Utility Crossing Application
We write with respect to the following railway line lands which are owned by the British Columbia
Railway Company (“BCR”) and leased to CN Acquisition Limited (“CN”):

(the “Railway Line”).
The Greater Vancouver Sewage and Drainage District (“GVS&DD”) is undertaking a secondary
treatment upgrade program on the North Shore of Burrard Inlet, which is required by Metro
Vancouver's Integrated Liquid Waste and Resource Management Plan (ILWRMP), as approved
pursuant to the Environmental Management Act, and the new federal Wastewater Systems Effluent
Regulations (“WSER”). The North Shore Wastewater Treatment Plant (NSWWTP) is being
constructed within the District of North Vancouver and will replace the existing Lions Gate Wastewater
Treatment Plant (LGWWTP), which is located within the District of West Vancouver and which was
commissioned in 1961. The LGWWTP provides primary waste water treatment to the 200,000
residents of the North Shore municipalities of West Vancouver, the City of North Vancouver and

the District of North Vancouver as well as the Squamish Nation and the Tsleil-Waututh Nation. The
NSWWTP Program comprises design and construction of the new secondary wastewater treatment
plant, design and construction of interconnection works between the LGWWTP and the NSWWTP
(the “conveyance system”), and decommissioning of the existing LGWWTP. The NSWWTP must be
operational by the end of 2020 per the ILWRMP and the WSER.
The conveyance system to and from the NSWWTP includes the following:
• a wastewater pump station
• a new 900mm diameter forcemain extending from the new pump station to the NSWWTP (the “forcemain”),
• a 2100 mm secondary effluent pipe extending from a chamber upstream of the marine outfall at LGWWTP to the NSWWTP (the “effluent pipe”),
• a 1200mm diameter extension of the trunk sewer system from the LGWWTP to the new pump station, and
• various other sewer connections and trunk sewer extensions to facilitate the conveyance of wastewater from the District of North Vancouver and the Squamish Nation to the NSWWTP
The proposed alignment of the forcemain and effluent pipe (“Utility Line”) extends east from the
LGWWTP generally parallel to and north of the existing Canadian National Railway (“CNR”) tracks
within the Railway Line. The Utility Line will cross beneath the CNR tracks under the Lions Gate Bridge.
We propose constructing the Utility Line at Mile MP 1.90 of the Railway Line, Squamish Subdivision
which is within District of West Vancouver boundary, on the east side of the Bridge Road and the
existing LGWWTP and approximately 16.2m east of the Lions Gate Bridge piers. According to the
proposed design, both the Utility Line will be encased in steel casings and installed by trenchless
techniques.
GVS&DD plans to procure the conveyance system work through a Design-Build methodology.
GVS&DD will engage in a competitive selection process in order to retain a single entity (“Project
Co”) to design, build and commission the work. To meet GVS&DD deadline to achieve secondary
effluent treatment of December 31, 2020, the Design-Build approach is necessary to meet the
schedule constraints of the project.

to the Pipe and Wire Process – Water/Sewer Pipelines”:

This application package is submitted under “Indicative Design Phase” of the project with the purpose
of negotiating an agreement relating to the construction, maintenance and apportionment of the costs
of utility crossings for the forcemain and effluent pipelines. We have addressed this package to
both BCR and CN because we understand that under the terms of its lease, CN cannot offer
GVSDD any rights to occupy or use the Railway Line for underground work. During the Design
–Build phase either the Project Co or GVS&DD will provide detailed design plans for the utility
crossings.
