It is with deep gratitude that I look back on my nine years as Archbishop of New York. Permit me to ask you to join me in welcoming His Excellency, the Most Reverend Timothy M. Dolan, as our new Archbishop.

For nearly a century, Catholic Charities has provided assistance and given hope to so many, including individuals and families; the hungry, the homeless, the disabled, and the newcomers to our shores. How proud I am of all that Catholic Charities has accomplished.

As one can imagine, more people than ever have turned to Catholic Charities this past year as a result of the extraordinarily difficult economic challenges that we as a city, state and nation are facing. In the midst of all this, Catholic Charities has remained a bastion of support and inspiration even to many who in the past had given generously to its various appeals and now find themselves in need. Where we would be without Catholic Charities is something that I hope we never have to consider.

This annual report presents lives that have been changed by Catholic Charities throughout the New York City boroughs of Staten Island, Manhattan, and the Bronx, as well as the counties of the Hudson Valley. Permit me to invite and even encourage you to learn more about and become more involved with the crucially important activities and undertakings of Catholic Charities. With humble gratitude, I thank Pope Benedict XVI for my appointment as Archbishop of New York. To all of you throughout this magnificent archdiocese, I pledge to you my love, my life, and my heart.

It is with a sense of amazement and appreciation that I am beginning to learn of the magnitude of the work of Catholic Charities in the Archdiocese of New York. Catholic Charities demonstrates so well the love of Jesus Christ for those in need of all religions.

I feel privileged to work with Catholic Charities. It’s as simple as that. In these challenging economic times, Catholic Charities responds as it has for nearly a century with determination and dedication, reaching out to provide a vast array of services for those in need.

Permit me to express my deep appreciation to His Eminence Edward Cardinal Egan for his generous support to Catholic Charities during his service as Archbishop of New York. And allow me to welcome the Most Reverend Timothy Dolan as our new archbishop.

I want to thank my fellow trustees and members of the Cardinal’s Committee for Charity who make Catholic Charities a priority in their philanthropic

efforts throughout the year. I would also like to stress the importance of and my appreciation to all who give generously of their time, talents and resources to enable Catholic Charities to provide help and create hope. More than 1,000 volunteer directors and trustees guide this federation of nearly 100 Catholic Charities agencies throughout the New York metropolitan area. Their expertise and oversight prove critical to the integrity, high quality and success of our agencies. Under the dedicated leadership of Monsignor Kevin Sullivan, committed staff and volunteers help solve the problems of New Yorkers in need—non-Catholics and Catholics alike.

My long association with Catholic Charities has only deepened my respect for all it does. This annual report provides an opportunity to extol the agency’s work in transforming lives thanks to supporters like you. It describes needs as well as responses. A Report to the Community from the Executive DirectorMonsignor Kevin Sullivan

This past year, Catholic Charities confronted the onslaught of

economic and fiscal disasters: fear and foreclosures, evictions and hunger, swelling unemployment and shrinking retirement funds. Through it all, Catholic Charities maintained its commitment to poor and vulnerable New Yorkers.

More people than ever ask how Catholic Charities helps and why they should support us. Paradoxically, the answer to what we do also answers why we need and merit support.

In this report, I highlight how Catholic Charities strengthens individuals and families and resolves crises. This is the answer to why your support is more vital than ever.

Protecting and Nurturing Children and YouthPoverty, hunger, neglect and abuse darken the lives of far too many New York children. Over 875,000 children in New York grow up in families with incomes below the

poverty level. The New York State Child Abuse hotline received more than 51,000 reports of abuse or neglect last year. One in three children grows up in a single parent household and about the same number live as “latchkey” children.

Catholic Charities responds to these sometimes overwhelming circumstances. More than one-third of New York City children in foster care live in safe homes under the auspices of Catholic Charities agencies. More than 3,000 families receive our support so their children can remain at home with their parents. Catholic Charities’ safe day care and after-school programs nurture children while parents struggle at work to provide for their families. Catholic Youth Organization, CYO, engages more than 20,000 youth in athletic, educational and spiritual opportunities that foster healthy growth. The skillful combination of volunteers, private contributions and public funding makes this extensive range of services one of the most cost-effective in New York.

Feeding the Hungry and Sheltering the HomelessCatholic Charities stands in the forefront serving the swelling numbers of the newly poor. Foreclosure and eviction notices climbed by twenty percent last year. The homeless searching for food, shelter and work rose by another twenty percent. Hungry persons turning to food pantries surged by thirty percent. Some who previously donated now ask for a bag of food to tide them over.

Catholic Charities responded. Our extensive community-based network of fifty-three affiliated programs distributed more than 5,300,000 meals last year. Drawing on donor dollars and partnerships with other agencies, Catholic Charities prevented homelessness for 2,300 families before it occurred and worked tirelessly to ensure those families stayed housed.

Strengthening Families and Resolving CrisesCatholic Charities’ uniqueness is that we go far beyond merely giving food.

When an emergency strikes a family, we provide training, find jobs and housing and much more. As I write this, the number of unemployed jumped to nearly nine percent, triggering homelessness and family instability. Meanwhile, the stock market collapse left many, including our own siblings, parents and grandparents, with savings that dwindled to almost half.

To prevent emergencies from becoming catastrophes, our professionally trained Family Advocates help assess these setbacks, develop a concrete plan to deal with them and provide the support needed to resolve the crisis. They connect families to services that Catholic Charities and our partners offer New Yorkers in need.

Supporting the Physically and Emotionally ChallengedOur core belief values each person as made in God’s image—regardless of his or her challenges. The senior adjusting to recent blindness, the developmentally disabled child and the emotionally challenged adult need intensive help to live with dignity. In New York, more 600,000 suffer from mental illness and 125,000 have various developmental disabilities.

Catholic Charities’ specialized services offer early-intervention

programs that nurture children to develop. We help the physically and emotionally disabled, sometimes for a lifetime. We provide decent housing and compassionate care when aging parents and caregivers no longer can provide for them. Pope Benedict XVI highlighted Catholic Charities with his moving visit and blessing of disabled children and their caregivers last spring at St. Joseph’s Seminary in Yonkers.

Welcoming and Integrating Immigrants and RefugeesThousands of immigrants and refugees continue to make New York their first port of call in the United States. Newcomers come with their hopes and ethics of hard work. They need the basics to avoid exploitation and become integrated into their new home: accurate information, English language skills, housing and jobs.

Catholic Charities responds with an unparalleled range of assistance. Last year, we answered 43,000 calls for accurate information in twenty languages. We provided legal services and other counseling that enabled families to avoid exploitation, find legal work and learn English and civics. Catholic Charities literally saved the lives of twenty individuals by blocking

their deportation to face probable torture and death in their own countries.

Stewarding the Mission of Providing Help and Creating HopeThose in need—especially the most vulnerable—deserve the highest quality services. Catholic Charities has committed its resources to assist the boards of directors and executives of our network of agencies to enhance governance and accountability. In turn, private and public funders recognize Catholic Charities for delivering services with integrity and quality. The Philanthropic Advisory Service of the Better Business Bureau certifies Catholic Charities’ adherence to its high standards.

During this period of economic anxiety, Catholic Charities occupies a singularly strategic position. We effectively bring together locally based agencies and parishes in every community and neighborhood, skilled staff and dedicated volunteers and private and public resources. Drawing on more than a century of experience, Catholic Charities provides help, creates hope and evolves in new and challenging circumstances to touch almost every human need always with compassion and dignity.

Some children cannot receive all the support they need in their own homes. Catholic Charities bolsters families, providing counseling, foster care, adoptions, day care and support. It helps struggling youth gain confi dence and lasting values that serve them into adulthood. At Cardinal McCloskey School and Home for Children, youth facing challenges and mentally retarded/developmentally delayed adolescent and adult individuals receive subsidized group and family day care services, preventive and family rehabilitation services, foster boarding home and residential group care in the Bronx, Manhattan, Westchester and Rockland Counties.

Catholic Charities Big Sisters and Big Brothers helped foster the goals of Rayshell, 14, and her brother, Daniel, 18, and showed them a world outside their Harlem neighborhood. Daniel now studies to become a chef and Rayshell

dreams of becoming a judge.

Generosity Takes Many FormsCatholic Charities Philanthropy

Generosity of individuals, corporations and foundations

enables Catholic Charities to serve the needy in this environment of increasing demand. Catholic Charities gratefully acknowledges this generosity and, in particular, the volunteer leadership of its fundraising efforts.

The New York Times FoundationFor nearly a century, The New York Times Foundation has supported the work of Catholic Charities, providing significant funding and publicity by profiling in its annual Neediest Cases Campaign people helped by our federation.

Cardinal’s Committee For Charity (CCC)The Cardinal’s Committee for Charity is a membership of caring leaders of the New York business community who support Catholic Charities at the request of the Most Reverend Archbishop Timothy M. Dolan. Members provide financial resources and counsel to help solve the problems of New Yorkers

in need without regard for race, ethnicity, religion or ability to pay. Similarly, the diverse membership of this committee reflects the breadth and depth of New York and the businesses located here. This wide circle of committed New Yorkers ensures the long-term future of the business community’s tradition of philanthropy and concern.

CCC business divisions include Finance, Hospitality and Tourism, Real Estate, Accounting and Lawyers and its newly formed Junior Board. Its emerging Hispanic division recognizes the contributions and needs of the nation’s largest minority population.

Junior BoardFormally established in February 2008, the Junior Board offers volunteer and philanthropic opportunities to a new generation of caring New Yorkers. Over 200 members engage in social events, networking and volunteer activities that support Catholic Charities in serving those in need in our community.

The generosity of CCC members enables tens of thousands of individuals and families to live in greater dignity through the compassionate help of Catholic Charities.

Generosity Takes Many FormsSupporting Catholic Charities’ response to nearly every human need takes many forms: cash gifts, gifts of marketable securities, planned gifts, gifts of retirement plan assets, gifts of life insurance and real estate and volunteering time and talents.

Chorus of Angels Giving ClubIndividuals interested in supporting the work of Catholic Charities can make their annual giving easier by joining the Chorus of Angels Giving Club. Donors become Angels by making gifts through automatic monthly credit card payments.

of Myra. While associated with Christmas, St. Nicholas serves the poor throughout the year. Similarly, Catholic Charities helps those in need year round. At Christmas time, donors from our Adopt-A-Family program and volunteers foster a blessed holiday by partnering with Kmart, UPS, and others to provide coats, gloves, blankets and toys to more than 3,200 individuals.

Wills and BequestsCatholic Charities welcomes and is grateful to friends and partners whose legacies live on through their compassion and generosity. Charitable bequests should specify that they are for The Catholic Charities of the Archdiocese of New York.

Catholic Charities lost a dear friend on October 8, 2008, with the sudden passing of Marity Brody Smith, wife of Catholic Charities Board member Michael P. Smith, President of the New York Bankers Association. In her memory, Mr. Smith established the Marity Brody Smith Fund at Catholic Charities.

Foundations The Catholic Charities of the Archdiocese of New York gives thanks to foundations whose investments in Catholic Charities enable us to provide help and create hope for New Yorkers in need.

Catholic Charities also gratefully recognizes the generous gift made in memory of Domenica Amelia Arra Carrella, deceased wife of Pasquale Carrella, by the Domenica Amelia Arra Carrella Charitable Trust.

Business LeadersKPMG, LLP has long served as a lead supporter of Catholic Charities and its many initiatives. Spearheaded by Robert P. Garrett, the KPMG Annual Campaign for the Cardinal’s Committee for Charity this year prompted significant donations from more than 100 KPMG partners and matching funds from the KPMG Foundation.

Special EventsSpecial events occur throughout the year to support Catholic Charities’ varied programs and efforts. Individuals, corporations, foundations and the Cardinal’s Committee for Charity undergird these events, enabling Catholic Charities to raise additional funds. Events also enhance community outreach and understanding of services we provide.

The Club of Champions Tribute Dinner raises money to support the Catholic Youth Organization (CYO), serving tens of thousands of young people each year through athletic, social, spiritual and cultural activities and services. Funds raised

at this annual dinner provide critical resources for our inner-city community centers, parish-based athletic programs, summer camp for disabled and minority youth, teen leadership and youth ministry programs.

Cardinal’s Golf Classic annually raises funds to support Catholic Charities’ work and mission.

Cardinal’s Committee for Charity Hospitality and Tourism Reception jointly supported by hospitality and tourism labor and management celebrates the broad ethnic range of Catholic Charities and the community we serve in this national and international tourist destination.

Cardinal’s Committee for Charity Wall Street Breakfast held annually in the New York Stock Exchange Board Room raises funds and heightens Catholic Charities’ visibility among leaders in New York City’s corporate, banking and business-finance sectors.

Cardinal’s Christmas Luncheon in conjunction with the Ladies of Charity annually raises funds to benefit women and children served by agencies and programs affiliated with Catholic Charities.

Children hungry at night and in the morning, seniors too frail to care for themselves and homeless men sleeping in doorways fi nd shelter, sustenance and compassion at Catholic Charities emergency shelters, food pantries, soup kitchens and temporary and traditional residences. Catholic Charities understands the need to protect and create housing that families can aff ord.

The Association of New York Catholic Homes protects aff ordable housing sponsored by the New York Archdiocese. It preserved more than 2,000 housing units owned by twelve Archdiocesan-sponsored housing corporations and will build new aff ordable housing units on Archdiocesan and Parish-owned properties.

A former broadcast journalist, Elvira lost her career and home when she suff ered a massive stroke at the age of 31.

Families confronted and confused by crises know they can turn to Catholic Charities for help. A working mom searching for aff ordable day care; a laid-off father trying to re-enter the job market; a young woman coping with an unplanned pregnancy can face a maze of emotions and diffi culty accessing help. Catholic Charities and affi liated agencies programs are designed with fl exibility to quickly respond to their needs. At Casita Maria, the fi rst charitable organization to serve the Hispanic Community in New York City, individuals and families in crisis receive a variety of services and can participate in its Bronx after-school program and its community support program for homebound seniors in East Harlem.

Leslie, a single mother, had to give up her job to care full-time for her medically fragile four-year-old twins, Johan and Tariq. Catholic Charities helped bolster the family as each boy underwent heart transplants.

Catholic Charities cares compassionately for the most vulnerable New Yorkers—non-Catholics and Catholics alike—through its network of specialized services.

For example, at Kennedy Child Study Center, children with developmental delays and related disabilities and their families receive a continuum of services including comprehensive evaluation, assessment, early intervention and educational and therapeutic services. They and their families also receive counseling and other supportive services so they can live with safety and dignity.

At Catholic Charities Guild for the Blind, Ernest, 60, learned to compensate for the glaucoma that stole his sight. He received tutoring for his high school equivalency degree to pursue his ultimate goal, divinity school to become an ordained minister.

The Catholic Charities of the Archdiocese of New York, which includes Catholic Charities

World Trade Center Support Fund, Catholic Charities Communities Services of the

Archdiocese of New York, Housing Fund of the Archdiocese of New York, and Housing

Development Institute. (2) Certain amounts reported in 2007 have been reclassified

to conform to management’s presentation of 2008. (3) Expenses are overwhelmingly

program related. Approximately 12% is spent on administration and 5% is spent on fund-

raising. (4) Catholic Charities recognized the net present value of donations to the New

York Catholic Foundation (Bicentennial Campaign). Distributions will be made by the

Foundation periodically to support Catholic Charities programs and services.

Pledge of Good Stewardship and AccountabilityCatholic Charities of the Archdiocese of New York is committed to the highest standards of good stewardship and accountability. The Catholic Charities of the Archdiocese of New York is separately incorporated according to the not-for-profit laws of New York State with its own active Board of Trustees.

An independent public accounting firm overseen by the Audit Committee of the Board of Trustees conducts an annual audit of Catholic Charities finances. Funds received by Catholic Charities are carefully monitored to ensure their use complies with donor intent. Funds are maintained in separate accounts and do not co-mingle with those of the Archdiocese of New York.

Catholic Charities’ policies and procedures have been reviewed and meet the standards of the charitable accountability of the Better Business Bureau’s Philanthropic Advisory Service. Catholic Charities complies with all Federal, State, and Local laws regarding discrimination.

ß Protecting and Nurturing Children and Youth (49,500 served, $260 million

in services): Services include: day care, foster care, adoption, camping, sports and after-school activities, community centers and preventative services.

ß Feeding the Hungry and Sheltering the Homeless (107,400 served, $65 million

in services): Services include: emergency meals, emergency shelters, temporary and transitional residences, permanent affordable housing and preventing evictions.

ß Strengthening Families and Resolving Crises (157,000 served, $67 million in

services): Services include: information and referral, coordinating services, counseling, financial assistance, maternity services and job readiness and placement.

ß Supporting the Physically and Emotionally Challenged (15,000 served,

$172 million in services): Services include: supportive housing for the mentally ill, counseling, residences for those with special needs and disabilities and early intervention and special education.

ß Welcoming and Integrating Immigrants and Refugees (48,000

served, $13 million in services): Services include: reuniting families, teaching English and civics, obtaining work authorization and finding jobs and preventing exploitation.

Points to Note:

Administrative expenses are kept very low. On average Catholic Charities agencies of the

Archdiocese of New York spend eighty-eight cents of each dollar on program expenses.

While many services are provided through government partnerships, substantial private

philanthropy is necessary to sustain the range and quality of services offered by Catholic

Charities agencies.

The size of the individual segments of the chart represents a weighted average of the

number of people served and expenditures to more accurately reflect the proportion of

services provided in each category. Some services, primarily residential, are very inten-

sive requiring higher expenditures to serve a smaller number of individuals with special

needs. Other categories, such as information and referral and emergency meals, serve

more people at a lower cost per person.

Designed for the unique needs of new arrivals, Catholic Charities provides specialized services that help immigrants reunite legally with their families, obtain work authorization, learn English and civics, prepare for citizenship exams and avoid exploitation by unscrupulous practitioners and business owners. Community residents receive in-person consultations from Catholic Charities’ highly qualifi ed immigration lawyers and practitioners. At St. Rita’s Center for Immigrant and Refugee Services, part of the Tolentine-Zeiser Community Life Center, Inc. in the Bronx, more than 2,500 adults and children take English-as-a-Second-Language classes and participate in ongoing educational and supportive services. This critical help empowers them to reach their full human potential and be agents of change in their families and communities.

After escaping torture and death threats, Catholic school teacher Patrice fl ed Cameroon and sought asylum in New York. Catholic Charities immigration services integrated him into his new home, off ering help to secure food, clothing, shelter and, most important, a job with a future.

Brought together by Catholic Charities, fifty-six disabled youth and their caregivers received the

blessing of Pope Benedict XVI. His blessing, offered at the chapel of St. Joseph’s Seminary in Yonkers, marked the Pope’s most intimate public event during his first visit to the United States. His words provide inspiration for all.
