MKSF AND THE KSF WITH MANY SUCCESSES THROUGHOUT THE CALENDAR YEAR 2016

As Minister of KSF, it`s a special pleasure for me to extend my congratulations, my assessment and gratitude to all citizens of the country, on the occasion of the end of the year that we are leaving behind. Describing the path of the Ministry for Kosovo Security Force for 2016, I assessed that this year was very successful for the Kosovo Security Force with specific commitment; professional and dedicated have passed per iod of overa l l development , promot ion , professionalism and success, both in domestic as well as in international level. With serious work and discipline, with good planning of the KSF staff command and its units, with good management and efficient operation of command and control, the KSF has scored success in accomplishing its mission. It has successfully completed all the tasks, being active and cooperating with Local and International Institutions in Kosovo and interoperable with armies of partner countries in the region and wider. The KSF, all times, with readiness has responded to all requests of Institutions which requested assistance in case of emergency or natural disasters to all citizens of the Republic of Kosovo. Results of the Kosovo Security Force are visible and measurable, which shows the fact that MKSF and the KSF still continues to lead the highest degree of reliability of the KSF in relation to other National Institutions. I say , fully convinced that it was a year of work to be proud with , because the successes of the KSF achieved either in individual or team races have shown a great level of professional preparation where are decorated with golden medals. Also, successes of the KSF Units shown in the overall annual exercise "Eagle -5", which was conducted in cooperation with other National Emergency and Security Institutions , then , exercise with KFOR as well regional exercise and wider , with its engagement, the KSF proved that it is on track to be in step with other armies. MKSF has marked success on integration of female gender enabling its empowerment and promotion in its ranks and special commitment for creating conditions and working environment even in integration of the non-majority communities. Also, this year have graduated, the first Officers from the Serbian community who based on Memorandum of Cooperation have completed Military Academy in Republic of Macedonia. They are integrated serving in the KSF now. On this occasion , I want to mention the good cooperation which Ministry for Kosovo Security Force and the Kosovo Security Force continue to have with NATO Liaison -Advisory Team for MKSF and the KSF , good cooperation with IOWA`s National Guard and with other strategic partners who support our country in promotion of the statehood values. Also, in this year we use to have a good cooperation with neighboring countries, gave contribution to regional security initiatives in favor of peace and security not only in the region but also wider. In order to make realization of the transformation process of the KSF into Kosovo Armed Forces and realization of the strategic objectives , MKSF has made all preparations legislative and strategic for opening the way of transformation of the KSF into KAF. The Kosovo Security Force with its many activities and versatile , with commitment and dedicated work based on military professional standards has implemented all planned duties. Therefore, we rightly conclude that the KSF has proved to have done the utmost of the duties for taking the new mission, the mission for establishing of the Kosovo Armed Forces. This readiness is proved with regional cooperation of some member states of NATO as well close cooperation with the USA from whom we have received encouraging reviews on our way towards integration in international security institutions. I am aware how important is the trust of friends and citizens for us, so this trust is an obligation to work with utmost dedication and commitment to realize our objectives in the best of citizens security citizens and of the Republic of Kosovo.

1. FULLFILLING OF LEGISLATIVE PROGRAM WITH PROCESS OF SUPPLEMENT ( AMENDING) AND DRAFTING OF PLANNED ACTS

Upon completion of SSSR process and approval of Analyses of the Strategic Security Sector Review of

Republic of Kosovo, MKSF has followed all procedures on changing of existing legal documents on basis of

recommendations raised from the SSSR. Amendments and supplements of the existing legislation are

reprocessed as part of package of bill for approval for amending and changing of Law linked to Kosovo

Armed Forces. After thorough review of the draft of this bill at inter-institutional level, MKSF has organized

and conducted the public hearing with institutions and various NGOs having their focus in the field of

security. In accordance with relevant provisions, the Government's decision-making procedures, rules and

procedures for drafting legislation and policy recommendations from the Government and Ministries,

MKSF has reprocessed this bill, for approval to Government in October of this year. 1.2 Process of review, supplement/ amendment and drafting of the sublegal acts

Within the legislation plan for sublegal acts for the year 2016 are drafted and approved: Regulation on

Supplement and Amendment of Regulation No. 04/2010 on the KSF Police ; Regulation on Supplement and

Amendment of Regulation No.02/2009 on wearing and usage of weapons from the KSF; Documents which

are already drafted and in procedure for approval as follows: Regulation on supplement and amendment of

Regulation No. 06/2013 on Career Development of the KSF members; Regulation No. 00/2016 on

Management of Official Documents and Manner of Usage of Archival Material in the Archive of

MKSF/KSF and Regulation on Health Care in the KSF.

2. PROCESS OF IMPLEMENTATION OF THE GOVERMENTAL POLICIES AND DEVELOPMENT AND COORDINATION OF SECTROIAL AND SUB SECTORIAL POLICIES

2.1. Permanent engagement on execution of strategic annual priorities of the Government's Program (2015-2018)

MKSF, within its sectorial scope has implemented projected activities into the function of the strategic priority implementation set out in frame of Annual Working Plan of Government for the year 2016.

2.2. Executions of decision of Government of Republic of Kosovo. The Ministry for the KSF within its role and responsibilities during this year has implemented all decisions of the Government of the Republic of Kosovo which have been addressed within the scope of its sector.

2.3. The process of review and drafting of strategic documents

MKSF, within process of development and coordination of section policies, inter-sections and subsections whilst the year 2016 has continued with revising process of the package of strategic documents as an instrument of functioning due to current mission and continued engagement in the process of preparation of strategic draft-documents, doctrinal and planning ones for the new mission, as in the following: Annual

3. FURTHER ADVANCMENT OF THE SYSTEM OF MANAGMENT OF HUMAN RESOURCES , MATERIAL AND FIANNCIAL

3.1. Further advancement of the system of human resource management

During this year MKSF used to have in focus engagement in further a d v a n c e m e n t o f management system of human resources in close cooperation and support from American p a r t n e r s ( D e f e n s e Institution Building- DIB) and Defense Institutional Reform I n i t i a t i v e - D I R I ) , w i t h i n a p r o j e c t "Support to Personnel D e v e l o p m e n t i n Ministry for Kosovo Security "funded by Integrity Center in Defense Sector –CIDS) of the Ministry of Defense of Norway. More concretely, the issues treated were oriented in current mission, duties and responsibilities of internal mechanisms for human resources management and those with the new mission. Besides, too large activities, intense and many-sided, MKSF with its responsible mechanisms and in collaboration with its partners (DIB, CIDSE) continued to proceed with the drafting of the Strategy on Human Resources Management. Besides involvement in drafting the appropriate strategy, MKSF has paid a constant care to the review process of existing laws as well development and drafting of new policies by modern standards of HRM within the preparatory process for the new mission of the Ministry and Forces. Intersection cooperation with Local Institutions in the area of Human Resources Management was constant as in the drafting of joint policies as well in realization of duties and responsibilities linked to, such as: Review of Agreement of Scale Service among Ministry of Foreign Affairs and MKSF on issue of the KSF Military Attaché , Review of Law on Civil Service of Kosovo ,drafting of the normative draft –document on role and responsibilities of Ministry of Defense and General Staff of KAF, drafting of Draft-Regulation on Career Development. The cooperation was active even with Department of Civil Service Administration (DCSA) -MPA, Kosovo Institution of Public Administration (IKAP) and Ministry of Finance (MF) in the common and interlinked areas.

3.1.1. To continue the process of educational development and professional upgrading

During this year we have continued with professional development of human resources. Active members have continued with vocational education and training in home and abroad. The continuation of the successful development and education of cadets at the Center of University Studies and military cadets to continue their studies at the Military Academies in the US, Germany, Turkey, Croatia and Macedonia. The actual number of cadets studying at USC and various academies abroad was 91. Also in this year graduated 14 cadets - officers, 9 cadets from USC, 4 from Macedonia Military Academy and 1 from the Military Academy in Turkey. Military and civilian personnel in this year have attended and participated in conferences, seminars and training in home and abroad. The active and reserve component personnel of the KSF has successfully conducted 75 trainings abroad with the participation of 140 members as well appropriate trainings planned for this year.

3.1.2. Support, Promotion and Gratitude for Performance of Personnel

In frame of policies for supporting and promotion of MKSF Personnel through Promotion and Appointment Board of the KSF members in the ranks of OF-1 up to OF-5, (Second –Lieutenant up to Colonel) has promoted and appointed 138 Officers ,out of them 75 promotions and 63 appointments, whereas Board on Promotion and Appointment of the KSF members in the ranks of OR-1 up to OR-7 (from Sergeant up to Corporal) continues its work for promotion and appointment of Non-Commissioned Officers. During the year 2016 are awarded 96 medals, decorations and gratitude for work and commitment with high results on improving of the curriculum for Distinguished Service, Self-less Service, Life Rescue, Distinguished Marksman and Distinguished Unit, members and Units of MKSF/KSF.

3.1.3. To continue process of recruitment Taking into consideration annual planning foreseen for the year 2016, Ministry for Kosovo Security Force, even throughout the year 2016 continued with process of personnel recruitment in order to make fulfilling of the needed capacities with personnel.

3.1.3.1. Cadet`s Recruitment Process

Process with a special importance still remains the recruitment of the new qualitative cadets and their education at University Study Center of the Kosovo Security Force as well to the Military Academy of partner countries. As part of this commitment, in 2016, in accordance with the needs of the Kosovo Security Force , there is conducted campaign for the recruitment of cadets, which resulted in the selection of 31 cadets (26 men and 5 women), out of them, 4 are among non-majority communities. Also, we have organized two recruitment cadets' campaigns, one of which was only open for the KSF members and one for all interested candidates, including candidates from civil society.

The number of cadets - officers selected to attend lessons in the School Center is as follows: • University Study Center (Kosovo Security Force) 17 Cadets; Among of them one from Armed Forces of Republic of Albania; • Land Military Academy in Republic of Turkey 3 cadets; • Medicine Military Academy in Republic of Turkey 2 cadets; • Military Academy in Republic of Macedonia 2 cadets; • Medical College of NCO`s inn Republic of Turkey 1 cadet; • Military Institutions of Republic of Germany 3 cadets; • Military Academy in Republic of Croatia 1 cadet; • Military Academy "West Point" in USA 2 cadets.

3.1.3.2. Recruitment of civilian employees and supporting staff

Another important component, which still needs to be done, is the recruitment of civil servants and supporting staff of the Ministry of KSF and the Kosovo Security Force. During 2016, in accordance with the recruitment plan and the requirements of organizational units of MKSF / KSF, there were recruited 2 civil servants and 2 employees from the supporting staff category.

3.1.3.3. Recruitment of Politician and Cabinet`s Staff

Following the completion of the political and Cabinet of Minister`s Staff an appointment is made in the ranks of political staff in the year 2016.

3.1.3.4. Engagement and training of the Reserve Component

In accordance with Annual Action Plan for the year 2016, Training Curriculum of the Reserve Members for the year 2016 and COMKSF Order , "For training and engagement of the members of the Reserve Component to their Units " as well " Eagle 5" exercise , throughout this year have been engaged and trained 369 members of the Reserve Component in the Basic Officer Course , Troop Leading Procedure, Fitness Course , Communication Course ,Logistic Course, Medical Course, HAZMAT Course. Also, part of the annual engagement was Musical Band of the KSF which has been engaged in preparation and mandatory exercises for professional performance during the ceremonial activities of the KSF. In accordance with normative and procedural acts into effect along other processes have continued permanent vetting process and review of security clearance of the military and civil servant of MKSF/KSF.

3.2. FURTHER ADVANCING OF LOGISTIC SUPPORT SYSTEM, PROCURMENT CONTRACTING AND MANAGMENT OF ADDED MATERIAL SOURCES

Management structure of logistic support and material resources along permanent and intensive duties and responsibilities have continued in further development of the new policies into function of strengthening of system and management of the respective sources. 3.2.1.Implementation Scale of Procurement Plan for the year 2016

Planning process on time with involvement of all actors in MKSF and KSF after a professional analyses with appropriate and clear identification, qualitative and quantitative of requests and needs for the next year has made that the MKSF and KSF to create a tradition in planning and execution at high level of Procurement Plan. This practice of the success was even during the fiscal year implementing them in full accordance with requests as of projected deadlines. This success is a result of intensive and productive cooperation with KRPP, OSHP, AQP and other respective Institutions in accordance with legislation into effect. During the fiscal year 2016 are conducted 154 procurement activities in accordance with request of the Requesting Units and in accordance with Procurement Plan by signing altogether 90 contracts in large, medium, small amounts and minimal ones. All this is progress is achieved thanks to the support of professionals advisory team of NATO, for procurement department and the logistics. After completion of the procured procedure in accordance with PPL due to absence of serious bids or non-adequate technical specification are canceled 25 procurement activities with large, medium, small and minimal amounts. These requests are returned for recompletion of technical specification from the requesting Unit. Process of management of the contracted projects during the year 2016 – Procurement and Contracting Structures even during this year in accordance with PPL and secondary legislation into effect on management and implementation of the contracts has assigned Manager and Assistant Manager for management of all signed contracts with small amounts , medium and large ones for goods and services whereas for the employment contract exept managers and assistant mangers from MKSF/KSF ,also, supervisor of company have been active.

3.2.2. To continue process of management of material sources and realization of the new purchasing

Process of management administration of goods and services continued via Free Balance System within Management Information System of Finance (MISF) as well capital projects with equipment and infrastructural projects in the system of Public Investment Program (PIP). Maintenance of assets management continued even this year via governmental promotion program e-Asset for the KSF with starting of application of Logistic Module as well certification of 22 members of the KSF for using of the respective program. Also, management of purchasing process, procurement and contracting with specialized equipment, vehicles, military equipment and machinery, goods and services of maintenance and repair of equipment and vehicles such as: Field Operational Equipment, Weapon spare parts, demining equipment, ammunition, trailer for hazardous materials, vehicles for personal transportation, 3T Fork-Lift, non-tactical vehicle etc. Contracted and expected to be supplied as of plan are given: terrain tactical vehicle, armored Tactical Vehicle; standardized weapons, armored cars, auto ambulances, search and rescue equipment, 5T Tow

Truck. 3.2.3.To continue with extension of infrastructural capacities and needed facilities for the work , learning, training and accommodation

During the budgetary year 2016, in the KSF barracks are implemented important infrastructural projects with provision of better working, learning, training and accommodation conditions for the KSF members. 3.2.3.1. Projects which have started in the previous year (2015) and completed during the year 2016

Repair and fixing of the KSF barracks spaces in Gjilan, Mitrovicë, Prizren, Pomozotin; Construction of check point ,barrack in Gjilan; Construction of spotters in the KSF barracks ; Gjilan, Mitrovicë, Prizren. Construction of check point –barrack in Mitrovica.Construction of fence security in the KSF barrack in Pomozatin. Reconstruction and asphalting of roads and parking in the KSF barracks in Pomozatin. Construction of Command building of the Second Battalion of RRB in Istok. Construction of garages and parking for the OSB vehicles in Pristine. Construction of building for Urban Search and Rescue in Pomozatin (2015-2016).

3.2.3.2.Capital Projects in infrastructure which have started in the year 2015 and continue for the next years are projects in stages 2015 -2017

Buildings which are under construction as follows; kitchen construction in the KSF barrack in Istog, (2015-2017). Current physical progress of implementation of works under the contract is 75% of the total contract. Construction of school boarding in KSF barracks in Ferizaj, (2015-2017). Current physical progress of implementation of works under the contract is 55% of the total contract.

3.2.4. To continue with donations offering from international partners in support to the KSF

Even during the year 2016 as result of organized activity with partner countries within Conference "KSF and Partners" are offered committed donations in equipment and infrastructural projects form the donor friends as in the following: - US Government; SAR equipment ,disposal of unexploded ordnance and humanitarian demining (EOD), Chemical, Nuclear and Biological Protection (HAZMAT) and communication equipment in overall value10,825,037.67 $; - German Government; Used vehicles , spare parts and equipment for maintenance in overall value 27,985 €; - Netherland Government; Equipment for Battery charger in overall value of 7,500 €. - Trust fund; construction of service annex of vehicles and renovation of current service in the KSF barrack in Pristine in overall value of 233,752.89 €.

3.2. TO CONTINUE WITH EXTENSION OF CAPACITIES OF COMMUNICATION AND INFORMATION NETWORK INTO FUNCTION OF SUPPORT TO THE SYSTEM OF COMMAND , CONTROL , COMMUNICATION AND COMPUTERISATION

In 2016, with the purpose of development, professionalization and retention capabilities and operational readiness of communication in KSF within the network of tactical radio communication equipment, US Government has donated an donation-equipment with value of $ 9.2 billion for extension of communication systems capacity in support to systems C2, C3 and C4. In order to increase the capacities for cyber security in the MKSF and the KSF, in close cooperation with the expert team of the National Guard of IOWA (FA US) are identified risks and possible weaknesses in the network of KSF. In the implementation of its policy during this period, in accordance with the National Cyber Security Strategy is also designed Cyber Security Strategy for MKSF and KSF.

3.4. TO CONTINUE EXTENSION OF FURTHER MEDICAL SUPPORTING CAPACITIES

In frame of specific scope of health , MKSF with its Ministry`s mechanisms and functional ones at the KSF level took part and contributed to activities of intergovernmental and inter –Institutions structures in the process of upgrading and strengthening of state mechanisms for prevention of epidemic. In order to keep the high level of operational readiness and qualitative growth of human resources is developed process of medical examinations for all members of the KSF and cadets of USC along systematic review of all medical cases with the accompanied professional recommendations for the respective cases. Also, in order to maintain health and growth of immunity against the seasonal flu, all the KSF members have been vaccinated. Based on the cooperation agreement between the KSF and Armed Forces HQ of the Republic of Turkey, up to now in the Military Medical Academy (GATA) to Turkey for medical treatment have been sent 38 patients.

Professional advancement of members to the KSF during this period have been characterized by realization of a three-day training in the field of sanitation and hygiene field, with different training topics as: medical readiness, deployment of troops on the ground, conditions and care required after deployment of troops etc. This training was conducted by instructors of medicine from the United States Air Force and the medical officer of the American Camp "Bondsteel". Then, it's been realized training "First person on the scene", the training is tactical level to provide the first aid which was conducted in the Brigade Rapid Response (RRB) from the British team organized by the Office of Military Attaché of Great Britain. On date 20.09.2016, Director of Medical Affairs Department along with the Ministry of Health of the Republic of Kosovo took part in the three-day international medical conference organized by the Joint Multinational Command held in Rogenburg of Germany in which conference have been presented the KSF and medical services in the KSF.

3.5. FURTHER ADVANCEMENT OF THE MANAGEMENT SYSTEM TO THE FINANCIAL RESOURCES

3.5.1. MKSF's budget for the year of 2016, the changes and process of its realization

As in previous years, the MKSF and KSF, as a result of the plan to analyze, evaluate and well-defined boundaries and lines in full compliance with the objectives and priorities set by its leadership, it is on the verge of concluding a successful budget for the year of 2016. Based on the planned process of spending budget in all economic categories, throughout the fiscal year and the current process, along with statements of budgetary savings, enabling sustainable performance of the budget at the rate above 95%.

4. MAINTENANCE AND DEVELOPMENT OF CURRENT OPERATIONAL CAPACITIES AND SKILLS

4.1. Further refinement of the operational readiness

The KSF also during this year success fu l ly managed to maintain and enhance the quality of the operational r e a d i n e s s o f p e r s o n n e l , equipment, infrastructure, training, etc. This proves that K S F i s f u l l y c a p a b l e t o accomplish the tasks and a c t i v i t i e s a g a i n s t t h e constitutional mission that possess. The KSF, the current constitutional mission, but also with its change, it will have full o p e r a t i o n a l r e a d i n e s s i n implementing of the mission to support operat ions at the country level but also international participation in joint operations with partners in crisis response. The KSF, during this year, conducted worthy participation in exercises and training abroad, in accordance with legal regulations and directives of the Commander of the KSF for deployment of the members and contingent to the KSF in operations abroad.

4.2 Operations for unexploded ordnance disposal (EOD) and humanitarian demining operations

During this year, demining operations started on 28 of March and ended on November 30, 2016. The KSF's units have conducted humanitarian demining operations in five locations: Ferizaj within the KSF's barracks, Zagrimle, Hoçë e Qytetit, Paldenicë and Parku i Lirisë in Ferizaj. The Demining Coordination Centre of the MKSF/KSF has coordinated the realization of all EOD operations and humanitarian demining. The EOD's units of the KSF have intervened in 293 cases and demolished 356 various explosive. The EOD's units reached 242.840 square meters, the operation during which was found 72 different tools of explosive ordnance. Besides units that conduct humanitarian demining operations, the KSF has two guardian unit uninterrupted within 24 hours on all days of the week, for interventions in cases of notification of citizens who encounter various means unexploded.

4.3. Operations of the KSF's units

The MKSF, through its Centre of S i t u a t i o n h a s m o n i t o r e d , coordinated and led all operations of the KSF's units in permanent liaison with the Situation Centre of t h e G o v e r n m e n t a n d t h e Operational Center of the Land Forces Command and the Agency for Emergency Management ( A E M ) . I n t e r a l i a o n t h e implementation of joint exercise at the International Airport "Adem Jashari" in the implementation of the National Response Plan. In terms of the overall and annual balance reported by the Centre of Situations to the MKSF during the year of 2016, we have the following information on the number of operations and projects that have been implemented by the specialized units of the KSF: a) Operations of search and rescue, floods and incidents - 13; b) Inspections of the Biological, Atomic, Chemical Defense Unit (HAZMAT) - 24; c) Assessment of the potential risks of the Liaison Unit for Response to Crisis (LURC) - 67; d) Firefighting from Civil Protection Regiment (CPR) - 1; e) Unblocking of roads from snow by Engineering Battalion (EB) - 4.

4.4. The successful implementation of the annual training plan and exercises at home and abroad

Based on the annual training plan with local institutions were planned and implemented 14 training sessions and there are in the process of being implemented 11 training with local institutions as well. • The number of individual training with Mobile Training and Bilateral Teams and KFOR have been realized by Iowa National Guard and American KFOR -22, Great Britain-6, Turkey-4, KFOR-4 and Slovenia -1, • By the planned training abroad, during the year of 2016 there were 165 training while in the process of being implemented there are also 72 other trainings. Collective training abroad: "Summer Camp 2016" in Macedonia; "Immediate R e s p o n s e - 1 6 " i n Slovenia/Croatia; "Joint Effort 16" in Albania; "Cambrian Patrol" in the UK; "Combined Resolve 16" in Germany. • Collective training at home, "Silver Sabre" in Film City; Intelligence UMT KDS-in Ferizaj; UMT LFC logistics in Pristina; Field activities - Kosovo; Eagle-5, in Kosovo.

4.5. The inauguration of the Training Centre for Search and Rescue

In September 28, the Kosovo Security Force (KSF), with a great ceremony in the barracks "Europianët e rinj" to the Civil Protection Regiment of the KSF, in Bardh i Vogël (Pomozatin), inaugurated the Training Centre for Search and Rescue, the first of its kind in the region. The special characteristics of this center is that in addition to members of the KSF and Kosovo citizens in general, there will be trained the foreign nationals of neighboring countries in the region, those of NATO and students from all countries who want to gain professional capacities of the Training Centre for Search and Rescue to the KSF. Training Center of Search and Rescue aims to be a center of excellence for professional development of members to the KSF, and also training of members of other emergency agencies of our country and the countries of the region in the field of search and rescue. On the establishment of this center, the United States, Sweden and Turkey, have made an important contribution in logistics, funds, equipment and professional advice, and professional development have enabled the Search and Rescue Unit to the KSF.

4.6. The successes of the KSF's members into international competitions

• In the prestigious Academy of Sergeant-Majors in the United States of America (USA) upon the analyses and successes of the sergeant-majors who have completed the academy, on 04/12/2016, for the purpose of recognition of culminating successes of the first Sergeant Major to the KSF Genc Metaj, his photo-biography were placed in the "Hall of Fame" of the respective academy. • On May 13, 2016, in Croatia was held the official ceremony for the proclamation of the good soldier, for the year of 2016, held for two days, the military polygon "Gjakovo" in Grubisnjo-Polje in Croatia. In this military race was attended by representatives of 15 countries of NATO and many representatives of partner countries to Croatia. In the race for the selection of the best soldier and the Croatia international, took part 145 soldiers, who marched 40 kilometers to 17.6 kilogram load on the spine, and they were passed - executed 13 military duties. Participants from Croatia, competing for choosing the best soldier of Croatia, while participants from the countries of NATO and partner countries, competed for the selection of the best international soldier, for both genders. In the female's competition, Lieutenant Manushaqe Nura took first place and was

awarded with medal, while in quite strong international competition of males, Corporal Binak Podrimqaku took third place, while Corporal F e t i P r o n a j 1 3 t h , a t t h e international's competitiveness. • According to the Memorandum of Cooperation between the Ministry of KSF and Ministry of Defense of Croatia, a team of officers and soldiers of the KSF, of 6 persons, for two weeks (25 June to 8 July 2016) have completed basic training Battle for parachuting in Croatia, namely the Military Academy in Zagreb. In this two-week training included: Lieutenant Ilir Beqiri, Corporal Labinot K e l m e n d i , C o r p o r a l F a t o n Rukovci, Private Franjo Kodraj, Private Basarta Pacolli and Private Ilir Kajtazi.For distinguished performance with gratitude "Civil service of 2016 year" was honored Fahrije Sadiku, director of the Department of Financial Management at the Ministry for Kosovo Security Force. Also at the Air Force Base of the United States (USA) in Ramstein of Germany, 24-29 July 2016, it was held "International Week of the jumping with the Military Parachuting". In this international competition, at the invitation of the Air Force of the United States, we've participated the first team of the Parachutists of the Kosovo Security Force. This event is a traditional activity which is organized every year at this military base and in which participates NATO countries and other allied countries. This year for the first time were participated Kosovo-KSF, along with teams of USA, England, Germany, France, the Netherlands and Israel. Member of the Security Force of Kosovo, Granit Kryeziu accommodated in the First Battalion of the Rapid Reaction RRB in Gjilan, he has received the gold medal in running 5 kilometers in the men's category in the race "Run for the Fallen" in the KFOR "Bondsteel" camp in Sojeva, in deference to the victims in the state of Pennsylvania (USA). On 10.22.2016, Team of Rapid Reaction Brigade of the Kosovo Force (KSF), composed of 8 members was decorated with the Gold Medal in the most challenge and prestigious exercises in the world "Cambrian Patrol" in Wells of the United Kingdom. Awarding ceremony with the gold medal has closely followed by the KSF Commander, Lieutenant General Rrahman Rama. The exercise was held in eight stages during the October month in Wells to the UK, while the KSF team has developed its 48-hour patrol in the 6th stage from 19 to 21 October 2016.

In this exercise apart from 102 teams by different units of the British army took part in total also 18 guest teams, including troops f r o m c o u n t r i e s l i k e G e r m a n y , I t a l y , Swi tzer land , Canada , Pakistan, Nepal, Brazil, C h i l e , B o s n i a a n d Herzegovina, Ireland, India, Belgium, Czech Republic, Australia , New Zealand, Georgia, Mexico, and Latvia.

5. DEEPENING OF FURTHER COOPERATION AND STRENGTHENING OF THE CIVIL-MILITARY RELATIONS WITH LOCAL AND INTERNATIONAL INSTITUTIONS

5 . 1 . I m p l e m e n t a t i o n o f humanitarian projects and supporting of civil authorities, communities and NGOs

MKSF and KSF within its mission through structures of civil and military cooperation during this year, h a s p r o c e e d e d i n t e n s i v e l y commitment to the realization of many humanitarian projects, which have strongly influenced the further strengthening of the image of KSF among citizens. During the year of 2016 there were 9 humanitarian infrastructure projects, 35 community operations and supporting for local institutions and NGOs. Medical teams of the KSF, in addition to the daily routine, have continued to conduct monthly humanitarian project, providing medical care and essential medicines for the Serbian community in the villages of the municipality of Istog, as Dragolevc, Serbobran, Zallq and Gurakoc. Commitment of the medical teams to the KSF with professionalism and shown seriousness is highly appreciated by local Serb residents, who for a long time they accept these free health services. Management's structures in the healthcare system and those of the civil-military cooperation to the KSF in coordination with the structures of the Kosovo National Center of Blood Transfusion (KNCBT) annually continued the tradition of organizing (in February and August) to the humanitarian action of the voluntary blood donation. This tradition has resulted as well as other times with massive response by officials of KSF and officers, NCOs and soldiers of the KSF, donating a total of 1245 doses of blood for the needs of the National Center for Blood Transfusion in Kosovo. From January 15 to February 4, 2016, the demining instructors, in addition to demining operations, performed even giving of lectures in primary and secondary schools for students' awareness of the risk of mines and other unexploded ordnance in Kosovo. From the date of 30.05 until the date of 03.06.2016 at the Training and Doctrine Command (TRADOC) in Ferizaj, it was conducted "Youth Camp 2016", attended by 98 high school students from different municipalities of the Republic of Kosovo. Also from 19.03 until 17.09 and from 20.03.2016 to 18.09.2016 have been realized the activity of the French Organization "PL4Y International", with staying and training of two-day to the participants in the Training and Doctrine Command in Ferizaj. In this training organization "PL4Y International" attended by 35 volunteers from 6 communities as Albanians, Serbs, Turks, Ashkali and Roma from 10 different localities of the Republic of Kosovo, Peja, Skenderaj, Plemetin, Janjevë, Stërpcë, Mamushë, North and South Mitrovica, Kamenica and Shtime.

5.2. Continuous enhanced cooperation and coordination with central and local institutions

Enhanced cooperation and coordination of activities between KSF, central and local levels during the year 2016 were resulted in agreements such as Memoranda of Understanding with Hani i Elezit, Prizren, Malisheva, Ministry of Labor and Social Welfare, as well as landowners in four municipalities where have been done the realization of the field exercises. .

5.3. Continuation of civil-military co-operation with international organizations

In the framework of cooperation that we have with the Office for Supporting of Civil-Military Affairs at the US Embassy in Prishtina, within their program "America with Kosovo", during the year of 2016, we conducted the following activities: in the municipality of Skenderaj, High School of Competency in cooperation with the Police Inspectorate of Kosovo, International Criminal Investigative Training Assistance Program (ICITAP) and the American University in Pristina.

6. STRENGTHENING OF THE INTERNAL CONTROL, TRANSPARENCY, ACCOUNTABILITY AND INSTITUTIONAL INTEGRITY

6.1. Parliamentary Oversight of the MKSF and KSF

In accordance with the law, the Assembly of the Republic of Kosovo during the year 2016 within its legal powers, exercised parliamentary democratic control over the MKSF and KSF. • On the date of September 15, 2016, Commander of the Kosovo Security Force, Lieutenant General Rrahman Rama and General Secretary of MKSF Shkelzen Syla have held a meeting with members of the Parliamentary Committee on Internal Affairs, Security and Oversight of the KSF for presentation of the Integrity Plan to the Ministry for the Kosovo Security Force; • On the date of November 01, 2016, the Minister of KSF, Mr. Haki Demolli along with the Commander of the KSF, Lieutenant General Rrahman Rama, General Secretary of MKSF Mr. Shkelzen Syla, accompanied by US Defense Attaché , Col. Jeffry Fischer was welcomed by the Parliamentary Committee on Foreign Affairs in the Assembly of Kosovo; • On the date of November 01, 2016, the Minister of KSF, Mr. Haki Demolli along with the Commander of t h e K S F, L i e u t e n a n t G e n e r a l Rrahman Rama, General Secretary of M K S F M r . S h k e l z e n S y l a in the meeting of the Committee on Internal Affairs, Security and Oversight to the Kosovo Security Force, reported on the budget of the Kosovo Security Force.

6.2. Further advancing of the quality to the internal audit activities The internal structure of the audit, within the official activities during the year of 2016, in accordance with its plan has continued the implementation with providing advice and making recommendations to the audited entity in order to improve the work and performance of activities to the departments, offices, units of the MKSF and KSF, bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management and internal control processes. Internal audit structures for fiscal year of 2016 have planned and conducted eight audits, with regular periodic reporting in front of the senior management to the Ministry of KSF and Ministry of Finance in permanent cooperation with the Office of General Auditor.

6.3. The supervision of accuracy, effectiveness and applicability of legal obligations

In order to increase the continuous professional development of its human resources, in step with the changes and standards and supervision in the performance of professional and legal obligations, MKSF and KSF, through the Inspectorate of KSF systematically supervised the accuracy, effectiveness and applicability all legal obligations at all levels of the structure of MKSF and KSF through regular periodic inspections planned and unannounced inspections, guided by the leadership of MKSF and KSF. After 12 inspections of the year 2016, 28 reports were prepared which recommendations issued after the approval of the Minister were given units or respective branches for implementation. In addition, close cooperation with the officials of the Advisory Team to the NALT, Inspector General of KSF during the year of 2016 has continued bilateral cooperation with its counterpart structures. Inspector General of KSF hosted in a working visit the delegation of the General Inspectorate of the Armed Forces to the Republic of Croatia at the top of its Inspector General. This meeting resulted in very fruitful exchange of experiences in the relevant field with mutual commitment to deepen professional cooperation.

6.4. Implementation of innovative services in the daily work of administration

MKSF, also this year has paid attention to the process of administrative activities' management of the offices in accordance with relevant laws and regulations, the provision of services in proofreading, translation and archiving of all unclassified documents and those classified.

6.5. Further advancement of quality and efficient system of public information and media communication

Public Relations Department, during the year of 2016, have presented the work of the Ministry for the Kosovo Security Force and the Kosovo Security Force by being open, transparent, fair and cooperative with the media at any time. Concrete activities of the Department of Public Relations have included a wide range of scope in media communication, information media campaigns for the recruitment processes, detailed plans for monitoring and media coverage of the activities, operations, events at home and abroad as well as state and institutional of the protocol ceremonies, whether u n d e r t h e a u s p i c e s o f MKSF/KSF, whether with a c t i v e p a r t i c i p a t i o n o f M K S F / K S F s u p p o r t i n g protocol activities of the President, Government and Parliament. Special care and dedication, apart from monitoring and reporting on media of the activities to the MKSF/KSF is also dedicated to maintaining and updating the necessary information's website MFSK-MKSF-MKSF (http: //www.mksf-ks.org/), then Facebook, Flicker and Twitter as well as the preparation of informative spots for special events. Informative publications with continuous character were summarized in the monthly periodical newspaper "Our Force", a monthly electronic newspaper "Newsletter" and for the purpose of providing reports and information to the general public on issues of special importance have been prepared: brochures, leaflets, posters, banners and marketing products. Even this year there is continued participation in the capacity of trainers (two officers) in periodic training (3 cycles) training alongside members of MKSF and KSF in Regional Centre for Public Relations (Public Affairs Regional Centre -PARC) in Macedonia.

6.6. MKSF and KSF, the most trusted security institutions at home

Information on time and transparency in communication with the media in order to inform as soon as possible and objective, has led the Institution of the MKSF/KSF to be security institutions with the most trusted at home in all measurements of public opinion, in last four years in the Republic of Kosovo. So this year, Kosovo Security Force (KSF) continues to be among the most trusted institutions in Kosovo, according to data published by the Kosovar Institute for Policy Research and Development (KIPRED) with the theme: "Monitoring of Security Sector in Kosovo: November 2015 - March 2016". The largest increase reliability, by all leaders in the security sector was marked by Minister of Kosovo Security Force, Mr. Haki Demolli. "KIPRED" in the number of third appearance of the first volume of Observer Security Sector of Kosovo, has announced that, based on analysis of the results of research has emerged that KSF leads with confidence by citizens to 3.69 percent of all respondents across Kosovo.

2 a visit by commander of Turkish land force of republic of Turkey army general Sali zeki Colak; on 6-7

March the visit by Defense Minister of Croatian Republic; on 25-26 November visits by defense minister of

republic of Albania Mrs. Mimi Kodheli, all three visits were conducted with full military ceremony.

7. CONTINUE WITH QUALITY APLICATION OF NON-DISCRIMINATORY POLICIES FOR MINISTRY AND FORCE PERSONEL

7.1. Monitoring process of human rights and gender parity promotion and respecting level

Since inception MKSF and KSF has

created legal infrastructure, which

guaranties equal presentation of females

and males, equal positions and equal

opportunities for all regardless ethnicity

and gender. Gender perspective in MKSF

and KSF is a life dimension, already

included in MKSF minister's objectives as

well as in sectorial policies and plans in all

levels and organizational structure of

MKSF and KSF. Females are exerting an

important role, thus making KSF as contemporary security organization built in compliance with NATO

members and partner countries standards. Currently in Kosovo security force are 206 females in important

commanding and leading positions in all organization levels. Data suggest an increase of gender balances.

Currently in MKSF there are 32% while in KSF 8.52%, ranks among females include: 1 colonel, three Lt

Colonels, 4 majors, 5 captains, 7 lieutenants, 2 sergeant majors, 10 staff sergeants, 10 sergeants, 28 corporals

and 136 privates. Also number of females at the decision making positions and management in MKSF

stands in good level. Human rights unit in MKSF has

reported about the implementation of action plan in terms

of execution of United Nations resolution 1325 at

government level, keeping in mind that the government of

republic of Kosovo is first regional example that has

compiled a national plan with this aim. Human rights unit

in 2016 has conducted innumerable trainings with topics

on "legal package of human rights and gender parity" in all

KSF barracks. These trainings were followed by 200 KSF

active and reserve members. The purpose of these

trainings were achieving standards in respecting of human

rights and gender parity in MKSF and KSF, promoting

equal opportunities for all. In order to increase the transparency, Units on human

rights have continued monitoring recruitment process,

that is aimed to provide equal opportunity for all,

regardless ethnicity and gender, and after every process,

has compiled special reports with advantages and

disadvantages of process, providing recommendations for

decision makers. Medial promotion for females and gender parity in MKSF and KSF has continued also this

year, especially seminar organized by HRU, supported by General Center for Democratic Control of armed

forces, that took place in December 10 international day for human rights as well as "16 activation days"

campaign against violence against females which started from November 25 till December 10 2016.

7.2. Support and perpetual commitment in the integration process of minorities in Kosovo security force

7.2.1. Periodical meetings with minorities in Kosovo security force

Office for community affairs in Ministry of Kosovo Security Force has continued even in 2016 with great results in supporting integration of members of minorities in Kosovo Security Force as well as developing, promoting and protecting the rights of members of minorities. One of the main activities of community affairs office foreseen with Plan was the organization and execution of regular a n n u a l m e e t i n g s w i t h m i n o r i t y communities in Kosovo Security Force. On September 31 2016, in Center for Integration of new officers in Ferizaj was held a meeting with four cadets-officers graduated in Macedonia military academy and with one cadet from Turkish military academy.

7.2.1. The organization of informing campaign for member of minority communities in Kosovo about the opportunities to apply for cadets in Kosovo Security Force

Between may 16 -10 June 2016 Office for Community Affairs in Ministry for Kosovo Security Force has been engaged in informing campaign for members of minority communities in Kosovo and the opportunities for them to apply for cadets of Kosovo Security Force. Informing campaign included municipalities with minority communities in Kosovo. Due to this process, in military academy in Macedonia are studying two members from minority communities a Serb and a Bosnians, while USC in Pristine is enrolled a members from Bosnian community.

7.2.3. Graduation of KSF first cadets from minority community

On October 10 2016 in military academy "General Mihalko Apostolski" in Skopje graduated first four KSF cadets, two from Serb community and two from Bosnia community. This is the first generations of graduates among minority communities in KSF.

7.2.4. Compilation of minority community integration strategy in Kosovo security force (2017-2020)

Based on policy for minority c o m m u n i t y i n t e g r a t i o n approved by MKSF minister, MKSF secretary general, as directed by special order, is formed working group, to draft i n t e g r a t i o n s t r a t e g y o f minority communities which compiled first draft of strategy and in line with previous plan; this strategy will be finalized in first quarter of next year.

8. ENHANCEMENET OF INTERNATIONLA COOPERATION AND PROGRES TOWRADS INTERGARTION IN INTERNATIONAL INITIATIVES AND

ORGANISATIONS

8.1. Kosovo Security Force international representation from ministerial level and Chief of Defense

Also in 2016, Minister of KSF, KSF commander and MKSF secretary general, in line with their legal

responsibilities, have intensively continued international representation, with official and working visits,

partaking in conferences of ministerial levels and chiefs of defenses. Also, countless of visits and receptions

of high personalities and delegations from different levels in MKS, are a proof of great reputation that MKSF

and KSF nurtures along with its high leadership in the international stage. In annual chronology have these activities: • On January 26 2016, KSF commander Lt General Rrahman Rama has met with the commander of Joint

Forces in Naples, US marine fleet admiral Mark E Ferguson III. • On July 2015 took place the visit of minister of Kosovo security force Mr. Haki Demolli in Turkey, based

on the invitation of defense minister of republic of Turkey Mr. Ismet Yilamz. • On February 16 took place the meeting in government between minister of Kosovo Security force and KSF

commander with commander of United States Army Command in Europe Lt general Ben Hodges. • On April 25 2016 MKSF minister and KSF commander paid a visit in Pentagon of United States, and were

official welcomed by chief of National Guard of United States general Frank Grass.• On April 28 2016, KSF minister along with KSF commander hosted commander of Allied Joint Command

in Naples admiral Mark E Ferguson III. • On may16 2016, KSF commander, from 9-13 may 2016 took part in high course "Generals, Flag Officers

and Ambassadors' Course", which took place in Rome defense college. • On august 24 2016, in KFOR HQ in, Film City'' in Pristine, was conducted the creation ceremony of NATO

advising and liaison team for ministry of Kosovo Security Force and for Kosovo Security Force itself. • On September 27 2016, Kosovo Security Force commander Lt General Rahman Rama hosted in official

meeting commander of us army in Europe Lt general Ben Hodges. • From 1-5 October 2016, KSF commander Lt General Rahman Rama has officially participated in annual

conference of American military association, which took place in Washington of USA. • On November 4 2016, KSF commander Lt general Rrahman Rama, invited by us army command in

invitation Canadian defense minister Mr. Harjit Sajjan and prestigious Halifax forum, one of the most

important conferences in the world for security, especially in northern America. • On December 1 2016, commander of Kosovo security force Lt general Rahman Rama, invited by chief of

staff of Croatia armed forces general Mirko Shundov, participated in 20 conference "USA-ADRIATIC

CHRATER A-5 " of Defense Chiefs. • On December 7 2016, MKSF secretary general Mr. Shkezen Sylaj has hosted in working meeting

representatives from civil-military analyses sector of allied force HQ IN Europe in Brussels Mr. Herald

Hiorth and Robert Kam accompanied by Maria Przenioslo political advisor to KFOR commander. • On December 9 2016, in the citadel of Trakoshqan city in Croatia took place the meeting of Adriatic charter

defense ministers A5-US. In this meeting was also present KSF minster Mr. Haki Demolli at the helm of

MKSF delegation. • KSF commander Lt General Rrahman Rama from December 11-14 was for official visit in Brussels. While

over there he met with military representatives from US, Albania, Croatia, and the chairman of NATO

military committee.

8.2. Signing new agreements and enhancing bilateral cooperation with US and other NATO

Germany, Turkey, Great Britain, Lithuania, Netherlands and Slovenia. A similar process to this, during this period, MKSF structures, through meetings have executes with official

representatives of partner countries in order to attune all activities and bilateral support for 2017. Along with these activities, and in order to better implement all bilateral activates, assigned structures have

continued compiling synch plans, thus enabling themselves to present quarter period report of activities,

visits, trainings, MKSF official and military education, for MKSF/KSF leadership, US embassy military

representatives and NALT representatives.

8.3. Arranging meetings with foreign military attaches accredited in Kosovo and for Kosovo

During this reporting period, in order to attune the overall support for KSF, coming from bilateral partners

and NATO, MKSF along with the partners' structures, in April and October, has organized joint conferences

called "KSF and partners" Throughout this time, many meetings with attaches accredited in Kosovo and for

Kosovo were held as well as with other representatives from other embassies covering security field. This year, MKSF has invited military units from partner's countries in KSF field exercise "eagle 5". Part of

this exercise US Army Europe (USAREUR), IOWA National Guard and SATM Team with their teams, and

as observers were representatives from Albania, Croatia, Macedonia and Slovenia.

8.4. Continuous coordination of activities with KSF Attaches

During this reporting period, competent structures have submitted requests, reports along with all

correspondences between KSF attaches and MKSF. In terms of the importance of role, status and military diplomacy in general, Commander of Kosovo Security

Force Lt General Rrahman Rama and MKSF, General Secretary, Shkelzen Sylaj have participated in

meeting organized by Center for Democratic Control of Armed Forces, "assignments arrangements of

Security and Defense Attaches" held in Pristina on November 8. 2016.

8.5. Coordination of trainings, courses and educations in partner countries

Competent structures have continued coordinating all activities planned within the bilateral plans for 2016

as it follows: execution of sixteen (16) trainings for KSF members in NATO schools, where 9 of them were

certified; participation in German armed forces in 5 trainings with 6 members and 14 experience Exchange

activities; in Croatian armed forces with 6 trainings and 13 members and 12 experience Exchange activities;

in the armed forces of republic of Albania with 6 trainings 8 members and 18 experience Exchange

activities; in armed forces of republic of turkey with 15 trainings ; in armed force of great Britain with 8

trainings; in armed forces of Lithuania with 1 training; in armed forces of Netherlands with 1 training ;

armed forces of Slovenia with 1 training.

cyber defense, human resources management, military professional development, interoperability and

combined land forces deployment, strategic development, crises reaction capabilities, regional partnership

and cooperation, logistic operational capabilities, doctrine development, as well as field exercise planning

and execution. Along with these countless activities were also visits from different levels, aiming to

profound cooperation in different fields for further KSF development.

Regular contacts and meeting have continued this year with Ministry of Foreign affairs in order to coordinate foreign and security activities policies. Main focus was oriented towards evaluating possibilities of expanding the KSF presentation with security attaches or representatives from security reams in our embassies in different countries, as well as membership in regional initiatives (Adriatic Charter- A5, South-Eastern Europe Defense Ministerial -SEEDM, South-Eastern Europe Brigade-SEEBRIG, Centre for Security Cooperation - Regional Arms Control Verification and Implementation Assistance Centre-RACVIAC, South-East European Cooperation Process -SEECP, Regional Cooperation Council - RCC, etc.

10. CONTINOUS COMMITMENT IN TERMS OF EXECUTING SSSR ANALYSES RECOMENDATIONS LINKED TO THE MKSF TRANSFORMATIOMN INTO MOD

AND KSF INTO KAF.

MKSF, through its commission for implementation of recommendation of strategic security sector review and department for transformation, during 2016 has continued with activities in a bid to prepare for the transformation process of ministry of KSF into ministry of Defense and Kosovo Security Force into Kosovo Armed Forces such as: • Analyses, review, completing and finalizing the comprehensive transformation draft plan with data of personnel, training, operations, logistics and finances. • Close cooperation with American teams of DIR and DIB, with representatives of attaches of us embassy and NLAT representatives, regarding detailed planning for preparation measures and transformation process of KSF into KAF. • Preparation of concept for standardization process in KSF. • Plan preparing measure for "zero" phase, that includes preparation for transformation process in 2017. •Coordination with MKSF structures, with KSF HQ and commanding structures and its units for the commence of preparatory measures for transformation process of KSF into KAF that consist with identifying structure, duties, and responsibilities in line with KAF developing stages, respectively sectorial plans preparation for action.
