Important Conference Information

Location

The Howard Gittis Student Center is located on the Temple Main Campus. Attendees should plan to enter the

Gittis Center through the middle entrance (on 13th between Cecil B. Moore and Montgomery) and proceed to

the 2nd level. Sign-in will take place outside room 200. Parking is available for $14 at several campus garages

(http://www.temple.edu/parking/main.html).Temple University is also accessible via the Cecil B. Moore stop

on the Broad Street Line.

Refreshments & Lunch

A continental breakfast and a causal lunch will be provided both days. Temple University has filtered water

refilling stations if you would like to bring your own refillable bottle. A number of campus restaurants and

food trucks are also nearby.

PQAS Credit

In order to receive PQAS credit for attending the conference sessions, you must have an up to date PA Keys

profile. Please verify your PA Keys Profile is current and complete: http://www.pakeys.org/pages/login.aspx.

In order to receive credit for a session, you must arrive at the session on time and stay for the full time.

Workshop facilitators will provide you with verification of your attendance at the end of the session in the

form of a sticker to be placed on your professional development record (page 13 of this brochure).

In an effort to be more environmentally friendly, presenters have been asked to limit the number of handouts

provided. All handouts will be available for electronic download through PhillyOSTUniversity or the PHMC OST

website shortly after the conference.

The Howard Gittis Center has wi-fi access throughout the building. To access, connect to “TUguestwireless”

then complete the registration form that loads when you open your browser. Please note that for sessions

designated with a � symbol, the presenter has recommended that participants bring a laptop or tablet that

can access the internet. A computer is not required for these sessions, but will allow attendees to more fully

participate.

This workshop will detail the structure of the fee-for-

service OST contract. The workshop will primarily focus on

developing provider understanding of program utilization

and providing guidance on strategies to maximize the OST

award.

Effective Use of Homework Time

The session on Homework Helps is designed to give you

strategies to support student learning without giving out

the answers and being able to ask the right questions to

stimulate student thinking even when you don't know the

work!

New Site Director Orientation

Site Directors have a number of important responsibilities:

providing a positive experience for youth, supervising staff,

ensuring contract and DPW compliance, and building

relationships with caregivers and community partners –

just to name a few! This session will provide Site Directors

new to our system with some additional details found in

the Scope of Work. It will also provide an opportunity for

new Site Directors to ask questions and connect with their

peers in other programs across the city.

ASAP Chess Club Pilot: Enhancing Outcomes for Youth in

OST Chess Clubs

For the 2013-14 academic year ASAP will recruit 16 OST

sites to participate in the ASAP Chess Club Pilot -- eight

sites to participate in a competitive pilot track and eight

sites to participate in a non-competitive pilot track. At this

workshop ASAP staff will discuss the requirements for

participating clubs (e.g. attending competitions and

professional development sessions), review best practices

for club organization and introduce tools for evaluating

club and student progress.

Structured Activities: Moving Beyond Methodologies

Alison Reis-Khanna, PHMC

This workshop will provide an overview of the three

methodologies highlighted in the scope of work: project

based learning, experiential learning and service learning.

Participants will discuss the similarities and differences

between these methodologies and the facilitator will

provide samples of projects that work for out-of-school

time programs. The facilitator will also review scope of

work requirements related to documenting structured

activities. This workshop is designed for those providers

who are new to the system, and those who are interested

in how to combine these methodologies to create an

enriching and engaging program for all youth.

Program Design for Middle and High Programs

A well designed middle or high school program is the

foundation for engaging youth and meeting contract goals.

During this session, providers will review principles for

effective program design, learn several methods for

designing middle and/or high programs, and develop

potential designs for their programs that meet youth

needs and contractual obligations. This session is ideal for

Site Directors and Program Coordinators.

Scratch is an engaging programming language developed

by MIT that makes it easy for users to create their own

interactive stories, animations, music and art

(scratch.mit.edu). This hands-on workshop will give Site

Directors a chance to explore Scratch and learn about

resources to support implementation.

Managing a Safe Classroom

This session will help you prepare a safe, productive

environment for a before/after school program within a

school setting. Learn how to work in partnership with the

school and its staff to provide a secure, well-structured

program. Participants will recognize the importance of

safety, behavior system, and appropriate staffing.

capabilities available in the PCAPS database for providers.

Providers will develop an enhanced understanding of how

to use PCAPS as a support in managing programs on a daily

basis.

College and Career Readiness

Participants will learn how to create a “college timeline”

with students in grades 8-12 that includes what students

need at each grade level to go to college. Participants will

also receive an overview of financial aid (including the Free

Application for Federal Student Aid, or FAFSA), and learn

about online college prep resources. Lastly, participants

will review research-based reasons for why it’s important

to attend college, which can be shared with students and

help motivate them to prepare.

This workshop is designed to discuss the importance of

integrating STEM activities in middle school OST programs.

This workshop will discuss how STEM activities help youth

develop 21st Century skills and participants will engage in

various STEM activities.

School Age Professional Credential Information Session

This session will provide an overview of the School Age

Professional Credential. The Pennsylvania School-Age

Professional Credential is a competency based program

modeled after the Child Development Associate (CDA). It

provides individuals working in school-age programs the

opportunity to examine their work in relation to the

Pennsylvania School-Age Care Competency Standards.

Mandated Reporting of Child Abuse and Neglect

Marion Brown

This workshop enables the user to more effectively

address issues related to child abuse. Early education and

school age child care providers are legally mandated to

report suspected child abuse and neglect, also called child

maltreatment. Learn about prevention efforts, recognize

signs and symptoms of child maltreatment, reporting

requirements and Children and Youth response to reports.

Develop/review your policy regarding child abuse and

neglect. This professional development content is

available in either the workshop or self-learning module

format. Please note that this session will run until

5:00pm.

Ask a Compliance Specialist

Here is an opportunity to meet with Compliance Specialist

(formerly known as Fiscal Monitors) in a relaxed, Q&A,

group setting. In addition to answering questions,

Compliance Specialists will detail their enhanced role and

offer best practices guidelines for operating a strong

administrative program.

Renewing Your Child Care Certificate of Compliance

This session will provide an overview of the announced,

annual renewal inspection process for elementary OST

providers. Participants will learn what to expect during the

renewal inspection and will have an opportunity to ask any

questions.

Overview of Keystone Stars

This session will provide an overview of the Keystone

STARS system. Participation in Keystone STARS for early

childhood and school age programs is based on the

concept of Continuous Quality Improvement (CQI).

Programs work to meet standards and increase the quality

of care offered to youth, families, and communities.

System standards are rooted in core areas including staff

qualifications, learning program, as well as leadership and

management. Additional benefits of participation will be

covered including professional development, targeted

technical assistance, grants, increased CCIS rates, and

education retention awards.

Introduction to Project Based Learning

This session provides an overview of project based

learning (PBL) for providers new to the system. We’ll

cover the benefits of a PBL approach to programming,

what PBL in OST looks like, and the expectations regarding

PBL planning and documentation. The presenters will also

share a number of useful resources. This session is ideal

for providers new to PBL or the DHS-OST system.

As schools across the state move forward with the

implementation of the PA Common Core Standards, it is

important that our partners in the OST world understand

the implications for student learning and homework. This

session will provide participants with valuable information

on the school day structure and how programs can support

Common Core in the informal learning environments of

OST.

Getting Gritty: Developing Leadership and Life Skills in

High School Youth

Alison Reis-Khanna, PHMC

How can leadership opportunities in OST help youth

develop skills and confidence to help them succeed in their

next step after high school? What is grit and how does it

help in this process? This workshop will provide a brief

overview of some of the current research and definitions

around predictors of success. Sample activities and tools

that may be woven into structured activities in OST

programs will be discussed and modeled for participants.

This workshop will allow for discussion among providers,

and both experienced and new providers are encouraged

to attend.

Effective Use of Centers

Lenora Felder & Jason Schwalm, PHMC

Well planned and effectively implemented activity centers

allow one OST staff member to facilitate multiple activities

simultaneously. By using activity centers in the classroom,

OST programs can maximize classroom time and expose

youth to a greater variety of activities. During this

workshop, staff members will be presented with a number

of center-based activity suggestions, and best practices for

implementation. This 90-minute workshop is appropriate

for providers serving all age levels.

Introduction to the OST Site Assessment Tool

Naimah Wilson, PHMC

This workshop is designed to provide an overview of the

Site Assessment Tool (formerly the Site Visit Report) and

demonstrate how this assessment is one tool of many in

the toolbox that can assist providers in working on

continuous quality improvement at their programs. The

facilitator will assist providers in gaining an understanding

of how indicators are assessed, and illustrate how the Site

Assessment Tool can assist in improving program quality,

discussing staff performance and developing a

comprehensive quality improvement plan. Providers will

have the opportunity to use the tool to rate sample

scenarios. This workshop is appropriate for staff who have

worked in the system, as well as new staff.

Law and Government Programs

Room 217D

Law and Government programming is a great way to

encourage effective communication, expose students to

college and career opportunities, and promote youth

leadership. This workshop will explore a number of law

and government programming approaches, including

debate teams, mock trial/moot court competitions, and

youth councils. This workshop will primarily focus on

resources for High School and Middle School providers

interested in incorporating Law and Government activities

into their OST program, though some activities may be

adapted for elementary school youth.

Ensuring a Healthy Food Environment in OST

Good nutrition is essential for growing youth. Learn why

Philadelphia has adopted Healthy Living Guidelines for

OST, and how to help youth in your OST program learn

healthy eating behaviors and learn to enjoy healthy food.

Establishing a Positive Program Culture

This training will explore how the intentionality of a

program’s rules and routines go a long way to building a

positive program culture. This session will also provide

practical community building strategies that can be

implemented at the individual group and program level.

Integrating Diversity Through Language and Literacy

¡Viva Puerto Rico! Bilingual children’s books are a great

way to value diversity & expand youth horizons in your

OST program. This workshop will provide an example of

just such an experience with books that introduce

participants to the vibrant island culture of Puerto Rico.

This workshop will also educate participants on resources

to support youth in communicating in more than one

language using the Pennsylvania Early Learning Standards

for Language and Literacy Development as a framework.

Introduction to the CCIS Subsidized Child Care Program

This workshop will provide an overview of the state’s

subsidized child care program, managed by local CCIS

(Child Care Information Services) offices. Participants will

learn how CCIS helps DPW-licensed programs provide

quality, affordable care to low-income families. Specific

topics will include: terms of the provider agreement, how

to establish an agreement with CCIS, general parent

eligibility requirements, and a review of sample forms

used.

Managing the Project Based Learning Process

This session picks up where Intro to Project Based Learning

(PBL) leaves off. We’ll focus on the role of the Site

Director in the successful implementation of PBL which

includes supporting staff as they acquire planning and

facilitation skills, managing PBL documentation, and

communicating the PBL approach to stakeholders. This

session is targeted to both new and returning Site

Directors.

Session E 1:30 – 3:00pm

Youth Want to Be Active

Lauren Puzen, Alliance for a Healthier Generation

Most often youth are not as physically active as is

recommended. This can affect their health, weight,

achievement and behavior. This session will show you

how to easily plan and lead physical activities for OST

youth to comply with the new Healthy Living Guidelines for

OST.

The purpose of this workshop is to assist providers in

understanding the importance of engaging families with

regards to a child’s learning and development, to explore

practical ways to engage families, and to develop a plan to

better engage the families of the youth we serve.

The Power of Play

This session introduces the importance of play and

physical activity that is fun, safe, and inclusive, and

provides tools and resources for implementing healthy

play, physical activity, and creating an inclusive and

respectful environment. Participants will explore the

benefits of play to teach conflict resolution, group

management and rapport-building, and the barriers youth

face when accessing play and physical activity.

Participants should expect to participate in low-impact

movement and physical activity during the session.

Literacy Coaching to Build Critical Thinking, Meaningful

Projects, and Academic Success

The Free Library offers many services to support the OST

community in building literacy strategies that impact

engagement and achievement. Understand how to provide

highly effective literacy within project based learning

lessons. Experience an Interactive Read Aloud

demonstration that emphasizes developing higher order

thinking skills, engaging youth through personal

connections, reflecting, and responding through writing.

Connection to Free Library of Philadelphia resources will

be featured including library card drives and use of the

nationally acclaimed homework help Brainfuse, which

offers a comprehensive suite of online academic services

designed to support many learning needs, styles, and ages.

Facilitating Science Experiences for Elementary Youth

This session will focus on facilitating science inquiry

experiences for elementary students during PBL. The first

part will involve working through hands on science

activities. The second part will focus on questioning and

classroom management strategies that facilitate inquiry.

Participants will have a chance to model and explore how

they would implement these strategies at their OST site.

The final part will be a planning session that allows

participants time to think about a particular PBL

theme/topic.

Getting Support for Youth with Special Needs

This session will explore some of the resources available to

youth with special needs and the programs that serve

them. It is important that OST staff, caregivers, teachers,

and the social service community work together as

partners to ensure all youth get the services they need.

This session will also touch on building an inclusive OST

environment that welcomes all youth.

From Troubled Moments to Teachable Moments: An

Introduction to Restorative Justice Discipline Models in

Youth Serving Programs

This workshop introduces participants to the concept of

“restorative justice,” a type of discipline that emphasizes

learning from mistakes and undoing damage done during a

transgression. Participants will learn to recognize these

types of techniques and begin thinking about how to apply

them in their own programs.

Annual DHS Out-of-School Time Conference

to the registration table at the end of the conference. Professional development records must be submitted during the

conference and with a presenter sticker in order to receive PQAS credit. For those individuals who may not need PQAS
