An Environmental Impact Report (EIR) is being prepared in accordance with the California Environmental Quality Act (CEQA) to evaluate the potential environmental impacts associated with implementation and development of the proposed Tassajara Parks project located in the Tassajara Valley area of unincorporated Contra Costa County, California. The following is a description of the proposed project.

Tassajara Parks Project

The Tassajara Parks project site is located on approximately 771 acres of land in the Tassajara Valley area of unincorporated Contra Costa County, east of the City of San Ramon and Town of Danville, California. There are two portions of this site referred to as the “Northern Site” and the “Southern Site”, which are separated by Camino Tasajara Road.

The Northern Site consists of approximately 155 acres, located north of Camino Tassajara, west of Finley Road, and adjacent to the existing Contra Costa County Urban Limit Line (“ULL”). The Northern Site includes the construction and operation of 125 single-family homes on a semi-flat, 30-acre portion of the site, resulting in a net density of approximately 5.56 units per acre, along with related on- and off-site infrastructure to serve the residential uses. The remaining 125 acres of the Northern Site would not be developed.

The Southern Site is located less than one-half mile south of the Northern Site and consists of approximately 616 acres west of Camino Tassajara and east of the City of San Ramon. Approximately 606 acres of the Southern Site (as well as the 125 remaining acres of the northern site) would be permanently preserved, via dedication to the East Bay Regional Park District (“EBRPD”), for park, recreation, and open space uses. The remaining approximately 10 acres of the Southern Site would be offered for dedication, in two approximately five-acre parcels, to the San Ramon Valley Unified School District (“SRVUSD”) and to the San Ramon Valley Fire Protection District, respectively, for each agency’s potential future use in a manner consistent with the ULL and proposed zoning.

Request for Information

Preparation of the EIR requires a clear and documented understanding of the level of service provided by various organizations and public agencies. It is our understanding that the Contra Costa Sheriff’s Department would serve the proposed project. Therefore, we would appreciate a response to this letter, either via email or standard mail. For your convenience, a preliminary site plan and location map have been attached. In order to adequately address future public service needs, please answer the following questions:

1) It is our understanding that the Contra Costa Sherrif’s Department currently serves the unicorporated areas of Contra Costa County, including the project site. In your professional opinion, would development of the proposed project result in the need for new or expanded Sherrif facilities in order to maintain acceptable service ratios, response times, or other performance objectives?

2) What is the Sherrif’s response time goal for emergency calls? What is the existing approximate response time of patrol units for the project vicinity?

3) What service ratio does the Sherri’s Department use? Is it based on number of residents in a particular service area, or some other metric?

If alternate surfacing is proposed, provide a letterstamped by the civil engineer documenting that the skid resistance is better than orequal to the grooved concrete specification. The alternate surfacing must also beapproved by the appropriate city, town or county department.

These responsibilities shall bedisclosed to property owner(s) by way of deed restrictions and/or covenants,conditions and restrictions.
