INTRODUCTIONThe2017‐18waspossiblythemostsignificantyearforinternationaleducationattheUniversityatAlbany.Afteradeliberativebutsomewhatexpeditedprocess,thenewStrategicPlanwasadoptedbytheuniversity.Itconsistedoffivestrategicpriorities,oneofwhichwasInternationalization.Neverintheuniversity’s175‐yearhistoryhasinternationalizationbeenmadeastrategicpriority.AllfiveofthesestrategicprioritiesreflectthevaluesoftheuniversitycommunityaswellasthevisionofournewPresident,Dr.HavidanRodriguezforthenextfiveyears.Withinternationalizationnowfirmlyestablishedasastrategicpriority,CIEGSfinallyhasabroadlyacceptedmandatetoworkwithcolleges,schoolsandotherdepartmentsindevelopingamoreintentionalapproachtowardsrealizingthisobjective.Overthepastyear,however,weengagedineffortstostrengthentheinfrastructureforinternationalizationandmadeimportantstridesinputtinginplacethepersonnelstructures,theprogramsandtherelationshipsonwhichanagendaforinternationalizationcanthrive.Wewouldberemisstonotmentiontheincreasinglydifficultenvironmentforinternationalizationoverthepastyear.FewerstudentvisaswereissuedtointernationalstudentsbyUSembassies;moreintenseandfrequentattackswereleviedatConfuciusInstitutesbasedonUScampuses;statementsaremadequestioningthemotivesofinternationalstudentsfromspecificcountries;thedecisionoftheSupremeCourttoupholdtheExecutiveOrderthatbanscitizensfromselectedcountriesfrombeingadmittedtotheUS(otherwiseknownasthemuslimban),andthedifficultyofscholarsfromvariousdisciplinesbeingabletogainentrytotheUStoparticipateinconferencesandotherscholarlyeventsallspeaktodevelopmentsthatruncountertothevaluesofopenness,engagementandcollaboration,valueschampionedbyinternationalization.TradewarshavebeeninitiatedbytheUS,othernationsarethreatenedwithactionstounderminetheireconomieswhileothershavebeenreferredtoindisparagingways.Thesedevelopmentshavecreatedaclimateoffear,loathinganduncertaintythathasunderminedtheaffinitythatmanyaroundtheworldhavehistoricallyfeltfortheUnitedStates.Notwithstandingthesechallenges,weareconvincedthatthepracticeofinternationalizationsupportsconditionsforamorepeacefulandprosperousworldandwethereforefeelthatthereisnoalternativebuttoremaincommittedtotheseidealsinourwork.WearethereforepleasedtopresentthisAnnualReportfor2017‐18andwelcomequestionsorcomments.

Successfullyadvocatedforinternationalizationtobecomeoftheuniversity’sstrategicprioritiesforthenextfiveyears

Implementedarobustandcontemporarymarketingstrategyinvolvingfliers,brochures,socialmedia,andamorecompellingwebpresenceacrossmultipleunitsatCIEGS.Thereweremanymoreclassvisitstopromoteeducationabroadopportunitiesaswell
Managedtonegotiateaverydifficultinternationalstudentrecruitmentenvironmentandrecruitedalmostasmanynewinternationalstudentsaswehadforecasted
LaunchedSLATE,anewCustomerRelationshipManagementsystemtosupportinternationalstudentenrollment
DevelopedanenhancedRiskManagementPlanforGlobalAcademicPrograms LaunchedanewsummerprogramattheMadridcampuswith31studentsenrolled,asignificant
achievement. MovedtheMadridcampustonewfacilities,savingsubstantiallyonrentwhileremaininginthe
mostexclusivepartofthecity Sawa150%increaseinapplicationsfortheFulbrightscholarship. Developednewbilateralexchanges,newdualdegreeagreementsandnewtransferagreements. EngagedgreaternumbersofUAlbanyfacultyinCOILtrainingwhichwillresultinmoreCOIL
coursesbeingofferedinthe2018‐19academicyear. ParticipationbyCIEGSstaffinarangeofscholarlyandprofessionaldevelopmentactivity

GLOBALACADEMICPROGRAMSSUMMARYAY2017/18GlobalAcademicProgramsgoalswereasfollows:(1)toexpandeducationabroadparticipationinkeyprogramareas,(2)developanddeployacomprehensivemarketingplanforthesuiteofGlobalAcademicPrograms,(3)produceanenhancedriskmanagementplanforGlobalAcademicPrograms,(4)createfoundationsforfaculty‐ledprogramdevelopmentandtraining,aswellasbuildawarenessandsupportforCollaborativeOnlineInternationalLearning(COIL).Nearlyallgoalsweremetorexceeded.Reachingthefullfirstgoalremainedelusiveduetoanumberoffactors.EducationAbroadnumbersdidnotincrease,whichcanbeattributedtobothexternalandhistoricalfactors,andfacultyledprogramsdidnotincreaseduetostaffingchanges.Insofarasaccomplishments,nearly20studentsreceivedGlobalDistinctionadvising,butnotallhaveyettocommittotheachievingthemilestone.FullsuccesswasexhibitedintheMadridcampusenrollmentsandcourseofferings,aswellasthenumberofInternationalStudiesminors,andinDistinguishedInternationalFellowshipsandScholarshipsapplicants.KEYACTIVITIESInAcademicYear2017/18,keyactivitieswithinGlobalAcademicProgramsincludedthe:

EducationAbroadTheparticipationrateforundergraduateUAlbanystudentsincreased2%.Thus,theparticipationrateforundergraduateUAlbanypopulationis11%.Intotal,theeducationabroadofficesent500studentsabroad,ofwhich70%werefromUAlbany.UAlbanyenrollmentsincreased4%overlastacademicyear,reversingafive‐yeardecliningtrend.Fifty‐twopercentofstudentschosetospendatleastasemesterabroad.Springandsummercontinuetobethemostpopulartermstostudyabroad.ThemostpopularcountriesofstudywereSpain,whichrosetothetopspotwith15%enrollment,theUnitedKingdom,Japan,andIsrael.
Regardingdiversity,44%ofstudentsidentifiedashavingaraceorethnicityotherthanwhite,representingan8%increaseoverlastacademicyear.Onparwithlastyear,9%werepartofstudentsuccessprogramssuchastheEducationalOpportunitiesProgram(EOP),andatleast31%ofundergraduateparticipantswerePellrecipients.OverhalfofUAlbanyundergraduateeducationabroadstudentsmajorintheartsandhumanities.Notably,RockefellerCollegeenrollmentsincreased6%.ThisyearrepresentsthefirsttimeHumanBiologyenrollmentshavemadeupasizablepercentageoftotalenrollments.TotalenrollmentsattheUAlbanyinMadridcampusincreased363%overthelastacademicyear.InAY2017/18,21studentsstudiedabroadontheMadridcampusforasemester‐lengthprogram,representinga90%increaseinsemesterenrollment.Summerenrollmentsincreasedfromzeroto31participants.

EducationAbroadoperated8facultyledprograms,includingthreecoursesofferedatUAlbanyinMadrid,whichprovidedshort‐termeducationabroadopportunitiesfor88students.Overofthefacultyledprogramsoperatedinthesummerterm,representing61%oftotalshort‐termenrollments.Inaddition,threewinterand6summersessionprogramsrelatedtoInternationalAppliedLearning(i.e.servicelearning,research,andinternships)operated.InAY2017/18,EducationAbroadwelcomed165internationalstudentsforasemester,year,orsummerofstudyingabroad,with66%ofstudentscameinonanexchangeprogramorKansaidegreeprogram,4%onfeepayprograms,and28%oncustomshort‐termprograms.Fallandacademicyearcontinuetobethemostpopulatedterms;however,thenewsummertermisonparwithfallenrollment(28%).Thisyear,4%oftheexchangeandvisitinginternationalpopulationwerefull‐feepay,representingacontributionof$322,456intuitiondollars.DistinguishedInternationalScholarshipsandFellowshipsInAY2017/18,60studentsreceivedscholarshipstohelpsupporttheireducationabroadexperiences.Aninternalscholarship,53studentsreceivedtheCIEGSWorldWithinReachFund(WWRF)awardstotaled$44,000,representinga38%decreaseinannualawardallocationsfrompeakfunding($71,250inSummer/Fall/AY2016).Sevenoftheawardeesreceivedexternalscholarshipstotaling$32,000,includingfourstudentswhoreceivedBenjaminA.GilmanInternationalScholarshipawards.TheAY2018/19Fulbrightapplicationcycleendedwith10applicants,(8ETAand2Study/Research),a150%increaseinapplicationsfromthepreviousyear.Twoapplicantsweresemi‐finalistswithonemakingittoalternate.ForthecurrentAY2019/20cycle,thereare16applicants,another60%increaseoverthelastcycle.Tosupportapplicants,aFacultyLiaisonWorkingGroupwascreated,meetingonceinthespringtodiscussrecruitmentandconductthreeapplicantwritingworkshops.GlobalDistinctionTheGlobalDistinctionMilestonewasapprovedbytheUndergraduateAcademicCouncil,theUniversityPolicyandPlanningCouncilandSenateExecutiveCommitteeinOctober,andtheUniversitySenateandPresidentRodriguezinNovember.InMay2018,CourtneyEliasbecamethefirststudenttograduatewithGlobalDistinction.Inaddition,overhalfoftheGDProgressionPlanswerecreatedand18werepresentedtodepartmentrepresentativesforreviewandapproval.InternationalStudiesMinorThenumberofstudentswhopursuedtheISMincreasedby29%,ofwhicheightstudentsgraduatedwiththeminor.ProgramsandPartnershipsSeveralnewpartnershipsweredevelopedtosupportanewstrategicfocusonexchangeprogramming,includingtheAutonomousUniversityofMadrid,SapienzaUniversityinItaly,theUniversityofNotreDameAustralia,NorthumbriaUniversityinEngland,andNelsonMarlboroughInstituteofTechnologyinNewZealand.Additionally,GAPwelcomedmorethan16visitingrepresentativestoUAlbanyfromouroverseaspartnerinstitutions,andhostedatwo‐daypre‐NAFSAopenhouse.Aworkinprogress,aMoUandPartnershipsdatabaseisbeingcreatedinTerraDotta.Therearecurrently211partnersregisteredinTerraDotta.

InNovember,UAlbanyhostedtwoForumonEducationAbroadStandardsofGoodPracticeWorkshops.EducationAbroadprofessionalsfromacrosstheregionattended.UAlbanyalsohostedtheannualCOILNodalNetworkCoordinatorsMeeting.SixUAlbanyfacultymemberscompletedaCOILCourseOrientationinFebruaryorApril2018.FivearecompletingtheCOILCourseDevelopmentAcademyinJune2018.UAlbanywilloffer5newCOILcoursesinAY2018/19,inthefieldsofCommunication,CriminalJustice,PublicHealth,andSpanish.InAY2018/19,UAlbanywillchangeitsmembershipintheSUNYCOILCenterfromTierItoTierII,inordertoaccommodateadditionalprofessorsintrainingsanddevelopmoreCOILedcourses.UAlbanyhasthree,newinternational,undergraduate,dualdegreeprogramsandanotheroneindevelopment.CampusOutreachAscomparedtolastacademicyear,campusoutreachactivitiesincreasedby400%.Inadditiontothestudyabroadfairs,recruitingeventsincludeinformationsessions,aswellastablingandpresentationsatcampusevents,fairs,classrooms,andspecialinterestgroupssuchastheLivingandLearningCommunitiesandtheHonorsProgram.MultipleAlbanyInternationalRepresentatives(AIRs)andalumniassistedintherecruitmentevents.TheAIRsprogramincreased114%.Over70specificDISFoutreachactivitieswereconducted,someinconjunctionwithGlobalDistinction.InEducationAbroad,541EABscheduledappointmentsoccurredinthespringsemester,representing333distinctstudents;thus,39%ofappointmentswererepeatstudents.Cancellationsandno‐showscompromised23%oftotalscheduledappointmentsand9%ofthescheduledappointmentsweredrop‐instudents.ThemostpopularadvisementtopicsbyregionincludedEurope‐NotSpain(23%),Spain(19%),andAsia,(6%).Generaladvisementaccountedfor19%ofappointments.Printandweb.Aspartofamassiveprintmaterialsoverhaul,GAPconductedabrandingexercise,whichresultedinthehiringofafirmtoredesignprintrecruitmentmaterials.Itemscreatedincludedcountryandfaculty‐ledflyers,infosessiontemplates,fairpostersandpostcards,exhibitingmaterials(rollerbanner,tablecloth,andpromotionalitem),socialproofposters,UAlbanyinMadridbrochure,GlobalDistinctionbrochure,Fulbrightflyerandbrochure,andaDistinguishedInternationalScholarshipsandFellowshipsbrochure.Meerweeksfromcompletion,EducationAbroadisinthefinalstagesofcompletinganewwebsite.ThenewsitewillfeaturethenewUAlbany“look”whichincludeslargerimages,morevideos,amorerobustanduser‐friendlyinterfacewithsocialmediaintegration.NewCIEGSwebpageswerecreatedfortheGlobalDistinctionTranscriptMilestone,theInternationalStudiesMinor,andDistinguishedInternationalScholarshipsandFellowships.NewsharedmailboxeswerecreatedortheGDandupcomingInternationalSummerExperienceprogram.

SocialmediaandwebanalyticsFacebookfollowersandpagelikesincreased3%.Photosreceivedthemostviews,likes,andshares.Twitterfollowersincreased5%.TheEducationAbroadwebsitesawa3.5%increaseinpageviews,a2%increaseinuniquepageviews,and3.5%increaseinaverage“timeonpage.Themostpopularpage,byawidemargin,wastheProgramspage.Ithad37,079“pageviews”and26,038“uniquepageviews,”anincreaseofabout17%ineachmetricoverthesameperiodinthepreviousyear.Fromreviewingthetop10mostvisitedpages,financescontinuetobeamajorconcernforthoseinterestedinstudyingabroad.Pagesrelatedtocosts,financesandscholarshipsaccountedfor21%ofthesite’sactivity.STUDENTRECOGNITIONANDAWARDS
UAlbanyeducationabroadstudentscontinuetodemonstrategreatnessbothathomeandabroad.AndreaBartolottareceivedthe2018President’sAwardforLeadership,GreatDaneAmbassadorAwardforperformingexceptionallywellanddemonstratingleadershipinhereducationabroadexperience.ManyUAlbanygraduatesdistinguishedthemselvesviaandafterinternationalacademicactivity,includingformerCambodiaservicelearninginternshipparticipantsConorClune(ISMA),
DanielMolloy(ISMA),andNicholasPrescott,whoarepursuingrelevantemployment/graduateschool.CourtneyEliasbecamethefirstGlobalDistinctiongraduate.BeforegraduatingfromUAlbanyCourtneywasacceptedintotheJET(JapaneseEnglishTeaching)programandreceivedtwootherjoboffers.CarolineAprekuwasawardedasummer2018RISEfellowshipfromDAADforguidedbiomedicalresearchinBerlin.ThefirstDigitalForensicsMajortostudyabroadforasemester,JazlinPerezreceivedaUAS7TravelScholarshipfortheStudyProgramatUASBremen.Sheparticipatedinaninterdisciplinary,hands‐onAirbuscourse.OPERATIONSRiskManagementSeveralnewriskmanagementsolutionswereimplemented,inadditiontorefreshingexistingsolutions.Amongthem,theafter‐hoursemergencyphonewastransferredtotheUniversityPoliceDepartment,amandatoryandassessableonlinehealthandsafetyorientationwasdeployed,anAlertTravelercheck‐inappwasdeployed,andCleryreportingwascodified.Additionally,aTravelWarningReviewCommitteewasformedtoreviewprogramsincountrieswithDepartmentofStatetravelwarningandadvisory.FundraisingAttheendofAY2017/18,$5,042existedintheEducationAbroadStudentsFund(20‐50006)UAFaccount.TechnologyMultipletechnologysolutionsimplementedinAY2017/18,amongthem,SingleSign‐on/SISintegrationandpaymentgatewaysolutionwithTerraDotta,andtheUniversity’sEABonlineappointmentandadvisingsystem.

159F‐1internationalstudentsparticipatedinCurricularPracticalTraining(CPT)whileanother638areengagedinineitherOptionalPracticalTraining(OPT),orSTEMOPT.CPTandOPTareanemploymentauthorizationopportunitiesthatallowstudentstogainpracticalexperienceintheirfieldofstudy.
Enrolledinternationalstudentsingeneralthisyearwereassociatedwithallnineschoolsandcolleges(Tables3and4)withtheCollegeofArtsandScience,andCollegeofEngineeringandAppliedScienceenrolling81%ofinternationalstudents

TheISSSteamadvised4528internationalstudentsone‐to‐one,notincludinggroupworkshops/,Reasonsforstudentvisitsincludedacademics,employment,healthinsurance,personal/culturalissues,documents,andtravel.ThegreatestnumberofstudentsvisitedISSSadvisorsforassistancewithemployment,academicsandtravel.
TheISSSteamprocessed2417documents,themostutilizedcategoriesbeingtravelandemployment.ISSSprocessesallcompleteddocumentrequestswithinthe5‐7businessdaysgeneralrule.Mostdocumentshoweverwerecompletedin2or3days.

ISSSorganizesandsupportsmoreworkshopsthanever,addressingtopicsuchasOPT,CPT,Travel,AcademicIntegrity,U.S.basedvisasafterOPT,andcareersupport.Someworkshopsaredesignedforgeneralinternationalstudentaudienceswhileothersarecreatedforspecificdepartmentsandofficesaroundcampus.WorkshopsarealsoofferedonallthreeUAlbanycampuses.
TheCulturalConnectionsinternationalstudentassociationcontinuestogrow,includingthevolunteerserviceforcreditclasswhosestudentsengageintheInternationalEducationWeekfair,andimprovedInternationalFriendshipPartnersprogramapplication,matchingandpromotionprocesses.

FormanyintensiveESLprograms,2017‐2018whatayearofdecreasingenrollmentsandmanyinternationalchallenges.FortheIntensiveEnglishLanguageProgram(IELP)itwasayearfornewgrowthandnewprograms.TheIELPregularprogramgrewinthefirstsemesterofthisyearanddecreasedinenrollmentsinthespringbutjustatthetimeofdecreasedenrollmentsintheregularprogramcameadramaticincreaseincustomandgroupprograms.TheIELPcreatedmanynewprograms,partnershipsandpublicationstotakeadvantageofnewopportunitiesfrombothnewandoldinternationalstudentmarkets.

TotalAttendanceforCulturalandSocialActivities:2,207StudentsintheIntensiveEnglishLanguageProgram(IELP)continuetodeveloptheirEnglishlanguageskillsanddeepentheirknowledgeofAmericanCultureinandoutoftheclassroom.OurvibrantsocialandculturalactivitiesprogramencouragesparticipationandexplorationtheU‐Albanycampus,
theAll‐AmericanCityofAlbany,thegreaterCapitalRegion,andthebeautifulandhistoricNortheast.InjustoursecondyearofanexpandedEnglishEco‐SystemforIELPstudents,attendanceandparticipationroseover30%.Thisdramaticincreaseinparticipationledtomoreuseandpracticeoflanguage,explorationofcultureandamoredynamiclanguagelearningcommunity. Majorfieldtripsthispastyearweretoworld‐classdestinations:Boston,NewYork,PhiladelphiaandNiagaraFallsandalsotoskiing,snowboarding,andice‐skatingsitesinthewinter.NewdestinationsthispastyearincludedNiagaraFalls,TheNormanRockwellMuseum,theNewEnglandAquarium,thePhiladelphiaMuseumofArt,MOMAMuseumofModernArt,theIroquoisIndianMuseum,Howe’sCaverns,theTroySavingsBankMusicHall,andtheBostonTeaPartyShips&Museum. IELPstudentsalsoexperiencedmanyexcitingsportingevents,UAlbanyFootballandBasketballGames,Men’sLacrosse,aNationalAmericanProfessionalBasketballGame,andtheAlbanyAll‐StarsRollerDerby.Specialdaysandholidayswerealsocelebratedthroughavarietyofdynamicculturalprogramming.StudentenjoyedcelebratingHalloween,the4thofJuly,ThanksgivingDay,andValentine’sDay.WealsoenlistedmanyIELPstudentstoparticipateintheBIGDAY,theUAlbanyCommunityServiceDay! TRANSFERAGREEMENTSANDDUALDEGREESInlessthan3years46newagreementshavebeenimplementedandsigned.Morethan20newagreementsarealsopending.Thesenewagreementsaregoingtobekeyoverthenext3to5yearstoboostingtheinternationalstudentpopulationatUA.MostrecentlywehavesignednewagreementsinThailand,Vietnam,Nepalandothercountriesthatwillnotonlyincreaseourstudentpopulationbutalsodiversifyourinternationalstudentpopulation.Inthefallof2019willseefirst‐timeenrollmentofalargegroupofstudentsfromChongqingandweareveryexcitedtowelcomethisnewcohortofChinesestudents.IMPLEMENTATIONOFSLATEThispastyear,IARstaffplayedacriticalroleintheimplementationofSLATE.ThisproductservesasbothourapplicationprocessingsystemandourCRM(customerrelationshipmanagement)forprospects,applicants,admittedanddepositedstudents.Theuniversitywasgivenanextremelyaggressivetimelineforimplementation(approximately5months).WorkonthenewsystembeganinearlyJune2017,andapplicationswereloadedbyOctober.DecisionsforourspringclassweremadeinSLATE,andourcorrespondencetoadmittedstudentswassentelectronicallyforthefirsttime.Duetostaffingchanges,theexpectationsplacedonIARstaffshiftedfromasupportiveroleintheimplementationprocesstoamuchmoresignificantrole.Todate,IARstaffhasspenthundredsofhoursonthisproject.Weeklymeetingscontinue,anditisexpectedthatitwilltakeanotherfullyeartofurtherdevelopthissystemtobestmeettheneedsoftheuniversity.Withinthenextfewmonths,staffmemberswillgaintheabilitytouseSLATEtomanagetravelandeventsandtofurtherimprovecommunicationwithprospectivestudents.
DespitethemanydifficultiesassociatedwithgettingSLATEupandrunning,thisproducthasalreadyimprovedourabilitytorecruitinternationalstudentsmoreeffectively.Weareabletorespondquicklyandefficientlytostudentswhoapplytotheuniversity,andoncestudentsareadmitted,weareabletocontinuetocommunicatewiththeminaconsistentandstreamlinedmanner.
IMPROVEDCOMMUNICATIONPLANOurcommunicationplanforinternationalstudentshasimproveddramaticallyoverthepastyear.Studentsarehearingfromusonaweeklybasis,onawiderangeoftopicsthatarerelevanttoourtargetaudience.Ourprintmaterialsareupdatedeachyear,andthisyearwasnoexception.WecontinuetokeepabreastofcurrenttrendsincommunicationandmarketinginordertoensurethatwearepresentingtheUniversityatAlbanyinthebestpossiblemanner.
