    MESSAGE FROM THE DIRECTOR

    The 2011 Annual Report puts together the accomplishment of theBureau. This document presents the outputs of all the operatingunits of the Bureau as they continuously strive towards achievingthe targets set for the year.

    Following the Bureaus tradition, we make time to discuss thesetting and assessment of the targets of all BAS operating units.This practice has guided us in enhancing our performance as ateam working together to serve the interests of the agriculturesector. The line-up of activities and outputs delivered are

    offshoots of this semi-annual presentation of plans andaccomplishments.

    The increase in the budgetary support last year has enabled theBAS to enhance its existing data systems. It has consequentlyallowed the Bureau to deliver more statistical products andservices.

    We thank the Department of Agriculture (DA) for the recognitionand provision of continuing support to the Bureau.

    The Bureau appreciates all the feedback and comments from theclients and stakeholders. All these motivate us to continuouslyimprove our information dissemination support services. Ourheartfelt gratitude goes also to our survey respondents.

    AGRICULTURAL ACCOUNTS AND STATISTICAL INDICATORS DIVISION (AASID)

    The AASID is responsible for the development and maintenance of statistical frameworks that

    enhance the preparation of an integrated system of agricultural and fisheries statistics andgeneration of socio-economic statistics in the agriculture and fisheries sector.

    In 2011, the AASID continued to develop and maintain the Economic Accounts and IndicatorsSystem.

    Under the Economic Accounts for Agriculture (EAA) framework, the AASID updated the databasesincluding statistical tables on:

    a. Production Accountsb. Supply and Utilization Accounts (National and International)c. Costs and Returns of Agricultural Commodities

    Under the Agricultural Indicators System (AIS), the AASID updated the following statistical reports:

    Agricultural Labor Survey

    (ALS)

    A semi-annual survey for palay and corn and annual

    survey for coconut and sugarcane to generate dataon the daily wage rates of palay, corn, coconut and

    sugarcane farm workers in the country.

    January 4-18 and July 1-15

    Performance of Philippine Agriculture Report Presents the performance of agriculture in terms of the sector's gross output. Contains five (5) data tables on Value of Production at Constant Prices; Value of Production at

    Current Prices; Percentage Distribution of Value of Production; Volume of Production andWeighted Average Farmgate Prices of Agricultural Commodities.

    Trends in Agricultural Wage Rates, 2011 Presents the wage rates statistics on agriculture, particularly, palay, corn, coconut and

    sugarcane.

    Updated Production Costs and Returns for Selected Agricultural Commodities Part I: Palay and Corn Presents the updated estimates of production costs and returns of selected commodities at

    the national and regional levels.

    Costs and Returns of Palay Production Presents the survey findings on the costs and returns of palay production at the national and

    regional levels of disaggregation. Covers the period January to December 2009.

    Costs and Returns of Corn Production Presents the survey findings on the costs and returns of corn production at the national and

    regional levels of disaggregation. Covers the period January to September 2009.

    Updated Production Costs and Returns for Selected Agricultural Commodities Part II: OtherCommodities

    Provides the updated estimates of production cost and returns for other selectedcommodities.

    Covers 26 selected commodities excluding palay and corn. The commodities are classified into Fruits, Nuts, Root Crops, Bulbs, Vegetables, Legumes,

    Supply and Utilization Accounts of Selected Agricultural Commodities, 2008-2010 Provides users with a framework for physical accounting of agricultural commodities. The commodity coverage is classified as Cereals, Rootcrops, Vegetables and Legumes, Nuts,

    Fruits, Commercial Crops, Livestock and Poultry, Non-food Crops and Selected F ish andFishery Products.

    Regional Agricultural Production Accounts, 2008-2010 Presents the performance of agriculture of the 16 regions. The performance of agriculture by major island grouping is also highlighted.

    Costs and Returns of Palay and Corn Production (Inter-Provincial Comparisons) Presents the inter-provincial comparison of the costs and returns of palay and corn

    production. The data contained in this report are presented according to farm type, irrigated and non-

    irrigated for palay and yellow and white for corn.

    The division also maintains the Agricultural Indicators System and comes up with modules asfollows:

    Commodity Fact Sheets, 2010 Covers 50 commodities classified into food and non-food crops, livestock and poultry and

    fisheries. Each commodity contains the following information: number of farms, production, hectarage,

    yield, share in gross output in agriculture, prices, cost of production, exports, imports anddomestic utilization.

    Agricultural Structure and Resources provides indicators on the distribution of resources on theagriculture sector such as land utilization, agricultural holdings and inventory of livestock and poultry.

    Agricultural Credit deals on the credit needs of the agricultural sector and the financial institutionsproviding agricultural loans.

    Output and Productivity deals on the productivity of the different sub-sectors of agriculture.

    Prices and Marketing of Agricultural Commodities contains information on the movement in theprices of agricultural commodities such as producer and consumer price indices and the price gap atthe different stages of marketing.

    Economic Growthintends to measure the economic growth and performance of the economy as wellas the regional economy.

    Estimating Price and Income Elasticities of Demand for Selected Food Commodities in thePhilippines

    Estimates price and income elasticities of demand for selected commodities in the Philippines.

    Utilized the panel data extracted from the results of Survey of Food Demand for AgriculturalCommodities (SFD) conducted in 2008-2009.

    Population and Labor Force presents data on the countrys population by region and indicatorsrelating to the labor market with emphasis on employment and labor productivity in the agriculturesector.

    Redistribution of Land provides information on the accomplishment of the Comprehensive AgrarianReform Program (CARP) relative to the hectarage of land redistributed and the number of farmer-beneficiaries.

    Food Consumption and Nutrition contains indicators on supply and consumption of selectedagricultural commodities as well as its nutrient equivalent in terms of fats, calories and proteincontents.

    Agriculture Exports and Imports provides indicators on the performance of agricultural sector withrespect to trade.

    Gender-Based Indicators of Labor and Employment in Agriculturedeals with the indicators reflectingthe extent of participation of males and females in the labor sector particularly in the agriculturesector.

    Poverty and Income Distribution provides information on poverty and subsistence threshold andincidence, income and poverty gap, severity of poverty as well as percentage distribution of familyincome and expenditure by income decile.

    Food Sufficiency and Security provides information on the extent of the countrys sufficiency indomestic production and dependency on importation and extent of food security.

    Inputsinclude wage indices as indicators of progress and welfare of farm workers.

    CROPS STATISTICS DIVISION (CSD)

    CSD is responsible for the compilation, organization, analysis, maintenance and timely release ofcrop statistics.

    Updates on Palay and Corn Forecasts Presents the monthly monitoring of standing crops for palay and corn.

    Major Vegetables and Rootcrops Quarterly Bulletin Preliminary estimates of the recent quarter and final estimates of the previous quarter. Covers mongo, peanut, cabbage, eggplant, tomato, garlic, onion, camote and cassava.

    Major Non-Food and Industrial Crops Quarterly Bulletin Preliminary estimates of the recent quarter and final estimates of the previous quarter. Covers abaca, coconut, coffee, rubber, sugarcane and tobacco.

    In its aim to continuously effect improvements in the crops data system, the following activitieswere also started:

    1. Revision of the Palay and Corn Production Survey (PCPS) questionnaire in tandem with theTWG on Cereals Statistics.

    2. Harmonization of Crops Covered Under the Farm Prices Survey and Crops ProductionSurvey. The activity was initially started for Regions IV-B, V, VI, VII and VIII.

    3. Improvement in the format of the Rice and Corn Situation and Outlook Bulletin.4. Data Collection for Palay and Corn Stocks Survey I through the application of Mobile Data

    Gathering System in all regions.5. Development of a computerized processing system for the PCSS I.6. Preparation of Handbook on Non-Food and Industrial Crops (Local, English Scientific Names

    and Photographs).

    Major Crops Statistics of the Philippines - Provincial, 2006-2010 Presents the 2006 to 2010 annual data on volume of production, area planted/harvested and

    number of trees/hills of 21 major crops.

    Major Fruit Crops Quarterly Bulletin Provides the preliminary estimates of the recent quarter and final estimates of the previous

    quarter on production, area and number of bearing trees/hills. Covers banana, mango, pineapple and calamansi.

    Rice and Corn Situation and Outlook Quarterly report on estimates of the previous quarter and forecasts of the succeeding two (2)

    quarters on area harvested, production by ecosystem and seed type for rice and corn.

    Crops Statistics of the Philippines, 2006 2010 Time series statistics of the 21 major crops highlighted in the quarterly Report on the

    Performance in Agriculture. Contains data on production, hectarage, number of bearing trees, yield per hectare and yield

    per bearing trees.

    Monthly Rice and Corn Stocks Inventory

    Monthly report on the rice and corn inventory held by households, commercial warehousesand NFA depositories as of the first day of the month.

    top producing regions; volume of production; supply and disposition; supply and utilizationaccounts; and average monthly farmgate and retail prices.

    Presents the industry situation in terms of inventory by farm type and ageclassification; volume of production; supply and disposition; supply andutilization accounts; and monthly average farmgate prices.

    The division wrapped up the activities on the Livestock Population Survey (LPS). The Volume 1 of thereport presents the national data with regional and provincial levels ofdisaggregation. Six (6) publications were produced, namely:

    Dairy Industry Performance Report, January December 2010/January June 2011 Presents the industry situation in terms of total inventory of dairy animals by classification;

    milk production by animal type and by source; disposition of milk production, total supply andutilization of dairy products; and volume and value of dairy imports and exports.

    Swine and Cattle Industry Performance Reports, January December 2010/January June 2011

    Presents the industry situation in terms of inventory by farm type, ageclassification, and by top producing regions; volume of production; supplyand disposition; supply and utilization accounts; and average monthlyfarmgate, retail and wholesale prices.

    Broiler and Swine Situation and Outlook Bulletin Presents quarterly forecasts of production of marketable broiler/hog, and

    supply and demand for pork/broiler meat.

    Survey on Liveweight Factor for Livestock and Poultry

    Contains statistical tables on average liveweight of livestock and poultry disposed forslaughter by animal type, farm type, by province and by region.

    Broiler and Swine Statistical Handbook, 2011

    Presents a compilation of data series on broiler and swine from the data holdings of BAS, BAIand NMIS.

    A Situation Report on the Gamefowl Industry in the Philippines Attempts to situate the gamefowl industry in the Philippines by presenting the gamefowl

    population, highest producing regions/provinces and the list of farms in the country.

    It started the conduct of consultative meeting with NMIS re-Collection of Slaughter and FrozenMeat data in collaboration with LGUs and DA RFUs.

    The division has also made incessant efforts to improve the livestock and poultry data reviewprocesses through enhancements in their compilation system down to the provincial level.

    FISHERIES STATISTICS DIVISION (FSD)

    The FSD is mainly responsible for the compilation, organization, analysis, maintenance and timelyrelease of fisheries statistics.

    In coordination with the AASID, the division has also completed the report on the Costs andReturns Survey on Tilapia Production.

    It has started to work with the National Fisheries Research and Development Institute (NFRDI) torespond to the establishment of data on ornamental fish production.

    Fisheries Statistics of the Philippines, 2008-201 Contains a three-year data series on volume and value of fish productions, imports and

    exports of fisheries products and producers prices by species. The data on fish production are presented by sub-sector: commercial, municipal and

    aquaculture at the provincial, regional and national levels. The foreign trade data include thecountries of origin and destination.

    Fisheries Situationer (by quarter) This is a quarterly report on fishery production of the three sub-sectors namely: commercial,

    municipal and aquaculture by region. Producers and landed prices of some fish species are also included in the report.

    Catch and Fishing Effort in Municipal Fisheries in Selected Provinces in the Philippines,April June 2009

    The report highlights information on the monthly volume of fish catch by fishing ground, byfishing gear and by species at the provincial level import/export.

    Inventory of Municipal Fish Landing Centers in the Philippines, 2010 The report provides information on the distribution of landing centers in 67 coastal provinces

    in the Philippines.

    Commodity Situation Reports for Tiger Prawn, Seaweeds and

    Carp The report highlights the commoditys production

    performance, top producing provinces, harvest, yield,price and import/export.

    Costs and Returns of Tilapia Production This report presents data on production costs and returns of tilapia by type of aqua

    farm (i.e. fishponds, fish pens and fish cages).

    AGRICULTURAL MARKETING STATISTICS ANALYSIS DIVISION (AMSAD)

    AMSAD is responsible for the development, maintenance, and improvement of agriculture and

    fisheries marketing information system. The division takes the lead in the execution of theagricultural marketing information and advisory services function of the Bureau.

    In 2011, AMSAD continued to take charge the various phases of regular surveys and other statisticalactivities related to marketing.

    The following are the reports prepared by AMSAD in 2011:

    SURVEY DESCRIPTION SCHEDULE OF OPERATIONS

    Farm Prices Survey Generates data on prices received by producers at

    the first point of sale, regardless of whether

    products are sold at the farm or elsewhere.

    Last 10 days of every month.

    Wholesale Price Survey Generates wholesale buying prices and wholesale

    selling prices.

    Site-specific with varying

    frequency.

    Retail Price Survey Generates data on prices at which retailers sell theirgoods or commodities to consumers in the market

    place.

    Another activity that is being handled by the division is the conduct of the Production and

    Marketing Analysis Service (PMAS). The PMAS serves as the BAS mechanism for providing technicalassistance to the end users, especially, the farmers and fisherfolk in accessing and analyzingproduct and market information and technology. Currently, the PMAS is maintained in 12 sites,namely: Nueva Vizcaya, Iloilo, Cebu, Benguet, Leyte, Misamis Oriental, Palawan, Ifugao, Capiz,Bukidnon, Negros Oriental and Mt. Province. For every PMAS site, the Bureau takes the lead in theholding of consultative-training session where the farmers are guided in the use of agriculturalstatistics in their decision-making. The session makes use of the booklet called PMAS StatGuide forFarmers and comes in a form like this:

    AMSAD has continuously spearheaded the conduct of activities related to the AgriculturalMarketing Information System (AGMARIS), to implement a comprehensive and responsivemarketing information system for unprocessed agricultural commodities which are traded in majorlocal/provincial market centers as well as in strategic terminal markets throughout the country. In2011, the following AGMARIS-related activities were conducted:

    1. Market assessment and AGMARIS training in Regions VI, VII and IX.2. Review and standardization of commodity library for AGMARIS.3. Reconnaissance and Marketing Information Needs Assessment (MINA) in Quezon.

    In preparation for the establishment of Farm Prices Survey for Commercial Livestock and PoultryFarms, the division conducted a series of briefing for all regions and prepared memo to formalizethe implementation.

    The division also conducted a nationwide inventory of markets.

    Marketing Costs Structure - Seaweeds Contains information on marketing practices and costs and margins in marketing seaweeds. It

    presents the flows in marketing seaweeds from the farm operator to other marketingparticipants.

    Cost of Production and Prices Received by Farmers for Palay and Corn This puts together data on cost of production from the Costs and Returns Survey and farm

    prices for palay and corn from the Farm Prices Survey covering 2009-2010.

    AMSAD staffs were also involved in the data review and monitoring of the implementation ofMobile Data Gathering System for prices. Before yearend, MDGS expanded market coverage toinclude Pangasinan, Nueva Vizcaya and Davao City.

    STATISTICAL METHODS AND RESEARCH DIVISION (SMRD)

    SMRD is responsible for statistical research and development and implementation of statisticalmethods to support the needs of the technical divisions by developing and improving surveydesigns and instruments, maintaining up-to-date sampling frames, planning and programming allsurvey operations, and developing and maintaining statistical standards and classification systems.

Prepared province-specific collection forms for Agricultural Labor Survey re-presence of hiredagricultural workers in Palay and Corn Production Survey (PCPS) sample households andprepared guidelines and collection from re-gathering of information on the presence of hiredagricultural workers.

    3. Prepared list of sample farms by province and animal type for the generation of farm pricesfrom commercial livestock and poultry farms.

    Developed new sampling frames for four (4) commercial farm types: Carabao, cattle, hog andgoat based on Livestock Population Survey (16 regions, by province/region).5. Developed new sampling frame for Backyard Livestock and Poultry Survey (Carabao, cattle,

    hog, goat, broiler, and layer) based on LPS result.6. Revised the Palay and Corn Production Survey questionnaire (modified farm household

    In tandem with the different operating units at the Central Office, it served as the focal division inthe establishment of the BAS Geographic Information System Laboratory. In 2011 the followingwere accomplished:

    Installation of ArcGIS/Quantum GIS software in the GIS Lab computers.2. Conduct of four (4) sessions of training/orientation on Basic Quantum GIS application to BASstaff using ArcGIS and Quantum GIS softwares. The participants were also guided on thepreparation of thematic maps of selected commodities.

    3. Provision of assistance in the requirements of the seven (7) BAS scholars taking up AppliedGeodesy and Photogrammetry.

    INFORMATION AND COMMUNICATIONS TECHNOLOGY DIVISION (ICTD)

    The ICTD is responsible for the planning, implementation and maintenance of ICT-based services;

    and for packaging, publication and release of statistical reports and other related information on

    the agriculture and fisheries sector. It also assumes the tasks of facilitating access to all available

    BAS information.

    Meanwhile, the section in charge of the information dissemination has remained steadfast in

    reaching out to BAS clients through the Public Assistance Counter, Web Inquiry Form, Library

    Services, Fax, Mobile Phone, Phone Queries and through Mail.

    Through the IDSS of ICTD, the BAS continued to upgrade its website and its sub-websites like the

    CountrySTAT Philippines, BASIS and BEANS. The following are the sub-websites maintained by the

    The Technical Operations Coordination Section, on the other hand, took the lead in the preparationof the Agricultural Profile, a compilation of agriculture-related information about the province, wascompleted for: Aurora, Bohol, Albay, Surigao del Norte, Palawan, Bulacan, Ifugao and Biliran.

    MAJOR ACCOMPLISHMENTS OF THE REGIONAL OPERATIONS CENTERS (ROCS)

    The ROCs shall serve as the agricultural resource information center in the regions. In 2011, the

    following were their regional acocmplishments:

    The ROC continued to besteadfast in responding to thedata needs of the clients in theregion. In 2011, it has served atotal of 417 clients servedthrough walk-in, telephone,mobile phone, e-mail, formalletter and faxed.

    In August 3, 2011, the AssistantDirector visited the Abra POC. Itis one of her rare POC visit tointeract with the POC staff andrespond to their operationsconcerns.

    Last July 26, 2011, ROC I was with prideto be the recipient of the SpecialRecognition for Sources of Information

    in the Preparation of the Report onRegional Economic Developments in

    the Philippines. The award was given

    by the BSP in the region.

    Proof of this regions effort to be

    innovative in providing information on

    agri and fisheries, it has prepared tworegional reports, namely: Ilocos

    Region Fisheries Situationer and IlocosRegion Rice and Corn Situation andOutlook.

    The region was also the pilot region for the conduct of the Survey of Capital Formation of AgriculturalHouseholds.

    Likewise, it was done with the Barangay Agricultural Profiling Survey for the provinces of Ilocos Sur andIlocos Norte.

    As part of enhancing its

    linkages with counterparts inthe region, the ROC hascompleted the report on BAPSwhich contains regional,provincial, municipal andbarangay level of datadisaggregation.

    In December 2011, it hassuccessfully forged a MOAwith the ProvincialGovernment of Batanes for

    the establishment of a BASOperations Center in theprovince.

    ROC III received a specialaward from the BSP dubbedas Special Recognition for

    Sources of Information in thePreparation of the Report onRegional EconomicDevelopments in thePhilippines.

    In 2011, the Camarines SurPOC continued its workfor the completion ofBarangay AgriculturalProfiling Survey.

    ROC Bicol was thefourth among the ROCswith the most numberclients served at 837.

    of the Production and Marketing Analysis Service Capiz and Iloilo. Capiz, likewise, is one (1) of the three(3) provinces where the Farm Record-Keeping, Processing, Analysis and Utilization (FRKP) of Data of theBAS-GOJ-NAFC Project is currently implemented.

    The Production and Marketing Analysis Service of the BAS was actively conducted in this region specifically inCebu.

    Bohol and Siquijor POCs were involved the conduct of Level Training on Damage Assessment and ReportingSystem (DARS). In attendance were the Municipal Planning Development Officers and the Rice AgriculturalTechnicians.

    The Survey of Irrigated Palay Farms (SIPF) was conducted on September 17 to October 20, 2011 for palay

    farms in areas covered by BAO National Irrigation System (NIS), Mainit Pongso NIS, and Hindang HilongosNIS. The result of the survey would be used by EFOS (Enhancement of Food Security in the Visayas Project) of

    the GIZ (Deutsche Gesellschaft fur Internationale Zussammenarbeit) in its Area Based Yield Index Insurance

    (ARBY) Project.

    The ROC has maintained the implementation of Production and Marketing Analysis Service (PMAS) in Leyte.

    Another regional feat was achievedwhen ROC IX received the SpecialRecognition for Sources ofInformation in the Preparation ofthe Report on Regional EconomicDevelopments in the Philippines.This was awarded by the BSP lastSeptember 15, 2011 at BSPZamboanga City.

    ROC IX was the third among theregions with the highest number ofclients served in 2011 at 869.

    The ROC through its BukidnonPOC was involved in theimplementation of the FarmRecord-Keeping, Processing,

    Analysis and Utilization of Dataand PMAS of the BAS-GOJ-NAFCProject.

    In 2011, the ROC conductedactivities that strengthened theregional data like the listing ofrubber operators in Bukidnon,re-listing of aqua-farm operatorsin Lanao del Norte, inventory ofcoco stallholders and peddlers inLanao del Norte and provincial

    It has conducted the specialsurvey on ACES Baseline Surveyof Palay and Corn Farmers inselected provinces in thePhilippines. North Cotabato for

    palay survey and SouthCotabato for the corn survey.

    The ROC has maintained theimplementation of Production

    ROC XI received SpecialRecognition for Sources ofInformation in the Preparationof the Report on RegionalEconomic Developments inthe Philippines (Region XI).The awarding was held lastAugust 2, 2011 at BSP DavaoRegional Office.

    ROC XI was also heavilyinvolved in the

    THE BASSPECIAL PROJECTS IN 2011

    The BAS rolled out a number of special activities in 2011. These initiatives complemented and

    enhanced the information support services that the BAS is mandated to provide to respond toclients and stakeholders of the agriculture and fisheries data.

    The following were the special projects implemented in 2011:1. Determination of Rice Milling Recovery Rate

    The major objective of this research is to establish the average national milling recovery rate.It is intended to update the conversion ratio that is used in the Supply and UtilizationAccounts for rice.

    In May 2011, the second round of the survey was conducted. By July, its report was beingcrafted and this was worked out with the Statistical Methods and Research Division andCrops Statistics Division.

    2. Area Based Yield Identification ProjectThis project which was funded under the Philippine-German Technical Cooperation wasimplemented in Region VIII. It aimed to develop Public-Private Partnerships for risk financingin agriculture in the Philippines. In this undertaking, the BAS was responsible for the datacollection in eight (8) National Irrigation Systems in Leyte. The BAS also prepared thequestionnaire and the data processing system.

    The BAS was likewise tapped in the conduct of the post assessment of the survey.

    3. BAS-GOJ-NAFC ProjectCollectively known as Enhancing Farmers Capacity to Access, Analyze and Utilize StatisticalInformation, the three-year project is divided into four (4) components. The overallobjective of the project is to improve farmers productivity, efficiency and income throughthe institutionalization of improved and sustainable capacities on operational and financialfarm management and planning.

    a. Production and Marketing Analysis ServiceThe PMAS serves as an empowerment tool for farmers and farmers organization.Through the provision of statistical information, farmers are guided in making decisionsregarding production and marketing of their products. The project aims to enhance theexisting PMAS and expand the same to new sites.

    Currently maintained in 12 sites, the project staff were able to accomplish 12 trainingsessions in all of the sites and distributed 24 PMAS StatGuide for Farmers to the

    participants.

    b. Farm-Based Data System: Farm Record-Keeping, Processing, Analysis and Utilization ofDataThis component aims to enhance the capacity of the farmers and farmersorganizations/cooperatives to generate, analyze and utilize farm-level data in makingdecisions regarding their production, marketing and other farm enterprise-relatedconcerns and activities.

    The project was implemented in three (3) sites, namely: Capiz, Bukidnon and NuevaVizcaya.

    In 2011, the project staff conducted training on the system among the concerned

    Provincial Operations Centers staff. In turn, these trained staff assisted the farmer-cooperators in the actual record keeping.

    The data processing program to be used in the record-keeping was also developedthrough the projects IT Specialist.

    c. Characterizing Small Farmers of the PhilippinesThis one-shot survey will address the lack of statistical information on the socio-economics characteristics of farmers by class.

    In 2011, the following were accomplished:- Pilot test of the questionnaire in Pangasinan and Laguna- Conduct of 1st and 2nd level training for the staff- Conduct of training on the data processing system

    d. Monitoring and EvaluationIn tracking the implementation of the three (3) components, an M & E system was set-upat BAS to ensure that inputs, work schedules and targeted outputs are met.

    In 2011, five (5) M &E reports, including the photo documentation, were submitted toNAFC.

    4. Survey of Capital Formation of Agricultural HouseholdsThis survey aims to generate benchmark information on the level and structure of capital

    accumulated by agricultural households.The following were completed in 2011:a. Development of data processing systemb. Pre-test of questionnaire in La Unionc. Conduct of 1st and 2nd level training for the BAS staffd. Data collection in Region I and editing of survey returns in its Operations Centers

    5. Livestock and Poultry Information Early Warning System (LPI-EWS)The LPI-EWS aims to enhance the forecast methodology, update the BAS databases on L&P,mainly broiler, swine and table egg at the national and regional levels.

    Through this project, the following training courses were conducted in 2011:

    The project has also paved the way for the conduct of workshop on assessment of dataholdings and identification of data gaps in the regions involved in this project.

    The projects regular output is the quarterly publication of Broiler and Swine Statistical

    Handbook.

    6. Barangay Agricultural Profiling Survey in Regions XII and XIIIThe BAPS has been designed to collect information on the basic structure of agriculture andfishery at the barangay level.

    In 2011, these two (2) regions were granted funding support from the DA RFO. Theirrespective 1st level training happened in November while the data collection operations weredone in the following month.

    7. Survey on Food Demand for Agricultural CommoditiesThe surveys aims to determine the Filipinos current and emerging consumption patterns

    and habits with regard to staple commodities such as rice, corn and other basic food items.

    In 2011, the BAS has started to verify the sample barangay samples to be covered. Also, ithas finalized the design and estimation procedure of the survey.

    8. Vegetable Production SurveyThis survey was done to estimate the production of vegetables produced in Metro Manila.

    This commenced in 2011 where a series of data collection was also done up to fourth quarterof the year covered.

    9. Frame Updating for OnionThis activity aims to generate survey-based onion production statistics including forecast-related information. This onion survey was initially conducted in Nueva Ecija where listingof the sampling frame was undertaken in all onion producing barangays.

    10. Costs and Returns Survey on Tilapia Production.The survey was done to generate data on costs and returns of tilapia production by type ofaquafarm.

    National Management Consultative Meeting (NMCM)

    The June NMCM was held last June

    22-25 and the Sunrise HolidayMansion House in Alfonso, Caviteserved as a venue. The conventioncoincided with the BAS 48thAnniversary which also carried thetheme, Working Together for aBetter AgStat System. Themeeting was mostly devoted forthe discussion of the foreign-funded project specifically on the2KR project entitled, Enhancing

    Farmers Capacity to Access,Analyze and Utilize StatisticalInformation.

    Meanwhile, the November 21-25 NMCM was staged at the Hotel Stotsenberg in ClarkFreepost Zone, Pampanga. The theme was Strengthening BAS Statistical CapacityThrough Appropriate Technologies and Enhanced Linkages. Most of the topicswere on the new surveys to be launched in the following year.

    Asian FisheriesDevelopment Centersvisited the BAS lastDecember 21. Mr. JingJalisan presented theBAS informationdissemination systemwith focus on the BASwebsites.

    Three (3) staff fromCambodias Ministry ofAgriculture, Forestryand Fisheriesrequested for apresentation on thePhilippines NationalAgricultural StatisticalSystem last September11-16.

    Meanwhile, staff fromUganda Bureau of Statisticsgraced the BAS lastSeptember 30 for apresentation on the BASdata systems.
