It is with great pride that I share our 2012-13 Annual Report. High Plains Regional Education Cooperative’s (HPREC) goal is to provide innovative and research-based support and services to member districts. As the public education landscape evolves, HPREC provides expertise, powerful tools, and systematic approaches to assist school districts in meeting educational goals. While HPREC is often called upon to customize professional activities for a district, a cooperative system of shared services and programs has proven cost-saving and highly effective for rural northeastern New Mexico school districts. Whether a school district is seeking policy guidance, related services for students with special needs, special education technical assistance, or professional development opportunities, HPREC is relentless in its commitment to ensure that services and supports are responsive, timely, and of high quality. Recognizing fiscal challenges in public education, HPREC also engages in entrepreneurial activities to ensure its financial stability and to augment member districts’ dollars. Sound business practices including pre-bid contracts and the facilitation and coordination of state and national conferences are examples of HPREC’s commitment to financial solvency. HPREC prides itself in our pursuit of innovative practices. HPREC’s related service providers, program staff, and administrative staff are highly skilled and dedicated. In fact, many of our employees share their expertise at the state and national levels, serving as presenters, working on various task force teams, and consulting on educational issues. There is a tremendous amount of positive momentum and dedication within HPREC, all built upon a 29-year history of providing unsurpassed services to our schools and communities. About Us High Plains Regional Education Cooperative (HPREC), located in Raton, is one of nine regional education cooperatives in New Mexico. HPREC is a New Mexico state agency, administratively attached to the Public Education Department. HPREC accelerates the missions of the member school districts in Colfax, Harding, and Union counties by providing quality support and services to meet districts’ needs.

Year in Review 2012 - 2013 HPREC is proud of its accomplishments. 2012 - 2013 proved to be a year of challenges, successes, and celebrations. These include, but are not limited to:

HPREC’s ancillary team provided quality services to 264 students with disabilities including speech-language therapy, social work, occupational therapy, physical therapy, transition services, and school psychology services.

In 2013, 37% of schools within the HPREC region improved their school grade, in comparison to 35% statewide. Likewise, within the HPREC Region 61% of students were proficient or advanced in reading and 49% were proficient or advanced in mathematics.

Provided powerful professional development activities targeting school reform.

Over 995 participants attended one or more of HPREC sponsored professional development activities.

Successfully implemented a statewide, online bus driver training to 6 districts within New Mexico.

575 modules were taken by qualified bus drivers across New Mexico.

Provided more than 1,100 hours of technical assistance to district on topics including sound fiscal practices, special education compliance, effective instruction, leadership, TIENET, literacy, CCSS, and other areas.

113 children and adults were provided services at the HPREC Audiology Clinic, including:

Audiological Testing - Diagnostic tests to identify the degree and type of hearing loss of our clients.

Hearing Aid Dispensing Program - The selection, fitting, and modification of all hearing instrument technologies (including digital) and selected assistive listening devices.

Educational Auditory Services - Hearing evaluations, hearing aid sales and service, FM systems, and other services for children enrolled in HPREC regional schools.

Provided 154 Tympanometry screenings for middle ear function at the Colfax County Health Fair.

Services & Technical Assistance - Member Districts

Professional Development HPREC staff conducts and facilitates professional development activities that impacted hundreds of administrators, teachers, support staff, and students in New Mexico each year. HPREC’s professional development activities are designed to build capacity and expertise at the local level through workshops, as well as ongoing coaching, mentoring, and technical assistance. The goal is to increase educators’ effectiveness and student achievement. During 2012-2013, over 995 participants attended one or more of HPREC sponsored professional development activities. Services & Technical Assistance - Member Districts Common Core State Standards HPREC supports its member districts during the transition to, and implementation of, the Common Core State Standards through systematic regional and site-based training and support, as well as supporting teams to attend NM PED CCSS PD and MC2 activities.

Community Audiology Clinic HPREC offers a community audiology clinic. This outreach service, staffed by a certified audiologist, provides needed audiological services to our local schools and rural communities.

Community Outreach HPREC is dedicated to building community relationships. As an integral member of the local community, HPREC welcomes the use of its facilities and resources to organizations, schools, universities, non-profit agencies, and businesses.

Data Analysis

HPREC works with district- and school-based teams to analyze achievement data for evaluating program effectiveness, instructional grouping, progress monitoring, and making other data-based educational decisions.

E-Rate HPREC facilitates an E-Rate consolidation application for four of our member districts. These funds provide needed bandwidth for online learning.

ESCworks HPREC provides member districts a web-based professional development tracking and accountability system, which allows online registrations for all HPREC professional development trainings, workshops, and conferences.

Medicaid School-Based Services HPREC is the Medicaid School-Based Services billing agent for member districts. Services include direct billing for related services, administrative claiming, and program oversight. HPREC works with CompuServe for submitting, managing, and tracking the flow of claiming data for member school districts.

Professional Development Needs Assessment HPREC facilitates a regional-wide professional development needs assessment each year. These data are used to identify professional development needs across the region. In addition, they are disaggregated by district to be used to guide professional development decisions as detailed in their EPSS.

Related Service Providers HPREC hires licensed related service providers who work in member districts to provide quality therapy to students who are at-risk or have been identified as eligible and in need of special education services including speech therapy, physical therapy, occupational therapy, school psychology services, social work, and transition services.

Special Education Support HPREC provides special education technical assistance addressing State Performance Plan Indicators, developing effective and legally compliant practices, and reviewing special education files. In addition, HPREC provides professional development on post-secondary outcomes, writing effective IEPs, NM TEAM, and other identified areas. HPREC also coordinates Child Find activities for member districts including organization, publicity, and the purchasing of screening materials.

Technology HPREC supports districts’ technology efforts in the development of infrastructure, methodologies, and initiatives to increase student learning outcomes. The leveraging of resources provides necessary technologies that may otherwise be cost prohibitive to rural districts. HPREC’s 2012-2015 Strategic Technology Plan provides long range support for regional school districts with a focus on: (a) professional development, (b) support for at-risk populations, and (c) specific technology related focus areas.

TIENET HPREC provides member districts with a web-based software program (i.e., TIENET) for collecting and documenting student information, such as Student Assistance Team, Special Education, Section 504, Next Step Plans, and other documents aligned to NMPED requirements and guidelines.

Transition and Career Readiness HPREC facilitates the post-secondary outcomes project for regional schools. The focus of this project is to assist schools in meeting the post-secondary goals of secondary students who qualify for special education services. One of the goals of this project is to increase parent involvement and guide students in taking an active and purposeful role in their education goals and planning.

Services & Technical Assistance - State Level Professional Development

HPREC coordinates and sponsors a statewide Special Education Law Conference presented by Melinda Baird, Esq. Over 200 educators attended the two-day conference in 2012.

Procured Contracts High Plains Regional Education Cooperative offers procured contracts to all State of New Mexico school districts and charter schools.

Services & Technical Assistance - National Level DIBELS® Literacy Summit HPREC partners with the Dynamic Measurement Group to coordinate the national DIBELS® Literacy Summit held each year in New Mexico. The DIBELS® Literacy Summit is an engaging learning opportunity for DIBELS® leaders, researchers, and implementation teams. Workshop strands include Dynamic Indicators of Basic Early Literacy Skills - Next (DIBELS® Next), Response to Intervention, literacy, linking DIBELS® Next to instruction, and models of effective pre-service. Past keynote speakers have included Roland Good, Ruth Kaminski, Louisa Moats, Joe Torgesen, Kevin Feldman, and Edward Kame’enui. DIBELS Literacy Summit 2013 was the 10th annual Summit.

Association of Educational Service Agencies (AESA) HPREC’s Executive Director, Stephen Aguirre, provides leadership at the national level through his current position as the president of AESA. AESA is a professional organization serving educational service agencies in 45 states (i.e., 553 agencies nationwide). AESA is in the position to reach well over 80% of the public school districts, over 83% of the private schools, over 80% certified teachers and non-certified school employees, and well over 80% public and private school students.

Common Core State Standards (CCSS) HPREC will continue to support its member districts during the transition to, and implementation of, the Common Core State Standards. For 2013-2014, HPREC will target implementation K-12 in language arts and mathematics, as well as implementation of PARCC. This will occur through the facilitation of CCSS professional development activities provided by New Mexico Public Education Department and MC2. In addition, HPREC will provide training and technical assistance on aligning student’s IEPs with the CCSS.

Data-Based Decision Making HPREC will be implementing a system within TIENET for data-based decision making using a Response to Intervention model. The tools will assist educators in utilizing data to guide educational decisions at the student, class, grade, and school level. This project is aimed at increasing academic achievement, assist in aligning interventions with CCSS, and documenting instructional/intervention effectiveness.

HPREC Strategic Planning With many new superintendents across the region, HPREC’s Board of Directors will work together to develop a strategic plan to meet the multitude of needs of members districts, target an effective service delivery model through a cooperative-based model, and establish goals to ensure quality and responsive service delivery.

iPad 2 Project HPREC is committed to transforming therapy and ancillary services to meet the diverse needs of students and schools in the 21st Century. In 2013-2014, HPREC will continue to expand the iPad project. This project is an opportunity to rethink how related services are provided to students with special needs. The goal is to use iPad applications to engage students and families, increase effectiveness and productivity, and create a digital learning environment to produce meaningful academic and behavioral results.

PowerSchool HPREC will facilitate the implementation of PowerSchool regionwide, which will provide districts with an efficient and powerful student information system. HPREC will also facilitate the linkage of PowerSchool with TIENET.

Key Focus Areas for 2013 - 2014 Procured Contracts HPREC will continue to expand its contracting services, which offers procured contracts to all State of New Mexico school districts and charter schools.

Reads to Lead HPREC’s reading coach will provide professional development and coaching (K-3) for site-based reading coaches and teams within Region #3. The goal of this project is to support quality reading instruction to increase student achievement through coaching and assisting teachers in effective literacy instruction, co-teaching to provide support and guidance, and facilitating and supporting Professional Learning Communities in the area of literacy and data-based decision making.

Shared Services In his role as the current president and the past chair for Governmental Relations Committee for the Association of Education Service Agencies (AESA), HPREC Executive Director, Stephen Aguirre, has acquired extensive knowledge of shared services from the national perspective. This expertise may assist districts, other RECs, and the NMPED in developing models of shared services by reducing the duplication of roles and responsibilities across rural schools.

State Directed Activities HPREC will provide professional development and technical assistance to support NMPED’s state directed activities. For the 2013-2014 school year, these activities will focus on CCSS, school grades, teacher evaluation, and State Performance Plan Indicators (e.g., graduation rate, suspension/expulsion rate, disproportionate representation of ethnic groups identified in special education, evaluation timelines, transition, etc), . The focus of these activities will be for students with IEPs.

Teacher Effectiveness/Teacher Evaluation HPREC will support regional schools in implementing the NMPED teacher evaluation system through ongoing support and technical assistance. The goal is to increase teacher effectiveness and improve student achievement.

TIENET - Updated and Expanded HPREC will continue to work with TIENET to update and expand our solid and comprehensive web-based system to organize and document critical information for all students. A goal is to build a seamless, regional-wide system that links to each district’s PowerSchool data and TIENET documents to increase school efficiency and effectiveness. Transition and Career Readiness Project HPREC, in partnership with WIN Learning, will implement a region-wide transition and career readiness project for secondary students (grades 8 - 12). Specifically, students will have access to Soft Skills, Strategic Compass and Career Readiness Curricula. These systematic curricula will provide students with the knowledge and skills to meet their post-secondary goals and have the critical skills needed to be successful in college and/or the workplace.

Summary of Revenue: Governmental Activities (Unaudited)

HPREC continues to meet the growing needs of our districts, which are facing decreasing

enrollments, budget shortfalls, and increasing academic demands.

HPREC was founded in 1984 and provides services to schools within Colfax, Harding,

and Union Counties (9,631 square miles) in the northeast corner of New Mexico.

In this rural area, there are 1.4 persons per square mile; the national average is 79.6 per square mile.

In New Mexico, there are nine Regional Education Cooperatives (RECs), each responsive to the needs of local, member districts. HPREC’s service area includes eight schools districts, 28 schools, and a student enrollment of 2,617 students.

Eight out of ten rural students are minorities, eight in ten live in poverty, nearly 14% are English Language Learners, and more than one in ten has changed residences in the previous 12 months.

Added Child Find Activities

Child Find - HPREC assisted districts in their Child Find activities including providing publicity, testing materials, and treat bags for each child. 174 children went through Child Find across the region.

ESCworks EscWorks - Annually, HPREC funds and coordinates ESCworks which provided all educators in the region with access to a web-based professional development tracking and accountability system. This system allows district employees to track and document all of their professional development activities. Certificates of completion are available.

HPREC Retreat HPREC Retreat - HPREC facilitated and funded the HPREC Board retreat. The goal of the retreat was to develop a strategic plan to meet the educational needs of regional schools.

Crisis Prevention Intervention - HPREC provided regional and/or site-based CPI training to ensure safety of all and increase student outcomes.

DIBELS Next - HPREC provided region-wide and/or site-based trainings on how to ad-minister, score, and interpret DIBELS Next data with the goal to build capacity and in-crease student outcomes.

DIBELS Summit - HPREC paid for lodging and registration for two teacher leaders/administrators from each district to attend the DIBELS Literacy Summit 2013.

IEP Annual Goal Triangulation: Aligning Meaningful Annual Goals with Postsecondary Goals Workshop - HPREC provided training, support, and technical assistance for spe-cial education secondary teachers, special education directors, and related service pro-viders on triangulating annual goals to include state standards, post-secondary goals, industry standards, as well as how to link post-secondary goals in all aspects of the IEP. In addition, HPREC provided training on conducting IEP file reviews for all districts tar-geting SPP Indicator 13.

IEP Goals - HPREC provided training and ongoing technical assistance on writing effec-tive IEPs with a focus on objective and measurable annual goals that are linked to post-secondary goals, as well as technical assistance and information on how to clearly docu-ment Industry Standard/College Readiness/Military information in TIENET to assist in ensuring the linkage of annual goal(s) with postsecondary goals.

iObservation - HPREC supported the teacher evaluation system through ongoing tech-nical support and iObservation, as appropriate.

Legal Services and Support - HPREC purchased legal services/technical assistance/consultation with Walsh, Anderson, Gallegos, Green, and Trevino law firm to provide ongoing technical assistance to assist districts in meeting all State Directed Indicators and ensure special education compliance. HPREC facilitated special education director monthly conference calls with Elena Gallegos.

Literacy - HPREC sponsored a training on using Phonics Suites, as well as how to admin-ister and score the Diagnostic Decoding Survey to increase academic achievement of struggling readers.

Mathematically Connected Communities (MC2) Common Core State Standards Pro-ject - HPREC assisted regional schools to increase their skills and knowledge in teach-ing mathematics by paying for five site-based teams to participate in this project.

Online Bus Driver Training - HPREC provided a significant discount to regional bus driv-ers to take online bus driver training.

Special Educational Law Conference - HPREC paid for registration for a special education director from each district to attend, as well as provided a 50% discount on registration to all other district employees who attended.

SPP Indicator Update and Support - HPREC assisted districts in analyzing their SPP Indicator 13 data. In addition, HPREC discussed SPP Indicators with special education directors and superintendents throughout the year, including progress towards meeting all established SPP Indicator goals.
