Cordesse, a young Parisian photographer, enti-tled Rwanda : Wounded Vision, and in the au-tumn it showed the work of Daniel Hernández-Salazar in Genocide Dismissed : Guatemala, a silenced tragedy.

the europe Lecture on April 4th 2014 was no doubt one of the highlights of the programme destined to the general public. the keynote speaker, Herman Van Rompuy, Chairman of the european Council, delivered a lecture on euro-pean values. the public also had the opportunity to attend several premières at Kazerne Dossin : a concert by the American pianist Roger Peltz-man, the Belgian première of the documentary Der Anständige about the Reichsführer Heinrich Himmler, the world première of the opera ‘Onvol-tooid verleden’ (Unfinished Past) and Liesbeth List’s intimate and impressive performance of the Mauthausen songs.

For Kazerne Dossin 2014 began by officializing an unusual partnership between a museum and police forces. Under the terms of the agreement signed on January 27th by Catherine De Bolle, Commissioner General of the Federal Police, and Herman Van Goethem, Director General of Kazerne Dossin, every probationary police con-stable will visit Kazerne Dossin and follow the Holocaust, Police and Human Rights training programme.

In 2014 more than 100,000 members of the general public visited the Memorial, the perma-nent exhibition, the special exhibitions or at-tended events at Kazerne Dossin. With the sup-port of the Flemish Government, the founding partners and other supporters, the museum was able to set up several remarkable pictorial exhi-bitions on human rights. In spring Kazerne Dos-sin presented an exhibition of the work of Alexis

September 4th saw the commemoration of the liberation of Kazerne Dossin, exactly 70 years ago. During the ceremony one of the last wit-nesses of the liberation told his story and new pictures were added to the portrait wall. this year the Documentation Centre again received hundreds of inquiries and provided researchers, journalists and victims’ family members with photographs, documents and other information.

the museum continued to cooperate with museums abroad. For instance, a team of KD employees, guides and ‘ambassadors’ travelled to Yad Vashem (Israel) for an intensive study week on Holocaust and human rights. the Re-search and Documentation Centre lent its coop-eration to exhibitions abroad and continued its work to make the collections and archives more accessible.

At the european Museum Awards 2014 held

in tallinn, estonia, a distinctive commendation was awarded jointly to Kazerne Dossin and the Flossenbürg Memorial in Germany. the panel of judges praised the museum for its innovative ap-proach, which could well serve as a source of in-spiration to other historical museums all over the world. this commendation formally confirmed that after less than two years of existence, Kazerne Dossin was already ranking amongst europe’s top museums.

Educational programme

New museum formula

By way of an alternative to the classic guided tour, Kazerne Dossin put together an ‘experience trail’ which takes a more active approach. At the heart of the trail, which takes account of pupils’ different learning styles, is the memorial as a place of commemoration. In September 2015 the ‘experience trail’ will become part of the ed-ucational programme.

Custom-tailored guided tours

Working with the team of guides, the education Department put together a number of visits aimed at meeting the needs of specific target groups, such as the blind and partially sighted, students in higher education, learners of Dutch as a foreign language, etc.

Educational material

In cooperation with the non-governmental or-ganization RCn Justice & Démocratie, the edu-cation team put together a learning pack relat-ing to the special exhibition Rwanda : Wounded Vision about the Rwandan genocide. A similar pack was compiled for the special exhibition Genocide Dismissed : Guatemala, a silenced tragedy. It consists in historical background in-formation about Guatemala and looks at the phenomenon of street art. the competition ‘Schreeuw het uit tegen onrecht’ (Shout out against injustice), organized in association with Graffiti vzw called upon young people to put their social commitment into practice by organ-izing their own creative street-art project.

access to the core and sub-collections (online) ? How are new acquisitions incorporated ? And what potential do the collections offer for new projects ?

Archive bequests

who was Osias hofstätter ?

Osias Hofstätter was born in Bochnia (Poland) on De-cember 28th 1905. As a child and young man he moved around a great deal : from Poland to Austria, and from there to the Netherlands and germany. Meanwhile he developed his artistic gift. After the Anschluss in 1938 he fled from Vienna to Belgium. His parents were deported and died in the Lodz ghetto. On presentation of his sketchbook, Osias was admitted to the Academy in Brussels. In May 1940 the Belgian state arrested him as a ‘german suspect’ and interned him in France. Hofstätter made portraits of his fellow pris-oners in the saint-Cyprien and gurs camps. After two years he managed to escape from gurs and made his way to neutral switzerland. He continued his studies at the municipal art school in Zürich, returning to Po-land after the war. In 1957 he emigrated to Israel. Hof-stätter showed his work widely and won numerous prizes. He died in 1994.

Partner institutions such as Yad Vashem, the United

States Holocaust Memorial Museum, the Paris Mémorial de la Shoah, the Auschwitz State Mu-seum, the Haus der Wannsee-Konferenz and the State Archives of Belgium now have direct access to the search engine.

EhRI

In 2013 Kazerne Dossin became a partner in the european Holocaust Research Infrastructure (eHRI) consortium. the main objective of the eHRI archive project is to provide online access to sources related to the Holocaust which are dispersed all over the world.

marketing and public strategy 2015-2019

A marketing and public strategy was drawn up by the Marketing & Communication Department to reflect Kazerne Dossin’s mission, vision and core values. It was based on an in depth internal and external analysis of the museum, its image and the various aspects of its remit. Among other things, the plan resulted in a thorough analysis of target groups and a strategic plan for the museum’s marketing and external relations activities in the years to come. It also resulted in an operational plan, which describes the spe-cific aims, objectives and activities of the Mar-keting & Communication Department.

Communication

In 2014 Kazerne Dossin launched a new, more visually attractive and user-friendly website in four languages, an important tool for promoting the museum and engaging with the public. It also introduced an online ticketing system. this web-shop allows individual visitors to purchase an e-ticket in advance, while those planning a group visit can consult the schedule of the guided tours and make their reservation accordingly.

the lion’s share of the communication ac-tivities consisted in preparation and communi-cation around special exhibitions. Communica-

Exact zeventig jaar geleden bevrijdden geallieerde soldaten Mechelen.

BEPR

pakt me.”

Van kinds-been af.

Uw werk is uw passie.Absoluut.

Zeer zeker.

Dàt heeft me altijd beziggehouden.

Vargas Llosa is mijn ideale voor-beeld. (Twijfelt op-nieuw) Ik denk toch … Ik weet het niet. We zullen zien.

Wordt uw volgende prijs een lite-raire?Hm. Neen. Bwa.

tion campaigns relating to the two major exhibitions were mounted in cities and railway stations. For each exhibition the Marketing & Communication Department also developed an information leaflet, which was sent out to more than 400 locations in Flanders, Brussels and Wallonia.

Kazerne Dossin also enhanced its external communication with a monthly newsletter, sev-eral advertisements, posters and flyers. In coop-eration with the education Department the first ever brochure with full details about the muse-um’s educational offer was produced and dis-tributed to every school in Belgium. A free exhi-

bition newspaper with a print- run of 80,000 copies was also distributed. the so-cial media attracted a steadily growing number of followers and fans.

A number of special pro-motions related to the museum and temporary exhibitions were launched in conjunction

with umbrella organizations and media (Knack Club, Le Vif/L’express, HeRItA, oKRA members’ magazine, etc.). Most of these consisted in free tickets or a discount in exchange for advertising space in magazines and newsletters.

Press and media

the museum made every effort to foster good rela-tions with press and media in Belgium and abroad. Be-sides contacting individual journalists, almost monthly press releases were sent out and press confer-ences organized. the media were particularly interested in the museum’s cooperation with the police and in the european Museum Awards. In 2014 journalists mentioned Kazerne Dossin in a total of 232 articles and reports at home and abroad. the press archive was digitized in 2014 and new press cuttings are constantly being added.

External relations

Product development in 2014 focussed on the museum’s first app, which will be launched in March 2015 with the support of Visit Flanders and toerisme Mechelen. this digital application is first and foremost intended for individual vis-itors and offers a wealth of additional material and interactive programmes. the City of Mechel-en’s Human Rights Walk was reviewed for the

specific needs of the app, which enables visitors to follow the human rights trail beyond the walls of Kazerne Dossin and through the streets of the city.

the Marketing & Communications Depart-ment also chose a structural approach to obtain visitor feedback : a quality questionnaire con-sisting in 25 questions provided the museum with valuable information about the experi-ences of individual and group visitors. Further-more, all the feedback from visitor books and spontaneous feedback was collated. In 2014 Kazerne Dossin was the recipient of the tripAd-visor international travel review website’s Cer-tificate of excellence, the majority of travellers having rated Kazerne Dossin as ‘excellent’. Con-sequently, the museum was declared the num-

ber-one attraction in Mechelen. In the future Kazerne Dossin will continue to target trade fairs and information markets and to work closely with tour operators and others in the tourist sector.

fundraising

the support of numerous sponsors and bene-factors enables the museum to realize its ambi-tions with regard to collection management, sci-entific research, educational programmes, special exhibitions and publications. In 2014 we took a fresh look at the existing group of Friends with a view to widening it and introduced new categories : Young Friend (25 euros), Friend (60 euros), Supporting Friend (300 euros), Patron (1,000 euros) and Benefactor (from 5,500 euros onwards). With the revamped organiza-tion in place, 3,500 copies of a new Friends bro-chure were printed and a major fund-raising campaign was launched on- and offline. In 2014 contact was also made with a number of com-panies with a view to obtaining structural (i.e. over several years) or project sponsorship.

Organization

Kazerne Dossin celebrated its second birthday on December 1st 2014. Success entailed a num-ber of logistical and organizational challenges. In its second working year considerable atten-tion was given to establishing social capital and building an effective organizational structure. on December 31st 2014 Kazerne Dossin had 25 full-time and four part-time employees, includ-ing 14 men and 15 women with diverse profiles. In 2014 five new employees joined the organi-zation, and two left

the new challenges facing the organiza-tion form the basis for the eight-step

Long-range Policy Plan 2015-2019, which sets out the strategic choices and priorities for the next policy period. the eight steps are as fol-lows :

1. Investing in the further development and professionalization of the or-ganization

2. enhancing accessibility to collec-tion/story/message so as to maxi-mize the visitor experience

3. extending, deepening and linking visitor and user potential

4. enhancing KD’s reach and reputa-tion

5. Building a strong partner network and working on a lasting customer relationship management

6. Becoming a financially sound and sustainable organization through the optimal deployment of people and resources.

7. experimenting and introducing new technologies to enhance the visitor experience (digital product develop-ment)

8. Analyzing security risks on a daily basis and making every effort to en-sure a safe environment for em-ployees and visitors alike.

Organization

In 2014 Kazerne Dossin’s employee base grew rapidly. It acquired a new structure (organization chart), new teams and team leaders. to support the organizational development an intensive learning programme was set up in cooperation with Komos to teach leadership and team-building skills, how to deal with change, etc. there were two distinct programmes, one for managerial staff and one for all the teams.

the focus of the programme for team lead-ers was on situational leadership (including DISC model, stages of the coaching process, levels of development, giving feedback), dealing with op-position and change (transition and change pro-cess, role of the manager, creating a support base), handling conflicts (conflict styles and the role of the manager), dealing with difficult situ-ations (performance and evaluation interviews, breaking bad news) and the recruitment and se-lection of new employees.

two training days were organized for the teams on solidarity (DISC model, giving feed-back, strengths and weaknesses in teamwork) and handling change (psychological process in transitions). A follow-up programme will be or-ganized in 2015.

“Moving” A moving account of the deportation through the lives of victims of intolerance. Unfortunately, more topical than ever, and yet these events are in danger of being swallowed up in the anonymity of the past.(Thierry, Belgium)

“What we should never forget” This is an unforgettable place. It looks at the Holocaust

in general, but in particular at what happened in Belgium. Mechelen played an important role as a transit camp during

the Nazi regime. As a non-European citizen, I never learned about this aspect of the Second World War,

so it was a very informative visit.(Lucas, Brazil)

“Marvellous museum” This marvellous museum brings a lump to your throat. Well conceived with interesting material and personal testimonies. I also love the way the museum establishes a link with racism today and the persecution of minorities. If this museum was included in the school syllabuses, I trust that the risk of such a thing happening again in the future would be greatly reduced. (Chloé, Belgium)

“Makes you stop and think” Though the museum is about the Holocaust in Belgium,

it draws several important parallels with the more recent genocide of ethnic groups. Makes you stop and think about the violation of human rights today.

(Mo, the Netherlands)

“Impressive” History in sound and image. The museum and memorial work extremely well. All that documentation and those stories show us why it should never be allowed to happen again. Well worth a visit !(Rasta, Belgium)

“Moving experience” The museum presents a wealth of information through audio and visual testimonies.

On an interactive screen you can study the photographs of victims on the portrait wall and find out more about individual victims. A sad subject, but very well presented.

I would certainly recommend this museum. (Lucy, u.s.A.)
