‘ONE LEARNER – ONE ESTATE AGENCY’ YOUTH PROGRAMME
The intern estate agentwill be placed in theservice of a registeredestate agency under thesupervision and controlof a suitably qualifiedmentor/business owner.
This internship period isintended to equip internestate agents with therequired propertymarket experience whilethey obtain thenecessary real estatequalifications.
WHAT IS THE ‘ONE LEARNER – ONE ESTATE
AGENCY’ YOUTH PROGRAMME?
To increase the level of representation and participation of theyouth and previously disadvantaged persons within theproperty sector;
To ensure implementation of appropriate systems andsupporting structures to facilitate, consolidate and enhance theproperty sector skills-base amongst the target groups toprepare for their active participation in the sector;
To use the programme as a catalystfor skills transfer within the propertysector;
To use the programme to enhancejob creation and economictransformation within the sector;
To enhance economic growth anddevelopment through new entrantsin the property sector byimplementing support programmes;
To create a platform to support theachievement of broader humansettlements goals and economicdevelopment.
The ‘One Learner – One Estate Agency’Youth Programme will target the youthand previously disadvantaged persons.
It is estimated that approximately 10000 intern estate agents will besourced over a three-year period totake part in the programme.
The programme is available tomatriculants, FET (TVET) collegegraduates, university and universityof technology graduates and personswith disability.
TARGET GROUPS
Intern estate agents will be screened and placed on a 12month internship programme under the supervision andcontrol of a suitably qualified mentor estate agent;
During the internship period intern estate agents will beexposed to practical work learning as well as theoreticalstudy as they seek to be certificated against the FurtherEducation and Training Certificate: Real Estate (NQF Level 4);
Intern estate agents and mentors must also maintain an
intern logbook;
Upon completion of the 12 month internship period andafter having been certificated against the NQF Level 4 realestate qualification, intern estate agents will be required toenroll for and pass the Professional DesignationExamination (PDE 4);
Intern estate agents having met these requirements canapply for a status upgrade and will have acquired theProfessional Practitioner in Real Estate (PPRE);
Persons who wish to become realestate business owners arethereafter required to becertificated against the NationalCertificate: Real Estate (NQF Level5) and may, once they have beencertificated – open their ownestate agency firm;
They will then be granted a periodof two years to enroll for and passthe Professional DesignationExamination (PDE 5) which willprovide them with the status ofMaster Practitioner in Real Estate(MPRE).

The transformational goals and objectives establishedby the Property Sector Transformation Charter will beachieved.
The scope of active economic participation by the youthand previously disadvantaged persons within theproperty and real estate sectors will be widened.
There will be anincrease in the level ofunderstanding andappreciation ofproperty as aneconomic asset and asa source of wealth.
Professionalism withinthe sector will besignificantly enhanced.
Adequately trained and skilled professional propertypractitioners who have a real estate qualificationamplified by on-the-job training who will be able todischarge property market services diligently andprofessionally.
The property sector as a career of choice anddevelopment will be promoted amongst previouslydisadvantaged communities and persons with disability.

Prospective intern estate agents may complete an onlineform indicating their wish to be taken into service as an internestate agent, provide and upload a curriculum vitae and IDdocument & indicate their interest in the estate agencysector.
HOW DO YOU INDICATE YOUR WISH TO BECOME AN INTERN ESTATE AGENT?
The EAAB will matchappropriate intern estateagents with able and willingmentors/host employers.
The intern estate agent will berequired, at this stage, toapply to the EAAB for theissue of an intern fidelity fundcertificate accompanied bypayment of the required levy.
The EAAB trusts and looksforward to the co-operation ofprospective interns andmentors in this respect.

BACKGROUND
With the advent of theConsumer Protection Act,2011, sellers and buyers ofproperty and estate agents arenow more aware of the needto be diligent in disclosing thetrue condition of the propertyto the buyer;
The CPA has made it relativelysimple and free for aggrievedproperty buyers to refercomplaints to the NationalConsumer Commission;
Previously, property buyers had to followexpensive legal action to pursue a claim againstthe seller;
CPA places responsibility on the seller to make fulldisclosure to the buyer of the actual condition ofthe property which is exchanging hands;
BACKGROUND
More and more South Africans are aware of theirconsumer rights when buying, selling, building oraltering properties;
Consequently, there is a growing need for the fulldisclosure of the property before property transactiontakes place;
Currently, thousands of houses are sold in South Africa,necessitating the need for vigorous propertyassessments being undertaken;
Property assessmententails a comprehensiveassessment of theproperty to identify andhighlight any defects (ifany);
WHAT IS PROPERTY
ASSESSMENT?
The aim is to provide a potential property buyer withfactual answers regarding the actual physical condition ofthe property to enable him/her to make an informeddecision before engaging himself/her on the transaction;
Upon completion of an assessment, the property assessorshould document all significant observable defects andexplain the significance of each defect to the potentialbuyer;

Self-employment would be enhanced;
Entrepreneurial development will be stimulated;
Reduction of unemployment and poverty;
Enhancing professionalism within the property market;
Better regulation of the sector;
Enhancement of sustainable human settlements asproperties will be subjected to constant propertyassessments when exchanging hands;
Education and training requirements including qualificationson property assessment should be formalised by July 2015;SAQA and SETA accreditation must be completedThe requirement of property assessment as an option will beincluded in the new legislation;
A new cadre of property assessors targeting youth willing toparticipate in the industry as entrepreneurs and propertyassessors should be in place by end of 2015;
