When we receive depressing comments (which is often) from first time visitors about how a mother can leave behind her baby, we no longer blink an eye. Instead, we smile and calmly make a comeback, “it is okay, for it means that we have another baby to care for and to love.”

The enduring altruistic support of our donors and sponsors have ensured that the children, teens and young adults living in Chosen Children Village continue to receive the utmost care that they truly deserve. In its 22nd year of operations in Silang, Cavite as a permanent residential facility for children with special needs, CCV maintains a grateful heart to its benefactors who have long been part of CCV’s success as a child-caring institution.

Backtrack to highlights of the past 12 months— After a hiatus of 16 years, four toddlers have been placed out for domestic adoption during the year. The lucky toddlers who have finally filled the voids in the homes of the four childless Filipino couples were Olivia, Erika Angel, Lea Marian and Mateo. Among the four toddlers, Olivia and her parents have visited the village once, seven months after her official discharge. In the seven months that she has been with her adoptive parents, Olivia has shown remarkable improvements in her personality and social skills. This only proves that a child’s rightful place is with a couple, a loving family. An institution like CCV only serves as a transitory home for these children from hard places.

In June 2015, the Friends of Chosen Children Village-uSA (FCCV-uSA) was launched by its Board of Directors. FCCV-uSA is a charita-ble, non-profit organization that will be a bridge for adoptees and their families to their roots in the Philippines. The vision of FCCV-uSA is two-fold—as a Friend Raiser and as a Fund Raiser. As a Friend Raiser, the US-based organization will be a bridge to adoptees and adoptive families to their roots in the Philippines. As a Fund Raiser, it will raise funds to support the multi-faceted needs of the permanent residents of Chosen Children Village in Silang, Cavite. More significantly, FCCV-USA is one way of connecting the Filipino-American adoptees back to their former home—the Chosen Children Village. CCV Founders Mr. & Mrs. Ronald and Ma. Angeles Fullerton serve as Board of Directors of FCCV-uSA.

In January 2016, current CCV Chairman Guenter Taus, the serving president of the European Chamber of Commerce of the Philippines (ECCP) secured membership for CCV in the said organization.

In February 2016, Ms. Che Naval, CCV Executive Director, was elected President of Area-Based Standard Network (ABSNET) Cavite Cluster. ABSNET is a group of partners of NGOs (Non-Govern-ment Organizations), POs (People’s Organizations) and LGUs (Local Government units) that

are requiring license and accreditation by the Department of Social Welfare and Development (DSWD). ABSNET as a whole are partners in the promotion of the welfare of the disadvantaged population by promoting public accountability, transparency, professionalism and integrity in the delivery of social services. In the same month, during the 65th Founding Anniversary celebration of DSWD, the welfare arm of the government eventually recognized the magnitude of the work being done for the children with special needs by honoring CCV with a most-coveted award called Best Non-Government Organization. This is in “recognition of CCV’s valuable contributions and support in the implementation of the various programs and services of the Department.”

The first-ever esteemed recognition best sums up what embodies CCV and what it has achieved not only for the entire year but also since it began its operations as a child caring agency.

THE SCHOOL FOR CHOSEN CHILDREN

In the field of Music, we focus on dancing and singing. Exemplary body rhythms were embodied by Michael Camu and May Jean Morga. Singers like Niño Donayre, Charlie Sin and Isabel Miro were pushed to their limits learning simplified lessons in breathing, vowel purity, formant tuning and improving tessitura. Each week students benefit from workshops and critical lessons.

The School for Chosen Children’s unique learning set up was thoroughly defined in 2014. Re-imagining, re-aligning and re-creating platforms to launch the next big steps. 2015 is the year of working towards moving our school practice from being good to even great. We provide equal opportunities for our students to achieve excellence in academic, musical, vocational, and spiritual endeavors, in an inclusive environment that supports learning, teaching and friendship. As decided, the school focuses on things that give breakthroughs in learning and independence. We give more emphasis on vocational and livelihood training program for our students.

Fostering them to become reliable and productive members of our society, the school provides training to the students in manufacturing dishwashing liquid, fabric conditioner and detergent powder. The students take turns in mixing the components with the supervision of the teachers. The finished products are displayed in the skills training room and / or used in the village. In addition, the students raised pigs as part of the livelihood program. They are assigned in cleaning and feeding the pigs and cleaning their respective pens as well. They have been given two pigs to start the program and eventually raised five piglets. We envision more feasible projects, believing this will empower our students to do more, to become better than what they are now.

ARANTzA REHABILITATION CENTER Through physical therapy (PT), cognitive and social development services we witnessed significant developments in Margaret Mary, 5 years & 5 months old, a child born with hypotonia. She can now assume and maintain a standing position; she has a fair to good standing balance and tolerance and the most significant improvement is that she can now walk alone with minimal assistance and supervision. Another CCV client who has benefited much from the PT services is Sean David, 1 year and 9 months old, diagnosed with generalized hypotonia with right hemiphereses, global developmental delay and microcephaly. Sean David can now assume and maintain a sitting position with minimal assistance and supervision; he can further assume a standing position by holding onto a table, bar and standing frame etc. with moderate assistance for 15 to 20 minutes without crying. Likewise, John Benedict, a 5-month old boy whose frontal fontanelle has closed prematurely, has gained much from the PT services he received. He can now roll from supine to prone and vice versa. He can now assume and maintain a sitting and standing position with minimal to moderate assistance. Aside from the therapy program, the teens and young adults in the village utilize the gymnasium at the Arantza Rehabilitation Center for playing sports like badminton, basketball and volleyball. In the same way, the indoor swimming pool at the Aquatherapy Department functions as a recreational and therapeutic venue for all the CCV children. Moreover, some of the functional CCV teens and young adults get to enjoy a pleasant break for the day by playing with the musical instruments in the Motor Sensory Room. This facility in the Rehabilitation Center building is also the site for the practice / rehearsals for polishing the teens’ dancing and singing performances.

The Immersion Program of CCV is a one-day activity offered to visitors who would like to have an enriching and more meaningful stay in the village. During the entire year, employees / representatives / students from the following companies / organizations / schools / universities below have availed of this program which is meant to raise awareness among its participants. CCV was able to have visitors from as far as Naga City (Bicol Region) and Romblon (Region IV-B).

The Internship Program is a people-based learning opportunity for students to gain experience through effective problem solving skills; students identify what they already know, what they need to know, and how and where to access new information that may lead to the resolution of certain issues. This program was developed in order to stimulate the CCV children, maintain a higher level of motivation towards Interns, and to show Interns the importance of responsible, professional attitudes. Two universities in Cavite have sent their students to CCV for internship / on-the-job-training requirements:

1 Cottage 4 will finally be repaired through the support once again of the Spouses of

Heads of Mission (SHOM) together with Dow Chemical Pacific Limited. These two donors have always given priority to Chosen Children as one of their beneficiaries. They have become CCV’s partners in providing comfortable shelters for the children.

2 Cottage 10 & Arantza Rehabilitation Center - A generous donation made by

Mr. & Mrs. Helmkamp thru Catholic Charities of Baltimore was dedicated for the improvement of Cottage 10 (home for the independent living young adults) and the Arantza Rehabilitation Center which will soon be started.

3 Cottage 7’s major repairs are still in our wish list for 2016. CCV is hoping that another generous

donor can bring this cottage back to operation.

4 Chapel Fence and Entrance gate – These two facilities are also lined up for

remodeling this year. Funds will be taken out from the proceeds of the CCV Founders’ golden anniversary donations.

Operational Sources of Funds for the ChildrenAs the saying goes, “when it rains, it pours”… At Chosen Children we never expect that blessings come as each day passes by. Donations always knock on our doors either by monetary or in-kind, big or small… everything makes a difference. As for the previous years, the resources of the village still come from monetary donations. CCV is thankful to its donors who constantly include the Foundation as one of their chosen charities. CCV is also grateful to have working Board members who help in the sustenance of the village by way of fundraising activities and by bringing more donors / sponsors to the village.

text Since Chosen Children was founded, Child Sponsorship has been its primary source of funds which has supported the daily operations of the village. Nowadays, the monetary donations from private and corporate donors have become the principal source of the Village’s funds. The Child Sponsorship program has been declining for years dropping some individuals and groups. This year CCV has a total of 471 from 538 sponsors, both local and international. Despite this decrease, CCV is still thankful that most of its donors give their support through gifts or some other forms of fundraising activities that greatly benefit the Foundation. The table to the right indicates the countries where CCV’s benefactors come from and the total number of sponsored children for the entire year, April 2015 to March 2016.

VILLAGE CONSTRUCTION AND DEVELOPMENT

Right after the renovation of two cottages, another project was funded by the Spouses of Heads of Mission (SHOM) Ladies and Catholic Charities of Baltimore (uSA). The repair of the babies’ home – Cottage 5, was started in July 2015 and inaugurated / re-opened in February 2016. Aside from the building rehabilitation, new sets of crib mattresses, high chairs and washing machines were also purchased for the use of the residents of Cottage 5.

The village has acquired three solar panels (for water heating) for the children’s cottages to help reduce the village’s electrical consumption. The installation of the panels was made possible with the generosity of Marc Dumetz, Catholic Charities of Baltimore (USA) and the CCV Ladies (CCV Board lady members).

Through the generous donation of uNWG (united Nations Women’s Guild) and the CCV Founders’ support, the improvement / repair of the village Chapel was made possible. The carpet was replaced, a spiral staircase to the indoor veranda was likewise mounted and window blinds were installed. Similarly, the inner and outer walls were repainted.

Chapel Improvement The construction of the perimeter fence of the village (separating CCV from the neighboring residential community) resumed in September 2015 and is now on its finishing touches. CCV is now protected with a high concrete-and-steel enclosure. The Rotary Club of Makati – Ayala generously funded the aforementioned project.

The former circular parking area, the path walk connected to it and which leads to the lower area of Javier Nutrition Center were paved with pebbles for the comfort of the children going back and forth to the aforesaid facility during feeding / meal times. At the end of this path walk, a low steel gate (barely 3 feet) was further installed to guarantee the safety of the children from the visitors’ vehicles.

After the successful Golden Wedding Celebration of the Founders, Ronald & Lita Fullerton, the proceeds of their monetary gifts were donated to the foundation to support different projects needing immediate improvement and repair. In March 2016, the repair of the roofing of some facilities became the first project of the couple.

TOTAL PROGRAM SOURCES OF FUNDS

At CCV, the sources of funding for its programs have not changed since it has started though for this year the monetary donations showed a big slice in the pie above to support the daily needs of the children with 53.08% of the total sources of funds. Further, monetary donations in lieu of wedding anniversary gifts to the Founders contributed to CCV programs’ funding. Secondary to monetary donation is the Sponsorship Program which has been the bread and butter for years which gave CCV 24.27% of the funds from 34.12% of last year. Other forms of resources such as outreach activities, immersion programs and different party celebrations in the village provided CCV almost 15% of the total funding to support the different programs of the village.

Operational Disbursements for the Children

‘Child-months’ refers to the caring for one child for one month. Therefore the caring of that same child for one year is equivalent to 12 ‘child-months’. The total ‘child-months’ we served this year is 903, 85 less than last years’ 988. Though the number of children we have served dropped down, the cost of caring for each child has increased to P 11,787.47 from P 10,299.58 due to the demands of the children’s needs based on the Residential Disbursement. Please refer to the chart below for details on the CCV Program Disbursements:

During the year, the Residential Programs accounted for 84.6% of the total funds whereas the remaining 15.4% was used to support the Administration expenses. As mandated by the Department of Social Welfare and Development (DSWD), all residential care facilities must follow the 80-20 breakdown in disbursing the funds (80% for operations and 20% for administrative). CCV exceeded in its expenses for Residential Programs as the needs of the children are always top priority.
