    5. The Constitution now provides that thesuspension of the privilege of the writ ofhabeas corpus does not suspend the rightto bail, thus resolving a doctrinal dispute oflong standing.

    6. The suspension of the privilege of the writ

    of habeas corpus and the proclamation ofmartial law have been limited to sixty (60)days and are now subject to the power ofCongress to revoke.
