Overview

The 2016/17 year was a challenging year as ever but for different reasons than previously. The Department of Health had announced funding cuts but initially not the detail. This filtered through in the winter of 2016 with little time to digest and adjust to what was required to deliver the requirements of the new quality payments.

As an LPC we supported the contractors and provided advice to ensure contractors were in a position to maximise the opportunities and revenue from the changes including registering for NHS mail, maintaining accuracy of NHS Choices. We also ran many sessions helping pharmacy team members become Dementia Friends.

With Lynn McFarlane’s help, many contractors were already in a position to claim payments associated with Healthy Living Pharmacy accreditation in the first declaration window. We also worked with Pharmacy Complete to offer other contractors the opportunity to become accredited using the distance learning route. Networking events also continued and with the new focus on Healthy Living Pharmacy, we welcomed many new faces who shared good practice as well as introducing new ideas to the groups. The HLP facebook site is also frequently used by champions to share activities and ask questions.

The highlight of the year was the commissioning of the HIV testing service in community pharmacy. Lynn worked closely with Matt Phillips (Consultant in sexual health) CFPT and OutReach Cumbria to get the pilot off the ground in 15 of our pharmacies. Funding was secured from a national source and our efforts were recognised for being ground-breaking, being reported in the pharmacy press. Numbers of tests are someway short of target but this could be down to poor marketing which was out of our control. The pharmacy delivering the most tests was in a relatively remote location (Staveley) which was not expected and this may shape decisions about future locations for the service. We are hopeful that the service will be re-commissioned when the pilot ends in November 2017.

As the year ended we engaged with our optician colleagues to discuss a possible new service to supply optical products to patients on the recommendation of an optician without the need to go to the GP. The numbers are likely to be small so as I write this report the proposals have not been progressed.

We also anticipate changes to the Minor Ailment Scheme and Gluten Free Food supply services. Boundary changes for the CCGs have also contributed to the uncertainty. It is anticipated that a national consultation may result in complete cessation of supply of gluten free foods on the NHS. If this doesn’t happen then it is likely that CCGs will make decisions to restrict the range available and it is possible that there will be different arrangements for contractors depending on location.

It has also been confirmed that there are changes to the Minor Ailment Scheme in the North of the county-analgesics and hayfever products will no longer be available on the scheme to adults, reflecting recent prescribing decisions in the CCG. No changes are planned in the South and it is clear that the LPC will have a role in the future to ensure that contractors can navigate their way through the complexity of having two CCGs making independent decisions within our area.

As expected, with all the uncertainty about the new NHS contract and the impact on profitability, there has been little activity with respect to new contract applications. This situation may remain until the new contract settles down, however we have been made aware of a planned consolidation of a contract in Keswick.

The biggest change in the contractual population has been the purchase of the Murrays chain by Cohens which was finalised right at the end of the year. Cohens are members of AIMp so the LPC member numbers are not impacted. This change did, however, result in John Murtagh leaving Cohens and resigning as Chairman of the LPC. John has been a member of the LPC for many years in its various guises and has been chairman for the last 12 years. His loss has been greatly felt and I am sure the rest of the committee join me in wishing John all the best for his retirement.

I was honoured to be asked to step up from Vice Chair to take on the role of Chairman and I will do my best to continue to keep the LPC on the right road to support contractors in the years ahead. I am also pleased that Anothai Chareunsy has agreed to take on the role of Vice Chair.

As predicted last year, Jeff Silburn retired as treasurer and his role has been taken on by Ben Merriman.

Jeff Forster also sold his business in March 2017 and is now working for the committee as a self-employed Chief Officer. He resigned as a full member of the committee.

Finally, my report would not be complete without expressing my gratitude to Lynn McFarlane and Jeff Forster for their hard work on behalf of the committee this year. With the demands of day to day pharmacy, members are increasingly stretched and would not be able to achieve what has been done this year without them.

2 AIM(p) members (appointed by the Association of Independent Multiple Pharmacies) and

8 appointed by the Company Chemist Association (CCA)

Over 2016-17 3 LPC members stepped down— Geoff Silburn who has acted as Cumbria LPC

treasurer for over 10 years, Catherine Alderson and Morag McMeekin. Our thanks to them.

We are pleased to welcome the following new members - Jamie Asher, Lucy Wild and Simon

Abbott have now been nominated as members by the CCA. Matthew Edwards (replacing

Geoff Silburn), Nat Mitchell (replacing Jeff Forster) co-opted to representing independent

contractors and David Rawlinson representing AIMp.

Cumbria LPC have continued to represent all contracts and offer support with the national contract, Quality Payments and locally commissioned services .

This year a Palliative Care service was introduced across 15 pharmacies. These

pharmacies hold a dedicated list of medications.

HIV pilot project is funded by Public Health England and will run until November 2017.

15 pharmacies across Cumbria have been trained to deliver this service to patients

Cumbria LPC are hoping that the service will continue once the pilot ends.
