MESSAGE FROM THE CHAIRMAN OF THE BOARDMorocco with its 3,500 km of coastline has 41 ports,13 of which are opened to foreign trade, including Tangier Med and Casablanca Ports granting itthe 16th rankinternationally in terms of maritime connectivity.

In order to develop the full potential of the ports and maritime sector, it is mandatory to build safe and sustainable infrastructuresso as to respond to the increasing traffic and requirements of maritime navigation safety. It is also necessary to establish modern regulatory mechanisms to ensure the participation of various stakeholders in the port transit process.

In this regard, the National Agency of Ports has been carrying out major port development projects under its aegis and has adopted an innovative and joint regulation policy with the port ecosystem actors.

The Agency is also a sectorial initiator regarding the use of new technologies through the PORTNET platform and in terms of sustainable development through its policy of corporate social responsibility.

This accolade, which bodes well for the sector and national economy, demonstrates the strength of the Moroccan port strategy. This strategy indeed is based on the efforts of convergence of all the involved parties in the port ecosystem with a common intention of boosting the competitiveness of the Moroccan ports”.

In this regard, and in addition to the missions entrusted to it by the law No. 15-02, the National Agency of Ports acts today as a catalyst of efforts made by all parties, and as a unifier of the stakeholders involved in the logistical chain around projects of high added-value for the Moroccan foreign trade.

The men and women of the Agency work daily and hardly to make ports a real tool for integrated development in their local, regional and national environment and ensure that the port sector is a lever of the Kingdom’s economic and social development.

Missions and strategy • The National Agency of Ports is a «Public

Establishment with legal personality and financial autonomy». The technical supervision of the Agency is entrusted to the Ministry of Equipment, Transport, Logistics and Water.

• The Agency acts under the state financial control applicable to public establishments in accordance with the Moroccan legislation.

• The Agency manages all the ports of the Kingdom except for Tanger-Med port.

• The Agency’s main missions are:

• Developing, maintaining and modernizing ports;

• Optimizing the use of port equipment by improving the ports’ competitiveness and simplifying procedures and modes of organization and operation.

• Ensuring the respect of free competition in port activities performing;

• Managing authorizations, concessions;

• Monitoring the implementation of the Law No. 15-02 provisions and the related articles;

• Ensuring compliance with port safety, operation and management regulations in force;

• The Agency adopts eight strategic priorities:

• To continue achieving major port projects;

• To preserve the ports heritage;

• To contribute in implementing the national strategy of logistic competitiveness;

• To simplify and facilitate port transit procedures;

• To continue implementing port reform under the Law No. 15-02;

• To regulate port activities and operators;

• To improve the port sector competitiveness;

• To enforce the law, security and protect the environment within the ports.

Governance

The Agency is is administrated by a Board of Directors that possesses all the powers and

authorities required to execute its mission. In this regard, the Board:

- Defines the Agency’s general policy and determines the budget and funding arrangements for its activities;

- Sets port fees, duties and tariffs;

- Approves concession agreements regarding port management and operation;

- Reviews operating regulations and port development plans.

The Agency board meets at least twice a year to approve the summary statements for the previous financial year as well as the work schedule and budget for the following fiscal year.

Chaired by the Minister of Equipment, Transport, Logistics and Water, the Board is composed of:

- Representatives of government;

- Representatives of professional chambers and federations;

- Staff representatives;

- Four persons appointed for a term of three years renewable only once.

It can decide the creation of any committee and design its powers, structure, and mode of operation. Currently, two committees are operational:

- The Strategy and Investment Committee chaired by the Secretary General of the Ministry of Equipment, Transport, Logistics and Water;

- The Audit Committee chaired by the representative of the Directorate of Public Companies and Privatization (DEPP/MEF).

The Agency is managed by its Executive Director, who holds all the powers and prerogatives necessary to this end.

Presence in ports

At the regional level, the ANP is represented by seven Directorates:

- The Mediterranean Regional Directorate (DRM) incorporating the ports of Nador, Saidia, Ras Kebdana, Sidi Hsain, Al-Hoceima and Cala Iris

- The Strait Regional Directorate (DRD): Ports of Tangier, Chmaala, Jebha, Mdiq, Kabila, Smir, KsarSghir and Larache;

- The North Atlantic Regional Directorate (DRAN): Ports of Mohammedia, Kentra, Mehdia, Bouregrag and Sables d’Or;

- The Regional Directorate of the Casablanca Port (DRPC);

- The Central Atlantic Regional Directorate (DRAC): Ports of Jorf-Lasfar, El-Jadida, Safi, SouiriaLakdima and Essaouira;

- The South Atlantic Regional Directorate (DRAS): Ports of Agadir, Sidi Ifni, Tan-Tan and Imessouane;

- The Grand South Regional Directorate (DRGS): Ports of Layoune, Tarfaya, Boujdour and Dakhla.

The port of Casablanca will be equipped with a high level community building On March 31, 2017, His Majesty King Mohammed VI (may God bless him) laid the foundation stone of the community building which will gather all the stakeholders of the Casablanca port. This project strengthens the various workshops of the Wessal Casablanca Port program (Transfer of the fishing port and shipyard, development of a new cruise terminal). This building will be achieved within 24 months, with the contribution of several stakeholders: the Ministry of Economy and Finance, the Ministry of Transport Equipment, Logistics and Water, the Wilaya of the Casablanca-Settat Region and the National Agency of Ports (Contracting Authority). It will consist of two connected towers (25 floors and 8 floors) on a 3000 m² land base near the Casa-Port railway station.

Holding of the 39th session of UANPA The Union of Port Administrations of North Africa held the 39th session of its Board of Directors on Tuesday September 26, 2017 in Casablanca. The work of this Session was opened by Mr. Abdelkader AMARA, Minister of Equipment, Transport, Logistics and Water.This session, chaired by Mrs. Nadia LARAKI, Executive Director of the ANP, in which Presidents and Executive Managers of the port organizations of the member countries took part, was devoted to the examination of the balance sheets of the Union for 2015 and 2016, and also to the implementation of the roadmap defining the axes of the Union’s action plan for 2017 and 2018.

Brilliant re-election of the Kingdom of Morocco to the IMO by 134 votesMorocco was re-elected in London in the Board of the International Maritime Organization (IMO). This re-election, which is the fourth of its kind since 2011, took place on the occasion of the 30th IMO Assembly held in the British capital. Morocco was re-elected to the IMO Council, which is made up of 40 Member States, for a two-years term. This re-election represents an international recognition of the progress made by Morocco in several areas, under the leadership of His Majesty King Mohammed VI, particularly in the maritime sector. It also reflects the trust that the Kingdom enjoys among the world’s maritime professionals and managers.

Diversification of funding sources: A bond loan of 500 MDHS is concluded in 2017The National Agency of Ports successfully issued 5,000 ordinary bonds for an amount of 500 million DHS, over two installments of10-years maturity.The issuance of ordinary bonds took place from 24 to 26 October 2017 targeting all institutional investors under Moroccan law. The operation was an unprecedented success, demonstrating the quality of the issuer and the strength of its model. Thus, the total amount of applications reached 18 106 000 000 MAD, i.e. a record subscription rate of 36 times and a satisfaction rate of 2.76%.

Reinforcement of the system of port procedures and formalities digitalization • These agreements, signed on the occasion of the third annual

conference of single-windows organized by the ANP and PortNet-SA, are part of the national strategy to develop logistical competitiveness and improve the quality of public service, business climate, competitiveness of economic operators and attractiveness of Morocco:

• The first agreement concerns computerized data exchange via PORTNET and the improvement of customs clearance conditions for products subject to ONSSA control;

• The second agreement was signed between ANRT, ADII and PortNet S.A. to facilitate procedures regarding materials approval.

• The third agreement concerns the support and the upgrade of Freight Forwarders.

First edition of the NPA’s Senior Managers AgreementThe first edition of the agreement of the Agency’s Senior Managers was organized on November 5, 2017, under the theme «the new generation of managers».This meeting was one of the highpoints in2017, in terms of group cohesion and synergy creation between employees from all the ports managed by the Agency.

PORT ACTIVITY OF THE YEAR

2017

At the end of 2017, the ports traffic covered by the ANP reached an overall volume of 83.7 million tons, against 77.4 million tons a year earlier, thus marking an increase of 8.1%.

Compared to the last five years, the overall port traffic is on an upward trend of 4.3% per year on average, rising from 67.9 million tons in 2013 to 83.7 million tons in 2017.

IMPORTSImports practically stagnated compared to the previous year (-1.1%) at an average volume of 47.7 million tons. In value terms, they amounted to MAD 437 billion, up 6.5%.1

By type of traffic, the main variations recorded are as follows:

- The sharp drop of 24.5% in cereal imports, whose volume reached 6.5 million tons, after an increase in the national production of this commodity which reached 96 million quintals;

- The 28.2% drop in imports of steel products, with an overall volume of 1.38 million tons;

- A confirmed evolution of imports of Ammonia (+42.6%) and petroleum coke (+24.3%);

- Sulfur activity increased by 7.3%, with an overall volume of 5.35 million tons in 2017 compared to 4.98 million tons in 2016.

EXPORTSExports recorded a strong increase of27.3% during the past year, with a volume of 32.4 million tons. In terms of value, they amounted to 248 billion MAD, up to 10.6%.2

This significant increase in exports is mainly due to the strong increase in sales abroad of phosphate products, Especially crude phosphate (+40.3%) and fertilizers (+27.1%), with volumes of 11.1 million tons and 8 million tons respectively.

CABOTAGECabotage activity slightly decreased by 4.2% to 3.5 million tons in 2017.

This variation is explained by the decline in flows between Moroccan ports regarding the coastal navigation of hydrocarbons (-6.7%), the overall volume of which reached 1.8 million tons against 2 million tons in 2016.

OVERALL TRAFFIC

CONTAINERSThe container activity at the ports managed by the ANP reached 1.19 million TEUs, hence realizing a growth of 3.8% compared to 2016.

In terms of tonnage, this activity registered 11.8 million tons, which represents an increase of 9.3% compared to the same period of last year.

The imports reached 532,930 TEUs, which account for an increase of 5.9%. Exports also registered an increase of 7.8%, with a volume of 523,403 TEUs.

CEREALSDue to a good cereal harvest of 96 million quintals in 2017, the imports of this commodity amounted to 6.5 million tons, marking a substantial drop of 24.5%.

The analysis of traffic distribution by port shows a high concentration in the port of Casablanca (63%).

It appears also from this analysis that the decline in grain traffic applied to all the ports which ensure the transit of this traffic.

HYDROCARBONSThe total hydrocarbon traffic reached 11.2 million tons in 2017, achieving approximately the same volume (+1.0%) compared to last year.

This stagnation is essentially due to:

(i) the decline in Cabotaged Fuel Oil (-10.6%) and imports of Diesel(-3.4%) and Jet (-6.9%), whose respective volumes registered 753,736 tons, 4.9 million tons and 658,049 tons, as well as (ii) the increase in CabotagedDiesel (+24.5%) and imports of Bitumen (+8.6%), Butane (+4.9%) and Gasoline (+7.5%), with a volume of 992,971 tons, 391,491 tons, 2.2 million tons and 530,525 tons respectively.

NEW VEHICLES The traffic of new vehicles recorded 106,778 units at the port of Casablanca, thus, causing a drop of 10.3% for 2017.

PASSENGERSThe passenger traffic through the Agency’s ports in 2017 reached 2,189,858 passengers, accounting for an increase of 14.7% compared to 2016. The traffic distribution by port is as follows:

CRUISERSThe cruise activity dropped sharply by 34.4% in 2017, with a total of only 222,524 cruise passengers, against 339,027 in 2016.

The traffic distribution by port is as follows:

Tangier city : 23,590 cruise passengers, i.e. -75%. Casablanca : 105,892 cruise passengers, or -37.8%. Agadir : 93,042 cruise passengers, or +30.3%.

TIRFor the year 2017, TIR traffic reached a volume of 10,469 units, marking an increase of 8.8% compared to the year 2016.

The breakdown of this activity by port is as follows:

Nador : 8,055 units, or +19%. Casablanca : 1,938 units, or -19.1%. Tangier city : 476 units, or 3.9%.

PHOSPHATES & DERIVATIVES Traffic in phosphates and derivatives reached an overall volume of 31.5 million tons in 2017, with an increase of 25% compared tothe last year. The reason behind that is the general increase in all phosphate activities.

This increase was driven specifically by the consolidation of the production capacity of this sector, the recovery in the European demand and the opening up to new markets, particularly in sub-Saharan Africa.

Port Regulation

During 2017, the National Agency of Ports continued its policy of regulating the national port sector by (i) supporting the various port actors to be up to date with the provisions of the Law 02-15, (ii) as well as strengthening operational regulation through the reengineering of the various port processes to optimize physical and informational processes related to port transit, (iii) and also by continuing to implement high added-value Community projects such as the Ports Competitiveness Observatory, and (iv) monitoring the performance of various operators.

The assess of the achievements made by the Agency over the past year concerning the regulation is subdivided into areas of concessions, permits, management of the public port domain, and operational and tariff regulation.

Amendment of credit agreement relating to the TC3 concession financing

With the implementation of the North Terminal concession of the port of Agadir to the SMA, that came into force on 1stSeptember 2016, the operating system of the port of Agadir underwent an important transformation especially through the introduction of single handling.

To ensure a smooth transition to this new mode of operation while ensuring continuous ship loading and unloading services, the ANP, in conjunction with the designated dealers, has put in place a 24-month transitional phase to allow the new entrant to carry out its firm investment program and train its staff.

To fund its investment program, in March 2017, the SMA contractor signed a long-term credit agreement of asum of 235 million MAD with BCP.

As part of this funding and in accordance with Article 23 of the law 02-15, the ANP signed a direct agreement with the lenders and the contractor on the 23rdMarch 2017.

In accordance with the provisions of the direct agreement between the ANP, the lenders and the TC3PCcompany, signed as part of funding the contractor›s investment program, the contractor submitted to the ANP an application of prior approval to sign an amendment to the credit agreement, whose purpose is (i) to ratify the investment program and the funding plan so as to establish the final amounts of the investment contracts and operating expenditure settled before the start date of commercial service and (ii) to amend the period of use and the period of credit availability.

The ANP notified the contractor of its approval regarding the aforementioned rider dated on August 2017 ,24

Concession of the shipyards of the ports of Safi, Laayoune and Ras Kebdana

Finalizing the Concession Documents related to the cereal terminals operated by ONICL in the ports of Nador, Safi and Agadir

In order to meet the needs of professionals and strengthen the port offer in terms of repair yards and shipbuilding, intended for the fishing fleet, the National Agency of Ports launched several competitive tenders to invest in existing harbor basins at the ports of Safi, Laayoune and Ras Kebdana.

Therefore, following the said tenders, Concession Documents concerning Safi shipyard were signed on July 31, 2017 with TURKOGLU TERSANECILIK MAROC.

Similarly, the Concession Documents concerning Laayoune port shipyard were signed on December 12, 2017 with Atelier Naval du Sudcompany, founded by the consortium made up of the SAKIA EL HAMRA Supply Company and the TABOAG Company.

As regards the Ras Kebdana port shipyard, the tender process is still underway.

During 2017, the ANP continued the talks with ONICL to regularizethe terminals situation that are operated by its subsidiary SOSIPO in the ports of Nador, Safi and Agadir.

The Concession Documents related to these terminals have been finalized and they will be signed during the first half of 2018.

Implementation of unified tariffs valid 24/24 at the port of Casablanca for multipurpose terminals

Change in the terms of the cabotage rebate on vessel port dues

The National Agency of Ports has adopted a new tariff system for the services rendered by the contractors at the multipurpose terminals of the port of Casablanca, by putting in place unified tariffs valid 24/24 and 7/7. The new tariffs which entered into force on the 15thJanuary 2017, introduce a simplification of tariff provisions by cancelling over-time tariffs.

Thus, port users now pay identical tariffs for port services, be it in daytime, night, Sunday or public holidays, without any overpricing.

During its meeting held on June 2017 ,19, the Agency›s Board of Directors approved the ANP Tariff Book.

This new Tariff Book, which was distributed to all ports and published on the Agency›s website, aims to set up a reference system of the provisions and tariff scales in force.

It was established by taking into account (i) all tariff decisions concerning the Agency›s scope of competence, during the time of the ex-ODEP stage, (ii) all tariff decisions made and set by the ANP since its creation and (iii) the improvement and accuracy of certain tariff provisions to be adapted to the reality on the ground.

Following the request of the CGEM, a joint ANP -CGEM committee was set up as of June 2017 to study the project of optimizing transit costs at the port of Casablanca. This committee was entrusted with (i) firstly, carrying out an analysis of the current situation of the invoicing system of port services, and (ii) secondly, identifying areas to improve the current invoicing processes.

Cabotage activity between national ports underwenta structural change and has reached an overall volume of around 4 million tons. This activity, which used to concern only the transport of petroleum products to thesouthernports, has developed considerably, particularly for containers.

Consequently, and in order to adapt the tariff provisions concerning the application of the cabotage rebate modes to the evolution of the flow composition of this activity, the ANP Board of Directors at the December 2016 session approved the application of the rates of this rebate.

With regard to the provisions of article 12 of the law 02-15 relating to ports, the activities that shall henceforth be carried out as part of the Permit scheme are as follows:

Activities, which are of an Industrial and Commercial Public Service nature, namely piloting, towing, mooring, warehousing and port storaging activities;

Activities relating to the operation of platforms, hangars or other port facilities either for own account or third parties, as well as the operation of private equipment with a public service obligation.

The so-called «related» port activities which are in the service of ships, goods and/or passengers and the list of which is established by the implementing Decree N° 2.07.263 dated September 19, 2008.

Promotion of port places

The Agency, in its capacity as regulator of the sector, carries out actions to promote the national port centers by participating in fairs and events dedicated to logistics, and also through its dynamism in terms of multilateral and bilateral cooperation.

As part of the opening up to its national and international environment, 2017 was marked by the participation of the National Agency of Ports in various meetings, events and fair. Such occasions bring together managers, operators and professionals who are involved in ports, maritime transport or logistics andactive on the national, regional and international level

In addition to promoting synergy within the various concerned actors by the port sector and by the logistical chain performance, the ANP makes international cooperation a central lever to promote national port centers. In fact, the Agency nowadays is a distinguished interlocutor and a privileged partner that takes part in bilateral or multilateral agreements meant to provide the appropriate conditions for the development of the Kingdom›s foreign trade.

Participation in the 3rd edition of the Halieutis Fair

Organized in Agadir from 15 to 19 February under the theme « Evolution Prospects of the Fishing Sector in Morocco», was an opportunity for the ANP to become acquainted with the innovations of the maritime fishing and fisheries sector, considering the role of the Agency in providing this sector port with infrastructures to help its promotion.

Participation of the Agency in the 6th edition of the LOGISMED Exhibition Aware of its role as a key player in the logistic chain as a port authority watching over the competitiveness and regulation of port activities, the National Agency of Ports established its presence at the 6th edition of the International Transport and Logistics Fair for Africa and the Mediterranean «LOGISMED», organized from 17 to 19 May at the international fair of Casablanca under the theme «Your logistics, lever of a certain profitability».

Meeting with the Federation of Sea Fishing Chambersheld on June 2017 ,06 at the head office of the National Agency of Ports, upon request of the Presidency of the Federation of Sea Fishing Chambers, this meeting falls within the agency›s opening up to the port community.

Indeed, the said meeting, which was an opportunity for both parties to assess the progress of actions agreed upon during the previous meeting, was devoted to examining the expectations of sea fishing professionals and ports managed by the ANP.

At the end of this meeting, the two parties agreed to implement an array of measures likely to improve the work of fishing activity in the ports run by the Agency.

Active participation in the 2ndMEDports Forum and the signature of the declaration of intent for the official launch of the MEDports Association in MarseilleThat represents a crucial gathering of all the stakeholders and communities of the Mediterranean ports. The forum witnessed the participation of twenty leading Mediterranean ports, all of which occupy a strategic position in the flow of freight and passengers. It was an opportunity to officially launch the MEDports Association

Organization of the 39th session of the Board of Directors of the Union of North African Port Authorities on 27 and 28 September 2017.

The Union of Port Authorities of North Africa is a regional grouping and a platform to exchange and reflect upon issues relating to the ports sector. This union is made up of the port authorities of Mauritania, Tunisia, Algeria, Libya, Egypt, Sudan and Morocco. It was created in 1974 in Alexandria at the end of the Conference of African Ministers of Transport. The Kingdom of Morocco hosts the headquarters of the Union under an agreement signed with the Government of Morocco.

Development of the port tools

The Agency gives big importance to improve port equipment and adapt it to the increasingly pressing requirements of users and the latest innovations that have to do with the development, maintenance and operation of port terminals. In this regard, 2017 is marked by continuous investment effort, which recorded a significant increase in recent years with the progress of major structural projects as part of the Casablanca Wessal Port.

The investment made during 2017 concerned the development of new infrastructure as well as the improvement and expansion of existing infrastructure. It also aimed at reinforcing security and safety conditions in ports, digitalizing port procedures and diversifying the training offer.

Furthermore, the Agency continued playing its role as a sector initiator in terms of social and environmental responsibility (CSR) through its action geared toward environmental protection and commitment to opening up ports to cities.

Development and maintenance of Infrastructures

Works supervision

The ANP continued its policy of projects anticipation by carrying out all technical and economic feasibility studies. These studies concern the analysis of oceanographic, geotechnical, geological, sedimentological, bathymetric and morphological data for an optimal dimensioning of the projected structures.

In this respect, 2017 was the startup year of several technical studies regarding the port infrastructures development, mainly:

• The study of the quays’ extension from the ferry terminal to the port of Nador; • The study for the construction of a 2nd oil station at the port of Agadir; • The study of the construction of a hopper at the level of the northern shipping service of the

port of Casablanca.• Geotechnical study for the extension project of the main dike of the port of Casablanca; • Geotechnical study for the extension project of the main dike of the port of Mohammedia. • Geotechnical study for the extension project of the main dike of the port of Mohammedia.

It is crucial to supervise the works to ensure their durability. In this regard, visual inspections are constantly carried out by experienced personnel according to prior established programs in order to inquire about all the components of the ports managed by the ANP.

These inspections were reinforced by auscultation contracts which concerned particularly the following aspects:

• Carrying out multibeam inspections at the port of Larache• Additional investigations (scuba diving / topography / concrete quality /...) at the ports of

Laayoune, Safi, Nador,

Maintenance of existing structures

Dredging of basins and port navigation areas

With regard to preventive maintenance of protection works, several operations were launched in 2017, in particular:

• The reinforcement of the main dike of the port of Mohammedia; • The reinforcement of the main seawall of the port of Al Hoceima; • Reinforcement and extension of the quay of Mehdiafishing port; • Work to reinforce the cliff adjacent to the yachting area of Al-Hoceima harbor; • Reinforcement work on the main dike of the commercial port of Agadir - section 01. • In parallel with these operations, work continued at a contractual pace on the following projects: • Restoration work of the north-west and east quays of the commercial port of Agadir; • Reinforcement work on the main pier of the port of JorfLasfar; • Restoration work on the fishing triangle median of the port of Agadir

• For all Moroccan ports, maintaining the necessary depths for navigation was a major concern for the ANP in 2017. For this reason, several maintenance dredging and maintenance operations were carried out. They concerned:

• Maintenance dredging at the ports of: Dakhla, Boujdour, Tan-Tan, Sidi Ifni, Safi, Mehdia, Larache, Ras Kebdana...

Port PoliceAs a part of the continuous modernization of the port policing, the ANP has established a quality management system in port harbors. In 2017, the ANP was awarded the ISO 9001 certification for Casablanca and Mohammediaharbors in line with the latest version of 2015. ANP is workingaslo on obtaining the certification for the harbors of Nador, Al-Hoceima, JorfLasfar, Safi and Agadir.

In addition, the year 2017 is marked by:

• The progress in the installation and operation of a port VTMIS at the port of Jorf-Lasfarto improve the services rendered to ships;

• The continuation of upgrading and strengthening the maritime signalingby carrying out diagnostic studies and improving the maritime beaconing system in the ports;

• The reinforcement of the staff port captains› and the training for the benefit of the NPA port officers in the field of maritime meteorology within the framework of the ANP-DMNpartnership agreement;

• The strong involvement of the NPA in favor of the finalization of the draft law on port police.

SecurityTo reinforce port security, the NPA carried out in 2017 several actions, particularly:

• The application of the planned actions within the partnership framework between ANP and CNESTEN in the field of safety and security regarding radiation protection in the ports of Nador, Al Hoceima, Tangier, Casablanca, Agadir and Laayoune;

• Installation and operation of a relocatable scanner for the control of containers and Ro-Ro units at the port of Casablanca;

• Delivery of six hand luggage scanners for boarding passenger vessels at the ports of Nador, Al Hoceima and Casablanca;

• Coordination for the implementation of security exercises, in accordance with the provisions of the ISPS Code and in collaboration with the various port stakeholders;

• The follow-up of the security plans validation for certain ports and their port installations;

• PFSO training for officers and executives of the ANP;

• Appointing new security officers for the ports and facilities within.

• The development of a security audit system. This tool will allow carrying out the audit of security, conformity and operation of the ANP ports and their facilities as from 2018;

• Within the framework of a grant from the Chinese government, for the supply of 3 scanners for the control of containers and ro-ro units at the ports of Casablanca, Nador and Agadir, the ANP prepared specifications relating to this action which were handed over to the Chinese government.

Enforcing port security and safety

SafetyTo improve the safety of ship movements and the protection of the environment at ports where the ANP provides towage services, the following operations are launched:

• For the port of Tan-Tan, the construction of an ASD tugboat was lunched and its delivery is scheduled for July 2018.

• For the port of Tarfaya, as part of the preparations made for its forthcoming opening to receive commercial vessels, the construction of a tugboat of ASD type was lunched as well. As for the delivery, it is scheduled in the beginning of 2019.

The year 2017 is also marked by:

• The finalization of the development of a security application (SM2S), this tool will allow not only the security management and monitoring at port level, but also a permanent reporting and real-time monitoring of the overall security management at port level;

• The training of the harbor master’s office staff of the ANP ports as part of the framework convention of training between the National Agency of Ports (ANP) and the Higher Institute of Maritime Studies (ISEM). The aim of this partnership is to improve the competence of the harbor master’s office staff in matters of port and maritime safety and environment.

• The recruitment of a part of the crew of the future tugboat of the port of Tan-Tan: a chief mechanic, a tug master and a mechanic agent.

In 2017, the ANP began gradually implementing its CSR policy in the ports under its jurisdiction. In this regard, two CSR managers were recruited at the end of 2017, they were appointed respectively to the General Directorate and the Regional Directorate of Central Atlantic. However, the recruitment of five other CSR managers to be appointed in the other ANP Regional Director atesisstill pending.

The Agency›s proactive policy is based on the main action levers (regulation and development). The ultimate objective goes beyond the simple framework of achieving the CSR policy by opening up to new opportunities to unify the port community around values relating to the environment protection, sustainability and integration of ports into their environment.

In this regard, the main achievements during 2017 relate to safeguarding the national port heritage, opening ports to cities and protecting the environment.

Environmental protection and citizen actions. • The removal of wrecks from port basins, and preparation of a legal text specific to

vessels seized and/or abandoned in ports that are under the framework of project relating to port police;

• The strengthening and continuation of partnership framework between ANP and Mohamed VI Foundation for the Protection of Environment, through the «Voluntary Carbon Offsetting» agreement and the «Clean Beaches» agreement.

• Permanent cleaning of port basins;

• Rigorous monitoring, through dashboards, collection, disposal and waste treatment operations from ships calling at ports under the ANP›s jurisdiction (solid, oily water and waste water).

• Within the framework of the «Clean Beaches» program, the following distinctions are obtained for the year 2017:

• Essaouira beach was awarded the «Blue Flag» label for the 2017 summer period, for the thirteenth consecutive year,

• Beddouza beach (Safi province) has been awarded the «Blue Flag» label for the 2017 summer period, for the fourth time.

• Sidi Ifni beach was awarded the «Blue Flag» label for the 2017 summer period for the first time.

Corporate Social ResponsabilitySafeguarding port heritage and opening ports to cities

Several actions have been programmed in 2017 within the framework of preserving the port heritage. In fact, this year has witnessed:

• The preparation of the technical files of the projects of delimitation of the public port domain of the DRGS, DRAS, DRAC, Casablanca, DRD and DRM regions through the establishment of plans and achievement of land surveys;

• Launching the strategic repositioning study for the port of Nador, which aims to identify new business opportunities and new vocations in line with the potentialities and environmental constraints of this port.

• In addition to opening the ports to the cities, this year witnessed several actions undertaken by the ANP with the purpose of developing and managing the spaces inside the ports:

• Works of servicing in the extension of the port of Dakhla;

• Works of servicing of the port of Tarfaya;

• Works of servicing of the ground surface of the New fishing port and the new cruise terminal at the port of Casablanca.

Digital

transformation of

ports

For the sake of strengthening the competitiveness of ports and companies while improving the quality of service provided to customers, the National Agency of Ports has been committed, since its creation, to a digital strategy based on modernization and innovation.

Indeed, the projects planned in the roadmap are derived from the study of the master plan of the Agency›s Port Information System, especially the SMART PORT program, that shows in fact an increasing use of the most recent information and communication techniques (Electronic Certificates, Online Payment, Big Data, Internet of Things, making processes paperless, E-learning...).

The major areas of this strategy are: (i) the simplification and dematerialization of port processes (ii) the federation and integration of Port NPA IS and (iii) the reliability of information and IS applications.

In this context, and during 2017, several projects with high added value were carried out and new projects were launched.

In reference to the port processes simplification and dematerialization

• Advance notice of arrival for export at the port of Casablanca and Agadir

• Automatic Notification of Arrival of Goods

• Extension of PortNet services to the ports of Agadir and Nador

• Implementation of multi-channel payment on PortNet

In terms of federating and integrating the port IS of the ANP Designing an IS for the management of the Public Port Domain Design of a port conference management solution

Deployment of a Project Management System

Design of an integrated IS for procurement management

Design of an integrated Finance, Accounting and Budget IS

In terms of making information and IS applications more reliable 2017 was marked by the improvement of IT service availability conditions through the deployment and the implementation of a new backup site with a third party.

The first phase of modifying the architecture of the ANP port network took place in 2017, it was equipped with new equipment dedicated to network security and several on-site Internet access for optimizing the use of the ANP network bandwidth.

Several security solutions have been deployed covering the protection of all information and business applications as well as users› workstations in all ports of the Kingdom.

Training and skills promotion

• Being aware of the importance of skills development for the competitiveness of the sector in accordance with the port vision of2030, the ANP fulfils its mission of developing the human capital of the port sector through the Port Training Institute (IFP). As far as the Agency is concerned, it is a matter of offering a training platform dedicated to the sector and a crossroad for meetings and exchanges around the themes related adapting human capital to the requirements of port operations.

• Thus, IFP has strengthened its relations with its national and regional partners through:

• The signature of new training agreements on the port equipment driving simulator with port operators: STAM and MarsaMaroc company;

• The accreditation of the IFP by the Directorate of Ports and Public Marine Area for the organization of the first edition of «Management of aids to navigation» training for managers (Moroccan and Africans), aids to navigation in accordance with the standard E141 and recommendations «IALA Guidelines on accreditation No 1 100».

• Maintaining the training activities provided by the training agreements that are previously signed (PORTNET S.A, MarsaMaroc and TAQA Morocco).

In 2017,

The Port Training Institute of the National Agency of Ports carried out 3 399 training days for a total of 1 172 beneficiaries.

The cumulative training days are distributed as follows according to the organization’s beneficiaries: 31% for ANP Staff, 48% for ANP National Partners and 21% for International Cooperation Staff.

Human Capital Management

The management of the human resources of the National Agency of Ports is clearly geared towards improving the core of businesses and reinforcing internal skills. In order to meet the needs and challenges of the Agency›s development strategy, the quantitative and qualitative empowerment of human capital is based on the following levers:

- A recruitment plan that takes into account the changing needs of the Agency›s various structures;

- Skills strengthening through diversified, targeted and generalized training;

- Promotions combining both the concern for fairness and compliance with the legal and procedural arsenal in force, and also the need to provide the various structures of the Agency with efficient and motivated human resources;

- Concerted social action resulting from a permanent dialogue approach with the social partners.

With regard to the above-mentioned areas, the 2017 review of the Agency›s human capital management is rich in achievements in terms of career management, skills development and staff motivation.

The Agency’s workforce

In 31/12/2017, the Agency had 929 employees with a senior management ratio of 40%. By category, these employees are as follows:

Women represent 20% of ANP staff and the average age at ANP on 31/12/2017 is 43 years for all staff and 39 years for senior management.

Motivation and social action Training

Staff motivation is a basic lever for increasing the performance of the Agency›s staff. In fact, in addition to a compensation policy based on the principles of equity and contribution/reward convergence, the Agency offers its human capital a varied package of incentives, considering that the social action is the key element for motivating the personnel and strengthening cohesion and team spirit.

In this regard, the social action program is rich and varied, especially when it comes to encouraging access to home ownership, organizing medical prevention campaigns, granting summer opportunities for staff and summer camps and recreational activities for the staff›s children.

The year of 2017 was fully in line with the growth recorded in 2016, even described as an exceptional year,

This continuity is explained by the favorable evolution of the level ofport’s activity managed by the ANP, which reached 83.7 million tons i.e. an increase of 8.1%, equivalent of 6.3 million tons, andaslo by the evolution of concession fees and favorable authorizations.

Thus, the financial achievements of the ANP under the favorable year of 2017 if compared to the achievements of fiscal year 2016, are as follows:

• A turnover of 1,744.9 MDHS, i.e. +0.3% compared to 2016 turnover, and +6.1% compared to the forecast of the same year.

• Operating expenses are 1,564.1 MDHS, or +9.9% compared to 2016, and +1% compared to the forecast of the same year. This increase is explained basically by the effort of maintenance and servicing of the port infrastructures which required mobilizing a budget of 187.8 MDHS and increasing the State’s contribution of the year.

• Adrop in an operating result of 30.7% from the agency’s contribution to the State budget from 70 MDHS in 2016 to 249.2 MDHS in 2017 and this is mainly due to the relative increase in operating expenses and turnover for this year.

• An added value of 1,041.2 MDHS, i.e. -14.4% compared to 2016.

• A net result of 144.7 MDHS, a decrease of 32.6% compared to 2016, but an increase of 324.9% compared to the forecast for the same year.

Compared to 2016 achievements - The net result of the year 2017 decreased, with an amount of 144.7 MDHS, i.e. a variation of -32.6% compared to the one recorded in 2016.

Excluding the exceptional operations that marked 2016, net income will increase by 43.4%.

- The added value amounts to 1,041.2 MDHS in 2017, a decrease of (14.4%) which is explained essentially by the increase of expenses relating to the maintenance and servicing of the dikes and jetties at the level of the ports of Jorf lasfar, Sables d’or and Kenitra.

Irrespective of the exceptional operations, the evolution of the added value would know a slight decrease of 1%.

- The gross operating surplus was 456.2 MDHS in 2017, against 727.2 MDHS in 2016,i.e. a decrease of 37.3%.

Without considering the exceptional operations, the evolution of the gross operating surplus will be -18.87%.

Compared to 2017 forecast Operating income increased by 4.9%, recording an amount of 1,813.3 MDHS achieved in 2017, against 1,727.8 MDHS as forecasted for the same year.

This favorable trend is due to the increase of:

- Concession and authorization fees of 91.1 MDHS, explained mainly by the invoicing of concession fees (i) from OCP to the port of Safi and JerfLesfer, (ii) from Container Terminal 3 of the port of Casablanca) and (iii) from the north quay of the port of Agadir.

- The traffic of the ports managed by the ANPin 2017 was +8.1%, against a forecast of 3.8%.

In the matter of operating expenses, the achievements are in overrun compared to the budget of +15.1 MDHS, i.e. +1%, explained basically by the increase of the other external expenses of +63.9 MDHS compared to the forecasts of the same year.
