Annual Report 2014
Serving our community since 1874
Message from our Board Chair
Over the past six years, I have had the honor of watching Behavioral Health Services North truly raise the bar for us and for our community. While the external environ-ment for nonprofits and behavioral health organizations remains a very challenging one, I have seen our community come together and show resilience, determination and a shared sense of purpose. It is true that the obstacles are many, but what has shone through is the steadfast commitment of BHSN and our community to helping those in
our region take charge of their lives and thrive.
We enter 2015 with continued optimism. BHSN is first and foremost about the people we serve. We are inspired by the life-changing outcomes of our advocacy, our services and the impact our programs offer to individuals, families and communities.
Our people and programs have helped thousands of people around the region and, in doing so, have strengthened our leadership position. We are committed to continue with this approach in 2015 and beyond as we work to further improve people’s lives.
On behalf of the entire Board, I would like to thank our employees for their dedication, motivation and commitment to care. BHSN would not be the great community organization it is today with-out them.
I would also like to thank our Board of Directors for their tireless dedication. Our Board Members devote a significant amount of time to the ongoing governance and oversight of the organization, and I am truly grateful for their service.
Finally, I would like to thank you, our community, for your ongoing support for our strategy and appreciation of our performance.
Let me end by speaking to a common theme I hear and share with our community. That theme is that they are amazed by the culture of caring at BHSN. Our culture is a blessing, but it does not happen by accident. It is the result of the dedication of all the people who are devoted to our tradi-tion of caring and quality, and their commitment to carry it forward every single day. Each of them has my true admiration and appreciation.
Thank you,
Mark Lukens, Board Chair

Message from our President & CEO
As I look back on 2014 and ahead into the remainder of 2015, it’s clear that earlier predictions of significant changes to come to the field of healthcare were indeed accurate. The NY State Dept. of Health has now made “integrated care” (primary care and behavioral health) the cornerstone of their healthcare reform efforts as they look to achieve the triple aim of: improved health outcomes, lower costs, and enhanced consumer satisfac-tion. The data clearly indicates that persons with co-occurring disorders (having both physical and behavioral health concerns) have the greatest potential to benefit from reform efforts and achieve these goals. This may involve bringing primary care directly into the behavioral health offices (as we are looking to do here at BHSN) or possibly embedding behavioral health providers into the primary care offices. It will involve the development of a truly integrated care plan for those with co-occurring disorders, where a team of healthcare professionals works collaboratively to achieve wellness goals for the patient. It means looking at other “social determinants” of health as well: safe housing, freedom from violence and other trauma, crisis services, transportation, adequate food, access to education and employment, supports for seniors, etc.
Achieving these goals will take a tremendous amount of effort as we look to break down the barriers to working collaboratively, engaging the State in regulatory reform efforts, finding or developing an adequate pool of trained professionals to meet the demand in a healthcare shortage areas such as ours, creating new ways to exchange information while adequately protecting sensitive health information, developing new ways to pay for services that are focused on achieving desired outcomes vs. volume, and building the necessary infrastructure (especially technology) to support these efforts. Healthcare reform on this scale has never been attempted before and the eyes of the rest of the Nation are clearly on New York at this point to see if it can be done. We know from numerous pilot projects and smaller scale efforts that this approach can and does work; taking it to this scale will be the challenge. The stakes are high, but so are the potential benefits.
To support these efforts internally, BHSN has committed to becoming a “Behavioral Health Center of Excellence.” The core elements for a Center of Excellence include:
Excellent customer service, built on a culture of staff and client engagement and wellness
Excellent outcomes Easy and prompt access to services Comprehensive care Excellent value
The bar has been set high, but we are committed to doing all we can to work with our healthcare partners to reach these worthwhile goals. We truly want to be “Your Partner in Well-being.”
Craig Amoth, President & CEO

Stewardship of Revenue As a non-profit, BHSN undergoes an extensive annual financial audit from an independent accounting firm in addition to audits and reviews from various funders. As seen below, BHSN prides itself in responsible stewardship of funds and other resources maintaining public trust in our organization. BHSN is a local organization incorporated (since 1874) under the laws of the State of New York as a charity and under the federal government as a 501(c) 3 not-for-profit corporation.
Funding comes from a variety of sources: government contracts and grants, third party re-imbursement, voluntary contributions from our local communities, private foundations, employers and the United Way of the Adirondacks. The New York State Office of Mental Health, Office of Alcohol & Substance Abuse Services, State Department of Education, Division of Criminal Justice Services, Crime Victims’ Board, Clinton and Essex counties, as well as the Office of Children and Family Services license and fund BHSN to provide an array of services.
