the top of the tower to allow firefighters to use ropes to raise and lower fire department equipment.

PERSONNEL DECONTAMINATION - EMERGING TRENDSThe incidents of cancers in the fire service are driving the need for fire station zoning, which restrict cancer-causing contaminants from living areas in the station. This includes decontaminating trucks, gear, and of course, people. Restricting contaminants to the hot zones and having staff transition to the cold zones ensures that they are free of those contaminants after an incident.

The City of Wausau selected the Wendel/Five Bugles Design team to design a replacement of the existing fire station no. 2, which is located on the City’s West side. With many years of planning, the City began design of the new 15,420 S.F. fire station in the Fall of 2018. The building will include a training room, training tower, complete living quarters with 6 dorm rooms, a state of the art decontamina-tion area and four drive-through apparatus bays. Bid in April of 2019, construction is slated to be in the Summer of 2019 with final completion in December of 2019.

The Town of Greenville selected the Wendel/Five Bugles Design team to provide a feasibility study and assist in referendum support for replacing their existing central fire station. With one failed attempt prior in 2015, our team assisted the Town and Fire Department through informational campaigning that resulted in a successful referendum in the Fall of 2018. The Wendel/Five Bugles Design began design of the new 24,680 S.F. fire station in the Fall of 2018. The building will include a training room, training tower, administrative offices, exercise room, state of the art decontamination area and six drive-through apparatus bays. The project also included building out the exterior shell for future living quarters (2,290 sf) to be completed when the need arises. Bid in April of 2019, construction is slated to be in the Summer of 2019 with final completion in December of 2019.

SIMILAR EXPERIENCE
In 2017, the City of Eau Claire selected Five Bugles Design, a division of Wendel, to be the architect on a new satellite station, replacing existing Fire Station No. 10 on the city’s East Side. Five Bugles Design used a comprehensive GIS study to review potential site locations, with a selected site that was densely vegetated, but was known to be a former waste disposal area in the early 1900s. Based on historic topographic maps, there was a ravine at the proposed site of which locals used to fill with various materials.
Geo-technical data indicated that half the station could be placed in the upper Northwest corner of the property and still be located in virgin soils, while the other half of the station would need excavation to depths of 30’-0” to remove these materials. A phase 2 environmental site assessment was completed indicating a passive vapor system be installed under the slab of the building.
In the fall of 2017, construction began. When entering the main entrance, in the vestibule sits a display area complete with historical information about the depart-ment, a lobby and a training room which can be used by various other groups but still remains secure from the rest of the department with a watch office looking over the apparatus approach. laundry area.

This proposed design for a new fire station was recently completed for the Verona Fire Department. The new 8-bay central station includes a large apparatus/emergency vehicle bay with administrative offices on the first level and living quarters for staff and interns on the second level. The new station occupies a prominent site and the Prairie Style architecture reflects the local urban fabric. The Architectural Design was the result of numerous public presentations and open house forums during both programming and schematic design phases of the project. Designed to Self-Performing LEED Silver, the station is a high performing building. Completed on time and under budget.

The City of Janesville retained Five Bugles Design to replace its aging Central Fire Station located on Milton Avenue; a gateway to Janesville’s Downtown. The new station is located on adjacent parcels allowing for existing 24/7 Fire & EMS protection. The Architectural Design was the result of numerous public presentations and open house forums during both programming and schematic design phases of the project. Steve Gausman and Robert Krzyzanowski assisted the Marshfield Building Committee in reviewing fifteen various sites within the stipulated geographical area. Space Programming sessions were conducted with the Building Committee over multiple dates. As a result of this study, Marshfield Fire and Rescue decided to move ahead with a 31,000+ SF facility, completed on schedule and under budget. The proposed design was constructed as an urban infill project on a downtown site that accommodates several sustainable features. The City of Marshfield is a leading proponent of sustainability and achieved a LEED Gold certification for this facility. The Architectural Design was the result of numerous public presentations and open house forums during both programming and schematic design phases of the project. Additionally, the building’s design further resulted from meetings with the local Historical Society to incorporate design elements of past Marshfield buildings. Public Relations techniques included interviews on Public Radio.

Robert W. KrzyzanowskiAs Five Bugles Fire Station Program Manager, Robert’s responsibilities are many. His duties include maintaining relationships ensuring the client’s programs and interests are represented from project start to finish.
Michael ClarkMike has been working with Public Safety clients for over 30 years to achieve their facility related goals. As an Architect, Program Manager and Project Lead, he works with our clients and our Emergency Services Specialists to translate the Owner’s building objectives into the built environment. While well versed in all aspects of the Public Safety market place, Mike brings a special emphasis on Law Enforcement Workplace Design having experience working in all aspects of justice related architecture.

James SchmidtSenior Emergency Services Specialist Jim Schmidt, has been involved in the design and construction oversight of several public safety buildings throughout his 38 years in the public safety field. Jim has spent most of his career as the Chief of the Marshfield (WI) Fire and Rescue Department and since his retirement in 2013, as Interim Chief of other Fire/EMS combination and volunteer departments. He has been an active EMT in all of these departments since 1981. Jim also specializes in mentoring upper level management personnel, fire chief hiring assistance, and is a State Representative for the Wisconsin Technical College System Fire ServiceTraining section. Jim is excited to assist emergency service professionals in realizing their dreams of building a new and improved “second home.”
Mark MolnarMark Molnar is the Director of Construction and Project Management at Wendel. He has over 33 years of experience in the planning, design and management of multidiscipline facilities projects of all sizes, including gaming/ hospitality, public transit and commercial projects throughout the United States.
Mark is well versed in a variety of project delivery methods, including traditional design bid build, contractor led construction management and professionally led construction management. He is experienced at acting as an owner’s representative/owner’s project manager for design and construction projects. Mark helps owners understand all of their options and assists them with choosing the delivery method that best fits their project needs.
Laura EysnogleLaura is a lead interior designer of commercial projects involved from the initial proposal and interview phase through project completion, with a focus on creating beautiful, cohesive,well-coordinated projects. In 2009, Steve joined Wendel (formerly Architectural Design Group, LLC) as the Executive Vice President and co-founded the division Five Bugles Design. In January 2012 Steve became Owner-Principal at Wendel. Prior to joining Wendel and forming Five Bugles Design, Steve served as a Senior Principal and Director of Architecture for SEH Inc. During his tenure, he started the firm’s architectural practice and grew it to include eight offices spanning from Michigan to Colorado. Over the last decade, Steve’s focus has been primarily on the design of emergency service facilities.

ROBERT KRZYZANOWSKI
As the Fire Station Program Manager for Five Bugles Design, Robert oversees all fire station construction projects throughout the Midwest, from groundbreaking to ribbon cutting, as well as assisting with design throughout the country for all of Wendel’s offices. He has almost 20 years of experience working on public projects, and has been involved in over 25 fire station projects in the past three years and over 60 during his career.

Michael’s 25 year career has included practice as an architect and planner in architectural firms as well as private practice. James Schmidt’s career began in 1979 as a Fox Valley Technical College (FVTC) cadet firefighter at the Town of Grand Chute and Oshkosh Fire Departments. In 1982, Jim was hired by the City of Marshfield Fire and Rescue Department as a Firefighter/Emergency Medical Technician. He worked his way up the ranks and as a Deputy Fire Chief responsible for a number of programs and duties including emergency response and management of career Fire/EMS personnel, coordination of the Fire Investigation Program, Special Operations Training/Response (Hazardous Materials, Elevated Rescue, Confined Space Rescue, Trench Rescue), and the development of a Regional Training Center. In 2007, Jim was promoted to Fire Chief and is most proud of the relatively small part he played in changing the culture of the department. In addition, under Jim’s direction, the department was able to add staff and build Wisconsin’s first Gold LEED Central Fire Station in Marshfield. Shortly after completing the National Fire Academy’s Executive Fire Officer (EFO) program, Jim was able to continue moving the department forward by reducing the city’s Insurance Services Office (ISO) rating and embracing many state and federal grant opportunities to help off-set the costs of new Personal Protective Equipment (PPE), a Medium Duty Rescue Truck, Self-contained Breathing Apparatus (SCBA’s), and SCBA Air Compressor. In 2013, Jim retired as the Fire Chief of the City of Marshfield but has remained active in the fire service. Jim joined the Town of Rock Volunteer Fire Department as a Safety Officer/First Responder and authored the department’s Standard Operating Guidelines, became a State Representative for the Wisconsin Technical College Fire Service Training section, accepted an interim Fire Chief position with the Rothschild (Combination) Fire Department (2015), Interim Fire Chief with the Town of Rome (Volunteer) Fire Department (2016). In addition, Jim started a consultant business specializing in assisting communities in the fire chief hiring process, mentoring new fire chiefs and upper level managers, and the consolidation of fire departments.

Laura joined the Wendel team with 12 years of experience in public sector interior design, space planning, and architectural design. She works with clients from project conception through the ribbon cutting phases balancing the importance of efficiency and durability with adaptability and aesthetics. With a background in all community and public sector projects, Laura understands the need for spaces to perform in their most efficient manner and to be a good steward of the tax payer’s dollar yet still provide the community with a facility that they can be proud of. Laura feels that the most rewarding part of her job is listening to clients, working to successful solutions, and finally watching as the community embraces their new facility.
Laura’s experience includes a variety of project from a 65,300sf renovation / 67,650sf addition to a high school to strategic planning for the 1.6 million assignable square feet for a major research university to the new 14,000sf Laramie #3 Fire Station. Pete joined Ayres Associates in 2005. As a member of the Green Bay municipal engineering staff, he works on civil design and construction projects with a special emphasis on stormwater management, storm sewer design, sanitary sewer and water main systems, and wastewater treatment. His experience includes site design, design of sanitary and storm sewer collection systems, roadway construction, utility extensions, lift stations, wastewater treatment systems, and construction observation and administration of these projects. He has also performed MS4 stormwater modeling, TMDL analysis, water system studies, and sanitary sewer system infiltration and inflow studies.

PROPOSED APPROACH
Five Bugles Design has developed a unique process that is inclusive, efficient and comprehensive. It brings together all of the stakeholders in a series of intense, on-site planning sessions. This allows for us to maintain aggressive project schedules while being flexible enough to react to the busy schedules of various stakeholders.
The on-site meetings are followed up with interim meetings with the designated project management staff to review progress and plan for future meetings. The interim meetings are generally electronic (teleconference, web-based) in nature, again to take advantage of the limited time often available from busy stakeholder groups.
Five Bugles Design has developed some of the most comprehensive design tools in the industry. These tools encourage active participation from members of the staff and community. We view this process as the fundamental basis of our design and attribute much of our successes to our in-depth process. It is our intent that the design process captures functional requirements of all of the Fire District’s response delivery systems.
The following process will examine ALL aspects of this station’s operations and space needs, including reviewing the recommendations of the previous study in an open public forum. In this way we will develop an inclusive list of recommendations for this station that are required by code and recommended as best practices for your department. The list will ultimately be prioritized and recommended as providing the best value to the community….the goal being to keep this facility in operation for another 50+ years.
STEP 1: REVIEW OF FIVE BUGLES DESIGN SPACE NEEDS PROGRAMMINGOur proprietary fire station planning software allows our architects, engineers and planners to conceptually develop a program and space needs assessment in real time during our planning and discussion sessions with you. We incorporate the tools of this software into our initial and ongoing planning discussions to immediately determine the raw square-foot costs of your proposed facility.

Our propritary software serves as a check and balance to make sure all required spaces are accounted for including mechanical rooms, storage areas, mezzanines, floor area for equipment, apparatus, and operations. Our team will review and:• Provide an inclusive space needs recommendation.• Assess the condition(s) of current building(s).• Provide options and recommendations for corrective actions at existing
facilities with probable cost estimates.• Evaluate ADA compliance of existing station.• Identify safety and security deficiencies.
• Data Gathering: Meetings will be held with City Engineering/Staff to discuss the proposed site(s), access to utilities, set-backs and other site related concerns to verify our understanding of the proposed site.
STEP 2: SITE ANALYSIS AND PRELIMINARY PLANNING REVIEW
• The focus of this session will be on the site. The proposed site will be fit tested with the Step One project scope to verify it can support project requirements.
• An additional goal of this effort will be to develop a consensus regarding best practice solutions to the identified challenges.
• Our team will review the diagrammatic plans developed from the data gathered from our space needs analysis. We will review these efforts with the Project Management and with Stakeholders seeking comment; the goal being to customize this design effort to your department and its specific operational procedures and concerns.
STEP 3: ESTIMATES OF PROBABLE COST, TAX IMPACT AND DRAFT REPORT
• Our process develops Estimates of Probable Cost at the first meeting and refines it throughout the process. This information will be shared with the Township to develop tax impact prior to the meeting. Impact of the projected tax impact will be the focus of the meeting. Other focus items will include discussions of additional project related impacts that should be addressed in the report to best sell the project in the coming referendum effort.
Our Estimates of Cost are detailed and include a breakdown of all anticipated project costs including Site Acquisition, Site Development, Building Construction, FF & E, Technology, Contingencies, Fees and Legal Costs.

STEP 4: REVIEW OF SCHEMATIC DESIGN1. We will meet with your team to establish the goals and expectations of these activities and work together to integrate these services into our overall schedule.
2. Listening Session. This public meeting will serve to introduce the community to the project and its goals as well as the concepts of our schematic design. We will present material but mostly be there to listen to their thoughts and ideas.
3. We will work to incorporate the ideas/revisions we heard in to our work and the project as directed by the village. We will seek approvals for any approaches or design ideas from the village before proceeding with any work. We will then meet with the community a second time to present the concepts or ideas that are to be incorporated as planning ideas only.
STEP 5: DESIGN DEVELOPMENTOur team will meet in a collaborative design effort with the project stakeholders to expand upon the design efforts that we began in the study phase. We will define in a schematic nature all of the physical characteristics of the project including site/civil, building systems and mechanical and electrical systems. This development will include both 2-D (plans, sections, elevations) and 3-D
renderings and computer modeling as required to adequately express the design concepts to the team. Other specific talks of this phase include:
• Use our in-house cost estimators to assist us in developing/verifying a project budget that meets the villages’s requirements.
• Development of all of the above into a report to be presented to the village for approval to move forward to the Construction Documents phase.

SCHEMATIC DESIGN
The selected schematic design will accurately represent a concept conveying the future facility’s size, site development, building elevations, building materials, construction schedule and cost, and obtain approval.
Arriving at a final selected schematic design is seldom an act of linear thinking, but rather a circuitous route of analyzing pros and cons from several concepts, building and blending, all the while balancing community input, budget, schedules, and civic visions. During this process we never lose sight of who we are designing for.

STEP 6: CONSTRUCTION DOCUMENTSFollowing approval of our Design Development phase, we will develop Bid Documents for the project to include:
• Drawings, Specifications and Project Manuals detailing all aspects of the project to be bid including Civil, Structural, Architectural, Mechanical and Electrical Trades.
• A set of all documents will be provided to the village at 95% complete for final review prior to issuing of bid documents.
STEP 7: BIDDING/CONTRACT AWARDOur team will make documents available to bidders, attend a prebid meeting, reply to questions, review and issue any required addenda to ensure a fair and successful bid. After bids are received our team will assist the CM in reviewing them for compliance with the bid documents and issue an opinion of the lowest responsible bidder.
STEP 8: CONSTRUCTIONDuring the construction phase our team will perform traditional A/E services of attending regularly scheduled construction meetings, reviewing submittals and pay requests, and issuing construction bulletins and change orders as necessary. We will develop punch lists at the completion of the project. Following construction our team will provide all required closeout documentation including the creation of record drawings compiled from documented changes and the contractors’ marked up field notes, and on eleven month walk through.

Site Analysis
WENDEL | Suamico Public Safety Building Section 1 - 1
Prior to retaining Five Bugles Design, the Village of Suamico (Figure A.) selected and purchased a 1.9 acre site located at the intersection of Deerfield Lane and Riverside Drive. The site is prominently located adjacent to Highway 41 (Figure B.) The Site is well suited for Emergency Services Response Times. Topographically, the site is largely flat with a recently prepared building pad.
Egress from the site is available from two sides; Deerfield land to the West and Riverside to the North. Given site vehicular access from two sides, the site functions well for allowing both Fire and EMS drive through bays. Preliminary design concepts allow 79 parking stalls.
At 1.9 acres it is the opinion of Five Bugles Design that the site constraints will limit the site to Fire and EMS only. Site size will not allow adequate circulation and parking for law enforcement activities, of which is further explained in the conclusions and recommendations of this report.

Over the course of the Study, Five Bugles Designs prepared three schematic design concepts for owner review. After discussion, the Village selected Option 2 for further development.
Option 2 contains 23,460 SF of Fire Department space and 6,440 SF of EMS space for a total of 29,900 SF. Village staff and departmental members conducted serious discussions on needs vs. wants and made significant reductions from the initial 45,876 SF identified in the Space Needs Programming.
Option 2 is designed to egress fire on to Deerfield Lane to the west. EMS will egress to the north to Riverside. Both Fire and EMS are designed with drive-through bays with access for emergency vehicles only off a both Deerfield and Riverside.
Adequate parking for both public and staff is accomplished with 79 onsite stalls. Vehicle aprons on both sides of Fire and EMs stalls will allow adequate exterior staging/training/cleaning space.
Option 2 has also been designed to allow for phased construction. The facility will be a two story station with Fire and EMS apparatus bays, apparatus support spaces, training and administration spaces on the first floor; station living quarters on the second floor. It is recommended the Village consider an initial construction of the base first floor 18,600 Fire Station along with the second floor space shelled in and left for future finish work when the Fire Department transforms into a full time career delivery system. It is further recommended that the Village consider delaying construction of the 6,440 SF EMS portion of the station

Conclusion No. 1: The site is adequate for a fifty year Fire and EMS Facility. The site is not of sufficient size to accommodate law enforcement.
Recommendation: The following recommendations are a direct result of Five Bugles Design working with Village Staff, the Fire Department, County Rescue and the Brown County Sherrif’s Office.
• The Village of Suamico should consider an initial construction project of a new Fire Station to fully meet the current space needs of the Fire Department with a Paid on Call delivery method (18,600 sf). Expecting the Fire Department will transform into a fully staffed career department within five to ten years, the Village should consider building the shell space for future second floor living quarters as depicted in the selected option (2nd Floor; 4,860 sf). We estimate such a phased approach would offer village significant initial saving with a cost range of $4,992,862 to $6,491,402 depending on selected construction methods as outlined in the section “Estimate of Probable Costs”. Please note that it is not recommended delaying the second floor shell space as a cost saving option. The construction of a second floor over “an occupied” facility is an expensive and challenging proposition. If the future 4,860 SF shell for living quarters must be delayed, it is recommended the Village consider a single story addition.
• The village should consider building the 6,400 SF Emergency portion and entering a long term lease with County Rescue. Per our estimate the EMS portion could range in construction cost from $992,000 to $1,536,000 depending on the selected construction type.
• In regards to Law Enforcement, due to site constraints, this service should remain in the current Village Hall.

Probable cost for this work is developed using square foot costs. Low and high ranges are established due to the various building materials that the new structure could be. The range is established using costs from Engineering New Record (a national construction cost source) and Five Bugles Designs historical cost data base. It should be assumed that the final construction cost will fall between the low and high range. Once a particular site, floor plan option and building material expectation are established, a final established budget should be incorporated before moving forward. It should be noted that with the various options; single story vs two story, particular sites, potential demolition costs, etc., estimates will fluctuate.
