ABOUT OUR COMMUNITYLocated in southwest Wake County, the town was named “Apex” because it was the highest point on a 30 mile stretch of the Chatham Railroad line that ran between Richmond, Virginia and Jacksonville, Florida.

Apex was first settled in the 1860s and the town was incorporated in 1873. The 1990s were a time of unprecedented growth, as industry and people moved to the Research Triangle area in record numbers. Apex had its share of growth, as the population grew from about 5,500 in 1990 to nearly 60,000 in 2019.

Known fondly today as the “Peak of Good Living,” Apex is a growing, thriving town working to balance that ‘small town’ feel that so many citizens value with the reality of being a mid-sized community in North Carolina.

The well preserved downtown business district and the trains that still run through the town are a reminder of the past, while new subdivisions, shopping centers, parks, and businesses have enhanced the lifestyle of the citizens of Apex.

ABOUT OUR ORGANIZATIONThe Town of Apex is governed by a non-partisan Mayor and five-member Town Council utilizing the council/manager form of government. Town Council sets the policy and direction; the Town Manager oversees the day-to-day operations of the orga-nization.

With AAA bond ratings from bond rating agencies and excellent stewardship of a tax base of over $132 million, the Town is regarded as a fiscally responsible and well managed government.

A team of nearly 500 employees, not including part-time and seasonal staff, serve the citizens of Apex across 17 departments.

The Town’s strategic focus areas that guide staff in developing and implementing the annual budget and work plans include:

The Apex Fire Department got its start in 1927 when a recommendation to the Town Board was made to organize a fire company. The town formed an organizational structure that included a fire chief, an assistant fire chief and 13 company members.

By the late 1930’s, nineteen men from Apex formed the Apex Volunteer Fire Department in order to address concerns about the lack of sufficient fire protection in the Town of Apex. In 2002, the Town Fire Department merged with the volunteer fire department to create the Apex Fire Department that exists today. The department has continued to grow and evolve with the community, since its infancy.

Today, the Apex Fire Department is committed to enhancing the quality of life in the community while providing an all-hazards mitigation approach to its risks from five stations, located strategically throughout town. Staffed with 82 uniformed and civilian professionals, the department provides its various services and programs to support a safe community for the residents, businesses, and visitors to the Town of Apex.

Through its strategic considerations employed for a growing demographic, the department progressively provides its services with a host of well-trained, members that deliver excellent service to the community while embracing excellence in all they do.

OUR VISION

The Apex Fire Department’s 2023 Vision is to be widely known as an

internationally accredited fire service agency that continues to enhance the

quality of life in our community through excellent service.

The successful candidate will be responsible for the planning and overall management of the department’s Operations Di-vision. This position exercises direct supervision over the de-partment’s three battalion chiefs, and indirectly supervises all assigned staff within the Operations Division. This position is part of the Fire Chief’s Executive Staff which also includes the Assistant Chief of Support Services who is responsible for the functional areas of training and logistics.

Both Assistant Chiefs report directly to the Fire Chief who eval-uates work through observation, conferences, quantitative/qualitative analysis and written reports. As the supervisor of the Operations Division, this position is expected to remain well-informed of the latest research, resources and techniques for mitigating fire, emergency medical, hazardous materials and technical rescue events. Of utmost importance, this As-sistant Chief is responsible for ensuring that the Operations Division’s three shifts operate in a cohesive manner while ensuring that personnel receive fair and equitable treatment regardless of station/shift assignment. In addition to this posi-tion’s administrative duties, this employee will be required to spend considerable time in the field observing, participating and establishing effective relationships with the department’s members. Ultimately, this Assistant Chief will be called upon to provide insight into current operations, identify areas of im-provement, and lead the improvement/change efforts target-ed at improving the department’s performance.

This employee will be subject to the hazards associated with in-cident response work including working in indoor and outdoor

RESPONSIBILITIES & QUALIFICATIONSenvironments, working at heights, experiencing extreme hot and cold temperatures, loud noises, vibration, moving parts, electrical current, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. Employees are also subject to the final OSHA standards on bloodborne pathogens.

The salary for this position ranges from $70,242 to $115,514. Hiring salary will be based on a combination of the candidate’s education and experience.

Minimum Qualifications• 10 years of progressively responsible leadership and

management experience in a full-time capacity with a municipal, county or state fire department; and

• Graduation from an accredited college or university with a bachelor’s degree in fire science, public admin-istration, business administration, leadership, manage-ment, emergency management, or other closely related field; and

• NFPA 1021 Fire Officer III Certification / NC Fire Officer III Certification; and

• Hazardous Materials Level I Responder certification or higher; and

• NIMS Training to include: IS 700, IS 800, ICS 100, ICS 200, ICS 300 & ICS 400; and

• National Registry or NC Emergency Medical Technician – Basic or higher; and

• NC Class B Driver’s License or ability to obtain prior to employment
