Our new location will allow BLA to easily double its staff size in the next three to five years. We’re as excited as always to call Indianapolis our home! While the Indianapolis office allows BLA to conveniently serve the needs of the City of Indianapolis Department of Public Works and surrounding towns and counties, it has also provided BLA an opportunity to conveniently serve our Indiana state agency clients as well. With our growth in recent years in water/ wastewater, transportation planning, and environmental services, our Indianapolis office has provided a great location for the growth of our highly skilled profes- sional staff of environmental engineers, scientists, and planners who serve clients in Indiana and across the country. Estimated construction cost for the project at this time is $8.5 million. Bernardin, Lochmueller and Associates, Inc. (BLA) is very pleased to announce that they have been selected to provide Professional Services to five of the six Indiana Department of Transportation (INDOT) Districts including the Seymour, Vincennes, Greenfield, Crawfordsville and LaPorte District. This selection includes Project Development (Engineering) Servic-es and two separate Environmental Service Contracts for the Vincennes District and Right-of-Way Services to the Vincennes, Greenfield, and Fort Wayne Districts.

Environmental Services include Environmental Documentation (especially Cat-egorical Exclu-sions), Mapping and Computer Imaging (e.g., over 200 State-wide GIS layers for Natural and Hu-man Resources); Field Surveys and Special Studies (e.g., wetlands, streams, forests, caves and other karst features, and Threatened and Endangered Species), Permitting (for IDNR, Army Corps, IDEM and others), and Wetland Services (including assess-ments and mitigation).

Engineering Services include Project Development and Signal Design for the Vincennes District. Project Development will consist of developing construction plans for a wide variety of projects that may include, but are not limited to, drain-age, geometric, safety, and rehabilitation projects within the district. Right-of-Way Services include Right-of-Way engineer-ing for the Vincennes, Greenfield, and Fort Wayne Districts and complete land

acquisition services in the Vincennes District. The Right-of-Way Engineering will primarily consist of preparing legal descriptions, right-of-way parcel plats, and right-of-way plans for the parcels that INDOT requires for highway projects. In the Vincennes District, in addition to the Right-of-Way Engineering work, BLA will also manage Right-of-Way Services which take into account the appraising,

buying, relocations, and management of all land acquisition services.

BLA is honored by this selection. The

firm has been very privileged to work with the INDOT Central Office for over two decades and now, with the INDOT restruc-tur ing, having

the opportunity to work directly with

the District Offices will improve commu-

nication and scheduling even more. With open lines

of communication and contact persons established, a Scoping Meeting was held with each District. BLA discussed the process, services, schedules, scoping of projects, historical data, red flag surveys, preliminary field surveys, subcontractors, fee justifications, schedules, and property owner notifications.

BLA is continuing the long-standing commitment to provide a quality prod-uct in a timely fashion to the Districts as it has for the Central Office in the past. BLA is a team player for the Dis-tricts and is available and responsive to their needs. BLA appreciates the opportunity to provide professional services to INDOT.

The constructed wetland system will include a vertical flow com-ponent consisting of two feet of additional gravel located in the first 30 feet of the influent end of the wetland cells. Effluent from the cells will be recircu-lated back to the raised beds

and trickle down through the additional media. This component will greatly increase the treatment efficiency of the system. Benefits include substantial nitrogen reduction

and elimination of the potential for water surfacing at the influent

end of the cells due to plugging from the build-up of organic material.

Indiana University’s Bradford Woods Uses Eco-Treatment System™

Natural Concepts Water Quality En-gineering, a subsidiary of Bernardin, Lochmueller and Associates, Inc., was retained by American Consulting En-gineers, Inc. to plan and design an Eco-Treatment System™ to serve Indiana University’s Bradford Woods Facilities.

The system replaces an old package plant that was failing to meet its pollution discharge requirements. The construc-tion was complete by the beginning of November 2006 and will be started up this spring – sooner if the existing plant breaks down.

The system consists of a con-structed wetland and elevated sand mounds designed for a flow of 16,000 gallons per day. The constructed wetland has two cells, each cell being 86 feet (length) x 44 feet (wide) at the top of the gravel media. Treated effluent from the wetland will be dis-

INDOT in deciding how to proceed with this project and other planned improve-ments in the study area.

BLA looks forward to working with INDOT and the communities of North Vernon, Vernon, and Hayden in Jennings County, as well as neighboring Jackson County. We are confident that, combined with our environmental and engineer-ing expertise, together we can develop a mutual solution.

In October, Bernardin, Lochmueller and Associates, Inc. (BLA) received a Notice to Proceed from the Indiana Department of Transportation (INDOT) for the US 50 Corridor Planning and Environmental Assessment Study. The project will ad-dress the transportation problem on the portion of US 50 from I-65 east through North Vernon to the Muscatatuck Urban Training Center.

The study will provide system level planning and safety analysis for the 18 mile corridor and detailed planning analysis and environmental evaluation. BLA has incorporated an extensive Public Involvement Plan into the project study. Stakeholders will be involved in the project through the development of a Community Advisory Committee and several public meetings. The project team has already received great interest in the project from the community.

The study area is home to several trans-portation related businesses that take ad-vantage of the area’s access to a network of roads connecting major metropolitan areas such as Indianapolis, Louisville, and Cincinnati. The popularity means large trucks often navigate tight turns and narrow lanes creating congestion on US 50. This is particularly worrisome for the local community members who share the road with these large trucks, especially since US 50 serves as the main access to local schools.

This study will follow Indiana’s stream-lined Environmental Impact Statement procedures. Identifying a potential trans-portation improvement is complicated by a number of environmental factors. The study area includes several natural areas and parks. There are also historic districts and structures to consider, as well as wet-lands, floodplains, and streams.

By identifying these and other existing and future conditions, the study team will be able to develop a Purpose and Need for the project as well as some preliminary alternatives. Combined

Because of the many transportation related businesses in the area, there is a large volume of semi-truck traffic on US 50.

BLA Begins Reconstruction of IL 57/70

Brain Mueller, PE is managing this $90M project which includes design of approximately 6 miles of a dual marked section of interstates from 4 to 6 lanes. Reconstruction of vertical and horizontal alignments; major con-vergences and divergences; and ramp terminals are necessary to bring them up to current IDOT standards. The project will also include reconstruction of I-57/70 and Fayette Avenue inter-change; increasing weaving distance between North Tri-level and US Route 45 interchange; and the resurfacing of the north and south tri-levels. The de-sign for this project will be completed on or before June 1, 2009.

The identified section of this dual marked interstate was originally built in 1960 in Effingham, Illinois and has undergone many rehabilitation and patching initiatives in the past 40 years. Naturally, traffic volumes have increased drastically with 45% being heavy truck use, as these are major interstate connectors. Conse-quently, the roadways and structures within the 7.7 mile project limits have reached their service life and are functionally obsolete.

BLA will identify and address road-way deficiencies impacting long overdue safety and capacity issues.

In December 2006, the Planning Depart-ment of BLA completed the first compre-hensive plans for the City of Linton (5,785 persons in 2005) in Greene County, and the Town of Troy (389 persons in 2005) in Perry County, Indiana. Funded in part by Planning Grants (Federal Community Development Block Grant monies) from the Indiana Office of Community and Rural Affairs for communities with a concentration of low and moderate in-come households, the grant for Linton was administered by the Southern Indi-ana Development Commission (located in Loogootee) and the grant for Troy was administered by the Indiana 15 Regional Planning Commission which is located in Ferdinand, Indiana.

Linton, Indiana The most significant recommenda-tions of the Linton Comprehensive Plan included designating land for industrial/business parks, preparing an economic development strategy and action program, continuing housing re-habilitation programs, preserving 180 historic properties, creating downtown revitalization initiatives, developing a stormwater management program, ex-tending sanitary sewers and water lines to developing areas, and developing neighborhood parks and a trail system connecting the numerous recreation opportunities in and about Linton.

Troy, Indiana In March 2006, the Town Council of Troy created the Troy Advisory Plan Com-mission to oversee the preparation of the first Comprehensive Plan for this historic Ohio River town. BLA began work on this Comprehensive Plan on June 1, 2006, and it was unanimously adopted by the Town Council on December 13, 2006, after the Troy Advisory Plan Commis-sion unanimously recommended adoption on November 29, 2006 following a public hearing. While this Comprehensive Plan is the first for Troy, it is preceded by com-prehensive plans in Tell City, Cannelton, and Perry County, who have all adopted subsequent land use controls.

The most signif icant recommendations of the Troy Comprehensive Plan included designat-ing vacant land for retail and residential develop-ment, establishing a pre-liminary zoning districts map, continuing housing rehabilitation programs, preserving 53 historic properties, developing a storm drainage improve-ment program, relocating the neighborhood play-ground to the waterfront developing neighborhood parks, and developing a bikeway along the Ohio River Scenic Bypass as proposed in the State Bikeway Plan.

The Town of Troy has been blessed with an Ad-visory Plan Commission of active and dedicated members who want to improve their community, and the Town Council has asked their Plan Commission to proceed with the development of land use controls. BLA

will be assisting in the development of the zoning and subdivision control ordi-nances for Troy on a pro bono basis.

Bernardin, Lochmueller and Associates, Inc.’s Right-of-Way Department (R-O-W) usually works on major design projects by securing the land for expansion of existing highways or for new highway locations. Recently, BLA’s crackerjack R-O-W group has been selected to team with other professional engineering firms on projects that include major right-of-way easement and land acquisition issues. This seems to stem from the outstanding reputation BLA’s Right-of-Way group has earned with the City of Indianapolis’ Department of Public Works over the past several years regarding work on the White River Levee Right-of-Way. Often working under tight deadlines to

preserve scarce federal funds, the City turned to BLA’s R-O-W group to get the stalled levee improvement project mov-ing to secure easements from property owners so construction could move for-ward without loss of federal funding.

In the past year, four of the six INDOT districts have turned to BLA for Right-of-Way Services work. In the Ft. Wayne District, BLA is moving the State Road 3 project forward right on schedule.
