A LETTER FROM OUR EXECUTIVE TEAM

Samaritan House has been delivering services to people in crisis for more than thirty years. Since our first shelter opened its doors in 1984, we have continuously expanded our services, creating innovative solutions to help solve community problems.

That’s why when we became aware of the rise in human trafficking in our region, we had to respond. Although domestic violence and human trafficking are distinctive types of violence, there are numerous similarities between the two. Both abusers and traffickers use their power and control to dominate vulnerable people and women comprise most of their victims.

The first six months of operating as the victim services provider for Hampton Roads Human Trafficking Task Force has confirmed this; 93% of victims rescued and placed at Samaritan House for protection have been female.

OUR MISSIONThe mission of Samaritan House is to foster personal safety, growth and self-sufficiency in adults and their children through the freedom from sexual assault, domestic violence, human trafficking and homelessness.

ABOUT SAMARITAN HOUSESince 1984, Samaritan House has provided emergency and permanent housing, support services and community outreach to victims of violence and homeless families in the Hampton Roads region. We own and operate 10 safe houses for emergency shelter for individuals and families fleeing violence and those at risk of losing their homes. Samaritan House utilizes a holistic approach to meet the needs of victims and their children. Our clients receive support through case management, counseling, victim advocacy, nutrition assistance, transportation, access to medical care and vocational training. Our children’s program works with youth to establish healthy relationships, build self-confidence and ultimately break the cycles of violence. 65% of the clients we serve are children.

Samaritan House, Commonwealth’s Attorney General and regional partner resources established the Coordinated Crisis Response Hotline in October 2016 to ensure victims of domestic violence, sexual assault and human trafficking have one number to call and find emergency help and shelter.

COMMUNITY IMPACT2017

INDIVIDUALS WERE PROVIDED SHELTER.147 households received housing. Of these, 30% of households increased or obtained income. 93% of individuals rapidly rehoused through our program remained permanently housed after 12 months.

314SESSIONS OF MENTAL HEALTH COUNSELING.48 support group sessions were also provided to survivors of violence and assault through regular weekly group therapy meetings at Samaritan House.

728VICTIMS OF HUMAN TRAFFICKING HELPED.In just the first six months as an established partner of the Hampton Roads Human Trafficking Task Force, Samaritan House provided housing, counseling, food, transportation, legal advocacy, medical assistance and more to victims of human trafficking.

53CHILDREN RECEIVED SUPPORT SERVICES.Samaritan House provided 3,498 services to children receiving care and

support through our children’s department. This includes play therapy,

traditional therapy, assessments, medical/dental referrals, clothing, school supplies and case management.

WHAT SHOULD I DO IF I SUSPECT TRAFFICKING? Call 1-866-DHS-2-ICE (1-866-347-2423) to report suspicious criminal activity to the U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI). This tip line is available 24 hours a day, 7 days a week.

HUMAN TRAFFICKING

Human trafficking is a form of modern-day slavery where people profit from the control and exploitation of others. This includes sex trafficking, forced labor and domestic servitude.

We believe people are not for sale, and trafficking individuals is one of the most heinous crimes that exists. In January of 2017, Attorney General Mark R. Herring, Samaritan House, local law enforcement, commonwealth’s attorneys and ICE’s Homeland Security Investigations (HSI) teamed up to create the Hampton Roads Human Trafficking Task Force. Samaritan House is the leading resource for housing and services for victims of trafficking in our region.

Human trafficking “is a crime that hides in plain sight,” said Charlotte Gomer, press secretary for Attorney General Mark Herring. “It is very difficult to identify victims and prosecute traffickers. Trafficking is about supply and demand and, unfortunately, as long as there is a demand for commercial sex and cheap or free labor, human trafficking will continue to exist.”

Samaritan House staff has grown to accommodate this need, with a dedicated team trained to specialize in the needs of victims of trafficking. Our team addresses the physical, emotional, psychological, legal and vocational needs of these clients.

TRAFFICKING BY THE

NUMBERS53 individuals received help through Samaritan House’s human trafficking program. The average age of our victims is 18 to 24 years old.

In 2017, Virginia ranked 15th in the United States for the most reported cases of human trafficking for sex and cheap or free employment.

Virginia reported 156 cases, and 70 percent of those were sex trafficking, according to the National Human Trafficking Hotline.

PROGRAMSWHAT WE DO

If you are homeless or at risk of losing your home, call the Regional Housing Crisis Hotline at 757-587-4202

VICTIM ADVOCATESAdvocates offer emotional support to clients at court hearings, assisting with safety planning, securing protective orders, and navigating the often confusing legal system.

CHILDREN’S PROGRAMSWe provide therapeutic services such as art and play therapy, family counseling and academic support, meeting the unique needs of children exposed to violence.

EMERGENCY HOUSING This is the first step to breaking away from an abuser and beginning the process of healing. We provide immediate and secure refuge at one of our emergency homes.

HOUSING NOW - RAPID REHOUSINGHousing Locators help clients regain their independence throughout the rental process and assist clients with securing permanent housing as they progress through the program.

CASE MANAGEMENT An integral part of all programs and services provided by Samaritan House, case managers help clients with transportation, counseling, job training, medical care and more.

COMMUNITY EDUCATION & OUTREACH Educational presentations are available to anyone in Hampton Roads interested in learning about human trafficking, domestic violence and sexual assault.
