SOUTHWESTERN PENNSYLVANIA COMMISSION NOTICE OF PUBLIC COMMENT PERIOD AND VIRTUAL PUBLIC MEETING  Note: Due to the COVID‐19 pandemic and restrictions on gatherings, SPC is unable hold in‐person public meetings at this time. A virtual public meeting and other online public participation opportunities will be provided for interested parties to review and comment on draft documents. SPC will provide paper copies of materials upon request (see information later in this notice).  The Southwestern Pennsylvania Commission (SPC) is seeking your input and will open a public comment period  for  Air  Quality  Conformity  Determination  and  proposed  amendments  to  SmartMoves  for  a Changing  Region  (Southwestern  PA’s  Long  Range  Transportation  Plan)  and  the  2021‐2024 Transportation Improvement Program (2021‐2024 TIP).  This public comment period will begin Monday, December 7, 2020 and conclude Tuesday, January 12 2021.  The U.S. Department of Transportation has recently awarded $25 million of discretionary BUILD grant funding  to Butler County  to construct  roadway,  intersection, and pedestrian  improvements along  two segments of State Route 228 and State Route 3020 (Freedom Road).   The region’s TIP and Long Range Plan  need  to  be  amended,  and  the  region’s  air  quality  conformity  assessment  needs  to  be  updated before  the project can begin construction.   SPC  is seeking public  feedback as part of  the amendment process.  The project  includes  improvements on Freedom Road from Powell Road to Haine School Road, and on State Route 228 at the intersection with Three Degree Road.  Various improvements include adding new travel  lanes, widening existing  lanes, adding turn  lanes, converting  intersections to roundabouts or  jug handles,  installing  ADA  ramps,  adding multi‐use  paths  and  sidewalks,  upgrading  traffic  signals,  and adding pavement markings.  Additional  information on  the Air Quality Determination and  the proposed amendments  to  the 2021‐2024  TIP  and  SmartMoves  for  a  Changing  Region  is  available  for  public  review  online  beginning December 7th, at www.spcregion.org, at the offices of the Southwestern Pennsylvania Commission and the Butler County Planning Commission.  Beginning Monday, December 7, 2020, these draft documents will be available for public review on the internet at www.spcregion.org. A virtual public meeting will be held to provide an overview of the draft documents,  updates  on  project  advancement,  and  opportunities  for  the  public  to  ask  questions  and submit comments.   VIRTUAL PUBLIC MEETING:  Wednesday, December 16, 2020 6:00 p.m. to 7:00 p.m. Access Meeting: www.spcregion.org  Comments on the draft documents will be accepted by SPC representatives during the virtual public meeting. Written comments may also be submitted to [email protected], by mail to SPC

Air Quality Conformity Determination for Proposed Amendments to SmartMoves for a Changing Region & 2021-2024 Transportation Improvement Program

The Southwestern Pennsylvania Commission (SPC) is seeking your input for Air Quality Conformity Determination and proposed amendments to SmartMoves for a Changing Region (Southwestern PA’s Long Range Transportation Plan) and the 2021-2024 Transportation Improvement Program (2021-2024 TIP).

U.S.DOT BUILD Grant: Butler County - State Route 228 Improvements

The U.S. Department of Transportation has recently awarded $25 million of discretionary BUILD grant funding to Butler County to construct roadway, intersection, and pedestrian improvements along two segments of State Route 228 and State Route 3020 (Freedom Road). The region’s TIP and Long Range Plan need to be amended, and the region’s air quality conformity assessment needs to be updated before the project can begin construction. SPC is seeking public feedback as part of the amendment process.

The project includes improvements on Freedom Road from Powell Road to Haine School Road, and on State Route 228 at the intersection with Three Degree Road. Various improvements include adding new travel lanes, widening existing lanes, adding turn lanes, converting intersections to roundabouts or jug handles, installing ADA ramps, adding multi-use paths and sidewalks, upgrading traffic signals, and adding pavement markings.

Draft Amendment Documents for Public Review and Comment include:

Proposed revised 2021-2024 TIP Financial Plan showing the $25M federal BUILD with 20% match becomes at least $32.5M extra money to region in the TIP period

Proposed revised LRP Financial Plan with new footnote noting additional funds (BUILD funds & match) to the region

SOUTHWESTERN PENNSYLVANIA COMMISSION NOTICE OF PUBLIC COMMENT PERIOD AND VIRTUAL PUBLIC MEETING Note: Due to the COVID-19 pandemic and restrictions on gatherings, SPC is unable hold in-person public meetings at this time. The Southwestern Pennsylvania Commission (SPC) is seeking your input and will open a public comment period for Air Quality Conformity Determination and proposed amendments to SmartMoves for a Changing Region (Southwestern PA’s Long Range Transportation Plan) and the 2021-2024 Transportation Improvement Program (2021-2024 TIP). This public comment period will begin Monday, July 12, 2021 and conclude Friday, August 13, 2021. The following projects will be added to the region’s Long-Range Transportation Plan:

• SR 356 Improvements - Widening of SR 356 in Buffalo Township, Butler County from 2 lanes to 5-lanes (four travel lanes and one center turn lane), for approx. 1.1 miles, from just north of T-666 (Harbison Road) to a point approximately 2,200 feet north of the Bear Creek Road intersection. Other improvements include widening, relocation, and/or realignment of approaches to SR 356 (Monroe Road, Cole Road, Bear Creek Road, Locust Drive); installation of sidewalks and ADA ramps at strategic locations along the corridor; replacement of three traffic signals; and replacement of storm water drainage.

• Market Place District Improvements, Phase 1 - Adding a through lane between Fedex Drive and Market Place Boulevard in Moon Township, Allegheny County. Other improvements include the addition of turn lanes; implementing bicycle and pedestrian connections; and improving intersections at the I-376 Interchange, at Market Place Blvd, and at FedEx Drive.

• I-79 Widening Project - I-79 3rd lane widening in the existing median from Alpine Road to Prestley Road for an approximate length of 2.5 miles in South Fayette Township, Allegheny County. Improvements include mainline I-79 bridge widening / replacement / preservation; Bridgeville Interchange reconfiguration; SR 50 improvements and traffic signal upgrades between S.R. 3003 (Washington Pike) and the Hickory Grade Road intersection to accommodate ramp and bridge improvements; and new retaining walls and replacement of six existing sign structures are proposed along I-79.

• Parkway East Corridor Transportation Improvement Phase 2 – Change of project name on the Statewide Interstate Program to I-376 Squirrel Hill Interchange Improvements. This change allows PennDOT to begin the study phase of this project to develop alternatives for potential improvements to the I-376 Squirrel Hill Interchange.

Regional Performance Measures and Targets related to Public Transportation Safety and System Reliability will also be amended into Appendix II of the Plan.

The project will also include the construction of auxiliary lanes between the New Interchange and the Pennsylvania Turnpike Interchange with an approximate length of 2,700 linear feet as well as the construction of noise and retaining walls. Additionally, the project limits were extended approximately 1,300 feet to the west. This will tie into the SR 0070-N20 project (I-70 over SR 3014) limits and allow for the new roadway typical to be consistent between the two projects.
