FUNCTIONS

The overall objectives of the Directorate General (Operations) are: − To participate actively in the development and implementation of the Ministry’s strategic, operational and

resource plans and co-operate with senior staff towards the achievement of the Ministry’s goals by sharing resources, providing support and assistance, disseminating information of mutual interest, etc;

− To provide direction to Heads of Directorates, including the Chief Information Officer within the Office of the Permanent Secretary, in the preparation of operational plans to support the Ministry in the implementation of policy directives;

− In liaison with the respective Heads of Directorates, to plan, develop and ensure the implementation of work standards within the Office of the Permanent Secretary to ensure quality, timeliness and cost-effective results;

− To supervise the drawing up of corporate strategic operational plans as may be required by Government’s central agencies, such as Financial Business Plans, and ensuring their submission within the established timeframes;

− To liaise with Heads of Directorates within the Ministry in order to evaluate staff and identify training needs and provides, as far as possible, programmes to address such requirements;

− To establish and maintain effective channels of communication with client groups, and with other ministries, departments and agencies to enhance the exchange of information and ideas on matters of common interest and to ensure that services and programmes are appropriate to the needs of clients, as well as being compatible and complementary to other service initiatives;

− To coordinate the operations and activities of the line directorates of the Ministry; − To manage the day-to-day operations of the Back Office Unit as well as the Gozo offices of the Land

Registry, Public Registry and Notary to Government.

NOTARY TO GOVERNMENT OFFICE

The Office of the Notary to Government in Gozo prepares drafts and publishes deeds to which the Government and parastatal bodies are a party.

Since the post of Notary to Government is still vacant, no deeds were published during 2012, however the Office is, with the assistance of an Acting Archivist, certifying copies of Formal Contracts and Formal and Informal Testaments. This office is also responsible for the conservation of Notarial Acts according to law and for their safe-keeping and custody regarding immovables situated in Gozo and Comino. Such Acts can be inspected by the public who can also demand a copy of relevant deeds according to the relevant laws. During the year 2012, 860 individuals requested copies of relevant deeds. Revenue collected during the period amounted to €3,941.

The majority of Notaries practicing in Malta continued to send copies of deeds published in Malta relating to transfers of immovables situated in Gozo and Comino.

LAND REGISTRY

This section deals with applications regarding the registration of property in Gozo and Comino, sale of site plans, and the registration of charges on properties. The Office received the following applications during 2012: 1,622 Land Registry Applications, 510 Charges, and 607 Official Searches.

This office continued with the scanning of all documents relating to the applications so that in future these will be available electronically.

PUBLIC REGISTRY

During 2012, 2,453 Notes of Enrolment were registered in this Office, while there were 1,499 notes of Hypothec. Notes of References relating to hypothecs amounted to 565, while 8 Legal Hypothecs were registered. The number of Schedules of Deposit relating to redemption of ground-rent of immovables in Gozo and Comino amounted to 44. There were also 38 Warrants of Prohibitory Injunctions and 18 subbasti.

The total number of acts registered in the Civil Status Section was as follows: Births 274 Marriages 211 Deaths 262

The number of certificates issued by this same section was as follows: Extract Certificates 5,895 Full Certificates 509

During 2012, the Marriage Registry processed 210 marriage applications. During the same year there were: Religious Marriages 156 Civil Marriages 55 Other Religions 0

During 2012, searches regarding transfers and hypothecs, as well as their input and testamentary searches were ordered through the Gozo Public Registry. The relative cost amounted to €149,988.58 for searches and €7,278.64 for wills. The official searches were delivered through the Public Registry.

Public Registry Data Entry and Validation Section

The total of marriage certificates inputted during 2012 amounted to 72,368, while the death certificates inputted (up to register year 1972) amounted to 54,647. Furthermore, the total number of verified birth certificates (up to register year 1947) amounted to 59,600.

SALARIES SECTION (HEALTH DIVISION)

During 2012, the main functions carried out within the section were the following: • The payment of personal emoluments to the employees working at the Health Division within Ministry for

Health, the Elderly and Community Care. • The answering of queries on the part of employees about their salary as well as the issuing of HR related

documents requested. • The coordination with the Personnel Section at the Health Division on matters concerning the attendance,

transfers, resignations and change in working hours of the employees. • The issuing of reports relative to the Personal Emoluments block on a regular basis.

• The processing of the required payments to governmental and non-governmental entities which provide their services to the Health Division.

• The drawing up of payroll schedules and any multipayments in connection with supplementary pay list. • The collection of data in connection with overtime and the Bi-Annual Reports; and • The processing of data in respect of parliamentary questions.

SALARIES SECTION (EDUCATION)

As in previous years this section continued to offer its services to all the employees within the Education Division in Malta. During 2012, this section has also been entrusted with work relating to Adult Educators and with the inputting of adjustments to all extra duties carried out by employees of the Education Division in connection with the new Collective Agreement.

During the year the number of Casual Staff, Retired Educators and Adult Educators which have their salary processed by the Section nearly doubled in number to 650. Wage sheets were also issued to every casual employee. Throughout 2012, the section processed around 16,155 mid day break supervision claims on a quarterly basis. There was an increase in Professional Development claims which amounted to 9,252. There was also an increase in new employees mainly teachers, supply teachers and supply learning support assistants. TAS and ESTS students were also paid from this section.

The staff has dealt effectively with queries, requests and complaints from the Education Division.

SALARIES SECTION (MRRA)

The main function of this Section is to process the salaries including allowances and overtime of all the employees of the Ministry for Resources and Rural Affairs.

During 2012, the staff dealt with incoming telephone calls, faxes and files from the desk officers in Malta. Necessary action was taken to issue the Form As and Form 7s in a timely manner. Form 7 entries that were inputted in the Dakar System amounted to around 14,000. 1,773 Form As were filled and sent to the Central Salaries Section. This section also issued 66 multi-payments, 69 schedules of payment to other departments, 87 schedules of payment received from other departments, 196 salaries schedules of payment to Treasury and 31 Transfer & Adjustment vouchers.

The staff also dealt effectively with a substantial number of queries, requests and PQ’s forwarded by the Ministry for Resources and Rural Affairs and the Ministry for Gozo.

THE CENTRAL SALARIES & TREASURY PENSIONS SECTION

The Central Salaries Section is responsible for: • The proper processing of salary and the timely issue of payrolls thereof; • The proper maintenance of adequate records of promotions, progressions and appointments of all

employees on the government payroll; • The correct interpretation of the various Directives from PAHRO, government collective agreements

through PACBU, MPO and MFEI circulars and relevant changes in the Public Service Management Code (PSMC);

• The processing of data supplied by the HR/Salaries Sections in every department to ensure the timely printing of payroll and cheque payment;

• In collaboration with the HR Systems & Data Management Directorate (PAHRO), the Malta Information Technology Agency (MITA) and the Dakar officials, the Payroll Administrator (IT System) and all Desk Officers, the Central Salaries Section progressed with the execution of existing and enhanced processes to ensure the successful implementation of the Dakar Payroll Software during 2012;

• The provision of assistance and information across governmental departments on salary/payroll related queries on a timely basis;

• The addressing of queries raised by public service employees and the general public through telephone, generic emails and mail correspondence; and

• The carrying out of an exercise in collaboration with the Inland Revenue Department for the synchronisation of FSS and Tax updates for all governmental employees.

During 2012 the total amendments in Salaries/Payroll affected by this Section amounted approximately to 112,000 inputs distributed across 13 payments, including approximately 4,000 computations for progressions/new contracts computations.

TREASURY PENSIONS SECTION

The main responsibility of the Treasury Pensions Section is to issue Treasury Pensions and Gratuities to Government employees who have been in continuous service since 15 January 1979, including the Armed Forces of Malta, the Correctional Services and the Malta Police Force employees. The Section is also responsible for the issuing of bonus and income supplements to eligible ex-civil service employees who are not receiving a bonus from the Department of Social Security.

During the year under review a total of 739 public service employees who attained retirement age were eligible for a Treasury Pensions, bringing the total to 15,055 pensioners. Of these, 573 were male and 166 were female. The number of deceased pensioners amounted to 532, of whom 372 were male and 160 were female. During 2012, the total Treasury Pensions issued amounted to €89,946,816.22 and the total amount of gratuities paid was €10,631,102.29. Furthermore, the total Treasury Pensions paid abroad amounted to €196, 486.29.

The March Income Supplement was issued to 460 pensioners amounting to €35,502.47 and the amount of September Income Supplement issued to 517 pensioners was €44,689.62. The June 2012 Bonus was issued to 559 pensioners and the December 2012 Bonus was issued to 595 pensioners, and these amounted to €69,621.69 and €76,244.75 respectively. Under Act XIII of the Pensions Act a total of 530 pensioners were eligible and all submissions received were assessed on time.

GOVERNMENT INFORMATION SERVICE SECTION – FREEPHONE 153

The Freephone 153 helpline is part of the Government Information Services. Freephone 153 remains committed to its obligations defined in the Quality Service Charter, mainly to reply promptly and courteously to enquiries made by the general public; and to provide timely and accurate information.

The helpline provides the public with information about Government departments and entities. Freephone 153 seeks to provide the public with correct and up to date informationin a timely manner, either by direct reference to the unit’s database or through immediate contact with the relevant offices or entities. The unit can also be contacted by e-mail at [email protected]. Generally this service is used by persons who request specific public documents which are sent to them electronically. During 2012, 70,331 calls were received, with an 85 percent recorded system efficiency.

THE CONSUMER UNIT

The Consumer Unit provides a freephone service to both Maltese and Gozitan consumers, enabling them to put forward their complaints, free of charge. This office accepts complaints up to a threshold of €3,494 only. Complaints which exceed this amount are to be dealt with at the Civil Law Courts. Complaints can also be filed via e-mail by sending the necessary details or else by visiting the consumer office in person and providing all the necessary documents in respect of the claim.

Complaints are registered on the Complaints Handling System, where all the details of both the consumer and the trader are registered together with all the details of the complaint. The Consumer Unit then mediates between both parties in order to reach an amicable agreement. If no agreement is reached during

mediation, the consumer can take his/her case before the Small Claims Tribunal. If the Arbiter’s sentence is not honoured, the case is then referred to the Court of Appeals. Several Tribunal sittings are now being held in Gozo.

Awareness of consumer rights is on the increase. A multitude of TV and radio programmes, held in collaboration with the Consumer Office, discuss consumer rights issues. During 2012, a total of 14,719 calls were received through the freephone service. The most common complaints were those concerned with electrical household goods and telecommunications products and services.

ENERGY BENEFIT SECTION

The principal functions of this section are: Keying of energy benefit applications which are then assessed and authorised; Authorising humanitarian cases; Carrying out payment adjustments of charitable organisations; Dealing with PA 109’s and call letters forwarded by A/O’s; Carrying out necessary amendments on SABS with regard to EB application details; Creating arrears/overpayments where applicable; Providing responses to queries from Social Security Dept., A/O’s and SPIC; Dealing with Benefit Fraud investigation cases; Dealing with error/warning reports issued with every voucher generation process; and Dealing with MITA regarding the running of EB system.

The role of the Corporate Services Directorate is to provide central support services and to coordinate the corporate activities of the Permanent Secretariat and the directorates falling under the remit of the Ministry for Gozo. During 2012, the Directorate continued to provide support services, particularly in the areas of financial planning and management, human resources management and office services. The Directorate coordinated the compilation of the Business Plans, the Financial Estimates and the Capacity Building Exercise and ensured the timely and accurate preparation of management information. The Corporate Services Directorate contributed to the collective management of the Ministry through policy development.

During 2012, the Directorate also carried out the following: • Approved advance payments made by the various Directorates under the Ministry. • Raised financial returns as requested by the Ministry of Finance and the Treasury Department. • Updated monthly returns regarding commitments raised under the recurrent budget and the various capital

projects. • Raised on a quarterly basis financial information regarding accrual accounting. • Raised quarterly returns of suppliers who did not provide the Directorate with a fiscal receipt. • Recorded and managed inventory items procured by the Permanent Secretariat, the Private Secretariat, the

Directorate General (Strategy & Support), the Corporate Services Directorate, the EU Affairs Directorate and the Office of the CIO.

• Provided legal services across the Ministry. • Coordinated the issuing of calls for applications in line with the approved Capacity Building Exercise. • Vetted requests for the receipt of Qualification Allowances. • Vetted applications for Student and Workers’ subsidies. • Coordinated requests for information made by the central agencies. • Coordinated progressions and promotions of staff in the Ministry and line directorates. • Facilitated the implementation of central and ministerial policies and initiatives across the • Ministry; • Compiled information related to replies to parliamentary questions • Chaired the Departmental Contracts Committee.

HUMAN RESOURCES

The Corporate Services Directorate was involved in the preparation of documents with respect to the promotion of 39 officers and co-ordinated the issuing of nine appointments during the year. The Directorate was also involved in the progression exercise in relation to 47 officers and the confirmation of appointments of 18 employees. Furthermore, the Directorate also prepared the contracts of four new engagements and the necessary documentation for the renewal of five agreements.

The Directorate provided support services in the field of human resources management and development. It also ensured conformity with policies, systems and procedures and the provision of data and other information required by central government agencies. The Directorate continued liaising with the other line directorates within MGOZ. The staff complement of the Ministry was monitored and vacancies were filled according to approvals by MFEI and PAHRO in accordance with the requirements of the directorates. The Directorate ensured that calls for applications/ tenders use gender inclusive language.

STAFF DEVELOPMENT

During the Directorate in collaboration with the Centre for Development, Research and Training (CDRT) organised training programmes in Gozo on the following topics for government employees serving in Gozo:

Writing skills Communication Dynamics Time Management Team Building 16 courses Effective people management General Management Principles ICT (Basic Skills) Introductory Approach to data Analysis Basic Writing Skills

COORDINATING ACTIVITIES

During 2012, the Directorate took measures to ensure that government services in Gozo are provided in an efficient and effective manner. In this respect, the Directorate was responsible for the coordination of the verification of sick leave availed of by government employees with a view to curbing abuses. During the year, the Corporate Services Directorate requested 841 medical visits to be carried out.

The Corporate Services Directorate continued to maintain inventory lists, temporarily store and dispose of obsolete, unserviceable and surplus items within the Ministry as provided by the Financial Regulations.

Furthermore, in 2011, the Directorate granted 10 Qualification Allowances to personnel across the Ministry.

SCHEMES

The Corporate Services Directorate processed 36 applications for special passes for the Gozo ferry service submitted by citizens residing in Malta and having relatives residing permanently in Gozo.

The Directorate also administered the scheme for the payment of a monthly accommodation subsidy to Gozitan students following courses at the University of Malta, MCAST and Institute of Tourism Studies on a full-time basis. 718 university students, 154 MCAST students, six ITS students, and eight MGSS students, benefited from this subsidy in 2012. A subsidy was also paid to Gozitan residents employed with government-funded or government-owned institutions for every day of attendance at their workplace. 2,684 applications were received during 2012.

23 local NGOs were assisted financially during 2011. The assistance is provided with the aim to strengthen the social fabric of the Gozitan community.

DEPARTMENTAL CONTRACTS COMMITTEE

In accordance with the provisions of the Public Procurement Regulations, the award of departmental tenders at the Ministry for Gozo is processed through the Departmental Contracts Committee (DCC). During 2012, 30 DCC sessions were held, during which 83 tenders/ quotations were considered.

OTHER ACTIVITIES

During 2012, the Directorate continued to monitor the expenditure under the Capital and Recurrent Votes of the Ministry and kept a constant watch to maintain financial accountability. The Directorate was also responsible for the DAS consolidated function in Gozo, including the vetting and processing of the Ministry’s financial transactions, and the performance of the cheque run routine.

The Office of the CIO, originally known as the Information Management Unit, is responsible for matters relating to the management of Information systems, communication and technology within the Ministry for Gozo. The Office works hand-in-hand with the Malta Information Technology Agency (MITA). The Office of the CIO is managed by the Chief Information Officer, with the assistance of three ICT Officers and an office secretary.

The Office of the CIO utilised an operational budget of €195,000 during the year 2012.

ICT Projects

The main activities of the Office of the CIO for 2012 included the implementation of electronic requests for Medical Imaging Examinations at the Gozo General Hospital, the development and implementation of a number of software projects including new websites (gozo.gov.mt and visitgozo.com), gathering of a detailed inventory of MGOZ Life Events together with Business Process Re-engineering of related eForms, network (LAN) works, and elimination of direct telephone lines whilst consolidating the voice/data network, amongst others.

In 2012, the Office of the CIO implemented a number of software projects including Patient Administration System installation at the GGH Emergency Department, electronic requests for Medical Imaging Examinations, upgrades on the Stock Control System; Diabetics Patients Administration System at the GGH Outpatients Department; a system for the registration of Lab Tests (to be analysed in Malta) at the GGH Pathology Department; and a Solar Panels Monitoring System. Furthermore, development works started on two software systems to be implemented at the GGH Napro Clinic for the registration and administration of patients.

The Office of the CIO has been involved in a number of websites, aimed at presenting the Ministry for Gozo to the online world. A new website for the Ministry, aimed at replacing the current website, www.gozo.gov.mt, was implemented in the first quarter of 2012. Meanwhile, work is being carried out to enhance the Content Management System used to administer this website and also to introduce further enhancements on this website. These upgrades are scheduled to be implemented within the first quarter of 2013. In addition to this, the Office of the CIO successfully acquired the services of a contractor through a call of tenders for the development and implementation of the visitgozo portal. Unfortunately this project was delayed due to an appeal hearing. Nonetheless, this project is successfully progressing and the visitgozo portal is scheduled to be implemented in April 2013.

The Office of the CIO successfully gathered a detailed inventory of Life Events which are specific to the Gozitan citizens. Furthermore, several meetings were held with specific business owners in MGOZ in order to carry out business process re-engineering on a number of services being offered to the citizens and to formulate the respective e-Forms.

The Office of the CIO proceeded with the task, to remove direct telephone lines and replace with PABX telephone extensions in an attempt to minimise rental as well as inter-department call costs. The end of 2012 witnessed the disconnection of a total of 33 telephone lines, 16 of these within the main administration block, saving over €600 on rental charges per year. The Office of the CIO has also

managed to establish VOIP connections to the following sites: Sports Complex, Villa Rundle, Public Registry and Land Registry, Cold Stores, and Pitkali so that calls between Ministry for Gozo and these sites are now free of charge.

The past year witnessed a large number of LAN Extensions (both UTP and fibre-optic), in the form of new switches, network points, cabling and patching within the different sections and departments within the Ministry for Gozo. Furthermore, this office assisted other departments/sections in various projects which necessitated LAN works.

In addition, the Office if the CIO successfully implemented an Energy Efficient Virtual environment at the Gozo Public Library to provide general computer services (including Internet access and Processing) to the General Public as a replacement to the traditional individual to workstation environment. Furthermore, the Office of the CIO also successfully set up seven Wi-Fi connections in different MGOZ departments/sections including the Villa Rundle garden. In the last quarter of 2012, the Office of the CIO also successfully acquired the services of a contractor through a call for tenders for the implementation of a free Wi-Fi for public internet access at the Gozo General Hospital. This project should be finalized by the first quarter of 2013. In 2012, the Office of the CIO took the initiative to set off the rollout of Windows 7 on Government employees’ workstations within the Ministry for Gozo. 84 workstations out of the 734 leased units have been upgraded to Windows 7.

Other Cost-Saving Initiatives

Throughout 2012, the Office of the CIO continued a number of cost-saving initiatives including assisting departments to, scan documents and send via email or saving a soft copy, rather than print documents and consolidation of printing facilities, through the centralised procurement of multifunction printing devices. In total, eight A3 and six A4 Multifunction Printing devices were procured as a replacement to costly printers scattered around the MGOZ departments. A Full Service Maintenance Agreement covering all consumables, all parts and all labour costs has also been implemented. The Virtual Desktop Infrastructure, (14 users) implemented at the Gozo Public Library lowers hardware and power consumption costs, environmental heat and noise because one Host unit is simultaneously shared between seven users.

Assistance Services

The Office of the CIO managed other service provisions including, but not limited to, video conferencing sessions between the Gozo Law Courts and foreign legal offices/sites, support services on non-leased workstations, support to MGOZ and non-MGOZ (Gozitan) teleworkers, and provision and support of public Wi-fi in MGOZ departments/sections.

ICT Governance

The Office of the CIO has formalised a number of policies and procedures aimed at providing centrally managed processes and efficiency in current workflows whilst governing the use of various services. These include Internal Standard Operating Procedures. Printer, email, internet and telephone policies have been reviewed and are ready to be launched. A total number of 17 requests for the installation of non-Standard software and seven Exemption requests, ranging from the creation of non-standard generic email addresses to the installation of non-standard hardware were approved and processed. Furthermore, a number of audits, aimed at cleaning user accesses to CDB, Vera, Sabs, Docreg, Internet and Unused Generic Email were carried out.

ICT Training

The Office of the CIO also took the initiative to organise and coordinate information sessions and ICT training to the Ministry for Gozo employees with the aim of increasing knowledge in ICT. A total number

of four courses covering the use of Microsoft Word and Excel were provided, of which 48 individuals participated. The staff within the Office of the CIO attended a number of conferences and ICT related courses, through the ESF 4.98 project aimed at improving the skills of the Offices of the CIO on a national basis. Such training was also extended to all government employees carrying out work related to different areas in ICT.

The Projects and Development Directorate incorporates the Architectural and Engineering, Works Branch, the Construction and Maintenance Unit and the Agriculture and Fisheries Branch.

The main objectives of the Projects and Development Directorate are to: - Ensure that Gozo has the proper infrastructure required for the island’s development; - Protect, manage and enhance the natural heritage of Gozo; - Provide the proper environment and extend the necessary services in the agricultural and fisheries sectors

so that progress and growth can be achieved in these industries; - Support investment; - Provide professional and technical support to the other directorates within the Ministry for Gozo; - Ensure that progress in Gozo follows the principles of sustainable development and effectively promote

Gozo as an eco-island.

ARCHITECTURAL AND ENGINEERING SERVICES

This Section housed at the Directorate’s Head Office provides professional services and project management support to all sections of the directorate and to other directorates within the Ministry for Gozo from a central unit. As in previous years, Architects and an Engineer from this section provided technical support to various sections of the directorate and to other directorates, mainly the EU Affairs Directorate, the Eco-Gozo Regional Development Directorate and the Customer Services Directorate in the implementation of projects and works in Gozo.

WORKS BRANCH

Finance and Administration

The main functions of the Finance and Administration Section is the management of human resources, contracts, stores and registry and provides the administrative support to all the other sections within the branch.

Districts Section

The Districts Section’s primary function is to provide services to the local councils on a contractual basis. The Section also carries out works which fall within the responsibility of the Central Government. Throughout 2012, the main works embarked upon by the Districts Section consisted in the embellishment and maintenance of playing fields, the construction and maintenance of pavements, the building and maintenance of retaining rubble and franka stone walls and the cleaning of water culverts as well as the patching of streets in various localities.

Roads Section

The Roads Section is responsible for the general upkeep and maintenance of roads on the island. The section was engaged in the construction of retaining walls and pavements, construction of water culverts, repair of rubble walls, maintenance on roundabouts and central strips, patching with hot and cold asphalt in all arterial and secondary roads, the fixing and maintenance of traffic signs and the applying of road

marking paint. This section also issued tenders for new roads and was responsible for the supervision of works carried out by the various contractors. During the year under review, resurfacing works were carried out on the lower part of Lourdes Street in the limits of Għajnsielem, parts of Rabat Road, Nadur and Rabat Road, Żebbug and at the Telgħa tal-Mielħa in the limits of Marsalforn. On the other hand, surfacing works were applied at part of Triq il-Bwier in Għajnsielem and part of the parking area in Marsalforn.

Manufacturing and Services Section

The Manufacturing and Services Section comprises carpentry, electrical and metal work units. The section also operates and carries out repair and maintenance work on government-owned vehicles and machinery.

In 2012, new furniture and apertures were manufactured for various government directorates, departments and other entities. Furniture and apertures were manufactured and fitted at the Administrative Centre within the Ministry for Gozo, Gozo Experimental Farm in Xewkija and the Civil Abattoir. This Unit also carried out other minor and sundry repairs and maintenance works at various government directorates, departments and entities. During the year under consideration, the carpentry unit was entrusted with the construction of a number of platforms in connection with cultural activities, such as Notte Gozitana, Lejlet Lapsi, and the Gozo Agricultural Exhibition. The Unit was also responsible for the erection of carnival stands and the set-up of cubicles for the local councils’ elections.

The Electrical Unit is mainly concerned with the maintenance of decorative street lights at various sites. Localities under its responsibility included, amongst others, Fontana, Kerċem, Marsalforn, Mġarr, Munxar, Nadur, Rabat, Sannat, Santa Lucija, Xagħra, Xewkija, Xlendi and Żebbug. This Unit also carried out installation of flood lights in connection with the Gozo Agricultural Exhibition and Christmas activities. During 2012, this unit installed new electrical systems in various Government premises and other entities as well as continued with works which were commenced in the previous year. This Unit also carried out regular maintenance works on electrical units and installations in various offices and sites.

The Metal Unit of this Section manufactured barriers which were installed at the Civil Abattoir and Villa Rundle garden. It also carried out minor metal works needed at the carpentry and electrical units of the Manufacturing and Services Section. The Mechanical Garage housed within the Manufacturing and Services Section carried out repairs and maintenance works on vehicles and machinery owned by the Directorate. This unit also coordinated the supply of light vehicles and heavy machinery for use by other sections within the Projects and Development Directorate. During the period under consideration, it provided vehicles for use by the Beach Cleaning Section as well as machinery to the Agriculture Branch to be used in the trimming of trees and the carting away of material. This unit was also responsible for the carrying out of levelling works in Ta’ Lambert in the Għajnsielem/Xewkija area.

Building and Engineering Section

The Building and Engineering Section is responsible for the provision of services which include the preparation of specifications for tenders, expropriations, draughtsmanship, quantity surveying and the issuing of trenching permits. During the year under review, this Unit continued with its programme of carrying out alterations, maintenance and improvement works at the Administrative Centre in Victoria. The main task carried out by the Section’s employees at the Administrative Centre was that of upgrading and converting office space to house the Head Office of the Directorate for Projects and Development. This Unit carried out maintenance and minor works at the Civil Abattoir. It also carried out embellishment and upgrading works at the Dawwara Nursery. Other maintenance and construction works were carried out at the Government Experimental Farm.

This Section was responsible for the issue of tenders and quotations and supervised works carried by contractors. During 2012, this Unit supervised works on the construction of retaining walls and maintenance on various sites and works at the Three Hills Garden in Marsalforn. Works on the Three Hills

Garden was carried out in conjunction with the Eco-Gozo and Regional Development Directorate. This Section was also involved in the upgrading of premises at Xewkija which were converted to office space to accommodate back office functions which can be transferred to Gozo.

Building Maintenance and Restoration Section

The Building Maintenance and Restoration Section is responsible for the carrying out of restoration, maintenance and construction works.

During the year under review, this Section was engaged in carrying out works in the Cittadella area. It conducted structural repairs and maintenance at the Gozo Law Courts, cleaning of wartime shelters and rooms in the area, repairing and laying of flagstones and rebuilding and maintaining rubble walls.

During 2012, this section carried out maintenance and restoration works on the stonework and marble inscription of a niche in Nadur. The section carried out restoration works on monuments in Villa Rundle and on various commemorative marble plaques. A number of new commemorative plaques were engraved for installation in schools and other public places. Employees of the section were also engaged in the setting up of fixtures and stands for the annual agricultural and industrial exhibition on the occasion of the feast of the Assumption of Our Lady and other exhibitions organised by the Ministry for Gozo.

CONSTRUCTION AND MAINTENANCE UNIT

The main responsibilities of the Construction and Maintenance Unit include the rendering of services to the general public, Non Governmental Organisations and to other government entities.

In 2012, employees from this Unit were deployed on the re-construction of retaining and boundary walls that caved in or were obstructing access to roads and passage ways. Some 266m x 5crs of retaining walls were re-constructed with franka stone by CMU operatives. In some areas, employees had to carry out excavation works and lay new foundations in order to stabilize the structures. On the other hand, more than 630 metres of rubble walls by an average height of 1.75 metres were re-constructed by CMU rubble wall builders. Throughout the past year this Unit was responsible for the repair of various farm roads, ramps and passages in order to provide adequate access to farm fields and surroundings. CMU workers levelled and surfaced with concrete an area of 1,140 square metres of farm roads and 94m x 5.5m of ramps. This Unit also completed more than 500 metres in length of pavements with an average width of one metre; where practicable these were constructed in a way that can be accessed by persons with special needs. More than 120 metres in length by an average of 3.70 metres in width of alleys and part of roads were also repaired or re-surfaced with concrete.

Other services rendered by the CMU Unit consisted of plastering and painting works on Government tenements, schools, government departments and other NGO’s premises. Tile-laying, plumbing and new electrical installation was carried out at the Institute of Tourism Studies, at the offices of Malta Sports Council (Gozo Stadium) and at the National Archives Office. Installation and repair of chain link fencing was carried out at the Villa Rundle Gardens and in various football grounds. This Unit also carried out cleaning and repair works on various fountains and water culverts.

Iron railings and iron grades were manufactured at the CMU blacksmiths’ workshop and installed by the Unit’s employees. Other general maintenance work was carried out by CMU employees who are currently on loan with Qala, Għasri and Xewkija Local Councils. This Unit, as in previous years, continued with the running of the Handyman Service scheme which entails the carrying out of odd jobs in elderly persons’ homes.

SEWERAGE MASTER PLAN

During 2012, works in connection with the Sewerage Master Plan included the replacement of the sewer lines along Mġarr Road, in Xewkija and along Fortunato Mizzi and Republic Streets in Victoria in conjunction with the reconstruction and building of the TEN-T roads project. It is also to be noted, that a 350m/m pipeline was also installed along Mġarr Road Xewkija, up to the crossroads in Victoria to transfer treated sewage affluent from the Sewage Treatment Plant at Ras il-Hobż to be used for irrigation purposes. Additionally, all the sewer mains along Frenċ ta’ l-Għarb Road were replaced during the works related to the Wied il-Mielaħ pumping station project.

Other works related to the Sewerage Master Plan included the installation of a SCADA system and upgrading of electrical controls for all sewage pumping stations in Gozo. The SCADA system entailed the installation of a control system in each pumping station which can be remotely monitored from a main control centre. The construction of a pumping station in Żewwieqa, Mġarr which was embarked upon in the previous years, was finalised in 2012. This pumping station will take all the sewage generated in the ferry terminal and eliminate all cesspits in the area. Other works involved the planning and laying of a new sewer scheme for the Żewwieqa landscaping project.

AGRICULTURE AND FISHERIES BRANCH

This branch is made up of the following sections: Civil Abattoir, Veterinary Services, Gozo Marketing Centre, Afforestation, Parks and Public Gardens, the Government Experimental Farm, Land and Water Use, Front Office Paying Agency - Gozo and Fisheries. This branch administers the agricultural and fisheries sector in Gozo and offers advice and assistance to farmers and fishermen.

Civil Abattoir

Slaughter of Livestock

During 2012, most of the slaughter of live stock was carried out at the Civil Abattoir in Gozo. This abattoir was extensively refurbished and upgraded to conform to EU standards. 4,367 heads of swine and 388 cows and bulls were slaughtered in Gozo whereas 761 bovines were slaughtered at the Civil Abattoir in Malta.

Incineration

All fallen animals, condemned meat and offal were disposed off by means of incineration in Malta. During 2012, 515 bovines, 566 ovines, 20 equines, 778 pigs and 134,115 kilos of material were disposed off by this method.

Veterinary Services

The Veterinary Services Section is responsible for the regulation of animal husbandry and slaughter in Gozo. The activities carried out by this Section can be broadly distributed among four areas, namely: • Field work • Mġarr Inspectorate • Extension Services • Prevention of Diseases

Field Work

a) T.B/Brucellosis Testing

All farms supplying milk to the Malta Dairy Products had their cattle tested twice for T.B., Brucellosis, Leukosis, MRT and BSE. Tests were carried out on 74 cattle herds as follows: T.B. Tests 8,020 Brucella Tests 8,020 Leukosis 8,020 MRT 105 BSE 360 Additionally, T.B./Brucella tests were also extended to farms which keep ruminants. A total of 742 units which raise goats and sheep were checked. Tests were conducted as follows: Brucella tests on sheep 3,827 Brucella tests on goats 1,095 All blood tests with regard to cattle, sheep and goats totalling 8,020, 3,827 and 1,095 respectively, were carried out at the Malta Diagnostic Laboratories.

b) Pig Tattooing

Another function of the unit is the tattooing and registration of pigs in Gozo. As of last year, improvements on check lists and work methods in this area have been implemented. All pig units were regularly inspected and technical reports and censuses were made. During 2012, inspections were carried out on a frequent basis on all poultry cutting establishments. Owners of these establishments were advised on the need to abide by the respective regulations governing their trade.

Poultry farms were subjected to routine inspections. Prior to the slaughter of broilers, an inspector from this unit carried out an exhaustive ante-mortem inspection to ensure that broilers were fit for consumption. Laboratory analyses were conducted on a regular basis on random samples of faeces and eggs collected from various units in order to detect any diseases at an early stage.

d) Animal Welfare

This unit carried out various inspections on poultry and swine farms to ascertain that animals are kept and bred in line with current animal welfare legislation.

Mġarr Inspectorate

One of the main functions of the Mġarr Inspectorate is to prevent diseases from reaching Gozo. In this regard, inspections were carried out on a shift basis all year round on farmers’ vehicles crossing over to and from Malta. Strict control and monitoring of the movement of animals between the islands was also maintained.

Extension Service Section

During the year under review, dairy farmers sought advice from the Extension Service Section on various matters concerning their industry. Farmers were given advice on methods how to upgrade their farms to be in line with existing regulations. Additionally, employees from the Section conducted on site inspections to be in a better position to assess farmers’ needs.

Prevention of Diseases

The Veterinary Services took the necessary measures to monitor, control and prevent the outbreak of contagious diseases on the island. • Salmonella - All layer farms were inspected on a regular basis. Faeces and blood samples were taken and

sent to the laboratory for analyses. • Rigid control of animal movement - with the inter trace in place all animal movements were recorded and

cross checked. The strict control of animal movement helps to prevent the proliferation of diseases on farms.

Gozo Marketing Centre

The principal function of the Gozo Marketing Centre is to provide farmers with a market where they can sell their locally grown agricultural produce, mainly fruits and vegetables. In 2012, the total amount of agricultural produce sold through the Gozo Marketing Centre totalled 96,917 kilos for the total value of €44,658. These amounts represent a marked decrease in both volume and value over the previous year.

However, Gozitan farmers sell the bulk of their produce at the Marketing Centre in Malta. During the year under consideration, the total value of produce sold by Gozitan farmers through both Marketing Centres amounted to €1,187,003 which represents a slight decrease over the 2011 period.

The Gozo Marketing Centre is directly linked to the Pitkali Markets Management System (PMMS) in Malta. This enables instant inputting of data on deliveries by farmers, sales from each pitkali store and issuing of invoices to farmers and green grocers. Through this system, queries about deliveries and farmers’ sales can be traced and checked from the Gozo Centre.

Afforestation, Parks and Public Gardens Section

The Afforestation, Parks and Public Gardens Section comprises three main units, namely, the Ornamental Nurseries, Afforestation and Villa Rundle Gardens and the Gozo General Hospital Gardens. The principal aims of this Section are to embellish and upgrade the rural and urban environment by increasing the number of trees and shrubs planted in open spaces and the propagation of endemic and indigenous species. This Section has a supervisory role on the works carried out by the Environment Landscape Consortium which was contracted by the Ministry for Gozo to manage a number of soft areas and verges in Gozo.

Afforestation

The Afforestation section is responsible for the maintenance of a number of public gardens in Gozo, namely Villa Rundle Gardens in Victoria, the Three Hills Garden in Marsalforn, Ulysses Grove in Xewkija and Papa Ġwanni XXIII in Mġarr. It is also responsible for the landscaping and upkeep of central strips, roundabouts, street verges and other soft areas.

During the year under consideration hundreds of ornamental trees and shrubs and thousands of seasonal flowering plants were propagated at the Section’s own nurseries. The number of plants/trees planted in 2012, according to category, is as follows:

During 2012, the Afforestation Section carried out works such as soil cultivation, weeding and watering. Another function of the Unit is the pruning of trees and shrubs which was carried throughout the year. The Afforestation Section honoured its contractual obligations it had entered into with four Local Councils namely, Munxar, Żebbuġ, Qala and Għajnsielem to maintain their soft areas. Income derived from these contracts amounted to €2,491. This Section also supplied palm fronds to fishermen and olive branches to religious entities. Since the general upgrading and embellishment of the Villa Rundle Gardens was completed in the early part of 2012, the Gozo Agricultural, Industrial and Cultural Exhibition and the Flower Exhibition were once again relocated to this venue. These were held in August and May respectively.

The Nurseries

The Agriculture Branch runs two ornamental nurseries namely, Tad-Dawwara and Tal-Ħlewwa which are situated at Victoria and Kerċem respectively. As was already indicated above, decorative trees, shrubs and seasonal flowering bedding plants were propagated in these nurseries. Indigenous species were also propagated. Production is principally intended for use at the Directorate’s afforestation sites, public gardens as well as central strips and roundabouts. The following comparative table shows the number of plants supplied for afforestation use in the last three years.

The large increase in the propagation of seasonal plants over the previous year may be principally attributed to the fact that there was a larger demand because of the Three Hills Garden, which opened in 2012, and the Villa Rundle Gardens which were re-opened to the public in May 2012 after extensive upgrading and embellishment. The nurseries also managed to increase more than two fold the number of standard, decorative and medicinal plants over the 2011 period. However, there was a slight drop in the propagation of standard trees.

The nurseries also planted a number of trees, shrubs and plants in connection with a trail project piloted by the Ministry for Gozo to reclaim abandoned land, prevent soil erosion and embellish the environment. It is also to be noted that 1,650 plants, mostly seasonal, were donated to various Local Councils, schools and NGOs. These nurseries also supplied hundreds of potted plants on return basis to various entities in order to embellish their premises when holding cultural or other activities.

During 2012, the public bought close to 600 trees and shrubs from the nurseries as indicated in the table below. It is to be noted that in 2012 both the number of trees and shrubs sold and the amount of revenue generated from these sales decreased over the previous year. T his is mainly attributed to the large drop in the sale of medicinal plants.

Gozo General Hospital Gardens

This Section is also responsible for the maintenance and upkeep of the gardens at the Gozo General Hospital. Employees from this Section pruned trees, hedges and shrubs and cleared debris and weeds from the gardens. Other works carried out in these gardens included the planting of bedding plants, which were propagated at the Dawwara nursery, watering and the cultivation of soil.

Environmental Landscape Consortium

The Environmental Landscapes Consortium (ELC) carried out general gardening and maintenance of soft areas including various roundabouts, vergers and central strips around Gozo in line with their contractual obligations. The number of plants, shrubs and seasonals planted in these areas by the consortium in 2012 amounted to more than 83,000.

The Government Experimental Farm

The Government Experimental Farm’s main function is to carry out research on crops, trees and livestock, adoption of innovative techniques, dissemination of information and provision of assistance to farmers. It is envisaged that with the collaboration of the Institute of Earth Sciences at the University of Malta, the Experimental Farm will be transformed into a Research, Development and Innovation Centre in Rural Sciences and the Environment. During 2012 the Projects and Development Directorate worked with the Eco-Gozo and Regional Development Directorate in implementing infrastructural works connected with this project. A substantial investment of around €1.2 million from the Eco-Gozo vote was directed to the purchase and installation of machinery and equipment and the refurbishment of buildings. A contract awarded in the previous year for the supply and installation of a fertigation and water network was finalised in 2012. During the year under review, the upgrading and maintenance works on the Paying Agency Front Office premises and the Head Office main offices and laboratories were continued. Works continued on the repair of the water reservoir while the main road leading to the Head Office was re-surfaced with hot asphalt. By the end of 2012 a substantial amount of the works and installations were completed. Research has been continued in various areas as will be explained hereunder.

Protected Cropping

The construction of two new, polythene covered glasshouses was concluded in 2012. These glasshouses are equipped with insects’ screens, anti-rooms, fully automated vents as well as a data storage system. The first experiments, which were carried out in spring, focused on the propagation of water melon. An experiment on soil solarisation and bio fumigation was conducted in summer, and following that, four types of crops were sown and transplanted.

Sale of Vegetable Seedlings, Fruits and Fruit Trees

During 2012, more than 32,000 seedlings, mostly onion, but also pepper, artichoke, aubergine, cauliflower and cabbage were sold to local farmers and the general public. Income generated from this sale was €572. The Government Experimental Farm sold 152 kilos of peaches. In 2012, the Government Experimental Farm also sold more than 300 fruit trees and tree seedlings, namely peaches, pomegranates, plums, nectarines, pears, apricots and olives.

Livestock and Birds Section

The Government Experimental Farm keeps some animals notably sheep, goats, rabbits, ducks, and hens. Some of these animals are used to educate school children in connection with the Hands on Farming Programme and to keep a stock of these animals at the Government Experimental Farm. A small number of pure rabbits and poultry were sold for breeding purposes. The Government Farm is also responsible for the carrying out of the Captive Birds Breeding Programme. This project is mainly aimed at encouraging bird enthusiasts to adopt this practice.

Fields

During 2012, the Government Experimental Farm continued with its trials on local vegetables and forages like sulla, barley and wheat. Fodder grown on an area of about ten tumoli was sold for the price of €1,010 whereas a substantial amount of the same crop was stored at the Government Farm for internal use.

Trials and experiments

During the year under review, the Experimental farm continued with its experiments on pure rabbits and the Maltese Black hen. An experiment on the physical characterisation of honey produced at the Government Experimental Farm was initiated as well as an experiment on the physical characterisation of the flesh of the Maltese watermelon. An experiment was also conducted on the cultivation of melons and watermelons without the use of irrigation. This is an important initiative considering the limited supply of water available in the Maltese Islands. Rootstocks were planted in pots in order to avoid transplantation shock. The Government Experimental Farm also endeavoured to collect and buy seeds of local vegetables and forages in order to conduct research on these varieties so as to prevent them from going extinct. During 2012, the Government Farm embarked on an ecological restoration project (Simbiotic Project) on an area covering about six tumoli of land. Other areas are reserved for further restoration in the coming years.

Visits

During the year under review, various visits were conducted at the Government Experimental Farm. Delegations from the University of Malta as well as members of the Agrisles Project visited the premises. The Officer in charge and the Project coordinator visited Sicily in connection with the Simbiotic Project and Corsica with regard to the Agrisles project.

Technical service

Officers from the Experimental Farm were on hand to give technical advice on fruit trees, vegetable crops, soil, water and protected cropping to farmers. Soil and water samples were forwarded to the Government Experimental Farm in Malta for analysis on behalf of farmers. At times, officers from the Government Experimental Farm carried out inspections on farmers’ premises on the latter request in order to discuss matters related to their trade. A number of students called at the Experimental Farm to seek advice and assistance in connection with their projects at school.

Other work/activities

An Open Day was held on 1 December in connection with the Simbiotic Project. This was attended by representatives of all the project partners, students of the Institute of Earth Sciences, representatives of Local Councils and Gozitan NGOs. Presentations were given by experts engaged on the project. A visit to the habitat restoration sites at the Government Farm and at Ta' Lambert in Xewkija was organised for the representatives taking part. To keep with the practice of keeping to the limit the use of pesticides and sprays, fruit fly traps were placed in the citrus orchards to attract and kill the fruit fly insect.

LAND AND WATER USE SECTION

The main function of this section is the monitoring and preservation of soil resources in accordance with the Fertile Soil Preservation Act of 1973. Whenever a permit is issued for the translocation of soil, officers from this section call on site to ascertain that all fertile soil is removed and kept in safe storage. This soil is eventually used in fields and gardens and to reclaim poor quality land. During the year under review, this Section received 29 applications for the removal of approximately 10,290 cubic meters of soil.

This Section is responsible for the issuing of transportation permits to farmers, fishermen, and poultry and pig breeders to carry their produce to Malta free of charge. This Unit also carried out on site assessments in connection with the compensation for damages to crops and lands. Additionally, land inspections were conducted in connection with applications for development permits and repair of rubble walls.

During 2012, this section received 55 applications for the purchase of fruit trees and vine rootlings. It also issued licences to six commercial vintners who, it is estimated that they pressed 101,418 kilos of grapes.

Front Office Paying Agency - Gozo

The Front Office Paying Agency’s main function is to register and keep records of land under cultivation and to support farmers in their bid to access the various aid measures which may be available.

Land Parcel Identification System (LPIS)

The LPIS comprises a computerised system in which data pertaining to all land under cultivation is inputted. During the year under consideration, the LPIS was continuously updated through adjustments and transfers of land ownership and the registration of new land. Site-plans of all parcels of land under cultivation were kept in order to facilitate identification. This Unit dealt with and solved a number of problems regarding the overlapping and incorrect location of farm land. Some problems which could not be solved by the Unit were forwarded to the Board of Disputes. During 2012, more than 330 requests concerning the renewing/termination of Least Favoured Areas (LFA) contracts, transfers/amendments of parcels and Agri-Environment Measures (AEMs) were dealt with by the employees of the Unit.

IACS Land Based Measures (Payment Claims)

In 2012, the following three land based measures, namely, Single Payment Scheme, Less Favoured Areas and Agri-Environment Measures were made available to farmers.

• Single Payment Scheme (Direct Payment) - the objective of the SPS is to create sustainable agricultural activity, animal welfare, public needs and keep land in good environmental condition. There are six different entitlements under the SPS and these are divided as normal, authorised, normal tomato, normal wine, special dairy and special livestock.

• Less favoured Areas (RDP, 2007-2013 Axis II) - a scheme which supports farmers in areas with handicaps, to compensate for the disadvantaged conditions in which they operate. This measure seeks to ensure the continued use of agricultural land and carries a 5 year commitment period.

• Agri-Environment Measures (RDP, 2007-2013 Axis II) - a scheme that compensates farmers for voluntarily entering a five year commitment to carry out actions considered to be of benefit to the environment. The Agri-Environmental Measures (AEMs) are subdivided under the following nine areas. − AEM 1: Use of environmentally friendly plant protection product in vineyards − AEM 2: Traditional cultivation of sulla through crop rotation − AEM 3: Low input farming − AEM 4: Suppress the use of herbicides in vineyards and fruit orchards − AEM 5: Establishment and maintenance of conservation buffer strips − AEM 6: Conservation of rural structures providing a natural habitat for fauna and flora − AEM 7: Providing a healthy forage for bees

− AEM 8: Support for Organic Farming − AEM 9: Support for Conservation of species in danger of genetic erosion.

This Unit received 1,268 applications from full-time and part-time farmers for financial assistance in respect of the above mentioned three land based measures. It is to be pointed out that a single application can be made out for more than one measure. As from 2012 applications were also allowed to be submitted on line through e-application. In fact, 13 applicants used the on-line system.

Other Duties

During 2012, this Unit processed, on behalf of farmers, 28 applications referred to it by MEPA for the development of agricultural land. Apart from liaising with MEPA, this process often involved site inspections by the Directorate’s officials. This Unit dealt with bee-keepers’ aid applications as well. It is intended that bee-keepers receive subsidies in connection with the production and marketing of their honey products. Applications from farmers, who cultivate or own vines trees, were also processed by this Unit. In all, 150 applications, indicating area under cultivation, vine variety and the amount of kilos harvested were received. This Unit was also responsible for the setting up of the Farmers’ Market in Gozo. This market started operating in December 2012 and its purpose is to provide locals and foreigners with local agricultural produce and at the same time benefit farmers with better returns. This Unit also has an employee assisting the Plant Health Directorate in monitoring the red palm weevil.

FISHERIES SECTION

In 2012, there were 444 persons registered with the Fisheries Department in Gozo representing a marginal increase over the previous year. 86 persons were registered as full time fishermen, or five more than in 2011. The number of part-time fishermen also increased by five to 137 individuals, whereas the number of recreational fishermen was 222.

Forty fishermen were granted licences to lay kannizzati in the Xlendi, Marsalforn and Mġarr-Grigal districts. Xlendi had an allocation of 19 sites whereas Marsalforn and Mġarr-Grigal had an allocation of nine and 12 sites respectively.

In 2012, only one tuna fishing licence was issued, whereas 77 surface long line permits (irmiġġi) were issued to fisherman to harvest swordfish. By the end of 2012, there were 439 fishing vessels recorded in the register of fishing vessels which is maintained by the Section. These are subdivided into three categories, namely, full-time fishing craft, part-time fishing craft and recreational. The majority of these craft fall under the recreational category with the full-time being the least numerous. The majority of the fishing vessels are located at Mġarr harbour whereas Marsalforn, Xlendi and Dwejra bays hold substantial smaller numbers. A very small percentage of vessels are distributed in other small bays of the island.

Maintenance

During the past year maintenance and repair works were carried out on the electric winches at Mġarr, Marsalforn, Qbajjar, Mġarr ix-Xini and Xlendi bays, while sundry maintenance work was carried out on all other winches located in various bays. Other works included the changing of berthing rings and the replacement of fenders on the Xlendi quay. Additionally, regular inspections were carried out in all fishing centres.

INTRODUCTION

The objectives of the Customer Services Directorate are to: − Ensure a liaison system among the various operation centres with the objective of improving customer

services for the population; − Ensure proper planning relating to customer services; − Manage the branches, offices and sections of the Ministry for Gozo which provide a direct service to the

public, ensuring that customers are always given a service of high quality; − Support the provision of education services in Gozo; − Sustain the legal services offered in Gozo; − Enhance the services and courses offered at the Institute of Tourism Studies; − Provide a quality Health Service to Gozitans and visitors to Gozo; − Provide community service to the elderly, disabled and vulnerable persons; − Interact with stakeholders, including unions and various operation centres’ counterparts in Malta; and − Co-ordinate and support initiatives of a cultural and/or social nature taken by NGOs, local councils and

other organisations.

During 2012, the Customer Services Directorate was directly responsible for 23 sections and liaised with the Gozo branches of the Inland Revenue Department, VAT Office and Electoral Office.

EDUCATION OFFICE

The Education Office in Gozo also offers a wide range of services to the Gozo College schools (state schools), church schools, and to the three special schools namely the Art School, School of Music and Drama School. Pupils and the public in general were offered various services.

Construction, refurbishment and maintenance works were carried out at the Victoria Primary School, the San Lawrenz Primary School, the Gharb Primary School, the Għajnsielem Primary School, and the Nadur Primary School.

EXAMINATIONS CENTRE

The Examinations Centre in Gozo is responsible for the running of all local and external examinations held in Gozo.

Hereunder is a detailed analysis of the work carried out. • Applications (Local, Matriculation and External Examinations) – This section is responsible for all

applications that form part of the Examinations Department in Floriana. All Matric, London and AQA applications were done online. Moreover this section catered for other examinations and Boards such as LCCI, EFL, Wireman Licence A and B, Regular Soldiers and Cadets in the AFM, Foreign University Degrees and Clerks, Executive Officers, Assistant Principals, Principals and Senior Principals in the Malta Public Service. On average over 26,000 examination sittings were held. Both local and external examination applications were vetted and acknowledged. Since the office is connected with the Examinations Department network in Floriana, all Gozo candidates are being invoiced through this office and there is no need to forward their respective applications to Malta. Through this initiative, the waiting period from application date to payment date has been drastically reduced from seven to two days.

• Online applications – During November, personnel visited Agius de Soldanis Girls Junior Lyceum and Ninu Cremona Boys Junior Lyceum and supervised fifth formers applying for their Sec examinations online. Over 500 students applied for SEC exams and 250 students for Matric (Advanced Certificate and Single Subjects) on line in Gozo – nearly 100% of all students in these categories. Private candidates applied for their session from the offices of this section.

• Examination sessions – There were over 460 examination sessions (External, Matriculation and Local Examinations). When the number of candidates was more than 40, outside help was sought by engaging invigilators from other departments to ensure the smooth running of the examinations in session. During the last few years a dramatic increase in the number of special cases that need special considerations such as amanuensis, reader, prompter etc. This entails the need for a lot more classes for accommodation. Up to last session, students were accommodated in Sir M’Ang Refalo Post Secondary School.

• Certificates – This Section received over 1,250 certificates for distribution to successful students who had sat for the London, ECDL, Degrees and London Chamber of Commerce examinations.

• Information – Information is provided regarding the various local, Matsec and external examinations to the hundreds of students who call at the Centre. Examination timetables, syllabuses, results, applications and other related data are also available for ease of reference.

• ECDL examinations – For the 10th year running, this Section has also been appointed as coordinators for the European Computer Driving Licence examinations, which are being held in Gozo.

GOZO PUBLIC LIBRARIES

The Gozo Public Library’s dual purpose is to acquire and preserve for posterity the national collection of printed material and to provide academic books and other related material in printed and electronic form for research. The Gozo Lending Library and the local branch libraries provide educational information and recreational books for home reading.

Change in Library Names

Following the publication of a notice in the Government Gazette issued on Tuesday 4 December 2012, the Gozo Public Library (Vajringa Street, Victoria) changed its name to National Library (Gozo) whilst the Gozo Lending Library (St. Francis Square, Victoria) changed its name to Gozo Central Public Library.

Collections • Legal Deposits: The Melitensia collection was enriched with 382 books, besides the local newspapers and

periodicals which are received regularly in terms of the Legal Deposit Act of 1925. These are bound in volumes at the bookbindery of the National Library (Gozo).

• New Acquisitions: The sum of €2,500 was spent on the acquisition of 347 books for the National Library (Gozo) and the Gozo Central Public Library. The sum of €1,362 was spent for the purchase of 259 books for Local Branch Libraries. The sum of €872 was spent on subscriptions of foreign magazines, which are available for consultation at the National Library (Gozo).

• Donations: 3,007 books were donated by various persons and entities: A breakdown of this figure shows that 229 books were donated to the National Library (Gozo); 880 books to the Gozo Central Public Library and 1,898 books to the Branch Libraries.

Readers’ Services • Research service: 1,614 researchers requested a total number of 4,447 items for their research, as follows:

1,281 newspapers; 1,434 Melitensia books; 501 academic books; 254 periodicals; 10 manuscripts and 967 other items (which include government publications, past exam papers and material from the projects’ section). The staff also dealt and helped with researchers’ queries.

• Photocopying services: 1,207 persons requested 17,737 prints from the works they consulted at the Gozo Public Library. This yielded an income of €2,166.

• Internet service: 2,486 persons availed themselves of the Internet Service at the National Library (Gozo). • New Members: 414 persons requested to be entitled to borrow books for home reading (Gozo Central

Public Library – 132 adults/107 juniors; Local Branch Libraries – 75 adults/100 juniors). • Book Loans: A total number of 106,234 books loans were issued for home reading (Gozo Central Public

Library – 36,563; Local Branch Libraries – 69,671 books).

Publicity and Promotion • Library orientation visits: Library Orientation visits are attended by students accompanied by their

respective teachers and on several occasions by their parents. During 2012, 170 students attended for these orientation visits.

• Community Information: The notice board of the National Library (Gozo) which illustrates job vacancies, courses and other related topics of educational and cultural interest continued to be utilised by the general public.

Exhibitions • An exhibition celebrating the life and works of Ninu Cremona was inaugurated on Saturday, 7 January

2012. • The National Library (Gozo) was the venue of two events organised by the Victoria Local Council to

celebrate the 125th anniversary of the city of Victoria. • On 5 December 2012, the first Libraries Day in the Maltese Islands was celebrated. On this day an activity

in the form of a discussion was organized at the National Library (Gozo). The theme was ‘Il-Ktieb u l-Kitba’.

NATIONAL ARCHIVES - GOZO

The Assistant National Archivist and his assistants carry out a fourfold task: • Management of the archives to preserve the national memory of Malta and Gozo; • Carrying out visits to government establishments to make an appraisal of the documents preserved therein.

During 2012, on-the-spot checks were carried out at the Law Courts and at the De Soldanis Secondary School in Victoria where a number of registers were identified for transfer from these entities to the National Archives Gozo;

• Cataloguing of documents transferred to the Archives which task takes most of the time as the majority of documents are transferred to the National Archives Gozo (NAG) without any pre-established order. The analysis of the oldest section of the Archives, the records of the old Universitas, the regional Government of Gozo during the rule of the Knights (1530-1798), continues;

• Making the general public aware of the written memory of the Maltese nation. In this regard, the Assistant National Archivist proceeded with the publication of a document every month from the registers of the Universitas, the oldest section of the NAG. It is serialised in the monthly magazine Il-Ħajja f’Għawdex, a Gozo magazine for local consumption, under the designation Għawdex erba’ mitt sena ilu – Gozo four hundred years ago. The series will be retained for the 22nd consecutive year. Up to December 2012, 208 documents had been transcribed, translated, and published with an explanation. Besides, an exhibition was held during 2012 to make the general public aware of this heritage.

International Fora

During 2012, the Assistant National Archivist represented the National Archives in international meetings, namely, the APEx (Archives Portal Europe network of eXcellence) kick-off Meeting at the National Archief, The Hague, the 2nd meeting of the MSEG-Member States Expert Working Group on Digitisation Statistics and the Enumerate project held at the Euroforum Building, Luxembourg, the 10th meeting of the MSEG-Member States Expert Group on Digitisation and Digital Preservation that was also held at the Euroforum Building, Luxembourg, and the 2nd European Cultural Commons Strategic Briefing held at Limassol, Cyprus.

During the year 2012 a total of 162 volumes/items were catalogued or newly deposited at the NAG. This means a sharp decrease on the previous years: 215 (2011), 259 (2010), and 664 (2009).

Research and accessions

The number of researchers at the NAG during 2012 was 293, a significant increase from 228 in 2011. The number of research hours amounted to 506, an increase from 321 in 2011. The amount of volumes handled throughout the year amounts to over 6% of the NAG holdings.

Exhibition

During 2012, the NAG mounted an exhibition on the occasion of the 125th anniversary of the ancient Citadel and town of Gozo to a city with the name of Victoria (1887-2012), as well on 23rd anniversary of the inauguration of the National Archives Gozo Section (1989-2012). The exhibition consisted of 42 documents and historic photos related to the granting of the title of city by Queen Victoria on the occasion of the 50th anniversary of her accession to the Throne. It was inaugurated on 8 June 2012 and remained open until 31 July 2012. An exhibition catalogue and a commemorative card were published for the occasion. A total of twenty-six cards have been issued to-date by the NAG. The exhibition was sponsored by the Victoria Local Council and the catalogue was sponsored through a grant by HSBC-Gozo.

GOZO SPORTS COMPLEX

The main objectives of the Gozo Sports Complex for 2012 were to: − Encourage young athletes to practice sports; − Assist sports associations and sports centres in the organisation of sports activities; and − Provide a wide range of services and to develop the venue into a sports centre equipped with high quality

facilities.

Sports Activities

During 2012, sporting activities at the Gozo Sports Complex were hosted on a regular basis. Sports disciplines such as Basketball, Volleyball, the five-a-side Football (Futsal), Table and Lawn Tennis, Squash, Karate, Spirit Combat, Kendo, and Akido were practiced at the Gozo Sports Complex mainly through Gozitan Sports Associations. Dancing sessions, Hip-Hop, Breakdance, Yoga, and Gymnastics were also organised by private tuition throughout the year. Modelling classes and Zumba exercises sessions continued during 2012 reaching considerable high attendances. Physical Education teachers in secondary state schools used the Complex for their PE lessons. Annual Sports Day activities by several private and state schools were also held. For these occasions Gozo’s primary schools students attended,

accompanied by parents and distinguished guests. Various Sports Clubs from Malta held training camps and competitions at the Gozo Sports Complex.

With an investment of €400,000, in May 2012 intensive maintenance works on the main hall roof started. As a safety precaution and due to the intensity of the works, activities in the main hall of the Complex and in the outdoor courts were diverted to other venues or were cancelled. Notwithstanding this, throughout 2012, the promotion of sports by the Gozo Sports Complex continued through the organisation of several Tournaments and Competitions. On 31 March 2012, being a Public Holiday, the administration of the Gozo Sports Complex organised another edition of the one-day Racket Tournament featuring competitions in four racket sport disciplines, being Table and Lawn Tennis, Squash, and Badminton. 22 athletes participated in this event. The Sports Complex in collaboration with the Martial Arts Association (Gozo) sponsored the sixth edition of the Martial Arts Festival in May 2012. Due to the maintenance works at the Complex, this event was diverted to another venue. This annual initiative serves as an opportunity for several promising young athletes to be graded into higher levels. During the year, the Complex was the show case for the organisation of several Martial Arts seminars. These activities climaxed in October when the Tanchi Ryu Karate (Gozo) club in collaboration with the Ministry for Gozo organised the second National Karate seminar at the Gozo Sports Complex. Special guest for this event was the internationally renowned Head Instructor of Ryukyu Kampo in Slovenia, Master Borut Kincl, 6th Dan Black Belt. The seminar gave the opportunity to Gozitan Martial Artists, members of the Police Force, and members of the Armed forces, besides other interested persons to receive technical instructions from the best Kempo Karate instructor in Europe and improve their performances in-line with foreign competitors. Other seminars were also organised by other Martial Arts clubs resident at the Gozo Sports Complex during the year. Foreign instructors were brought from abroad to give their experiences during these seminars.

The initiative taken by the Gozo Sports Complex to organise Fitness Courses in Pilates, Aerobics, Body Tonification and Fitness continued also during 2012. Three eight-week long courses were organised during the year. Gym sessions at the Sports Complex Gym for the Fitness Course participants continued. During the Gym sessions, participants where guided by a qualified Gym Instructor giving them first hand instructions on different exercise techniques and a lecture on the benefits of physical exercise. On a general request, it is the intention of the administration of the Gozo Sports Complex to continue organising these courses and also introduce other initiatives to promote healthy life styles through sports.

The Sports Complex is the centre for community activities besides its primary sport functions. During 2012, the venue hosted various cultural activities like the Annual Gozo Bird Breeders Bird Show. The year 2012 saw the ending of the 13th edition and the beginning of the 14th edition of Skolasport. Besides Kidz Blitz Year 1, 2, and 3, Skolasport offers 14 different sport disciplines to school children every Saturday from November to May. These sport disciplines includes, Hip-Hop and Breakdance, Table and Lawn Tennis, Gymnastics, Climbing and Cycling, Basketball, Martial Arts and Kung Fu, Cricket, Squash and Football Skills. This year the number of students attending amounted to 280 an increase in the student population of 100 students from the previous scholastic year. Also this year, the students where taken out from the closed surroundings of the Gozo Sports Complex on orientation visits to sports facilities in Gozo. This initiative was welcomed by the students who participated with enthusiasm in the games organised by their instructors. In May 2012, Skolasport participated in the Notte Gozitana activities by organising a demonstration of various sports disciplines in the squares and streets surrounding the Gozo Cittadella. The students parents where invited to attend and participate in the activities.

Gym facilities

During 2012, new Gym equipment was installed in the Cardio, Fitness, and Weight-lifting areas. A Gym maintenance program was implemented while the refurbishment process of the second Aerobics area annexed with the Gym facility was completed. The services of the Gym instructor was extended and tailor made to meet the exigencies and requests of the members. During 2012, the list of Gym members amounted to 54.

Initiatives

During 2012, the human resource capacity at the Gozo Sports Complex was utilised especially with the ongoing works on the main hall roof. Although all the works in connection with the roof were carried out by a private contractor, other sundry works where performed by the staff deployed with the Gozo Sports Complex. These works included maintenance of the damaged parquet flooring, the replacement of the underlay wooden beams which were totally damaged with the leakage of rain water from the roof, and the final varnish process. Other works included maintenance work on the main hall lighting system. In December 2012, a quotation for the sandblasting and spray painting of the vertical columns of the front and back façade was issued. When completed, this process will eventually give a new face lift to the venue and create a better environment for the sporting community in Gozo. During 2012, this office carried out other works at the Żebbug Shooting Range and Ta’ Xħajma Racetrack. With the collaboration of the Gozo Horse Racing Association, and the Għajn Melel Shooting Range Committee, this office continued to invest for the upgrading of these facilities

In 2012, the Gozo Sports Complex – the venue for the sporting community in Gozo – succeeded to reach its main objectives successfully. During the year, 202 persons registered to become members of the Gozo Sports Complex.

LANDS SECTION

This Section serves as the cash office for the collection of moneys due on lands owned by the Government and as the Joint Office. It also handles customer queries, which at times involves referral to the Government Property Department in Malta and when information is not available in Gozo. Gozo residents also have the facility to collect tender forms from this section. The Agricultural Lease Scheme 2000/2001 is facilitated by the Gozo Office with contracts with tenants being concluded in Gozo. During 2012, there was an increase of 6% of contracts signed in connection with the Agricultural Lease Scheme 2000/2001 when compared with those in 2011.

Following the signing of the contracts, the files in question are created on the system and updated accordingly. Payments made by tenants through all local councils (Malta and Gozo) or through the internet are being updated at the Gozo Office. This involves the issue of receipts, updating the system, mailing the receipts and final reconciliation exercise.

SOCIAL HOUSING OFFICE

The objectives of the Social Housing Office – Gozo are to: − provide social accommodation to families in need; − assist financially owner-occupiers to upgrade their housing standards; and − encourage married and engaged couples become owners of their own residence.

During the year, the office processed all the GFR applications received in Malta and Gozo. New GFR applications amounted to 413. During the same period, the Gozo Section signed 59 deeds/agreements with Gozo Scheme applicants. Apart from these, 26 rent agreements were carried out with Gozitan landlords from the private sector, and from these properties 16 were rented to applicants who were on the Housing Authority books.

PASSPORT OFFICE

The aim of the Passport Office is to provide the necessary services relative to the issue of passports. During the year, 2,520 new passports for adults and children were issued from this office.

Other services that are offered to the general public include: • Issuing of collective passports; • Issuing of Identity Documents not otherwise provided for in lieu of a passport; • Oaths for a lost passport; • Arabic Translation on a Maltese Passport; • Application for Electronic Identity Card; • Provision of information to persons enquiring about dual citizenship.

Notifications of new births and deaths were also dealt with at this office. During the year, 279 births and 271 deaths were notified. Such notifications are then referred to the Public Registry for registration. Persons can apply for an emergency passport after normal working hours from this Office. This service is being provided on a 24- hour basis.

LICENSING AND TESTING

New Vera System

This Section has managed to serve customers on four newly introduced Schemes namely, the Single Permit Multivehicle (SPMV) for classic and veteran vehicles; the scrapping grant – 70% Government Share 30% agent /Dealer share – newly registered vehicles; the Undocumented Vehicle Registration Scheme; and the collection of accumulated arrears as per LN 22 of 2012.

This Section has continued to offer the best quality services to its numerous visiting customers on both the NEW VERA and DLS systems. Transactions on NEW VERA include: • Transfers of ownership. • Transfers by inheritance. • Garaging and de-garaging of self-drive and private vehicles. • Conversions from one public service garage to another (PSG to PSG). • Conversions from self-drive to private and plate re-generation. • Plate re-issue; personal VRN, generic VRN, loss, damaged and stolen plates. • Conversions of all vehicles mainly; from truck to HIAB truck, refrigerated truck, curtain sided, change of

colour, seating, change of engines and discrepancies from VRT Stations. • Scrapping of vehicles.

TRADE OFFICE

This Office offers to the public the same activities which are normally offered at the Commerce Department in Malta. Import and export licences are issued from this office. Trading Licenses for manufacture activities, wholesale and retail activities, construction services, professional and business services, social and personal services and also street hawker licences are also received at this office and referred to the Commerce Department in Malta. The trading licence fees are fully processed at this office. Trademarks applications received are referred to the Industrial Property Office in Malta. Additionally this office deals with MFSA registry of companies. This includes registration of new companies, receiving fees and documents which may be required for the running of a registered company.

TA` DBIEGI CRAFTS VILLAGE

The works that were carried out in this place included the planting of trees and flowers; maintenance works; and the upkeep of restrooms. The place was well lit during night times with energy saving bulbs. The site was furnished with accessibility facilities for visitors with special needs.

GOZO GENERAL HOSPITAL

Gozo General Hospital has a total bed complement of 295 distributed as follows: Acute Wards – 104 beds; Geriatric Wards – 121 beds; Psychiatric Wards – 54 beds; Renal Unit – four beds; Nursery cots – 12 cots. The total staff complement at the end of the year consisted of 676 full-time workers, six part-time workers, and a substitute chaplain, making a total of 683.

Works carried out

• Refurbishment and upgrading of Operating Theatre Department: Works in connection with this project continued through the year. The theatre is expected to be inaugurated in early 2013. Works related to this project included civil alterations; new electrical services comprising electrical power and lighting installation; the installation of an uninterruptible power supply unit; isolated power supply; operating theatre control panel; bedhead trunking unit for recovery room and the installation of extra low voltage systems including fire detection and alarm system; structured cabling system for data and voice network; the installation of new mechanical services comprising a full fresh air-conditioning system including an ultra clean ventilation system; hot and cold water distribution systems and sanitary ware; medical gases and active anaesthetic scavenging system; fire fighting and related finishing works including plastering; painting and tile and roof membrane laying works; installation of new false ceiling; aluminium and joinery works and the replacement of floor vinyl sheeting and the installation of new antistatic vinyl in the Operating Theatre; anaesthetic and Recovery Rooms. It is also to be noted that a third Operating Theatre was integrated within the same Suite with the aim to relieve the two major theatres from relatively minor interventions such as endoscopic procedures. The project was part financed by the European Regional Development Fund (ERDF) under the Cohesion Policy Programme 2007-2013. The medical Equipment Procured in relation to this project is as detailed hereunder: − Anaesthetic machine complete with accessories. − Multiparameter monitor for mounting on anaesthetic machine incorporating ECG, ST segment analysis,

• Refurbishment of the corridors and public areas of the Gozo General Hospital: Besides achieving the scope of removing all asbestos material and changing of all the old services, this project is also aimed to give a more professional and a better aesthetic appearance to the public areas of the hospital. This project involved the activities and components detailed hereunder, and is in an advanced state of completion.

− Procurement of two ambulances: Two new ambulances were procured and commissioned in May 2012. These ambulances are equipped with all necessary modern emergency equipment. An air conditioning system which is capable of being left in operation during the trip on the ferry is installed in both ambulances thus ensuring that patients are transferred in comfort. These ambulances have augmented the hospital’s ageing ambulance fleet and have helped in the delivery of a more professional emergency service − Setup of a Mineral Bone Density Clinic at the Medical Imaging Department: Works were initiated on this project which involves the restructuring and refurbishment of an area adjacent to the Medical Imaging Department to house a new Mineral Bone Density Clinic. Most civil and engineering works in connection with this project are in an advanced stage of completion and the project is expected to be finalized by February 2013. The set-up of this clinic is in line with the hospital’s strategy of introducing new services at GGH. − Setting of a Naprotechnology Clinic: This clinic, run by a Gynaecologist, commenced its operation in May 2012. This service has proved to be much in demand by patients.

Victoria Health Centre

Primary Health Care services in Gozo are administered mainly from Victoria Health Centre. This Health Centre opens daily from 7.00a.m. to 8.00p.m. After 8.00p.m, the service is continued from the Gozo General Hospital. Besides this, there are also 12 districts across the island.

HEALTH INSPECTORATE SERVICES

The Gozo Regional Office is responsible for all the localities and villages in Gozo, including the island of Comino. It provides the services which are normally offered by various units in Malta such as the Drug Control Unit, Food Safety Unit, Burials Administration Unit, and Diving Licences (Cards) Section. In liaison with the Administrative Unit of the Environmental Health Directorate in Malta, this office is responsible for maintaining strict surveillance on the priority communicable diseases, food safety, non-communicable disease, risk factors and environmental hazards and to take the necessary measures to remove or reduce these threats to the health of the population of these islands.

The services provided by this Office are as follows: Health Inspectorate Services; Burials Section (Santa Marija Cemetery); Pest Control; and Diving Permits Section. The region deploys Health Inspectors who are assigned to two sections, namely, Food Control and Environmental Health Control. This Office is also responsible for monitoring the quality of the public water supply from boreholes, reservoirs, reverse osmosis plants and public swimming pool water. Audit inspections are regularly carried out by this office in order to verify that all provisions contained in the Control of Legionella Regulations 2006 are being implemented and complied with. Moreover, in collaboration with the Environmental Health Unit our office monitors the popular bathing areas in Gozo and Comino by sampling and analysis of sea water during the bathing season. Control Cards for Narcotic/Psychotropic Drugs

A total of 1,663 applications for the issuing and renewal of control card for narcotic/psychotropic drugs were processed and issued by this Office.

Burials Section

This section is responsible for the administration and management of St. Mary Cemetery, Xewkija and tal-Għonq Cemetery in Victoria, and the application of various laws and regulations related to interments. The number of burials effected at St. Mary Cemetery, Xewkija during 2012 was 51 in private graves, 23 in state-owned (government) graves and 1 burial at sea. 11 transfers of remains were affected from one grave to another or from St. Mary Cemetery to other cemeteries in Malta and Gozo, while there were 37 cleaning of graves.

CARE FOR THE ELDERLY

This section is responsible for a number of support services aimed at enhancing the quality of life of elderly persons and those with special needs. Its aim is to support independent living in the community.

• Home Help Care Service: This is the main service offered by this Section, which at the end of December 2012 numbered 767 in 596 households. The number of staff delivering the service was of 64 social assistants. Home Help Care Service (Gozo) is allocated by a Board, which in 2012 held 16 sittings, during which all adjustments in hours were decided, together with the policy governing this service. As stipulated in the Quality Service Charter, the Board is meeting regularly every two weeks.

• Handyman Service: This service provides maintenance works and sundry jobs in the homes of elderly and special needs clients in collaboration with the Construction and Maintenance Unit. During 2012, a total of 51 applications were received, while a total of 41 jobs were carried out. Ten applications were cancelled.

• Telecare Service: A care worker is assigned responsibility for this service. During the year, 88 applications were received and 84 were installed. Regular home visits are carried out on a weekly basis following installation, to ensure the correct use of the service.

• Incontinence Service: The incontinence service is also the responsibility of this office. During the year, 10 new applications were received under Scheme A while 23 new applications were received under Scheme B. There are 98 clients who benefit regularly from this service under scheme A, while 406 clients benefit under Scheme B.

• Meals on Wheels: This service operates as a joint venture between the Ministry for Gozo, the Moviment Azzjoni Soċjali and the Society of the Friends of the Sick and the Elderly in Gozo. This service provides a daily mid-day hot meal delivered to the clients’ homes. A total number of 5,171 meals were delivered in 2012.

• Social Activities: Mother’s Day Mass and Christmas Party. • U3E Gozo: This Section runs the U3E in collaboration with the University Gozo Centre and the Division

of Gerontology. Transport is provided and to-date 55 persons are attending these courses.Day Centre: This Centre has been running as a joint venture between the Ministry for Gozo, Caritas and 12 Local Councils since 1999. The Day Centre is at present on a four-day weekly basis. Overall attendance in 2012 was 4,186 elderly persons. Transport is provided by contributions from the Local Councils. Older persons who attend, benefit from the services of a doctor, nurse, as well as from social and cultural outings both in Malta and Gozo and recreational activities. The Day Centre organised two outings in connection with Easter and Christmas. During the year, the Centre, on several occasions, welcomed other elderly people from different day centres in Malta.

SANTA MARIA DAY CENTRE • Policy: The Centre’s policy is to provide the highest quality service possible for all of the Centre’s service

users. The aim is to create a relaxed, supportive and comfortable atmosphere, where the service user is treated with respect, dignity and compassion by experienced and a well trained professionally led staff, who are highly motivated and are aware of their legal, ethical and moral duties.

• Aims: As the main supplier of day services for people with disabilities in Gozo, the Centre’s aims are: to assess, educate, integrate, supervise, link, support, rehabilitate, enhance and care. The centre also strives towards the ability not the disability, and is responsive to the needs of the individual and provide training within European dimensions.

• Structure: 32 persons with various disabilities attend the centre regularly. The users are organised in six units with the aim of giving more individual attention to those most in need. Lunch, which is provided by the Gozo General Hospital, has been tailored for the service users’ individual diet daily. Through a structured life skills programme, users are trained for better living. The Centre caters for intellectual, physical and emotional disabilities.

• Liaison with other agencies: A healthy coordination exists with most agencies for people with special needs, Resource Centres in Malta, Kummissjoni Nazzjonali Persuni b’Diżabilita’ (KNPD), Inspire Gozo, ESN Sannat, Association for the Deaf Gozo, GAVI, OASI, ARKA, Short Stay Ward at the Gozo General Hospital, Enabled Housing Association Derbyshire, U.K, Gozo Federation for Persons with Disabilities, Art Gozo College, Pathway MCAST Xewkija and Agius de Soldanis College.

• Gozo Disability Services: The Office, situated in the same premises of Santa Marta Day Centre, serves to liaise with NGOs and other entities working in the field of disability. It also supports and informs the public in general. Santa Marta Day Centre collaborates with this office in the organisation of educational activities. • Other meetings: KNPD Board Meeting. Ratifications on convention rights of persons with disabilities. Disability issues in Gozo. Accessible Tourism – meeting held through MTA, GTA, Ministry for Gozo and the Gozo Federation for Persons with Disabilities. ICT Course held by FITA once weekly for 6 weeks. Three meetings were held through the Gozo Federation for Persons with Disabilities.

• Services: Services of Personal Aids were given to 14 individuals; physiotherapy (8 sessions); communication Therapy (eight sessions); occupational Therapy (10 sessions); podology (six Sessions at Gozo General Hospital); dentistry services offered to all members (28 visits); influenza immunisation vaccine offered to all members and staff, polyclinic visits as needed; pool sessions at ARKA Foundation (four sessions); swimming (four sessions during summer period); horse riding at Xagħra (40 sessions); papier mache’ (34 sessions); pottery (32 sessions); carpentry (28 sessions).

• Placements: The following placements took place: three MCAST students; one pathway student; one student from Agius de Soldanis College and two university student (one student on ‘Trial Work Scheme’).

• Support: Constant support was given by parents/guardians and volunteers throughout the year and various entities offered therapeutic work. Support was also given by local councils and other agencies.

• Exhibitions: An exhibition was held at the centre during the Week for Persons with Special Needs in November 2012 to promote various arts and crafts done at the centre.

• Outwork: Work was done for various entities. • Cultural Activities: Members took part in cultural activities both in Malta and Gozo, such as Fun Games

organised by Method Company at Ta’ Qali, Crafts Exhibition and Crib Exhibitions. Members went on day outings to various places of interest in Malta and Gozo.

• Transport: Service was given by two minibuses on a contractual basis, and one tail lift van. • Achievements: Three service users benefited from the ‘Me 2’ Scheme, one at Magro Brothers Ltd., Flower

Zone and Gozo Federation for Persons with Disabilities. • Activities: Four groups of students from the Gozo College and one group of sixth form students visited the

centre. This is an ongoing activity in conjunction with the Education Department. Three foreign groups visited the centre. The centre has organised various social events throughout the year especially during summer, Christmas and Easter time. These included a live-in for service users together with staff and parents in a hotel in Malta for three days.

FAMILY WELFARE (PSYCHIATRIC SOCIAL WORK UNIT)

The following activities were also carried out: • Forming part of a multi-disciplinary team within the framework of assessments and care management; • A considerable number of home visits and a significant amount of sessions were carried out at Gozo

General Hospital. Frequent contact is kept with patients who miss consecutively appointments at the Psychiatric Outpatients;

• Four conferences and two seminars related to mental health. Eight talks related to mental health topics for various sectors were delivered;

• School visits since referrals and follow-ups from Child Guidance Clinic require to liaise with Heads of School, teachers, learning support assistants and guidance teachers, school psychologists, counsellors and Education social workers;

• Coordinated an activity based three days with Rights4U from the office of the Children’s commission held at Gozo General Hospital;

• Regular contact is being kept with Self Help Group service users. Also liaises with Richmond Foundation for the facilitators’ supervision;

• Launched a Pilot Project ‘Step Ahead Youth’ in September for youth community service users. The main aim of this pilot project is to strengthen their abilities and to enhance their self esteem while supporting them to achieve their maximum potential in their daily living. The target is to introduce them to new challenges based on educational, cultural and social activities. Seven service users were identified and assessed to participate in this pilot project. The activities consisted in an outing to Malta and several socials in Gozo. Two ‘Youth in Action’ applications were submitted for funding from the EU;

• The aim for ‘Step Ahead Adults’ is to promote social inclusion and empower female service users with mental health issues to lead as normal a life as possible in the community. This is achieved through social, cultural and educational activities thus enhancing personal well being, self fulfilment and a holistic approach towards a meaningful life. Thirteen activities were organised, including four live in experiences based on socio-educational topics, five outings to Malta related to educational and cultural visits, BBQ at Comino Island as a social activity, two ‘get together’ with the aim of introducing new members and going abroad with Step Ahead Adults to UK. The main objectives were to enhance their personal social development and to share different experiences through other cultures;

• Both the Social Worker and the Care Worker forms part of the Hospital Activities Committee which meets on a monthly basis. The aim is to organise social and cultural activities to inpatients at Gozo General Hospital. Such activities are held on a monthly basis;

• Both the Social Worker and the Care Worker are also members of the Committee for the Hospital Employees; which committee organises activities for Gozo General Hospital staff;

• Liaison with several government and non-government organisations (Department for Social Security, Employment and Training Corporation, Housing Authority, Public Registry, ID Office, various embassies, the Child Development Assessment Unit, Mount Carmel Hospital, Santa Marta Day Centre, NGO Centre, YPU, the Police, Courts, Probation Office, social workers at Mount Carmel Hospital, Malta Community Chest Fund, KNDP – Gozo, Aġenzija Sapport, Aġenzija Appoġġ, E4L – Embark for Life, Me too, EUPA, MEUSAC, Dar Gużeppa Debono, Puttinu cares, Hospice movement, Richmond Foundation, Mental Health Association Gozo and Malta, Arka Respite Centre, Caritas Gozo, OASI Foundation, Sovereign Military Order of Malta, Self Help Group in Gozo and Friends for the Sick and the Elderly);

• Three MCAST student care workers were placed at the Psychiatric Social Work Services under the supervision of the Social Worker;

• Provided the service of a Care Worker to the residential wards and Short Stay Ward. Throughout the year, the Care Worker accompanied 107 residents to bank services. Constant liaising is being kept with the hospital’s almoner personnel;

• Liaise with the Occupational Therapy Department with respect to therapeutic sessions for the benefit patients who either are currently at the psychiatric wards or living in the community;

• Regular supervision in connection with social work delivery; • Performed on call duties after office hours: nineteen outside crises interventions – of which seven cases

requested the assistance of the Mental Health Welfare Officer and four cases requested the assistance of the Police;

• After office hours interventions by telephone: 275 calls and 429 received sms’s that were all answered back

FAMILY WELFARE (SOCIAL WORK UNIT)

The Gozo Social Work Unit offers social work intervention with a generalist approach. Social work is being delivered on a decentralised basis and is based in St. Francis Square, Victoria. In mid-2012, the psychiatric Social Work Unit stopped forming part of the Social Work Unit.

Generic Social Work Unit • New Cases: There were 120 cases dealt by the Generic Social Work Unit out of which 30 were re-

activated cases. • Follow-up cases: By the end of 2012, the Generic Social Work Unit has dealt with 352 cases that required

follow-up interventions. These follow-up cases were classified as follows: 132 cases that required weekly intervention and 143 cases that required intervention on a fortnight basis whilst 59 cases were terminated. 18 cases required other periodical intervention.

• One-time intervention: 135 cases which required one-time interventions were dealt with by the intake section. Such cases are not considered as part of the Unit's caseload and therefore are closed or referred immediately. Such cases do not have a file opened.

• On-call Service: This service entails the service of a social worker after office hours. 58 instances needed ‘outside’ intervention. There were also a considerable number of telephone interventions which are difficult to quantify in number and time.

• Case conferences: 57 case conferences were attended by staff members. • Supervision: Individual formal supervision for each social worker at the Social Work Unit was carried out

on a monthly basis and this by the Senior Social Worker. Other individual supervision is carried out as need arises from day to day work.

• University placements: One student had her social work practical placements with the Unit during 2012. • Gozo General Hospital: SW service was delivered at the GGH and Detox. Such cases are mainly referred

by Doctors or other Hospital Professional Workers. • Juvenile Court: Five sessions were held. The Social Work Unit organise these court sessions and the

presence of a social worker is always made available. • Court appearances: 72 court appearances by the social work staff were carried out. These included giving

evidence, writing up social reports and discussing cases with the respective magistrates/lawyers. • Supervised access visits: 138 supervised access visits ordered by Court were carried out. Such cases

involve weekly visits at the premises of the Social Work Unit or within the community. • Social administrators: One person benefited from this service on a monthly basis. • Social reports: 64 social reports were drawn up by the Social Work Unit to various departments, agencies,

courts and places of work. • In-service training: during 2012, the staff at the Social Work Unit attended several training sessions to

enhance their performance as social workers: − Twelditli tarbija – Għaliex ma nħossnix ferħana − International Day for the Elimination of violence against women − Jum Internazzjonali tal-persuni b’diżabilita, Kulħadd differenti Ilkoll Indaqs

• Community Chest Fund: 27 applications were submitted to the CCF by the Social Work Unit,

• National Commission of Disabled Persons: 18 persons benefited from services given by the Commission after the Social Work Unit’s intervention.

• Elderly: Social work interventions were carried out with elderly citizens and upon request from the agencies concerned or by the elders’ relatives.

• Talks: 53 talks related to social work were delivered by SW staff in various localities and on various community radio stations and schools.

• Sub-committee on domestic violence: A social worker sits on the national sub-committee on domestic violence. 6 meetings were held during the course of the year.

• Crisis Intervention Centre: The social work unit manages the Crisis Intervention Centre, which was officially inaugurated during 2012. This Centre is also being used for the benefit of those clients who find it difficult to seek therapeutic help at the main Social Work Unit due to confidentiality issues.

SOCIAL SECURITY

Victoria District Office

This Office deals directly with the general public regarding national insurance pensions, other pensions including foreign pensions and non-contributory social security benefits and assistance. Work carried out at this office mainly comprises of financial investigations; the raising of applications for contributory and non-contributory pensions, benefits and assistance; dealing with customers’ queries; and registration under Social Security Act of newly-employed workers. • Non-contributory Pensions/Assistance/Benefits – Deals with applications for non-contributory pensions

and assistance, monitoring of new applications, review of current benefits and carries out financial investigations for free medical aid (Pink Form).

• Contributory/Foreign Pensions – Deals with applications in connection with pensions for which national insurance contributions have been paid or credited. It is also responsible for the raising of foreign pension applications: Australia, UK, Canada and all EU countries.

• Children’s & Supplementary Allowance/Marriage Grant/Maternity Benefit – Deals with new applications, declarations and queries for children’s allowance and supplementary allowance. It is also responsible for the raising of marriage grant, maternity benefit and energy benefit applications.

• New Registrants/Medical Certificates – Responsible for the registration under the Social Security Act of newly employed workers (NI 3). Medical certificates (sickness benefit) are also referred to this section and are daily entered on computer system (Social Assistance and Benefits System).

• Medical Boards – Medical Boards in connection with medical assistance, social assistance, disability pension, sickness benefit, injury benefit and Australian pension were held approximately on alternate Thursdays at the Gozo General Hospital.

• Statistics – During 2012, 23,538 claimants used the above services at the Victoria District Office. The following table shows the number of persons who called in person or contacted the office by telephone, with queries lodged and applications raised according to the type of benefit:

This Office extended its services directly through Għarb Local Council, where Għarb, Għasri and San Lawrenz residents are advised on matters relating to benefits and other services provided by the Department. • Training – During the year, training was organised for all personnel at the Victoria District Office, on all

benefits and pensions including policies, amendments and new procedures of the Department of Social Security. An in-service training programme on customer service was delivered regularly through the year to help staff build confidence and be more effective in their service delivery. In addition, personnel attended other training courses organised by CDRT.

Nadur District Office

This District Office is responsible for dealing directly with the public in person or by telephone. The staff helps people to complete forms and deals with their queries in connection with the benefits offered by the Social Security Department.

Work carried out at the Nadur District Office mainly comprises: • Applications for all types of contributory and non-contributory benefits and assistances. Non-contributory

benefits include unemployment assistance, social assistance, medical assistance, social assistance for carers, carer’s pension, energy benefit, handicapped pension, etc;

• Contributory benefits include retirement pensions, invalidity pension, widows pension, injury benefits, sickness benefits and unemployment benefits;

• New applications for children’s allowance and supplementary allowances; • Financial investigations to determine whether a person is entitled to free medical aid; • Assisting and guiding clients in filling out applications with respect to foreign pensions and benefits such

as those falling under reciprocal agreements and EU countries.

This Office extended its services directly through the Xagħra Local Council, where residents were advised on matters relating to benefits and other services provided by the Department.

This section is also responsible for financial investigations for free medicines. During 2012, the section held 269 financial investigations - of which 101 were issued as Free, 128 were issued against GGH 451 SLH145 DH 360 (Diabetic), 36 were issued from Xagħra Local Council, one qualified for Food for the Deprived Scheme and three did not qualify. 61 Pink Cards (DH 128) were issued for free medicine.As in previous years, refunds from overpaid individuals were also collected by the Area Office. The refunds collected amounted to €22,810. Furthermore, 2,310 medical certificates were registered at this office during 2012.

INDUSTRIAL AND EMPLOYMENT RELATIONS

During the year, the Section carried out 103 routine inspections, covering 378 employees. During these inspections, 301 employees were interviewed and 46 irregularities were detected. Action was taken to rectify these irregularities. 154 follow-up/special visits were undertaken. The Office issued 62 claims, amounting to €104,600 in respect of arrears in wages, wages below the WRO/NSO, vacation leave, bonuses, overtime remuneration, and weekly allowance not granted. Two officers from this section attended 31court sittings/perizia.

CENTRE FOR NON-GOVERNMENTAL ORGANISATIONS

During this period, the number of non-governmental organisations and voluntary groups making use of the service amounted to 258. 400 meetings were held. All registered organisations benefited from almost 12,524 photocopies at a heavily subsidised rate. The premises are also used by the tribunal for wardens and for underage children’s rights as well as the ADT (for driving test).

New Courses/ Diploma/Certificate Courses

In October, the University of Malta once again offered the Diploma in Commerce (Course Group: 2012-2014), which is being followed by eight students. Another two courses, one leading to the Master of Science in Sustainable Energy (Course Group: 2012-2015) and the other to a Certificate in Clinical Nursing Practice - Emergency Nursing (Course Group: 2012-2013), were opened and are being offered via video-conferencing facilities.

Short Courses and Public Lectures

A certificate course in Lace Making commenced in October. This course, which is being organised by the Lace Making Programme of the UGC, is spread over one academic year.

During the month of April two public lectures were organised. The first one was entitled ‘Musical Exodus: Remembering the Jewish Arab Mediterranean in North Africa and the Levant’ delivered by Dr Ruth Davis (University of Cambridge). The second lecture, entitled ‘Existentialism’ was given by Professor David E. Cooper, who was, until recently, Professor of Philosophy at the University of Durham.

On 19 September 2012 an interesting public lecture entitled ‘The Pleasures and Perils of Food’ was delivered by Professor David Cooper. The lecture was followed by a traditional meal featuring Maltese food and wine. The event was highly attended by locals as well as foreigners. A series of public lectures were held between 20 and 23 August 2012, as part of the events organised to commemorate the 20th anniversary of the establishment of the Gozo Campus. Mr Godwin Vella delivered an interesting lecture entitled ‘Carta e Veduta Dell’Isole Del Gozo e Comino: portrait of an eighteenth century island reality’, while Professor Horatio C.R. Vella discussed in depth the origins of the name of Gozo. In his lecture entitled ‘Gozitan Dialects’, Dr Michael Spagnol highlighted the various aspects of dialects present on the island. A final lecture entitled ‘Gozo has its own story to tell’ was delivered by Professor Stanley Fiorini.

Pilot initiative to hold examinations in Gozo

The University of Malta launched a pilot initiative for the June 2012 examination sessions, where a number of examinations, relating to courses held in Malta, were organised at the University Gozo Campus. Through this initiative, a number of Gozitan students following courses at the Msida campus were given the opportunity to sit for the end-of-semester exams in Gozo.

Extra curricular Activities • On 22 April the Lace-Making Programme of the University Gozo Campus, organised its annual event

‘Gozo Lace Day’ for the 16th consecutive year. The event consisted of a number of exhibitions and demonstrations of Gozo lace and talks on matters related to lace-making. Present for the event were the Hon. Giovanna Debono, Minister for Gozo, Ms Consiglia Azzopardi, coordinator of the Lace Making Programme and Dr Joseph Azzopardi as the guest speaker.

• This year’s annual summer activity included the commemoration of the 20th anniversary of the establishment of the University Gozo Centre. The special event was attended amongst others by the Hon. Giovanna Debono, Minister for Gozo, the Rector of the University of Malta, Professor Juanito Camilleri, and former Minister for Gozo, Mr Anton Tabone who together with the then University Rector Professor Peter Serracino Inglott was instrumental in launching the idea and establishing the University Gozo Centre twenty years ago, which initiative also found the support of the then Minister for education Dr Ugo Mifsud

Bonnici. Merit is also due to Professor Lino Briguglio who accepted the responsibilities as the first Director of this Centre and succeeded in establishing and administering the Campus during these twenty years. Professor Joe Friggieri has recently been appointed the first Pro-Rector for Gozo. The designation of this role positively reflects on the status of this campus whilst auguring well for the continued development of this important educational services provider on the island of Gozo. The programme was animated by the Chorus Urbanus under the direction of Maestro John Galea. The occasion was concluded with the inauguration of Ġnien il-Hena by the Hon. Giovanna Debono Minister for Gozo and Professor Juanito Camilleri, University Rector.

Publications

The 26th and 27th editions of the Gozo Observer were published in June and December 2012 respectively. The magazine, which is published twice a year, contains a number of researched articles with a focus on Gozo. To mark the 20th anniversary event a booklet entitled ‘The University of Malta Gozo Campus: Twenty Years On’ was also published.

Works at the Campus

Extensive works carried out at the back area of the UGC premises resulted in an eye-catching garden. This garden, which was given the name of Ġnien il-Hena, was financed by the University of Malta. The installation of a photovoltaic system at the University Gozo Campus has been completed. One hundred and twenty photovoltaic panels have been installed on the main roof of the campus premises. The system, which costs €175,820, will contribute towards the reduction of 30 tonnes of CO2 emissions at the Gozo Campus with consequent environmental benefits to society. The project was part financed by the European Regional Development Fund (ERDF) under the Cohesion Policy Programme 2007-2013.

INSTITUTE OF TOURISM STUDIES • Full Time Courses: The Institute of Tourism Studies in Gozo commenced for the first time the Certificate

in Food Preparation and Production (equivalent to MQF Level 3). 19 students are successfully enrolled within this Course. The Institute is also running the ESTS Apprenticeship Course in collaboration with the Employment and Training Corporation, whereby students attend the Institute on full-time basis and are granted a sponsor from the Gozitan Tourism Industry.

• Certificate in Food Preparation and Production: This is one-year full-time basis course. All students are granted a stipend and upon successful completion of Course they are given the opportunity to further their education to a Diploma Level (MQF Level 4). The entry requirements for the course are either 4 Secondary Education Certificate at Grade 7 or better, or the ESTS Apprenticeship Certificate. Within the student population attending this course at the Gozo Campus, one finds seven students that commenced furthering their education at the Institute of Tourism Studies by following the ESTS Apprenticeship Course and twelve students that satisfied the entry criteria by obtaining the Secondary Education Certificate. During the course, students also engage in practical sessions, with the dishes created being served to the general public that opt to come and dine at the restaurant located within the same institution.

• ESTS Apprenticeship Course: This course is spread over a period of two years, whereby a student must have obtained a completed School Leaving Certificate to join this course. The current student population following this course in Gozo is of eight students in the first year of the course and seven students completing their final year. Apprentices spend a number of days at the Institute while the remaining days are spent at the employers’ premises. On the job training provides the students with an excellent opportunity to learn in a realistic environment. Students following an apprenticeship will be earning a wage and working alongside staff already within the workforce, hence being able to acquire job-specific skills.

• Part Time Courses: In October 2012, 34 applicants’ commenced part-time courses related to the culinary arts. These courses are offered over a period of 14 weeks and include theoretical and practical sessions. These courses also offer the attendees, the opportunity to engage in foreign accredited examinations such as City and Guilds that enhance the certification they will receive from the Institute of Tourism Studies.

Gozo Courts and Tribunals

The Ministry for Gozo provides the finance and human resources for the Gozo Courts and Tribunals. The annual report is published together with that of the Courts of Justice Division by the Ministry responsible for Justice.

OTHER DEPARTMENTS

INLAND REVENUE DEPARTMENT (GOZO BRANCH)

General

The Inland Revenue Department in Gozo is responsible to the government for the administration of the Income Tax and Capital Transfer Duty Acts and the enforcement of Social Security Contributions under the direction of the Ministry of Finance. The Gozo Branch deals specifically with Gozitan individual taxpayers as well as bodies of persons and it offers assistance and information to the general public in complying with their fiscal obligations. Moreover, the Call Centre processes all telephone calls, emails and other correspondence received by the whole Department.

FSS and Provisional Tax

FSS deductions, as well as Provisional Tax paid during 2012 are as a rule first set off against tax assessed for the year of assessment 2013, any balance remaining is then credited against outstanding tax for earlier years, if any, or else refunded. During 2012 the number of employers who submitted the FSS annual reconciliation documents manually for 2011 amounted to 882. The FSS division captured and reconciled manual data covering 3,476 employees for 2011. A further 49 employers submitted electronic data for 4,236 employees. FSS collected by the Gozo Cash Office amounted to €1,844,346 as against the €1,894,236 collected in 2011. Provisional Tax collected during 2012 amounted to €2,456,687 as against the €2,615,259 in 2011. Provisional Capital Gains Tax and Sale of Property Withholding Tax charged on deeds of sales decreased from €4,807,828 in 2011 to €3,641,276.

Revenue

The Revenue from Income Tax collected during the financial year ending 31 December 2012 amounted to €10,404,288. The following schedule is a breakdown of revenue by system of collection as received through the Gozo Office.

Social Security Contributions are received at the Gozo Cash Office on behalf of the Social Security Department in respect of Gozitan self-employed persons and Gozitan private employees. The number of receipts performed by the Cash Office in respect of Income Tax and Social Security Contributions was as follows:

Collection of Tax

As part of the Department’s drive to collect outstanding tax balances, a 0.75 % per month additional tax is being imposed on any outstanding balances. Settlement tax receipts amounted to €633,839 however tax withheld by means of the FSS system vis-à-vis Gozitan Government and Parastatal employees is paid in Malta and is not included with receipts recorded by the Gozo Branch.

Tax and Other Clearances

During 2012, the Branch processed 147 authorisations for tax clearances in connection with the repatriation of funds from Malta. It also processed 30 requests for the exemption or reduction of the 7% Capital Gains Tax rate on deeds of sale. These requests are submitted prior to deeds of sale and approvals are given in those cases where a rate lesser than the statutory 7% tax will be enough to cover any ensuing capital gains tax. 54 pension scheme applications were issued to the Department of Social Security.

Self-Assessments and Declaration

The Branch acknowledged electronically 4,909 Self-Assessment returns during 2012 (248 of which were for previous years) whereas 13,578 automatic assessments were raised vis-à-vis Gozitan taxpayers under the Free-Filers System. 428 Correction/Adjustment Forms were raised against Self-Assessments.

Agricultural Scheme

This scheme which was introduced during 2005, enabled farmers to opt to be charged at source a FinalWithholding Tax of 3% when selling their products to registered payors. During 2012 the Branch acknowledged electronically 365 Part-timer and 184 Full-timer Agricultural Scheme returns.

IRD Call Centre

The Call Centre’s main objective is to answer all incoming telephone and e-mail queries relating to Income Tax and Social Security Contributions. Queries are made by all categories of taxpayers, i.e. individuals, companies, employers and expatriates. The IRD Call Centre also receives general correspondence regarding changes to be made to Taxpayers Personal Index. During 2012, the IRD Call Centre received 65,422 telephone calls as against 61,126 in 2011; and 16,417 e-mails when compared to the 14,742 received in 2011. As from 11 April 2012, the IRD Call Centre services were outsourced to Centrecom, within the World Aviation Group, Luqa.

Duty on Documents – Transfers Inter vivos

During the period 1 January 2012 to 31 December 2012 the Branch examined 1,288 deeds of sales and other transfers of immovable property, out of which 707 cases were inspected by the Department’s Engineers. As a result, 282 original claims were raised. Stamp-duty on such transfers amounted to €2,683,566. During 2012, 71 new objections were registered and 48 cases were concluded. Besides duty on transfer of immovable property, €49,110 was collected in respect of share transfers. Duty collected

from additional claims issued amounted to €69,221. Additional duty on such claim’s amounted to €19,658. Outstanding balance of assessed duty, including disputed duty amounted to €1,520,772. During the period under review, 615 Promises of Sales were registered with the Department. Provisional Stamp-Duty paid on these promises of sales amounted to €650,899 (€428,702 during 2011).

Duty on documents – Transfers Causa Mortis

380 returns causa mortis were filed during 2012. A total of 449 cases were processed out of which 72 cases were inspected by the Department’s engineers. 282 original claims were raised during the year. Stamp-duty on such declarations amounted to €1,237,190. 13 new objections were registered and 10 cases were concluded during 2012 resulting in 25 revised claims. Revenue collected from additional claims issued amounted to €40,982. Additional duty on such claims amounted to €2,425. Outstanding balance of assessed duty, including disputed duty, amounted to €170,644.

Death and Donation Duty

18 additional returns were filed during 2012. 6 assessments were raised, whilst 12 transmissions were found to be exempt from tax. Duty claimed during the period was €2,228, and revenue collected totalled €4,569 (including €2,285 interest). Outstanding balance of assessed duty, including disputed duty up to and including 31 December, 2012 amounted to €198,609.

VAT OFFICE • New Applications: The VAT Office received and processed 240 applications for a new VAT registration

number. • Returns: VAT returns from Gozo taxpayers were received regularly throughout the year. These returns

amounted to 10,570. • Fiscal Receipt Books: 4,609 Personalised Fiscal Receipt Books were distributed to VAT registered

holders. 9,750 personalised were collected from taxpayers. • Cancellations: 110 taxpayers applied for de-registration of their VAT number. • Besides the work mentioned above, the officers of this section helped taxpayers in the completion of

returns and authorised 90 fiscal cash register transfers. • This Section also received 269 applications for grants on funerals, 120 on weddings and 20 applications on

musical instruments.

ELECTORAL OFFICE (GOZO)

The Electoral Office (Gozo Section) receives applications for the registration of voters, transfer of residence, change of status, or other required corrections to be included in the revised Electoral Register which is published in two formats twice a year.

In conjunction with the Commissioner of Police, the Office also deals with the issue, renewal and distribution of identity cards.

The Electoral Office in Gozo regularly carries out street inspections in connection with naming/renaming of streets so as to ensure that the names of voters listed under old street names are correctly registered under the new street names in the Electoral Register. The Office also provides a service to housebound and bed-ridden patients in hospitals and institutions for the aged and in many private residences where the sick and aged persons residing there request new identity cards and voting registrations.

Local Councils Elections were held on 10 March 2012 in the localities of Għajnsielem, Kerċem (Santa Luċija), San Lawrenz, Xagħra, Nadur, Qala and Żebbug (Marsalforn). Preparations for the said elections included the setting up of polling places. During these elections, staff from the Gozo Electoral Office, together with Commissioners, inspected the polling stations on a regular basis. On polling day, the

FUNCTIONS

The overall objectives of the Directorate General (Strategy and Support) are to: − Develop a motivated and multi-skilled workforce through a variety of measures; − Contribute to the protection of the environment including the cultural heritage of the island; − Concentrate on the execution and delivery of government commitments ensuring that such implementation

is carried out in a timely manner; − Ensure synergy between regional and national policies; − Ensure the timely implementation of the Eco-Gozo strategy; − Develop and sustain the tourism industry, in connection with the Director Tourism and Economic

Development; − Optimise the use of EU funds for the region of Gozo; − Ensure the compilation of regional statistics for Gozo; − Participate actively in the development and implementation of the Ministry’s strategic and operational

plans and cooperate and collaborate with senior staff towards the achievement of the Ministry’s goals; − Provide direction to Heads of Directorates in the preparation of operational plans to support the Ministry in

the implementation of policy directives; − In liaison with the respective Heads of Directorates, plan, develop and ensure the implementation of work

standards within the Directorate General (Strategy and Support) to ensure quality, timeliness and cost-effectiveness of results.

POLICY

The Directorate General (Strategy and Support) worked in close collaboration with the Permanent Secretary and the Directorate General (Operations) on policies as well as on EU policy issues of relevance to the Ministry’s portfolio, in particular ensuring synergy between regional and national policies. It has also contributed to the development and monitoring of the initiatives under the Ministry’s Public Service Agreement.

SUPPORT TO LINE DEPARTMENTS

The Directorate provided direction and the necessary support to the EU Affairs, Eco Gozo Regional Development and the Tourism and Economic Development Directorates. It has stimulated debate and intervened actively on policy issues of relevance to Gozo. In particular, it assisted the development of the Ministry’s position on EU policy proposals and initiatives of a strategic nature to ensure that the distinct requirements and challenges faced by the island are addressed. It has also provided guidance and assistance to these departments in the conceptualisation and preparation of project applications including involvement in projects co-financed under Life +, Interreg IVC, Italia Malta and MED, nationally funded projects and initiatives under the Eco Gozo action plan for 2010-2012, as well as activities to promote Gozo as a unique tourism destination. The Directorate General also assisted interested parties, including Local Councils, NGOs, private sector organisations and individuals in the application for EU funds under different funding instruments.

EU PROJECTS

The Directorate General has sourced opportunities for the funding of projects and initiatives that contribute to the island’s socio-economic development including its eco island vision. In particular, it was successful in securing co-financing for a project under the European Social Fund as well as for the financing of additional activities on existing projects under the European Regional Development Fund. These endeavours have enabled the Directorate to attract €26,120,828 for projects in Gozo.

Throughout the past year the Directorate coordinated the implementation of the projects under the 2007 – 2013 programming period for which the Ministry is final beneficiary. This included seven projects co-financed by the European Regional Development Fund (ERDF) and five under the European Social Fund (ESF). The projects are: • Reconstruction of part of Xlendi and Ta’ Pinu roads; • Upgrading of the Operating Theatre and Setting up of a Radiology Unit at the Gozo General Hospital; • Upgrading of Zewwieqa Waterfront; • Upgrading of Villa Rundle Gardens; • Implementation of the Cittadella Masterplan Recommendations; • Renewable Energy Facilities in Educational and Vocational Institutions in Gozo; • Carbon Footprint Reduction at the Gozo General Hospital; • Training Courses to Enhance the Employability and Adaptability of the Workforce; • Higher Education Courses to Address Skill Mismatches in Gozo; • Skills Upgrading for the Tourism Sector in Gozo; • Training Courses for the Educational Sector in Gozo; • Continuous Training and Development for the Public Sector in Gozo.

During the period under review two of the projects listed above, namely, the Upgrading of the Villa Rundle Gardens and Training Courses to Enhance the Employability and Adaptability of the Workforce were completed.

In order to co-ordinate the implementation of the Ministry’s programmes and projects, the Directorate held regular meetings with the relevant officials and stakeholders to ensure effective implementation. In addition, it worked closely with the project leaders leading the implementation of EU co-financed projects, provided guidance and support on an ongoing basis and ensured that funds are utilized in an effective manner and disbursed in accordance with regulations and established procedures.

The Directorate has also been instrumental in the identification of projects for which EU co-financing has been sought. During the period under review the Directorate prepared and submitted three project applications for potential co-financing, two under ESF and one under the EIF. These are: • Continuous Training and Development for the Public Sector in Gozo; • Training Courses for the Educational Sector in Gozo; and • Facilitating the Integration of Third Country Nationals into Gozitan Society. The Directorate worked on the conceptualisation and development of these project proposals in partnership and in collaboration with the University of Malta and the Employment and Training Corporation.

This Directorate continued to monitor the implementation of the service standards introduced in 2006. It continued to maintain ongoing contact with the officials responsible for service standards in each department to ensure their effective implementation.

Queries/Complaints Handling

During 2012 the Directorate handled 509 queries, complaints and requests for assistance of a generic, as well as of a specific nature, received through the electronic system, via e-mail, telephones and walk-ins. Most of these queries/complaints were dealt with expeditiously with responses provided either through the Customer Care System (CCS) or through e-mail. In most cases responses were supplemented by direct telephone contact. The majority of the walk-ins were provided with immediate response.

The Directorate continued to carry out an in-depth analysis of the queries, complaints and requests forwarded to the Directorate and subsequently took the following initiatives to improve upon the existing system: • Continued to maintain on-going coordination with Local Councils in Gozo. This has led to improved

efficiency and effectiveness in the complaints forwarded to the Ministry; and • Maintained contact and held meetings as necessary with the line departments of the Ministry to help

improve the effectiveness of the responses provided to customers.

INTRODUCTION

The EcoGozo Regional Development Directorate was established in July 2010 with the aim of implementing Government’s eco-island vision - a Local Sustainable Development strategy for Gozo, while also promoting the dimension of regional development for the island. The Directorate provides the Ministry and other stakeholders in Gozo with technical support on matters related to the Environment and Sustainability. It also acts as a liaison between the Ministry for Gozo and national organisations on the same themes.

The Directorate exerts two main functions. It coordinates the implementation of the projects and measures which constitute the ecoGozo Action Plan, often in collaboration with stakeholders. The Directorate is also responsible for the development and promotion of strategies and policies related to its remits, and their implementation. The ultimate aim of the Directorate is to foster the improvement of the environmental milieu on the island and to support Gozitan Society in the achievement of higher standards of Sustainability; addressing all the facets of Sustainable Development, namely the Economy, Society, the Environment, Culture and Identity.

During 2012, the Directorate proceeded with the implementation of the ecoGozo Short-term Action Plan (2010-2012), and in the latter half of the year, launched a public consultation process as a first stage in the development of a second ecoGozo Action Plan for the coming years. As part of this process, it published the document ‘A Vision for an Eco-Island’, which is the synthesis of the public consultation process held in Gozo in 2009 on the ecoGozo vision.

GENERAL RESULTS

During 2012, the EcoGozo Regional Development Directorate obtained, among others, the following results: − The rehabilitation of an abandoned quarry of 21,000m2 with a view of converting it into a new park; − An increased rainwater harvesting potential on Gozo by a further 2.7 million litres per year through the Alter

Aqua project and through the scheme for ecoGozo projects by NGOs; − The extension of the photovoltaic system at the Ministry for Gozo by 82kWp, with the whole system now

providing 60% of the building’s energy requirements − 8,800 educational and awareness visits to families and businesses in Gozo through the Naqqas u Ffranka

campaign; − The opening of around 4,400m2 of new public space for family recreation; − Participation in 4 EU-funded projects resulting in habitat restoration actions, a publication on the rural sector in

Gozo; the procurement of around 12,000 water saving kits to be distributed to households in Gozo; and the development technical documents related to rural tourism;

− The installation of 8 sculptures in various public spaces in Gozo; − An investment of €45,000 through the approval of 16 sustainable projects in Gozitan schools

ENVIRONMENT • The first phase of the restoration of the disused quarry at Il-Qortin ta’ Isopu in Nadur was completed in 2012.

To date, the project has involved significant earth-moving and re-contouring works covering an area of around 21,000m2. The project includes the afforestation of the majority of the area and the formation of new levels in order to avoid overspill of material onto the surrounding protected area which is mainly garigue. The project

also included the construction of a reservoir. Approximately 6,000 trees and shrubs are expected to be planted on this site during 2013.

• The Ministry for Gozo has obtained MEPA permits for the conversion of Ulysses Grove in Xewkija into a family recreational area. Works on this site are expected to start in the latter half of 2013.

• The Directorate has supported the Projects and Development Directorate in the design and planning process for the development of a new coastal defence system at Marsalforn Bay. Significant input was also provided in the course of the drafting of the Environment Impact Assessment and the analysis of results emanating from the physical model relative to this project.

• The Directorate proceeded with the implementation of the Alter Aqua project; a Water Stewardship Project co-funded by the Coca-Cola Foundation (USA) and including collaboration between the Ministry for Gozo, Global Water Partnership-MED and the General Soft Drinks Co. Ltd (the Coca Cola Company local bottling partner). Works on this project included the installation of four Non-conventional water harvesting systems and the repair of another four existing rainwater harvesting reservoirs in eight different Government Primary Schools in Gozo. This is estimated to result in the collection and use of an additional five million litres of rainwater per year in these schools. Moreover, this project also included the development of a Teaching Resources Pack entitled ‘Alter Aqua - Educational Resources on Non-conventional water resources’, awareness programmes in schools and in the Community, as well as technology transfer sessions focusing on water conservation. During 2013 this project will continue with its educational, awareness and dissemination components.

• Through the support of the EU Affairs Directorate and the Projects and Development Directorate, Ġnien it-Tlett Għoljiet in Marsalforn was completed and inaugurated in August 2012. This garden which covers an area of around 4,400 sq. metres is expected to be equipped with a free Wi-Fi connection shortly, through an initiative taken by the Office of the CIO.

• During 2012, the Directorate maintained a very strong level of activity in the renovation works at the Government Experimental Farm in view of its transformation into a Centre for Innovation in the Rural Sciences and Environmental Management. Works commissioned or implemented during 2012 included: − The commissioning of a new set of greenhouses installed in 2011. This new infrastructure – with a total 1824m2 of growing area – is equipped with computerised climate control functions and different levels of insulation. The first research activity being held here involves an innovative environment-friendly method of soil sterilisation; − The installation and commissioning of a computerised fertigation system which will make it possible to irrigate and apply liquid fertilisers in measured quantities to all fields and greenhouses within the Centre on an individual basis. This equipment will prove very useful in carrying out research on irrigation and nutrient supply regimes for different crops, and particularly on the rational use of water in Agriculture; − The renovation of part of the water storage facilities, including replacement of the roof of a large reservoir which was in a dangerous condition, and its complete consolidation; − The Complex also went through significant renovation and refurbishment of the building fabric, resulting in the completion of new offices for the IACS and Paying Agency offices, offices housing the Farm management, and the creation of three new laboratories. Works on the upgrading of the Main Hall into a multi-purpose hall commenced during 2012; − The premises housing the Hands-On Farming Programme were also completely renovated and equipped with new office space and adequate equipment. − The complete renovation of existing tarmac roads and concrete passages.

Discussions on the priorities for the second phase of this project were also initiated in 2012 with a view of consolidating the vision for this research centre and submit the relative MEPA applications during 2013.

• The 10kWp photovoltaic system installed in 2006 at the Ministry for Gozo was extended to a 92kWp system

composed of 385 panels, which are estimated to generate 140,700 units of electricity yearly. This translates into the typical energy consumed by 38 households. This system is expected to generate more than 60% of the energy required by the Ministry for Gozo and its adjoining Administration Centre. In addition to this initiative, a number of energy efficiency measures implemented as recommended in the Energy Audit project held in 2010, have reduced the building’s energy demand by at least 175 units per day. These included the installation of energy efficient lighting, inverter type air conditioning units and a power factor corrector, among others.

• Through a further investment of around €10million arising from ERDF funding, the Ministry will be installing a further 1.6 MWp of photovoltaic installations at the Gozo General Hospital and on all government schools around the island. At the Gozo General Hospital, the project will also result in the installation of a Combined Heat and Power system (CHP) for space and water heating and a centralized heating and cooling system for space conditioning. The Directorate is supporting and providing technical leadership with respect to the implementation of these projects.

• The new Second Class water main system continued to be extended during this year and now reaches the centre of Victoria.

• The ‘Naqqas u Ffranka’ campaign conducted by the Directorate in collaboration with the Institute for Sustainable Energy of the University of Malta, neared completion during 2012, with door to door educational house visits held in all Gozitan communities during the year. Through this project, trained personnel are providing free advice to families on ways to save electricity and water consumption as well as highlighting benefits which can be obtained from the application of renewable energy practices, recycling of grey water and proper waste management. This project has proved to be a success and on account of the positive feedback obtained from the public, this educational campaign has been extended to cover retail and business outlets in Gozo. It is estimated that more than 8,500 families and 300 businesses in Gozo have to date benefited from a visit through this initiative.

• During this year, the Directorate also continued with the implementation of a number of environmental initiatives being carried out through three EU-funded projects which the Directorate is participating in: − - Through the AGRISLES project (a Transnational Cooperation Project funded under the MED Programme), the Directorate benefited from sharing of expertise on non-technological Innovation in the Rural Economy in islands of the Mediterranean. It also managed to involve the island of Gozo in a network of expertise in the Agricultural sector encompassing all the Mediterranean islands. The implementation of the project activities ended during the second quarter of 2012 whilst the administrative phase was concluded by the end of the same year. (ref: www.agrisles.eu) − - Through the SIMBIOTIC project (funded under the Cross-Border Cooperation Italia-Malta Programme) the Directorate has undertaken habitat restoration actions in four sites in Gozo. This included site clearance, the procurement and planting of over 1000 indigenous trees and shrubs, as well as their continued maintenance in sites at the Government Experimental Farm and Ta’ Lambert in Xewkija, It-Taksis at Qala and Ta’ Għammar limits of Għarb. Some vandalism on these sites was unfortunately registered, and the Directorate sought to revert the damage made through re-planting. Three expert missions to Gozo, as well as a number of information meetings and events for interested stakeholders were organised during 2012. The project is expected to be concluded in July 2013. (ref: www.simbiotic.eu) − The Ministry for Gozo is also participating in the SWMED Project (funded under the ENPI CBC MED Programme) through which, water saving kits will be distributed to all families in Gozo during 2013. The Ministry for Gozo together with the Malta Resources Authority and in collaboration with the Water Services Corporation will successively analyze water consumption data so as to determine the impact of these water saving kits on water consumption in the different communities on the island. This project will serve as a pilot project for the other Mediterranean Regions taking part in this project. (ref: www.swmed.eu)

Furthermore, this Directorate is also involved as an observer in another EU-funded project under the LIFE+ Programme focusing on assessing the feasibility of use of Electric Vehicles in Malta, through which Gozo will benefit from the installation of a number of electric car charging points.

ECONOMY • Through the ICER project, (an interregional project financed by the Interreg IVC 2007-2013 Programme),

which sought to identify best-practices on investment in eco-accommodation initiatives in rural regions, the Ministry for Gozo was exposed to a good number of best practices related to this theme across the EU. The Ministry for Gozo was tasked to compile the final outcome of the project in the form of the document ‘Supporting Tourism Eco-Investors: Recommendations Book’, a set of synopses on each best practice studied in the project. In addition, through this project, the Directorate obtained the resources and knowledge network required to produce a document ‘Recommendations for the development of a Rural tourism sector in Gozo’ outlining a set of proposals for the shaping of a Rural Tourism Policy for the island. The Directorate also studied

in detail one of the best practices observed in the Region of Auvergne in France and produced a blueprint entitled ‘Recommendations for the introduction of a ‘Gozo Experience Network’. (ref. www.icerproject.eu)

• With the aim of increasing the assets for the promotion of Gozo as a quality rural destination, this Directorate produced a ‘Gozo Coastal Walk’ which involves a 50km route around the whole coastline of Gozo. Work on this initiative throughout 2012 included the identification of the route and the preparation of a text leading the user along the route. This circular itinerary may be subdivided into 4 coastal walks which can be taken separately.

• This Directorate, together with the Tourism and Economic Development Directorate within the same Ministry, supported the holding of the first ever ‘EcoGozo Ultra Trail 50’; a 50km run and walk event around the island of Gozo. This initiative, which drew significant attention, is planned to become an annual occurrence and is intended to continue developing the sport tourism niche in Gozo.

SOCIETY • The Directorate has concluded discussions with Gozitan Youth Organisations for the drafting of a statute for the

establishment of a Regional Youth Council in Gozo. These organisations are now expected to meet as founder members to establish the Gozo Regional Youth Council and to elect its first Executive Committee.

• MEPA permits for the construction of a Child Development Centre in Victoria have been obtained. Following this, the relative call for tenders was published and by the end of the year, the bids received were being evaluated. This project is expected to take off in 2013 and is expected to provide for Child Care facilities on a regional scale, and also consolidate health, social and educational services targeted at Children in one building.

• Through funding made available under one of the Schemes for Local Councils, the Ministry for Gozo also funded the development of a community Childcare facility by the Għarb Local Council. This facility was operational by the end of the year.

• Various educational and awareness campaigns were held throughout the year on a variety of subjects, among which environmental awareness, sustainable practices, healthy lifestyles and others. Apart from regular contributions to the media, the Directorate maintained a regular presence on the internet and social network, through its website, Facebook account and Youtube channel.

• The Directorate also continued to support a number of NGOs working with vulnerable or disadvantaged groups with the provision of assistance or resources needed from time to time.

• The Directorate also concluded an agreement with Dar Ġuzeppa Debono for the introduction of the Home-Start project in Gozo. The service was launched during 2012 and the NGO is currently scouting for volunteers to expand this service. Throughout the year, the Steering Committee met regularly, a Coordinator was engaged and the program had registered seven volunteers. The first referrals to the programme were also made during 2012.

CULTURE AND IDENTITY • Significant progress was registered in the ‘Public Art in Gozo’ initiative. Following the commissioning of 13

works of art, MEPA permits were sought to have these sculptures installed in public spaces around Gozo. A total of 8 sculptures were installed in 2012, and the remaining sculptures are expected to be installed in 2013. The Directorate is also discussing ways on how to develop this initiative further, in view of the overwhelmingly positive response to it from the public.

• The Directorate strongly supported the commemoration of the 300th anniversary of the birth of Canon Giovanni Pietro Francesco Agius de Soldanis through the holding of an official event at The Palace, Valletta under the patronage of H.E. Dr. George Abela, President of Malta and the production of two publications, namely ‘De Soldanis – an eighteenth century intellectual’ and ‘De Soldanis – l-esploratur tal-ilsien Malti’ which is designed particularly for the use of children studying Maltese. This book, which is available in digital copy on the ecoGozo website (Resources Section), is supported by digital content which may be found at www.youtube.com/desoldanis.

• Through the schemes for ecoGozo projects by NGOs, Local Councils and Administrative Committees, the Directorate continued to provide support for the implementation of projects intended to enhance the island’s cultural potential, safeguard its heritage and increase visitor appreciation. These projects, which vary in scope and nature, have seen the creation of various heritage trails, the setting up of museums with folklore and religious themes, the restoration of artefacts of cultural value, the installation of information panels in heritage

sites such as the Comino and Xlendi towers, and the financing of conferences and festivals of international dimension.

• The Directorate also supported the publication of ‘Country Folk Costumes in Malta and Gozo – description and patterns’; a Heritage Malta publication which is intended to document the traditional garb and serve as a guide to the many folk and tradition-inspired groups existing on the island.

EDUCATION AND AWARENESS

Building on the strong activity performed in the previous years, the Directorate maintained a high level of action in this sector. The initiatives taken during 2012 include: • The Healthy Eating Campaign - Around 400 Form 4 students attending State and Church Schools in Gozo were

invited to a session at the Institute for Tourism Studies (ITS) in Qala. Apart from serving as a good opportunity to present the ITS and a prospective career in Tourism, students attending were provided with information about healthy food and its preparation. At the end of the session, students cooked various healthy dishes which they then shared together for lunch.

• The mascot Kikku continued to feature in the ecoGozo outreach programme for Children. Among the initiatives involving this mascot in 2012, the Directorate launched the publication ‘Id-Djarju ta’ Kikku’ which was distributed to Year 4 and 5 Primary School Children in Gozo. This diary features a week in Kikku’s life and presents various good practices to be adopted in favour of the environment, while making reference to local customs and traditions. The Directorate also produced Kikku-themed carton waste paper separation bins which were distributed to every Primary School classrooms, NGOs and various other venues in Gozo. The video song ‘Ma Kikku għal ekoGħawdex’; a song intended to continue relaying the ecoGozo message to children, was also launched during 2012. The filming for this video, which involved 12 Gozitan children, was shot in various locations around Gozo. This song is available in a number of formats (on the ecoGozo website and on the associated Youtube account) which facilitate its use as an educational resource in schools.

• A Healthy Living Brunch was organised for students, parents and the general public at the Boys’ Secondary School in Victoria. During this event, keynote contributions were delivered by Dr. John Xuereb Dingli, School Doctor; Eileen Vella, Nutritionist; Felix Busuttil, Dancer and George Borg, Chef. During this activity, which was attended by around 100 participants, a healthy food recipe book produced by the Directorate was distributed to all. This publication continued to be disseminated in successive events.

• Also in 2012, the Directorate launched a funding scheme for eco-Gozo projects by Educational Institutions in Gozo. Sixteen proposals were found to be eligible and accepted for funding. Through this scheme, a sum of more than €45,000 is being invested in Gozitan schools.

• The Directorate also maintained a very close collaboration with the Hands-On Farming programme. Throughout the year, the premises from where this program is run were completely renovated. New office space was created and a new greenhouse was constructed. The programme was also provided with equipment required in the course of its activities. The directorate also supported the Health and Safety Teaching group in the holding of their annual Health and Safety Expo. Significant support was also provided to the Activity Teachers at the Gozo College in order to help them provide Gozitan students with supplementary extra-curricular and sporting events.

• Through the Alter Aqua project, an Educational Material pack on Non-conventional water resources was developed and distributed to Teachers in Gozo. A digital copy of this pack is also available on the website www.ecogozo.com. Through Nature Trust (Malta) and the EkoSkola Programme (responsible for the educational component of the Alter Aqua project), teachers were provided with the opportunity to attend an in-service training course on the subject of water resources and the use of this Educational pack.

• The Directorate also continued to represent the Ministry for Gozo on the Steering Committees of the international programmes EkoSkola, LEAF and Young Reporters for the Environment which are run in Malta by Nature Trust (Malta).

OTHERS/GENERAL • The Directorate closed the majority of the projects funded under the two schemes for projects by Local

Councils, Administrative Committees and NGOs. A total of 50 eco-Gozo projects were implemented in the respective local communities targeting economic, social, environmental and cultural priorities. The funding

made available in the context of these projects amounted to around €1.7 million. The following is a list of the main deliverables resulting from these projects: − The building of seven reservoirs with a total water storage capacity of over 1,350 cubic meters; − The setting up of two museums housing religious and folklore artefacts; − The creation of a new local Childcare Centre; − 5km of restored rubble walls; − A number of conservation and restoration activities including, the restoration of Santa Cecilia Chapel, two baroque organs, and the recovery of a baroque altar; − Nine publications and the production of 2 DVDs; − Two Heritage trails; − The creation of an international collaboration platform in ICT, research and development. − The installation of several energy-efficient lighting systems;

It is calculated that these 50 projects generated around 66,000 man hours of work which translate into around 36 full-time jobs over a period of one year.

ECOGOZO – THE WAY FORWARD

The year 2012 marked the closure of the first implementation phase for ecoGozo, given that the prevailing action plan was intended for the period covering the years 2010-2012. Hence, while working on the implementation of projects and priorities emanating from this action plan, the Directorate initiated action for the drafting of the second ecoGozo Action Plan covering the subsequent years.

In August 2012, a fresh public consultation process was launched in order to seek the public’s views on the priorities which the eco-Gozo programme ought to focus upon in the forthcoming years. The document ‘A Vision for an Eco-Island’ which provides a synthesis of the extensive public consultation process on the ecoGozo vision held in 2009 was published as part of the process in order to serve as a basis for the selection of the new ecoGozo priorities.

In this new public consultation, the Directorate made ample use of the internet as a communications medium and led a strong communications campaign through its website and Facebook. Initiatives which proved successful in 2009 – like the distribution of a postage-paid brochure – were repeated in this new consultation process. The consultation process was also extended to children in Schools, at both Primary and Secondary levels. Students were provided with informative and interactive material designed according to the different age groups, which helped them to express their views on ecoGozo and the future of their island.

CONCLUSION

During 2013, the Directorate will continue with the implementation of the projects which are currently at hand. Education and awareness raising will invariably continue to be key priorities on the Directorate’s work programme. It will also continue to seek new ways to involve more stakeholders in the delivery of the ecoGozo vision.

The Directorate will also facilitate the adoption of a new ecoGozo action plan which will chart the Ministry’s priorities on the sustainable development of Gozo in the years to come.

The EU Affairs Directorate incorporates the management of aspects relating to EU affairs. The overall objectives of the Directorate are: − Managing the Ministry’s participation in EU structures and processes, as well as, ensuring effective

coordination of EU-related matters at a domestic level and with other EU stakeholders; − Coordinating the formulation of the Ministry’s position on domestic policies and those proposed by the

EU; − Initiating, developing and coordinating policy options; − Facilitating the implementation of the Ministry’s policies and strategies; and − Managing the Ministry’s Change Management Programme, including facilitating the implementation of

the Ministry’s endorsed policies, strategies and change management programmes; the setting of objectives-related performance measures; and monitoring the implementation of the required programs and activities to ensure the efficient delivery of the Ministry Business Plan.

EU Policy Coordination

During 2012, the Directorate continued to manage the Ministry’s participation in EU structures and processes as well as, ensuring effective coordination of EU-related matters at a domestic level and with other EU stakeholders. It provided input on 93 EU proposals, European Commission and other entities’ communications that were of relevance to the Ministry’s portfolio. The Directorate also attended inter-Ministerial Meetings concerning EU Affairs and the Integrated Maritime Policy.

The Directorate was responsible for reporting on the current measures that fall within the Ministry’s remit for the National Reform Programme (NRP) and coordinating input for the 2013 NRP.

The Directorate also assisted in the implementation of the new recreational area in Marsalforn, Ġnien it-Tliet Ġholjiet, which was inaugurated August 2012. The Directorate is also involved in the implementation of the EU funded project Walks & Trails in Gozo.

The Tourism and Economic Development Directorate was established on 16 July 2010. With respect to tourism the remit of the Directorate relates to its contribution towards the economic progress in Gozo. Apart from tourism, the Directorate is also responsible for the technical support linked to the wider context of enterprise and regional economic development. The overriding objective of the Directorate is to support and enable business development and employment generation in Gozo.

The Directorate also has two core sections, the contribution of which is essential to Gozo’s tourism product. The Public Cleansing Section is responsible for the proper upkeep of those roads and areas falling under the responsibility of central government. This also includes the upkeep of all the beaches around Gozo and Comino. The responsibility of this section is crucial for the proper upkeep of the tourism product.

The Culture and Information Section was amalgamated with the Directorate in January 2012. The responsibility of this section revolves mainly around the organisation of cultural activities and the provision of support to entities organising these activities.

The rationale of these sections falling under the Directorate’s responsibility include the consensus that tourism is an effective vehicle for regional economic development together with the need to effectively manage the use of public goods.

Tourism

The profile of tourism is a very important one for the island of Gozo as it is considered as a key driver of regional development. Its importance to the local and national economy is equally recognised as it supports employment and adds value to the national tourism product. The importance of tourism for the island lies in its capacity to stimulate the economy and to help achieve many of the national economic objectives. The inclusion of tourism in the Eco-Gozo Action Plan 2010-2012 and the delineation of a specific chapter dedicated entirely to Gozo in the National Tourism Policy 2012-2016 are a testimony of the effective policy direction being taken in this area.

Regional Promotion

An important function of the Directorate is to promote Gozo as a distinct destination. Efforts have been sustained to ensure that the content included in the promotion of the island continues to be faithful to the true characteristics of the island. This is particularly important in promoting Gozo among niche markets such as cultural tourism, diving, climbing, rambling and rural tourism in general. This was also possible through a strong collaborative relationship which was developed with the Malta Tourism Authority and the Gozo Tourism Association. A significant leap in quality was also ensured through the inclusion of the Culture and Information Section within the remit of the Directorate.

On the international front efforts have been directed to particular tourism segments, creating a portfolio of niches which Gozo can tap into. In the cruise liner segment the Directorate represented the Ministry for Gozo in the Cruise Shipping Miami Fair. This was instrumental in sustaining and increasing the number of cruise liners which will be visiting Gozo in 2013 and 2014, and in sustaining and creating the necessary

contacts with the industry. Promotion has also been carried out in industry publications such as the Seatrade Cruise magazine, Cruise Industry News and the Cruise Business Review. The latter’s on-line portal was also used for the Directorate’s promotional efforts in this area. Together with Gozo’s active participation in fairs abroad, such advertisement is intended to strengthen the promotion of Gozo’s unique selling points as a port-of-call destination.

The Directorate has also represented the Ministry for Gozo in the ITB Berlin in March 2012 and the World Travel Market in London in November 2012. The Directorate’s participation was also accompanied by an extensive marketing campaign in the World Travel Market’s official publications. The Directorate has also supported the Gozo Tourism Association to participate also in these fairs and in consumer fairs held in Manchester and London in January and February of 2012 respectively.

With respect to rural/sustainable tourism a special insert was developed and published in the BBC Countryfile supplement which is distributed in the United Kingdom. This was developed in collaboration with the Malta Tourism Authority. Collaboration with the responsible travel website continued in 2012. Besides featuring an on-line guide on Gozo, efforts by this on-line portal were sustained through increased collaboration with local industry stakeholders. Substantial efforts have been addressed towards the niche of rural tourism as the Directorate believes that it may be the key to unlock Gozo’s potential during the shoulder and lean months.

A marketing campaign targeting the international Meeting, Incentives, Conferences and Events (MICE) sector was undertaken in key markets. This was conducted in collaboration with the Malta Tourism Authority, the Gozo Tourism Association and local industry stakeholders.

An advertising campaign through a permanent fixture about Gozo in the arrivals lounge of the Malta International Airport, was sustained during 2012. Through the same campaign Gozo was also promoted in the Larnaca and Paphos airports.

The contract for the erection of four billboards in key locations in Malta was awarded in 2012. These billboards are being used continuously for the promotion of domestic tourism. The Directorate has also supported the Gozo Tourism Association for the publication of the Lets Gozo magazine, which besides being distributed with a national English language newspaper is also featured on-line on the following site: www.letsgozo.com.mt.

The contract for the development of the visitgozo website was awarded in 2012. Substantial work on this on-line portal was conducted during the past year. This portal is planned to be launched in April 2013.

Besides these efforts the Directorate has continued to probe new niche markets. Such efforts are set to continue during this year. This did not in any way diminish the Directorate‘s efforts on established niche markets such as the diving sector which continued unabated in 2012.

Contribution to Policy Making and Analysis

The Directorate participated actively in the INTERREG IVC funded project entitled ‘The Innovative concept of eco-accomodation approach in rural regions: public support policies for eco-investors’, referred to as the ICER project. Within the Ministry for Gozo this project was being led by the Eco-Gozo Regional Development Directorate. The Directorate also provided extensive feedback to the drafting of the national tourism strategy 2012-2016.

On a micro policy level the Directorate also had the opportunity to provide feedback and deliver presentations in a number of fora such as the European Walled Towns Executive Meeting held in May 2012.

Tourism Product

Besides the product upkeep services provided by the beach management unit, life guarding and first aid services were provided in Ramla and Comino during the summer months in collaboration with the Malta Tourism Authority and the Emergency Response and Rescue Corps (ERRC).

Public Cleansing Section

Since product upkeep and maintenance are closely linked to the local tourism product the Directorate has undertaken initiatives to ensure that the employees within the Public Cleansing section operate flexibly to ensure the proper upkeep of the general environment including the rural areas. In collaboration with the respective local councils, the Directorate is already addressing the rural zones as these are crucial for promoting Gozo as a rural destination in line with the national tourism policy and the Eco-Gozo strategy.

During 2012 the Directorate has obtained again the services of a mechanical sweeper, and developed a schedule whereby certain arterial and distributor roads were cleaned with this sweeper according to a pre-agreed work plan. The services of a crawler tractor and a backhoe loader were also hired during the same year after a public call for quotations.

Efforts in the Beach Cleansing unit have also been sustained through better work practices. The efforts of the maintenance team within this unit were instrumental for the upkeep of already installed beach furniture and the design, production and installation of new beach furniture which included new galvanised ladders and railings on all the beaches around Gozo. These efforts were aimed at improving accessibility in these areas. During the summer months mobile toilets were also installed in areas frequented by divers and swimmers.

CULTURE AND INFORMATION SECTION

Administration

During the past year, the principal efforts of the Culture & Information Section consisted in: • Proposing, discussing and lobbying with the V18 core group to include concrete proposals for Cultural

programs and initiatives in Gozo leading to 2018. The Gozo Culture Office was successful in including two main projects in the final approved bid book, apart from a number of smaller ones: (a) the creation of a Culture & Identity Resource Centre at the Cittadella Centre for Culture and the Arts; and (b) the creation of Artists’ Residences in Gozo.

• Regular discussions were held with the Malta Council for Culture and the Arts to assist in the preparation of a Regional Cultural Strategy for Gozo and of a new structure for the Gozo Culture and Information Office to be launched in 2013.

• Regular meetings with Gozitan Mayors and Cultural entities and stakeholders resulted in the publication for the first time of an annual Cultural Calendar for Gozo.

• Contacts & regular meetings with foreign embassies in Malta resulted in close collaboration and the hosting of foreign artists and performers in Gozo. Close collaborative relationships were established with the Italian, Spanish and United States embassies.

Organisation of Activities

During 2012, the Culture Section was also responsible for the organisation of the following activities: • The commemoration of five annual national festivities, together with the 30 October 1948 tragedy

anniversary and the commemoration of victims of the two world wars in November (better known as Poppy Day). Once again ‘Jum Għawdex’ was celebrated in collaboration with the Gozo College.

• A series of artistic evenings were organised as part of the ‘Gozo Summer Nights’ at the Villa Rundle Gardens (Greek Theatre), and at Marsalforn and Xlendi Bay between July and September. These events were well attended and received by those present.

• Three days of activities, as part of the Notte Gozitana 2012 were organised between the 18 and 20 May 2012. These activities were co-ordinated by a committee appointed from the Ministry for Gozo.

• Around 40 art exhibitions were held in collaboration with Gozitan, Maltese or foreign artists at the exhibition venues at the Ministry for Gozo, the Banca Giuratale foyer and the Cittadella Centre for Culture and Arts.

• The Christmas season was marked with a harp concert held at the Ministry Hall. The instrumental concert was presided by H.E. the President of the Republic. A musical concert by the Leone Band of Victoria also marked Republic Day Celebrations. The concert was held in Independence Square Victoria. The scheme for static and mechanical cribs attracted a record participation of 44 participants from all over Gozo, as well as the highly successful ‘Gozo’s Yesteryear Christmas’ organised at the Cittadella Centre for Culture and the Arts.

• During 2012, the Culture and Information Office organised also a series of cultural tours for Maltese patrons to visit Gozo specifically for cultural purposes. These tours attracted hundreds of participants.

Carnival 2012

A total of six triumphal floats, King Carnival, three musical bands, two sets of grotesque masks, six dance groups, 6 school companies, and 15 individual costumes, took part in the Gozo 2012 Regional Carnival which was celebrated between 16 February and Tuesday 21 February 2012. The regional programme also included all local carnivals organised in Gozitan villages by their respective local councils.

Grants

Besides the grants distributed by the Gozo Cultural Council to local artists, musicians, actors and crib builders the Ministry for Gozo kept its annual commitment with the two Gozo opera theatres. A grant of €17,470 was given to each theatre as a grant towards the expenses involved in organising the annual opera performances.

Gozo Information Office

As from November 2010, the Gozo Information Office has become an integral part of the Gozo Culture Office. The aim of this unit in the Culture Office is to provide an effective information link between the public administration and the general public. The unit is responsible for the sale of all government publications, including the government gazette. The decrease in sales of the latter continued even during the past year, as it is becoming even more evident that people opt to view the Gazette directly online instead of acquiring a hard copy.

This unit has also continued to fulfil another important function, mainly that of serving as a point for the retrieval and submission of E111, E112 and scholarship forms for their eventual transmission for processing to respective Ministries.

ECONOMIC DEVELOPMENT

The Directorate has continued to establish and strengthen linkages through thematic meetings with Malta Enterprise, the Employment Training Corporation and the National Statistics Office. The Directorate also participated actively in the Enterprise Consultative Committee coordinated by the Ministry for Finance, Economy and Investments. During one of the committee’s meetings specifically held in Gozo the Directorate also had the opportunity to deliver a presentation on the dynamics of the Gozitan economy.

Discussions have also been initiated on the establishment of a local employment development set-up which was the key strategic recommendation of the Human Resource Strategy completed in 2011. The objective of such a set-up would be to consolidate the efforts of all the government entities which are responsible for employment generation in Gozo. These include the Ministry for Gozo, the Employment and Training Corporation and Malta Enterprise.

Discussions revolving around the proposals set out in the Human Resource Strategy have been discussed with various entities. Discussions on these proposals are on-going and set to continue in 2013.

The Directorate has also drafted a concept outline for the set-up of a business centre on the island of Gozo. This proposal has been submitted to Malta Enterprise for further consideration and discussion. The development of such a centre would provide the required infrastructure for knowledge intensive business services to set up in Gozo.

Gozo was also featured distinctively in the Global Trader Guide to Commonwealth markets. The importance of this publication lies in the fact that the Commonwealth is considered as a key multilateral organisation, a ready-made network, and ideal platform for future cooperation in a rapidly changing global landscape.
