APR Ticket to Life Project Evaluation & Planning Workshop
Background Based on the project proposal of Ticket to Life: APR, an evaluation workshop will be organized inviting those national Scout organizations that have actively participated and have successfully implemented their country plans for the period of another year. This workshop will also serve as a planning workshop for the coming year. Aim To gather the national coordinators of Ticket to Life project, who have actively participated and have successfully implemented their country plans in a workshop aimed at evaluating the work done during the year particularly with regard to providing opportunity for Scouts, under the TTL Project to have vocational training. Objectives At the end of the seminar, which will last four full days, participants will be able to: 1. Identify and share what went well, what went wrong and what should be done in improving the Ticket to Life Project;
2. List on ways to improve documentation and reporting; 3. Monitor the Scouts who are undertaking vocational apprenticeship training; 4. Assess the impact of the project; and 5. Develop a plan for the next year of the Ticket to Life Project.

Executive Summary
The annual four-day workshop for the evaluation and planning of the APR Ticket to Life Project was
held at the National Office of the Boy Scouts of the Philippines (BSP) on 7th October 2011, gathering
20 participants from Bangladesh, India,
Indonesia, Nepal and Philippines. Most
participants are TTL Project coordinators who
are presented with the challenge of making
the project self-sustaining. TTL Project is a
Scouting program offered to street children
in selected countries in the Asia-Pacific
Region.
The day before the Opening, Sophie Castillo, National Coordinator in charge of the Malate TTL
brought the workshop participants to the project site to see for themselves the living conditions of the
Scouts, under the TTL Scout Troop in Malate. The unit troop leader was with the group.
On opening day, participants were introduced and Secretary General J. Rizal C. Pangilinan, BSP
welcomed the participants while Mr. Abdullah Rasheed gave a message. Director Rogelio S. Villa
introduced Mr. Art Griño, Workshop Director who in turn, introduced the workshop staff.
Sec. Gen. Pangilinan, again took the podium to introduce the Guest of Honor, Atty. Wendel Avisado,
Senior Vice President of the Boy Scouts of the Philippines. At the opening ceremony, Atty. Wendel
Avisado, challenged the future of the project on how sustainable it would be. Avisado said that for
the project to make a difference in the lives of street children, it should be sustainable, and therefore
National Scout Organizations should take ownership of the project. As a good example, as Chairman
of the Davao Scout Council
where there are units under TTL,
Avisado made a commitment to
make the unit self-sustaining by
2013.

Country Presentations were rendered by India,
Bangladesh, Indonesia, Nepal and the Philippines.
Results of the following presentations are attached
in the following pages.
The last day was devoted for planning work for
the implementation of the TTL project the following
year, and an exercises on budget preparation.
Since 2007, national coordinators and unit leaders
meet annually to present their report, share good practices and experiences. For this year,
participants reported their skills training activities such as offering paper bag making, painting and
mechanics, which are generating positive results. While the focus is on vocational training, their scout
advancement are also monitored. Five Scouts under TTL have reached the highest Scout level.
Facilitating the workshop was TTL Zamboanga Co-ordinator Arthur Griño, assisted by APR Director
Syd Castillo. Joining the workshop were Scout Leaders who are interested to start the project in their
localities, particularly the Manila South Scout Council and Marikina Scout Council.
Looking back in 2007 (India), participants dealt on clarifying
the ideals of the project and framing proper documentation. In
2008 (Nepal), the workshop determined the general impact of
the project to the community. The 2009 workshop in
Bangladesh focused on the impact of the project on individuals
and the 2010 workshop in Sri Lanka focused on Scout
advancement. Also during these annual workshops, bilateral
meetings were held to coach national coordinators in
implementing the project.
While we expect the national coordinator to continue with the Scout advancement, the main focus of
the 2011 Evaluation and Planning Workshop in the Philippines was Vocational Training. The aim of
this “theme” was to equip Scouts with the necessary skills from which to start with an income-
generating livelihood.

Based on the reports of national coordinators,
during the 2011 APR Ticket to Life Project
Evaluation and Planning Workshop, a total of 186
Scouts (81 females and 105 males), where the
average age is 15 years old – being 10 years old
as the youngest and 19 as the oldest. Here is the

training:

While doing vocational training, Scout advancement is closely monitored. So far, five Scouts under
TTL have reached the highest Scout level.
At the 2011 Evaluation and Planning Workshop, the national coordinators were challenged with the
question on how sustainable the future of the project would be. It was agreed that to make a
difference in the lives of street children, the project should reach a point where it is sustainable, and
one way would be that NSOs should take ownership of the project.

Workshop Recommendations
1) That national Scout organizations, which have been running the Ticket to Life Project, give full
support and take ownership of the project;
2) That the Asia-Pacific Region continues to allocate funds for the Ticket to Life Project; even on a
matching grant-basis;
3) That Scouts from the Ticket to Life project be given priority in any sponsorship attending national
and international Scout Jamborees and that unit leaders and national coordinators can be
considered to enjoy the similar sponsorship as an incentive to them;
4) That the Appointment Certificates as National Coordinators issued by the Asia-Pacific Region be
re-newed in the last quarter of every other year.
5) That a monitoring team be established at national Level and that the Asia-Pacific Region develops
a “Terms of Reference” for this monitoring team. This team is proposed to be composed of:

What did the Scouts expressed that they learned from this vocational training?
The Scouts expressed that they learned from the vocational training – (a) how to develop their skills; (b) how to maintain the job; above all they learned – how to maintain day to day life using what
they learned from the vocational skills training. How many of the Scouts are now earning something from this vocational training? Approximately, how much does each Scout earning per day, because of the new skill they learned from the vocational training? On what do they spend the money for?
After completion of the vocational training the scouts are earning at least $ 2-4 per day. They spend the money for living. Explain the Scouts success stories (if any) or what do you think are experiences and/or challenges in?
A few scouts have joined different jobs (mobile servicing, machinery maintenance / operating etc.) and they earned enough to provide for their own family. There are challenges in organizing the vocational training, as the Scouts do not have enough time/money to be admitted for the learning.
If the Scouts have not yet applied what they have learned from the vocational training, what do you think are the reasons why the Scouts have not started to earn from the vocational training?

Muhammad Usman and Muhammad Farooq have completed Book binding and paper crafting work, and Muhammad Kamal is still in the process of learning Motorbike Mechanics. If the Scouts have not yet applied what they have learned from the vocational training, what do you think are the reasons why the Scouts have not started to earn from the vocational training?
All these four scouts have continued their work, and they are earning reasonable amount and support their families.

• The scouts who are learning tailoring earn approximately Rs. 200/- per week, whereas the scout who is learning Motor Bike Mechanical work is earing Rs. 50/- per day.
• The Scout who is earning Rs. 50/- per day gives his money to his parents in order to support the home expenses, and other two scouts who are earning something from stitching use their earning money as pocket money.

The scouts are still in the process of learning, and good thing is that they are picking up very fast and learning a lot from their vocational training. If the Scouts have not yet applied what they have learned from the vocational training, what do you think are the reasons why the Scouts have not started to earn from the vocational training?
All the Scouts have continued the vocational training work, and whatever they earn they support to their parents some extent.

What did the Scouts express that they learned from this vocational training?
Generally enthusiastic. A rare opportunity in Zamboanga City where the balloon business just picking up. This training was made open to all but the males did not want to take the training probably because they felt ashamed especially that some of their older companions (not members of the troop) teased those interested saying that this was a “girl thing” The girls are happy about what they learned and are requesting or more activities with balloons as they feel they would learn to make more designs. This training was held on two consecutive days on a weekend. The boys are to undergo training on handicraft making on October 22, 2011. (with the hope that the speaker can also make adjustments with his time to be able to cover two days). Philippine Coconut Authority San Ramon Research Station will provide the speaker for this activity. One more training but without schedule as of this date will be another handicraft training using other indigenous materials.

As of now, no one is earning from the skills they have learned in balloon making.

No problem as far as the balloon arrangement is concerned. To date, three persons have been contacted on possible lectures for vocational skills. Only the balloon making lecture has pushed through and the rest are all pending time availability. If the Scouts have not yet applied what they have learned from the vocational training, what do you think are the reasons why the Scouts have not started to earn from the vocational training?
The Scouts who have undergone the training on balloon arrangement are eager to make use of their newly acquired skills but the person who trained these Scouts is a bit hesitant to employ them as this may have some issues on exploitation of minors. As per our opinion, with this possible issue that may arise, we are now more inclined on working out trainings that would prepare them for self-employment rather than being employed by business entities.

10 Scouts earned some money from their leaned vocational training. But sad to say, the capital money for materials for the dishwashing liquid soup was also spend. They spend money to buy food for their family.

As of now there is none success stories in earning money through their learned Vocational Training Scouts age, skills, interest and budget are the encountered challenges in organizing vocational skills.

Scouts are happy to develop their life standard from the principle of APR. All the scouts are charismatic and inspired by APR. Now, their expectancy is higher from assessment of skill gap trainings. Its being only means for them, not ends. The scouts seem confirmed to take a very interesting and highly paid job as for their future is concerned. How many of the Scouts are now earning something from this vocational training? Approximately, how much does each Scout earning per day, because of the new skill they learned from the vocational training? On what do they spend the money for?
• Scouts are fully or partly involved in their jobs. They do not have satisfied earning as for their job fulfillment. However, they are optimistic about their future earnings. They persuaded their earnings programmed assessment and conduction will help increase their living standard.
• On daily basis, scout earn like NRs. 100 to NRs. 350 per day (Us$ 1.33 to 4.67). • Scouts spent their earnings sometimes on school tuition fees, purchasing new clothes or by
buying needs of kitchen in their home and they give remaining income to mother as well.

Definitely, these scouts are struggling safe for their future progress or say it as betterment in their lives. Their owner calls these Scouts on occasional events and festivals on catering to get their daily income and services on attending these ceremonies, they are changed and extra tips as well. Their challenges they have good interpersonal communication with several caterings in Kathmandu itself. During such time, they could not attend school, which is grief to explain here about AST Scouts. Among these people, some work for press and their condition is strange as well. They work for lower income. They do not have regular work. They get their lunch while working period only, else they returned from their without work, and empty stomach. However they feel sincere and laborious to windfall gain work which requires appraisal for them in APR TTL project. Those who work as painter has to be in others leadership of teammates in search of those places where painting is required. It is their compulsion as for they shared us their experiences while working where as they informed they earn sufficient money when they are hired on per day income earnings.

In a view of vocational trainings, we have giver regularly to skills they have carried on. We have opined about the jobs they carry on to get their earnings us concerned or let us say to be independent or self-reliant in other words. Being coordinator for Nepal, I feel responsible to encourage them in the vocational training programs so that they have earnings, passion to work and their basic needs fulfillment requirement or say it to fulfill their physiological needs. We aimed to confide them to manage life, making their sense of belongingness to fraternal shade of TTL project so that they have zeal to work, succeed their academic qualifications; in a process to shape these Scouts to caliber human resources, cordially uniting people to contribute their time in being happy self if they wish to foresee glorified nations. Scouts assured us on joining vocational trainings enlisted to jobs as a successful one struggling to mould them from give stickers to habit to in taking nutrients (food, shelters and clothing, education as for now. Scouts feel thankful in brining TTL project to encourage which people otherwise were left out to be called Deprive people, now feel responsible uniting with Nepal Scouts.

Now, at present, they are punctual in regular high school studies and in the same manner, involve in vocational training computer graphics designing courses as well.

BST Scouts are self-disciplined and they do not have hindrances, problems barriers what say slackness like other troop, namely AST and TST Scouts.

Even they cannot carry it as their job, they intake this earnings. However, they are satisfied of thinking capacity then our supervision to job oriented vocational trainings programs. TST Scout think themselves superior to other scout which is good quality about them

• TST Scout earns like windfall gains. • Their daily earning cannot be said but it can be predicted they do not earn more NRs. 150 per
day. • TST Scouts expends on eating foods whatever they like and some curtail their expenditure and
has saved them as well.

Actually, TST Scouts take vocational trainings as hard core. They do not participate in vocational trainings as such conducted and makes excuses for absenteeism. There are some slack down to fulfill theme vocational trainings and remains as barriers to fulfill skill gap. Some are engaged in Rickshaw driving training and sad to inform you, they are away from such job due to lack of citizenship card.

Only 4 scout are earning by making bukey and pot painting but it is very less i-e Rs. 20 per bukey per day they earn 50 to 100 Rs. They are using this money in daily life . one scout Anil is earning 50 to 75 rupees daily by making basket .2 guides are earning some thing by sewing machine . Really it is challenging for the scouts because they can do more for their life and safe it . Anil who was working in tent shop . now by making basket he can earn Rs. 150 per day near about .

Rani who is the first girl in kanjar history who is reading in B.A.(ii) by T.T.L. she is too much courageous and she use to encourage all the rest girls who are with her. The children were happy. although they were learning before but due to their own interest they learned more and effectively . their expression was too much natural . How many of the Scout are now earning something from this Vocational training? Babloo , Akhilesh and Chandresh are earning some by making buckey and pot painting . Kaushal , israfil and Sunil are making toys but not earning . they need raw material to make some thing and for this they need money .

In holidays Babloo , Akhilesh use to go near by Nepal boarder and they earn 100 to 150 Rs. By bookey on Sunday. If the Scout have not yet applied what they have learned from the vocational training , what do think are the reasons why the scout have not started to earn from the vocational training ?
All are taking too much interest but due to unavailability of raw materials they are not doing .

The guides are overjoyed as they find a better way to spend their free time. As what they learn from the vocational training not only helps them to learn new things but also trains them to earn a living by the things they learn. The time is used in a more productive way and thus, leaving everyone happy and also eligible to live a healthy life. How many of the Guide are now earning something from this vocational training? Approximately, how much does each Scout earning per day, because of the new skill they learned from the vocational training? On what do they spend the money for?
Two of the guides are now earning a respectable amount which is about INR 150- 200 per day as they have taken 6 months training & are attached to a tailor. For others the income is not constant as it varies from month to month depending on the goods they sell. They use some part of their money for their raw materials and another small amount is used for their basic needs and to maintain their personal hygiene. Rajalaxmi Behra developed a sense of responsibility towards her family and also her peer group in her locality. She motivates the women and girls of her locality to lead a healthy life by making them aware of their personal hygiene and diseases caused if the hygiene is not maintained. She has learned the patch work from Miss Nilanshu bala Sasmal & is helping her in making Bedsheet ,wallhanging etc & getting Inr 80 -100 per day . Barsarani Sahoo is interested in painting & colouring .She has joined in Art & Craft School ,where she is learning Terracotta work & painting. She has not stared earning independently .Needs more time to become professional.

Children have not gone under the vocational training because of the following reasons. 1. Lack of minimal education( i.e. eight standard pass). 2. Some of them are also very introvert. 3. Their parents are hesitate to send them away from home due to conservative minds and for the
security of the child. 4. They are earning their money very easily by the low cost vocational training they have learnt in
the troop meeting like – making paper bags, clay models , wall hangings using match sticks and ice-cream sticks, tie and dye handkerchiefs, fancy candle making, painting diyas etc. and thus, they are not interested to go under any training.

The Guides are really feeling happy & are highly obliged to the Unit Leader ,who arranged the programmes to develop their skill & confidence .They are now feeling independent that they will be able to earn something by using their talent & skill. How many of the Scouts are now earning something from this vocational training? Approximately, how much does each Scout earning per day, because of the new skill they learned from the vocational training? On what do they spend the money for?
Five guides are able to earn some amount of money by using their vocational skill .Three of them have joined vocational training according to their interest. As they are trainee, are not able to earn ,they will start leading a financial independent life after their training. Approximately they are earning INR 50 – 100 per day .Srimati Jena ,Gitanjali Paikaray & Rosy Swain have taken the responsibility of making paper bags & supplying to the Grocery shops .Collecting old news paper from houses & are making Explain the Scouts success stories (if any) or what do you think are experiences and/or challenges in organizing the vocational training?
Srimati Jena is a father-less child,who stays with her mother, who is working as a maid-servant in other’s houses.Srimati also went for work with her mother to help, as her mother is a malnutritioned lady and often falls ill. This was a reason she felt socially neglected. But now, she is doing well and not feeling neglected and feels like a part of her society due to her hardwork and with help of the vocatgional training. With the help of the vocational training she is able to earn money and is financially more independent. She earns by tailoring and is now a role model for many young girls in her locality. She also makes small things like wall-hanging, hand crochets with tie and dye method and sells it to the gift shops. Arati Sahoo was also a promising member of the vocational training. But as she was more interested to help the poorer sick people, she joined in the Home Nursing Training for one year in Sushrusa Organisation, which is a registered organization for below poverty line children. Charulata Baliarsingh is another example of being a successful voacational trainee. She is very fond of cooking and is very concerned about the diet of local poor people. Since, she was very interested in catering, she is undergoing training and will soon be a successful caterer for small functions.

10 Guides are eligible to join vocational training but they are introvert and are not at all confident about what they plan to do in future. They have this typical feeling of a girl child being a burden for the family and also, their parents do not allow them to live independently because of their conservative minds. Educational qualification is another factor which unables them to join the training.

They are happy that they now recognize their talent and are able to earn some amount of money & are independent financially. But they are not mature enough to take up any vocational training from any institute. They need more monitoring. How many of the Scouts are now earning something from this vocational training? 10 scouts are earning but not on regular basis because their attention span is less. They earn INR 50 to 100per day. They are not focused and need more attention to be streamlined and thus, do not earn money on regular basis. The resource person has adopted one child to learn how to make clay models and paint it under his training. They spend a little of their money on basic needs and a little for their personal hygiene and family. Dinabandhu Sahoo has left scouting and is earning his money by helping in making and selling clay idols for different festivals. As Odisha is a land of festivals where people pray to clay idols , he helps the resourse person in making & selling idols, earns a good amount of money during festive seasons and he is also learning the skill of making idols from Mr.Dibakar Sahoo who is a person who has mastered the skill of making sculptures.

The Scouts have not gone under the vocational training for the following reasons- 1. They are not focused. 2. They have easier means of earning money. 3. They like to play outdoor game instead of doing any creative work. 4. They are not mature enough to earn money.

After taking the vocational training they are becoming more confident and self-supported. They lead a meaningful life and help others of their locality. How many of the Scouts are now earning something from this vocational training? Approximately, how much does each Scout earning per day, because of the new skill they learned from the vocational training? On what do they spend the money for?
Four scouts are now earning from the knowledge they have earned through the vocational training given to them during the troop meetings. Approximately each scout earns about INR 100 – 150 per day. Two of the scouts (Sudhir Dehuri and Biju Behera) are under the vocational training and not are not able to earn. Two scouts are interested for higher studies and did not continue with their vocational skill. They did earn for a few days, but they soon left. Now, they are working as a home tutor for younger children in and around their locality and are thus, making money for higher studies. They are using a small amount of their money for their basic needs(food,shelter and rarely clothes) and for maintaining clean habits(buying soaps, toothpaste, brush and tongue cleaners, combs,etc.). Some amount is also used to help street children, for treatment of any illness, making phone calls in an emergency and spreading awareness for sanitation and to maintain a clean environment. Explain the Scouts success stories (if any) or what do you think are experiences and/or challenges in organizing the vocational training?
Vocational training are a great success for the scouts who are earning but some scouts have greater expectation from this training to earn more money. There are trials carried out for them to join proper vocational training centers for a one years course. It is a real challenge to put them in vocational centers. Jasobanta Nayak, a street child was roaming near Bhubaneswar Railway Platform and collecting rags. He was a 17year old school drop-out and was introvert and not responding to anybody before joining TTL Scouts. By the constant motivation of the Unit Leader and Project Co-coordinator he gained confidence and is taking care of a mentally challenged child in a school and is earning INR 3000 per month. He is helping the child learn and is also learning himself.
Another success story would be of Jitanshu Shrestha who enjoys his job of making clay models. He makes small clay models of idols as well as fancy little objects like birds, fruit baskets, phone holders,etc. that can be used as paper weights. He sells them to offices and a few gift shops and earns pretty good money. He is very talented and his works fetch a good amount. He earns INR 3500 on an average per month.

Some scouts are not able to take vocational training due to the following reasons:- 1. They do not have basic qualification i.e. class eight. 2. They are not mature enough to earn money. 3. They need to be more focused on their chosen skill(changing their mind on and off). 4. Some are very ambitious and chose to go for higher education rather than earning money by the
vocational skill. e.g. -> Giridhara Rana, very promising, confident and focused first TTL Scout who is able to earn INR
4000 by teaching children as a tutor and is interested to join in the army.

They are very happy and enthusiastic about learning so many new and interesting things that is taught to them during the vocational training which helps them earn enough to lead a stable life and become a more confident individual in the society. They feel important and become aware about the business opportunities that are in demand. The knowledge skill and technique they gained from the vocational training help them empower them. Three guides are earning from the vocational training and left scouting. They earn INR 100-200 per day approximately. They Spend some part of the money for their vocational materials and some for their basic needs. As the amount is less for them, they save a little amount for their future. Manasi Nayak is very confident and started leading a meaningful life of the tailoring knowledge which helped her to utilize her spare time productively and add to their family income. So, she has left the feeling of a neglected as girl child of the family. She has taken a short training of 3 months from the Register NGO Jeevandhara & is attached to a ladies tailor in the Old Town named Sangita Tailor. Mitali Rout loves to make clay model & paper bags .Has not undergone any special training but able to earn money from the basic vocational skill learnt from the Troop Meetings .Still continuing in the scouting.

Girls in our society are always neglected & are hardly any say in the society. Vocational training & skill based training will make them more confident & self-sufficient .To gain this they need more time to overcome from their complexes .They are able to earn some amount of money occasionally from their skills they learnt from Troop Meetings ,like selling paper bags ,puppet of paper mashie & making tie & dye handkerchiefs. They have not applied for any vocational training as they are underage & required basic educational qualification.

They enjoyed them very much, realizing that they learned new skills. They were hopeful that they could earn more income through it.

The vocational trainings we gave is still at preliminary stage. We haven’t really directed them as a full vocational training for entrepreneurship purposes to earn some income, since achieving this target we still need more trainings.

The challenge is that we need more in terms of instructor, equipments/gears, and fund.

To go to the direction, we need money, to be used as initial capital, and presently we preparing this through sponsorship from inside as well as outside scouting.
