NAPA COUNTY LIBRARY COMMISSION MEETING MINUTES

November 2, 2017 Draft summary of proceedings

CALL TO ORDER; ROLL CALL The Library Commission of the County of Napa met on Thursday, November 2, 2017. The meeting was called to order at 5:34 p.m. at the Napa County Library with the following commissioners present: Chairman Patricia Krueger, Vice Chair Jean DeLuca, Commissioners Scott Owens, Jr., and Pastor José Díaz; Teen Representative Vanessa Chen was present. Commissioner Richard Pastcan M.D. was excused and Commissioner Stacy Barrett was absent. The meeting was called to order by Chairman Patricia Krueger. ADOPTION OF THE AGENDA ORDER: Motion moved by Commissioner Owens and seconded by Commissioner Díaz to accept the agenda order as presented. Motion passed 4-0, with Patricia Krueger, Jean DeLuca, Scott Owens, and Pastor José Díaz voting yes. APPROVAL OF THE MINUTES:

a. The Chairman requests approval of the minutes from the meeting of July 13, 2017. (Members Patricia Krueger, Scott Owens, Jean Deluca and Mari Martinez were present)

Motion moved by Commissioner Krueger and seconded by Commissioner DeLuca to approve the minutes. Motion passed 3-0; Pastor Díaz abstained and Mari Martinez is no longer a Commission member.

b. Due to the lack of a quorum, there are no minutes to approve for the September 7, 2017 meeting.

c. The Chairman requests approval of the minutes from the special meeting of September 15, 2017. (Members Patricia Krueger, Scott Owens, Jean DeLuca and Pastor Díaz were present)

Motion moved by Commissioner DeLuca and seconded by Commissioner Díaz to approve the minutes. Motion passed 4-0. PUBLIC COMMENT: Mr. Louis Urena and Mr. Yovanni DeAnda spoke during public comment. A letter written by Mr. Tim Bringman was distributed. OLD BUSINESS: None NEW BUSINESS:

a. Report from Assistant Library Director Halstead on updating monthly statistics, how they are input and displayed.

The Assistant Director reported that in addition to the original statistics spreadsheet, new color charts are now available for viewing circulation and visitation statistics. The color charts are available individually for each

library, and combined for a total statistics chart as well. The new charts are visually enticing and give a clearer view. The Assistant Director also reported that new counting machines are located at the American Canyon, Yountville and main library. A new counting machine is being installed at the Calistoga library very soon. A discussion was held on the accuracy of past and current statistics. The new counters utilize a camera instead of a beam for counting. The library is working diligently with the vendor to report consistent accurate information.

b. Report from the Assistant Library Director on the Napa County Library’s response to the fire The Assistant Director reported that all libraries were open during the fire except the Calistoga Library due to the evacuation order. The libraries were information hubs for the latest fire-related information. Libraries saw a significant increase in Wi-Fi usage. The library is working with patrons affected by the fire.

c. Report from Assistant Library Director Halstead on non-traditional library items for the collection.

The Assistant Director reported that bird-watching bags are in development for the library collection. Due to the time constraints, this item will be added to the next meeting agenda.

d. Report from Deputy County Counsel Altman on the Library Commission bylaws and information about the next Napa County AB1234 Training.

Deputy Counsel Altman reported that after reviewing the Library Commission bylaws she recommends amending the bylaws for holding a special meeting and defining excused absences. This item will be added to the next meeting agenda. At this time, AB 1234 training is not scheduled to be held by the County. The training is available to take online.

e. Report from the Ad Hoc committee that reviewed new Library Commissioner applications

Ad Hoc committee members consisted of Library Director Kreimeier, Commissioners Krueger and Owens. Commissioners reported that there were many qualified applicants, but the personal statements made the difference in the selection. Two applicants were recommended and the information was forwarded to the Board of Supervisors. It is hoped that the two empty positions will be filled by the January 2018 meeting. LIBRARY DIRECTOR’S COMMENTS AND ANNOUNCEMENTS: Assistant Director Halstead reported that the Napa County Library and the Napa Valley Unified School have created a partnership to provide students in grades K-12 access to public library resources using their student ID number. The Napa County Library is the first library in the state to offer this service. LEGISLATION: None COMMISSIONES’ COMMENTS: Commissioners commended the community and the library for their response to the fire. Commissioner Owens noted that the Friends of the Yountville library are supporting the STEM program. AGENDA BUILDING:

• Assistant Director Halstead will give a follow-up report on statistics, including the downturn in

numbers. • Assistant Director Halstead will report on non-traditional items in the library collection.

SET DATE, TIME, AND PLACE OF NEXT MEETING: The next Library Commission meeting is January 4, 2018 at the Napa County Library at 5:00 p.m. ADJOURN: Motion moved by Commissioner DeLuca and seconded by Commissioner Owens to adjourn the meeting at 6:47 p.m. Motion passed 4-0. Art in the Library New jury committee member The jury committee is comprised of area artists, interested members of the community, a Library Commissioner and the Art in the Library coordinator, Ms. Stephnia Pramuk. This year there is an opening for a new member to serve a two-year term. The Art in the Library coordinator recommends Ms. Jean Cullinane, a local artist who was once an Art in the Library exhibitor. Committee members returning for their second year are: Betty Malmgren, Janice Peterson and Library Commissioner Patti Krueger. Each month the Napa County Library exhibits art work by a different artist. A monthly reception is held and guests are invited to meet the artist and discuss his/her work. The program is a juried competition with artists competing in various media. A call for artists takes place each winter. The work is reviewed and judged annually in the spring. Finalists exhibit their work for a period of one month.

The County Library Commission consists of eight members (3) to be appointed by the Board of Supervisors, (2) to be appointed by the Napa City Council, (1) to be appointed by the Calistoga City Council and (1) to be appointed by the Town of Yountville and (1) to be appointed by the City of American Canyon. All members are public-at-large representatives; no specialized or professional background is required. On January 19, 1993, the Board of Supervisors increased the membership of the County Library Commission to eight members to include the City of American Canyon. On April 16, 2013, the Board of Supervisors approved Resolution 2013-30 of the Library Commission bylaws extending the terms of commissioners to begin Feb 1. Each member shall serve a three year term and no more than two full terms with each term beginning on February 1st. A partial term is considered eighteen (18) months or less. Commissioners filling a vacancy may serve two full terms in addition to a partial term, if the partial term is less than eighteen (18) months in duration. A member whose appointment has expired may continue to serve until a new appointment is made by the appropriate authority.
